Esperon says he was cheated

The shoe is on the other foot

From: Philippine Daily Inquirer

LINGAYEN, PANGASINAN, Philippines—Look who’s talking now.

A former Army general, who figured prominently in the controversial “Hello Garci” scandal in the 2004 elections, is now complaining of being cheated after losing in the congressional race in Pangasinan’s sixth district.

In a statement e-mailed to reporters, Hermogenes Esperon Jr., former chief of staff of the Armed Forces of the Philippines, denounced vote-buying and the “bullying” of village voters that, he said, “altered the decision of the electorate.”

Vice Gov. Marlyn Primicias-Agabas clobbered Esperon, also former head of the Presidential Management Staff, who got 85,069 votes as against her 114,523 votes.

The mutiny case against the 28 officers in connection with the alleged February 2006 plot to withdraw support from President Gloria Arroyo is on its final stretch.

The prosecution presented on Wednesday its last and most important witness. Presidential Management Staff chief Hermogenes Esperon Jr., who was Armed Forces Chief of Staff at the time, had ordered the detention of the 28 officers—nine from the Marines led by their commandant, Maj. Gen. Renato Miranda, and 19 Army Scout Rangers led by Brig. Gen. Danilo Lim.

A well-placed source in the Arroyo administration told us there would be movements in the next few weeks in the mid-level of the military that would compel a three-star general to move out of his area command a month before his retirement.

The source said the movement is apparently towards putting in place Arroyo’s dream team that would help her implement her no-exit plan in 2010.

The information we got is that Lt. Gen. Nelson Allaga will be turning over the Western Mindanao Command to Lt. Gen. Ben Dolorfino, currently the Marines commandant, sooner than his (Allaga) July 16, 2009 retirement.

Three years ago

Three years ago, on this day, there were talks of restlessness in the military as more first-hand accounts of how the military was used as cheating operators in the 2004 elections were being shared by the soldiers themselves.

Eight months earlier, on June 6, 2005 then Press Secretary Ignacio Bunye revealed the existence of a taped conversation between Gloria Arroyo and then Comelec Commissioner Virgilio Garcillano about manipulating the results of the election in Muslim Mindanao to offset the huge lead posted by opposition candidate Fernando Poe Jr. in Luzon.

Gloria Arroyo apologized on TV for “talking to an election officer” which is prohibited by law. “A confessed felon,” lawyer Francisco Chavez said.
