House Resolution 1109 that seeks to convene a Constitutional Assembly, without the participation of the Senate, to amend the Constitution was approved by the House of Representatives.
Gloria Arroyo’s offer of P20 million for each vote for Con-Ass worked.
Gloria Arroyo is using the frog formula on the Filipino people in pushing for Charter Change and it looks like it is working.
What’s the frog formula?
It is said that if you put a frog into a pot of boiling water, it will leap out right away to escape the danger because it’s survival instincts are geared towards detecting sudden changes.
But if you put a frog in a kettle that is filled with water that is cool and pleasant, and then you gradually heat the kettle, it will relish the warmth. It’s tolerance level is high as long as it’s gradual. By the time it would realize the danger, it would be too late to jump out of the boiling water.
Hardly had the croaking of the the congressmen who were at the Manila Hotel for the launching of what pundits call Palaka (Partido Lakas at Kampi) died down last Thursday when they were summoned by Gloria Arroyo to a room where she gave her marching orders: pass the resolution amending the Constitution.
Arroyo, the source said, offered the congressmen a hefty incentive: over and above their pork barrel, they will be given P20 million each.
There are two resolutions calling for the amendment of the Constitution pending at the Lower House. HR 737, authored by House Speaker Prospero Nograles, treats amendment of the Constitution as an ordinary legislation to be approved by three fourths of members of Congress, voting separately.

May nagsabi sa amin na ayun sa isang kongresista na nandun sa Manila Hotel noong Huwebes sa pormal na pagsanib ng Lakas at Kampi, tinawag raw sila ni Arroyo sa isang kwarto at sinabihan na kailangan mapasa na ang House Resolution 1109 para sa Constituent Assembly na hindi kailangan ang Senado para mapalitan ang Constitution.
Ipinangako raw ni Arroyo na bibigyan siya ng tig-P20 milyon sa bawat kongresista na boboto para maipasa ang HR 1109.
Kailangan ni Arroyo ang boto ng three-fourths ng House of Representatives. Mga 200 na kongresista yun. Kung bibigay siya ng tig-P20 milyon para sa 200 na boto, aabot yun sa P4 na bilyon.
Kayang-kaya, maraming pera sa kaban ng bayan. Perang buwis ng taumbayan. Pera galing sa pawis at dugo ng mga OFW.
Nago-organisa na ang mga gustong kumandidato para sa 2010 na eleksyon. Hindi lang sa pagka-presidente. Pati na rin ang mga gustong kumandidato sa mga lokal na pwesto.
Sa Pilipinas kasi ang eleksyon ay parang piyesta. Ang tingin ng marami sa atin sa eleksyon ay isang masayang okasyon kung saan umuuwi tayo na busog ang tiyan at kung swertehin ay may pabaon pa.
At yun lang ang panahon na nilalapitan tayo ng mga pulitiko. Kapag hindi eleksyon, pinatataguan tayo.

It is not unusual for the turnover rites for the AFP chief to be held a few days before the end of term of outgoing chief but one-and-a-half months early? That’s tantamount to shortening a military officer’s term of service. In Gloria Arroyo’s senseless revolving door policy, that’s good for one full term of an AFP chief.
Mukhang nararamdaman ng mga adviser ni Arroyo na mahirap nilang ipilit ang Charter Change para manatili si Arroyo sa kapangyarihan, sabi ng isang kakilala namin sa Malacañang.
Kaya ngayon daw, ang kanilang strategy ay hindi para mapalawig pa ang kanyang kapit sa Malacañang kungdi kung paano siya maprutektahan kapag hindi na siya presidente.
Ang gusto lang daw niya ngayon ay magkaroon ng immunity from suits o hindi siya sasampahan ng kaso kapag hindi na siya presidente.
If the real purpose in the charter change resolutions pending in the Malacañang -controlled House of Representatives is not to prolong the hold on power of Gloria Arroyo, why are her minions desperately pushing for charter change less than a year away from the 2010 elections when they know very well that two out of three Filipinos do not want charter change now?
No amount of public assurance by House Speaker Prospero Nograles and Camarines Sur Luis Villafuerte, authors of separate resolutions calling for amendments to the Constitution, will make the people believe that all these frantic moves have nothing to do with making sure that Arroyo continues to be in power, in whatever form or position, so that they also can continue enjoying the protection and privileges of being aligned with with her.
Last Monday, Nograles pushed for the approval of his House Bill 737 which seeks to amend the economic provisions which limits foreign ownership of corporations involved in exploration, development, and utilization of natural resources to 40 per cent.
Sa tatlong taong tinanong ng Social Weather Station kung gusto pa nila na si Gloria Arroyo pa rin ang nasa Malacañang paglampas ng June 30, 2010, dalawa ang nagsabing “ayaw ko.”
Ngunit ang tanong: may epekto ba ito kay Arroyo, sa kanyang pamilya at sa kanyang mga alagad? Kung meron man, yun ay lalong maghahanap ng iba pang paraan na tuloy ang kailang ligaya lampas ng 2010 at kung hindi talaga mapalawig ang pagpanatili sa kapangyarihan, paano nila mapruteksyunan ang kanilang sarili.
Nilabas ng SWS noong Martes ang survey na kanilang isinagawa noong Pebrero 20-23 sa tanong na, “Kayo po ba ay sang-ayon o hindi sang-ayon sa Charter Change na papayagan si Pangulong Gloria Macapagal-Arroyo na manatili bilang PINUNONG OPISYAL NG PILIPINAS nang lampas sa Hunyo 30, 2010?”
