SAF commandos confirm 2004 poll fraud coverup

Former Maguindanao election supervisor Lintang Bedol, in an interview with ABS-CBN’s Anthony Taberna said that investigation in the 2004 election fraud should look into the supposed ballot box-switching at the House of Representatives.

“Importante masyado iyun to find out whether or not nagkaroon nga tayo ng totoong presidente o hindi,” Bedol said. “Kasi doon, meron movement of ballot boxes.

I’m reposting here the two-part special report on that subject I did for VERA Files on July 28 and 29, 2008.

SAF commandos confirm 2004 poll fraud coverup

(First of two parts)

When Gloria Macapagal Arroyo delivers her eighth State of the Nation Address at the Batasang Pambansa session hall today, she will be standing close to where, three years ago, police commandos say they replaced genuine election returns (ERs) with fake ones in ballot boxes that were being readied for a recount of the 2004 presidential election.

The ER switching at the Batasan had been talked about and reported on since 2005, when Arroyo apologized for talking to an election official while the votes were being counted, in what has since been known as the “Hello, Garci” scandal.

Recently, some of those who took part in that clandestine operation have sought legal refuge, executing affidavits and taped testimonies of their involvement. Others told friends in confidence, while a few boasted about it in drinking sessions.

Unwashing the whitewashed

There is a chance that we might yet see the full Mayuga Report, which former Vice Admiral Mateo Mayuga pledged he would “ bring to his grave”.

President Aquino said that before his inauguration, someone sent him a ten-page report of the Mayuga Commission which investigated the involvement of military officials in the rigging of the 2004 elections in favor of Gloria Arroyo.

The military, then under AFP Chief Efren Abu initiated the investigation after the “Hello Garci” tapes surfaced and names of military officials were mentioned as having participated in the tampering of election results in the precincts in the Autonomous Region for Muslim to make Arroyo overcome the lead of Fernando Poe Jr.

Securing election returns

Yesterday, under heavy security, ballot boxes containing election returns and certificates of canvass of May 10, 2010 elections were brought to the Batasan Pambansa, where the canvassing for the presidential and vice-presidential contest would be held.

The heavy security, the TV reporter annotated, was because of the reported switching of election returns that happened after 2004 elections.

In July 2008, I did for Vera Files a special report on the 2004 ER switching, which was the last stage of the grand conspiracy set up by Gloria Arroyo to defraud the Filipino people of their choice of president.

The ER switching, carried out starting at around midnight of Jan. 23, 2005, was done by the Special Action Force, the elite unit of the Philippine National Police.
