Army officer in court martial for molesting ‘mistah’s’ wife

An Army lieutenant colonel is being tried by a court martial for the alleged sexual molestation of the wife of his classmate at the Philippine Military Academy.

A copy of the charge sheet against Lt. Col. Marlo Guloy showed the incident happened about two years ago in Zamboanga City.

Guloy, of PMA Class `90, is facing violation of Article of War 66 or conduct unbecoming of an officer and a gentleman and violation of AW 97 or conduct prejudicial to good order and military discipline. The violations carry the penalty of imprisonment and dishonorable discharge.

Guloy was last assigned with the Army’s Intelligence Security Group based in Fort Bonifacio.

It has been almost three years since Edith Burgos, wife of the late Jose Burgos, Jr, founder of Malaya and regarded as a press freedom icon, last saw her son, Jonas.

On April 28, 2007, Jonas, father of an 18-month old girl, was abducted by unidentified men and a woman while having lunch at the Hapag Kainan restaurant in Ever Gotesco Mall in Quezon City. He was dragged into a waiting van and he has been missing since then.

Jonas is described in new reports as “activist-farmer”. Probably because at the time he was abducted, he was a member of the Alyansa ng Magbubukid sa Bulacan (AMB), a provincial chapter of the Kilusang Magbubukid ng Pilipinas (KMP).

Jonas studied agriculture at Benguet State University. He practiced organic farming in the Burgos family farm in Bulacan and shared his knowledge of it with other farmers.

Since the abduction almost three years ago, the Burgos family, headed by Edith Burgos has been searching relentlessly for Jonas. Mrs. Burgos has taken all the avenues — courts, police, military, morgues, government agencies including the Office of the President, international organizations and the streets — to look for her son.

She has endured hunger, insults and harassment.

Malaking dalamhati ang idinulot ni Ivler sa pamilya ni Renato Victor Ebarle, Jr., anak ni Undersecretary Ebarle sa Office of the President na kanyang walang pakundangang binaril noong Nobyembre. Noong 2004, napatay niya si Undersecretary Nestor Ponce, presidential assistant, sa isang banggaan ng sasakyan. Hindi niya napanagutan ang kanyang kasalanan kay Pnce dahil nagtago siya.

Malaki rin ang perwisyo ang idinulot niya kay Jason Aguilar, na magtatrabaho sana sa Qatar ngunit napagkamalan ng mga awtoridad ng Qatar na si Ivler. Bahagi kasi pagtutulungan ng international police ang pagtutugis ng pugante.
Kawawa naman si Jason Aguilar na nagkautang-utang para lamang maka-punta sa Qatar para mag-trabaho. Pagdating nya doon noong isang buwan, kunulong siya dahil napagkamalan na siya si Ivler. Isang linggo siya sa kulungan.
Biruin mo makulong ka sa isang lugar na ngayon mo lang narating.Walang lang kamag-anak at hindi mo pa alam ang salita. Napaka-traumatic yun.

Let Trillanes fulfill his mandate

Senate Majority Floorleader Miguel Zubiri should not worry about the Philippines setting a precedent in allowing a detained senator to fulfill his duties to the people.

The Philippines has already set a precedent for having a president who has never been elected to that position by the people.

Zubiri, defending his sitting on a Senate resolution allowing detained Senator Antonio Trillanes IV to participate in the sessions and other legislative functions through remote or electronic Zubiri asked, “Is there a parliament anywhere around the world that allows legally detained members to participate in their sessions?”

The Inter-Parliamentary Union urged the Philippine Senate to act on the resolution allowing him to perform his dutiees as elected senator noting that his six-year detention, despite his not having been convicted of any crime, is a violation of his basic rights.

In its letter to majority floor leader Senator Miguel Zubiri to act on a 2008 Senate resolution allowing detained Senator Antonio Trillanes IV to participate in the sessions and other legislative functions through remote or electronic means.

They called on authorities to “ensure that the resolution is implemented without further delay.”

“The Philippines is a party to the International Covenant on Civil and Political Rights which enshrines fair trial guarantees and that, as a member of the United Nations Human Rights Council, it has pledged to uphold the highest standards of human rights,” said the IPU.

Gloria Arroyo, the brazen violator of the Constitution, will love constitutionalist, Fr. Joaquin Bernas, S.J. for this.

Bernas, in his column in the Inquirer says, “ for purposes of constitutional law is satisfied if there exists an armed force whose activities have the effect of preventing the government from implementing its laws in any part of the Philippines.”

The Supreme Court deferred the issuance of a temporary restraining order against the implementation of Proclamation 1959 imposing martial law in Maguindanao.

Instead, the high court ordered President Gloria Macapagal-Arroyo, Executive Secretary Eduardo Ermita, the Armed Forces of the Philippines (AFP), and the Philippine National Police (PNP) to comment on the various petitions filed questioning the constitutionality of the proclamation, high court deputy spokesman Gleo Guerra said at a press conference today.

His student, lawyer Edwin Lacierda, calls his mentor’s opinion “reckless” and “dangerous”.

Bernas, furthermore, expects Arroyo getting her way both in the Congress and the Supreme Court. “ I do not see either the Supreme Court or Congress revoking her decision now.”

Lacierda said, “With opinions like these, talo na tayo sa boxing bago pa pumasok sa ring!”

No joint session today; postponed to tomorrow, Wednesday

The joint session of Congress on Proclamation 1959 declaring martial law in Maguindanao and suspension of writ of habeas corpus will be tomorrow, Wednesday starting at 4 p.m.

Representatives of both chambers of the Legislature agreed late last night on the rules of the joint session. Those rules will be approved in separate regular sessions today.

Sen. Alan Peter Cayetano said they expect the joint sessions to last two or three days because they will be inviting resource speakers. Among them, Executive Secretary Eduardo Ermita, AFP Chief Victor Ibrado, PNP Chief Jesus Versoza, Justice Secetary Agnes Devanadera, Defense Secretary Norberto Gonzales, and others.

The voting will be jointly, where it is expectred that the pro-martial law Arroyo allies will drown out the anti-martial legislators.

Bakit ba hindi lumalabas si Gloria Arroyo para magsalita sa napaka-mahalagang bagay na nagyayari sa bansa: ang pagdeklara ng martial law.

Kahit sa Maguindanao lang ang deklarasyon, isang mahalagang desisyun yun at walang presidente ang gumawa nun mula nang maibalik ang demokrasya sa Pilipinas.

Bakit si Executive Secretary Eduardo Ermita ang pumirma ng deklarasyon pati ang report na kanyang pinadala sa Kongreso? Kahit sa TV, hindi siya lumabas para ipahayag itong mahalagang proklamasyun.

Siya pa ba ang nagpapatakbo ng Pilipinas? O puppet na lang siya nina Ermita at mga tinatawag na “hardliners”sa Malacañang.

PNP: Government troops seize more guns in Maguindanao; 47 persons arrested

Government security forces seized more high-powered weapons in Maguindanao as intensified operations went underway to arrest and disarm all persons behind an armed plot to resist government takeover of vital local government functions in the province.

At 10:40 a.m. Sunday, police and military troops raided a ranch owned by Maguindanao governor Datu Andal Amptauan Sr in Barangay Limpongo, Datu Hoffer town.

Initial reports reaching PNP Chief, Director general Jesus A. Verzosa, indicate that search operations continue in the ranch after the raiding team found a strash of 39 assorted high-powered gunds including two M60 high machineguns, a grenade launcher and a Cal. 50 and Cal. 30 machine guns.
