SC junks Mike Arroyo petition vs. journalists

The Supreme Court has junked a petition filed by Jose Miguel Arroyo,husband of Gloria Arroyo, which sought to dismiss the damage suit filed against him by a group of journalists whom he hauled to court for libel.

In a minute resolution, the Supreme Court ruled that the Court of Appeals did not commit a reversible error in sustaining the ruling of Judge Zenaida Galapate Laguilles of the Regional Trial Court of Makati City, Branch 143.

Judge Galapate-Laguilles had previously denied the presidential spouse’s motion to dismiss the P12.5-million class suit. The First Gentleman cited the failure of the journalists to immediately answer the written interrogatory within the prescribed extended period.

Arroyo appoints Corona as new chief justice

President Gloria Macapagal-Arroyo on Wednesday appointed Supreme Court Associate Justice Renato Corona as the incoming chief justice upon the retirement of Chief Justice Reynato Puno on May 17.

Corona was appointed associate justice by Arroyo on April 9, 2002. He graduated law from the Ateneo Law School in 1974. While studying, he also worked full time in the Office of the Executive Secretary. He ranked 25th in the 1974 Bar examination out of 1,965 candidates.

After law school, he studied Master of Business Administration at the Ateneo Professional Schools and in 1981, he was accepted to the Master of Laws program in Harvard Law School, where he focused on foreign investment policies and the regulation of corporate and financial institutions.

Wala siguro siyang maisip na paraan para magantihan tayo sa ating pagtuligsa sa kanyang pangungurakot at paglabas sa batas kaya gumagawa siya ng mga bagay na manggagalaiti tayo sa inis.

Hindi ko na sasayangin ang aking emosyon kay Arroyo. Pagtawanan na lang natin siya.

Professionals among Malacañang’s housekeeping staff are outraged. Not only did Gloria Macapagal Arroyo appoint her personal manicurist to the board of trustees of Pag-IBIG Housing Fund. She also earlier named her gardener as deputy of the Luneta Park Administration. Both postings are improper sinecures, Palace aides murmur.

One insider feels disgust that beautician Anita Carpon and gardener Armando Macapagal were placed in positions in a departing admin. As Pag-IBIG trustee Carpon will make P130,000 a month in per diem, plus perks, for a fixed two-year term. Macapagal’s seat as Luneta deputy earns less. But his appointment can be as dubious if he and the President happen to be related. The Constitution and anti-graft laws prohibit government officials from appointing or transacting with kin.

Another source laments that the postings were made on the sly. Carpon was sneaked into the Pag-IBIG board along with three others after the terms of four trustees lapsed in recent weeks. But she was unable to join them in last week’s oath taking and first board meeting as she accompanied Arroyo to the US and Spain. Macapagal’s appointment surfaced only after Carpon’s hit the headlines. A Palace reporter says the offices of Executive Sec. Larry Mendoza and Press Sec. Cris Icban are mum about the appointments, likely made during the election ban.

The nation owes a debt of gratitude to three individuals: Delia Albert, Domingo L. Siazon Jr. and Antonio “Tony Boy” Cojuangco. Both Ambassadors Albert and Siazon were career foreign service officers who became Secretary of Foreign Affairs. Ms. Albert (a replacement has been announced) and Jun Siazon (co-terminus with President Arroyo) are ambassadors to Germany and Japan, respectively. They have been outstanding ambassadors. Whoever replaces them will have a hard act to follow.

On the other hand, Tony Boy has been chairman of the Museum of the Filipino People since the time of President Fidel V. Ramos. As chairman for the last 12 years, he has been exemplary in the management of the museum and sustained in his financial support. His leadership will be sorely missed by everyone who, as I do, value this important institution.

Tamang-tama talaga ang pagka-describe kay Gloria ng isang Malacañang in-house writer nang pumunta siya sa Boao, China noong 2004 para sa pirmahan ng ma-anomalyang kontrata ng NBN/ZTE: “Like a thief in the night”. Magnanakaw na nag-ooperasyun sa gabi.

Ngayon hatinggabi ang operasyun.

Lumalabas ngayon ang maraming “midnight” appointment na ginawa ni Gloria Arroyo. “Midnight appointment” ang tawag sa mga tinatalaga ng isang paalis na na presidente.

Josie, who served as transportation and communication secretary during the Ramos administration passed away last Feb. 14. Yesterday, her family and friends held a mass on the 40th day of her death.

The Concerned Citizens Movement, which Josie started with a few friends in 2005, is formulating a “People’s Contingency Plan to Counter Gloria Forever”.

Marily Orosa, CCM co-convenor said, “The issue now is not whether there will be failure of elections. That’s already a foregone conclusion. The issue is what will the people do in response to the failure?”

It was CCM that petitioned the Supreme Court to stop the Comelec – Smartmatic –Total Information Management consortium from carrying out the nationwide automation of the 2010 elections because it was never tested in a smaller scale as required by the law.

Sana hindi magpa-pressure si Versoza dahil Disyembre 2010 pa siya dapat mag-retire.

Si Rosales ay kasama sa Class ’78 ng Philippine Military Academy na honorary member si Arroyo.

Galit kasi si Arroyo kay Versoza. Hindi dumalo si Arroyo sa graduation ceremonies ng Philippine National Police Academy noong Marso 18 sa Camp Castañeda, Silang Cavite. Sa anibersaryo naman ng Philippine Army noong Lunes,binati niya ang lahat na mga matataas na opisyal maliban kay Versoza.
