The lawyer of the Commission on Elections on Friday filed electoral sabotage charges against former President Gloria Macapagal Arroyo, former Maguindanao governor Andal Ampatuan Sr. and former Comelec election supervisor Lintang Bedol before the Pasay City Regional Trial Court.
Sen. Francis Escudero said once the judge issues a warrant of arrest all watchlist order and hold departure order in a separate on DOJ Memo circular 41 become moot and academic. Arroyo can be arrested. Electoral sabotage is non-bailable.
Leila de Lima looked and sounded desperate in her early evening presscon trying to salvage the situation where the government was in danger of losing face in the struggle to make Gloria Arroyo accountable for her crimes against the Filipino people.
Defying the High Court’s temporary restraining order against her Watch Order List against the Arroyos, she ordered all agencies concerned not to allow the couple to exit the country because as far as she is concerned, the SC’s order cannot yet be implemented because she has not received it yet and she still has to file a motion for reconsideration.

Only 13 magistrates voted.
The 8 are: Chief Justice Renato Corona, Presbitero Velasco Jr., Arturo Brion, Diosdado Peralta, Lucas Bersamin, Roberto Abad, Martin Villarama, and Jose Perez.
The 5 who did not vote in favor of the decision are: Senior Justice Antonio Carpio, Associate Justices Maria Lourdes Sereno, Bienvenido Reyes, Estela Perlas-Bernabe and Jose Mendoza.
Sa gitna ng ingay ng diskusyon kung papayagan si Gloria Arroyo at ang kanyang asawang si Mike na umalis ng bansa para magpagamot day (siyempre marami at mas maingay ang ayaw), hindi na marinig ang tanong na bakit ba hanggang ngayon wala pang kaso sa korte na nakasampa laban sa mag-asawang kinaiinisan ng maraming Pilipino?
Halos magdadalawang taon na ang administrasyong Aquino ngunit hanggang ngayon ay wala pang nakasampang kaso laban kay Arroyo. Lahat nasa preliminary investigation pa lang.Pinapag-aralan pa kung may “probable cause” ang akusasyun sa kaniya.
Palagi nga kinukumpara ng marami sa ginagawa ni Arroyo kay dating Pangulong Joseph Estrada na ilang buwan lang siya napaalis sa Malacañang nasampahan na kaagad ng kasong plunder at nakulong.
Hindi sana problema ang pagbawal ni Aquino kay Arroyo umalis ng bansa kung may kaso na hindi pwedeng piyansahan dahil kung sa ganun ang korte ang mag-isyu ng hold order sa kanya . Kaso wala.
Ang pinaghahawakan nina De Lima ay ang kwestyunable na memorandum circular na inisyu noon ng justice secretary ni Arroyo na si Alberto Agra na kahit nasa preliminary investigation pa lang ang kaso, pwedeng ilagay sa Watch List Order ang isang tao.
President Aquino should thank Gloria Arroyo for rejecting his offer to bring in medical specialists to examine her or else that would have created another round of controversy on the source of funds for that undertaking.
In his press conference Wednesday, where Aquino affirmed the decision of the Department of Justice not to allow Arroyo to leave the country, he offered to bring in the medical specialists that his predecessor is supposed to be consulting abroad.

It’s no secret that I’m not an admirer of Gloria Arroyo and her husband, Mike.
I remain firm in my stand that she should be made accountable for the crimes that she has done to the Filipino people, foremost of which is the stealing of the presidency in 2001 and in 2004.
Invoking the primacy of national interest over individual rights, Justice Secretary Leila de Lima Tuesday slammed the door on Arroyo’s plan to seek medical treatment abroad.
“My order is a denial of the request for an allow-departure order (ADO),” De Lima announced at a news briefing.
The damage caused by her destruction of democratic institutions just to keep her hold on power deeply affected the mindset of the public. It will take many years to rebuild those institutions which took several administrations to build.
But I’m for allowing her to travel abroad for medical treatment.
The Philippine Constitution guarantees the right of every Filipino citizen to travel. Sec. 6 of the Bill of Rights states: “The liberty of abode and of changing the same within the limits prescribed by law shall not be impaired except upon lawful order of the court. Neither shall the right to travel be impaired except in the interest of national security, public safety, or public health as may be provided by law.”
Akala ba ng mga Arroyo ang kanilang ninakaw na kapangyarihan ay habang-buhay? Ano akala nila sa sarili nila, sobra-sobra ang swerte?
Nagre-reklamo na ngayon ang magkapatid na Pidal, este, Arroyo na masyado daw silang iniipit ng administrasyong Aquino.

Ang tatlong senador na nagsampa ng kaso ay sina Teofisto Guingona III, Panfilo “Ping” Lacson, Aquilino Pimentel III. Ang kasong kanilang isinampa ay paglabag ng Anti-graft and Corrupt Practices Act at Government Procurement Reform Act.
Former First Son and incumbent party-list congressman Juan Miguel “Mikey” Arroyo and his wife Angela Montenegro will be charged with tax evasion, after the Department of Justice found probable cause to sue them.
The DOJ’s Task Force on Bureau of Internal Revenue Case (TBFBIR) released a resolution today saying it has found probable cause to charge Mikey and Angela with multiple counts of violation of Section 255 of the National Internal Revenue Code.
Section 255 penalizes taxpayers for failure to wilfully pay income taxes and file returns, or supply correct and accurate information, among other offenses. The penalties are imprisonment of between one and 10 years, and a fine of not less than P10,000.
The resolution was the DOJ’s response to the complaint the BIR filed in April 2011, which alleged that the couple underdeclared their income for the years 2004, 2006, and 2007.
Angela allegedly failed to file income tax returns from 2003 to 2009, and Mikey for the years 2005, 2008 and 2009.
A constituent of Rep. Mikey Arroyo of Ang Galing Pinoy partylist, supposedly representing security guards and tricycle drivers, was mauled by his fellow member of the House of Representatives.

Sen. Antonio Trillanes was not exactly surprised that the “Mayuga Report” was a dud.
