As calls for vigilance over possible attempts to sabotage the May 2010 elections intensify, we miss Josie Lichauco, activist for good governance.
Josie, who served as transportation and communication secretary during the Ramos administration passed away last Feb. 14. Yesterday, her family and friends held a mass on the 40th day of her death.
The Concerned Citizens Movement, which Josie started with a few friends in 2005, is formulating a “People’s Contingency Plan to Counter Gloria Forever”.
Marily Orosa, CCM co-convenor said, “The issue now is not whether there will be failure of elections. That’s already a foregone conclusion. The issue is what will the people do in response to the failure?”
It was CCM that petitioned the Supreme Court to stop the Comelec – Smartmatic –Total Information Management consortium from carrying out the nationwide automation of the 2010 elections because it was never tested in a smaller scale as required by the law.

Arroyo is the first nominee of the Ang Galing Pinoy party list group which represents security guards. Pineda, outgoing mayor of Lubao, Pampanga, is the party’s second nominee.
Romeo Dungca Jr., Jerold Dominick David, and Ryan Caladiao were the other nominees.
Velarde is the fifth nominee of Buhay party list which was represented by his son Rene in the last Congress.
The other nominees are William Irwin Tieng, Ignacio Gimenez, and Wilfrido Villarama.
“Malacañang assured the public that the President will definitey step down on June 30,” sabi ni Planas sa statement.
It’s heartening to see the enthusiasm of people not involved with the campaign of any of the candidates in the forthcoming polls in making sure that the May 2010 elections be honest, peaceful, and credible.
Since it was launched last March 8, VOTE 2010, an election monitoring project of VERA Files with 17 civil society organizations, eight community newspapers, three media-related institutions and a number of individuals, has been steadily getting reports from citizen-journalists, which are not reported in mainstream media.
Immediately after the first part of our two-weekend seminar-workshop on citizen journalism at the Holy Angel University in Angeles city, one of the participants, Joel Ocampo , who is active in the Social Action Center of the Holy Rosary Parish, took pictures of posters of candidates nailed on trees which is a illegal.
Section 22 of Comelec Resolution 8758, which implements the Fair Election Act (Republic Act 9006) provides that political posters can only be displayed in Comelec-designated areas. It also clearly states that “A common poster area does not refer to a post, a tree, the wall of a building or an existing public structure that is in active use, but a structure that is temporarily set up by the candidates or political parties for the exclusive purpose of displaying their campaign posters.”
Now, they are trying to quell the fires they ignited. Related links:

Noong Biyernes, sinabi Undersecretary Charito Planas, deputy presidential spokesperson na posibleng magkaroon ng military takeover kung magkaroon ng total na failure of elections sa Mayo.
Ito ang sinabi ni Planas: “It is possible that the military might take over. That is possible … Military juntas have taken over in several countries, especially in Southeast Asia.”

This is what is disturbing about the Supreme Court decision allowing Gloria Arroyo to make a midnight appointment to succeed Chief Justice Reynato Puno: Arroyo can do anything illegal to stay in power beyond June 2010 and the Supreme Court will give it a mantle of legality.

This is the scenario that we are looking: There will be partial failure of election. Only in the national level. That means no president, vice president and senators would be proclaimed by June 30, 2010.
Since the term of incumbent Senate President Juan Ponce Enrile will end on June 30, there will be no Senate President, who is third in the Constitutional order of succession. (There have been calls for Enrile to do the patriotic act of resigning as senate president so that someone whose term will end in 2013 could be elected senate president but he has refused.)
Meanwhile, there would be proclamation of winners in the local posts including members of the House of Representatives.
There have been reports of Gloria Arroyo subsidizing the campaign of a huge number of congressmen to make sure that she gets elected as speaker.
The speaker of the House is fourth in the line of succession.
