A ray of hope

At least, it looks like we are not going to have another case of Mayuga Report.

Those watching closely the trial of the military officers being involved in the aborted plan to withdraw support from Gloria Arroyo’s bogus presidency have been given hope that the panel led by Lt. Gen. Alexander B. Yano trying the case might yet be fair.

The hope comes from Yano’s decision last Tuesday to release the Pre-Trial Investigation Report prepared by a team from the Office of Judge Advocate General led by Col. Al Perreras dated Oct. 25, 2006. This is small victory considering that the prosecution had been wanting to shortcut the process and go ahead with the trial without even giving the respondents a copy of the basis of the accusations against them.

If JAGO ‘s copying machines don’t break down, the 28 respondents led by Maj. Gen. Renato Miranda should have their copy of the 210- page PTI report this week. As preliminary investigations go, their lawyers are given 15 days to comment.

It would be interesting to see how the Yano court would proceed because a PTI report we obtained unofficially showed that the Perreras team had found that “there is no adequate basis for appreciating the existence of a prima facie case to indict or prosecute any and all of the respondent officers charged for violation of the 67th Article of War” which is attempting to create or begin mutiny.

Based on the findings, the Perreras panel recommended the “dismissal of the charge and specification for violation of the 67th Article of War (Attempting to Create or Begin Mutiny) against all of the respondent Officers for lack of factual and legal bases without prejudice to its re-opening when the evidence warrants.”

Mutiny is punishable by death and Conduct Unbecoming of an Officer and a Gentleman is dismissal from service.

It also recommended “Referral to trial by court-martial of the individual Charge for violation of the 96th Article of War (Conduct Unbecoming of an Officer and a Gentleman), as amended, against the following respondent officers: Maj. Gen. Renato P. Miranda; Brig. Gen. Danilo O. Lim; Col. Ariel O. Querubin; Col. Orlando E. de Leon; Lt. Col. Custodio J. Parcon; Lt. Col. Achilles S. Segumallian; Lt. Col. Nestor F. Flordeliza; Lt. Col. Edmundo D. Malabanjot;

Maj. Jason Laureano Aquino; Maj. Oriel L. Pangcog; Maj. Francisco Domingo R. Fernandez; Capt. James C. Sabadan; Capt. Montano B. Almodovar; Capt. Joey T. Fontiveros; Capt. Isagani O. Criste; Capt. William F. Upano; Capt. Dante D. Langkit; and 1Lt. Belinda R. Ferrer.

There’s a recommendation of “Referral to trial by court-martial of the individual Charge for violation of the 97th Article of War (Conduct Prejudicial to Good Order and Military Discipline) against Col. Querubin and Lt. Col. Segumallian.

There’s also a recommendation to dismiss specified charges against a long list of officers.

Lawyers of the respondents said there’s a provision in the Articles of War that “No charge for trial shall be referred to a court martial without first being referred to his Staff Judge Advocate for review and advice.”

Their interpretation is that since the provision speaks only of “charges for trial”, the charge of mutiny should not be included in the trial.

It’s reported that Staff Judge Advocate Col. Pedro Davila reviewed the PTI and recommended that the officers be charged with mutiny, which was a reversal of the Perreras panel recommendation.

Esperon has said that his basis for charging the officers of mutiny were the PTI and PTA reports. He also said it was his prerogative to overrule recommendations to him.

The respondents’ lawyers said, the Articles of War allows the Chief of Staff to modify the recommended charges but he cannot reverse a recommendation for dismissal.

Then there’s the issue the legality of a “special general court martial” which Querubin’s counsel Homobono Adaza describes as “no such animal”. Plus the fact that it was convened by Esperon who is the accuser and will be a witness, and a judge because he will eventually review the decision of the court panel.

The March 16 hearing should be interesting.

  1. So Homobono Adaza is defending Querubin! Good! I like this guy. I wrote about him previously because I know him, have met and talked to him in person.

Walang ere sa ulo. Compared to Jerko Arroyo, this guy is the real Macoy—real human right lawyer. Hindi nagpayaman even when he was serving as a Congressman. Too bad that people there do not appreciate such hardworking and pretty honest individual!

Alamin!

  5. Chi,

Maski di naman the great pretending-pretender iyang surot na yan, wala pa ring kaso, technically speaking.

And mali ang P**************nang Esperon supot na yan! It’s not true that he has all the prerogatives – absolutely false.

It doesn’t work that way. He’s only Chief of Staff (appointed by a fake pa), he is NOT ABOVE military laws, rules and regulations that govern the military.

Esperon supot is merely an executant/or or the laws but he CANNOT APPROPRIATE these laws, rules and regulations, code of ethics, etc. as PERSONALLY HIS.

These incarcerated officers not only have human rights, i.e., their case should have been tried long ago, they have military rights to PUSH COURT MARTIAL PANEL to desist from further making a mockery of military laws if there are NO CHARGES with solid evidence against them.

As I have said, this supot Esperon is PERSONALIZING or interpreting the laws according to the mood of his P************nang kasupotan.

    Can’t be!

Even the Nazi war criminals were IMMEDIATELY TRIED according to Articles of War (maraming nations pa yan involved) and was done over with one year from being captured… ANG DAMI PA NILA!

    Ano yan? KENKOY military?

Di na nahiya ang P*************nang Esperon supot sa mga maraming defence attachés stationed in Manila with his moronic utterings!

  6. Follow on to GSDC’s comment: “Walang bansang umunlad na hindi minahal at kinupkop ang kanilang mga tagapagtannggol.”

The most powerful nations in the world, topped of course by the US of A have always had the most professional armed or defence forces.

The professionalism of the defence or armed forces is a gauge of the modernity of a nation and its economic stability and its overall peace and order situation.

It is also a given that when a nation’s armed forces is in disarray, no foreign country takes that nation seriously.

Because our nation’s military, at best is unprofessional, it is difficult for serious foreign investor nation to consider it as a bona-fide investment ground. At best, Pinas can expect investments from nations that are in equally squalid but not from serious western nations.

Unfortunately, Angie Reyes and his cohorts, followed by Senga, and Esperon the Supot, have brought down the level of the AFP to unreasonable depth.

It will be very difficult for any serious foreign or western nation to think of Pinas wholly different from its armed forces.

  7. If you notice, even before PM Abe of Japan decided to militarize Japan, Japan, a pacifist nation rose from the ashes to re-build itself.

In spite of the pacifist stand, Japan has ONE OF THE LARGEST and by larger, larger even than Britain in terms of naval assets with the latest state of the art technology.

Such build-up is in keeping with the tenet that a self-sufficient nation has a professional armed or defence forces without which, that nation cannot be considered a power or a super power.

If Pinas wants to go modernize itself, it must modernize its armies too, not only technologically but also in terms of education and military moral values.

The armed or defence forces of a nation is its window to the world.

Think too, that with a professional armed forces, Pinas can actually build up its local technologies. Modern armed forces are also the drivers for achieving hi-tech status.

  8. Re, Esperon’s “These are two references that I used to arrive at a decision as to who will be charged or not and I have the sole authority for that.”

Farcical, absolutely Monty Python and Charlie Chaplin classics!

Pre-Trial Investigation panel, OTJAG says, no basis for prosecuting the officers, yet Esperon insists there is, what in the world is this legal hocus pocus?

Military Law is enshrined in the National laws; if police investigations say there is no basis to prosecute an accused for murder, why should DoJ prosecutor insist on prosecuting a suspect?

Same is true in military structures. Court Martial is a court of law but in the military. OJAG is military prosecutor, if he says, there is no basis for prosecuting the accused, why continue with the farce?

The PTI report clearly states that there is no evidence, basis to prosecute Gen Lim and Querubin and a few other officers with Article of War pertaining to mutiny and conduct unbecoming an officer, so why does this Esperon Supot insist on prosecuting them?

    Total, utter low-class FARCE.

No civilized nation with a civilized military’s chief of armed or defence forces would ever overturn the findings of their own legal experts.

Esperon supot is making a mockery of justice, military and national.

    Unbelievable!

My friends at NATO had this to say: “He may for some reason believe that because he has the power to “harass” officers, i.e., because it is in his territory, it is nonetheless unreasonable of a chief of defence forces to continue along the lines of what clearly is a legal farce.”

One of the NATO people whom I consulted further commented, “Maybe the job description of a chief of staff Philippine military is different from the usual military in the West, i.e., US, UK, France, etc.”

If Lt Gen Alexander Yano, and other legal brains of the AFP OJAG released the same PTI that Ellen published herein, my friends believe that he will be hard put, legally, to prosecute. My friends also added that it is NOT improbable for the CSAFP to insist that the officers be accused and to press for trial – in that case, they believe that Lt Gen Yano should desist from personally prosecuting mutiny cases to avoid being a party to a legal farce. (My friends’ words.)

  11. OJAG has already started releasing the PTI. Atty. Trixie Angeles, the lawyer of Capt. Ruben Guinolbay, said they got their copy yesterday and it’s the same as the one published here.

  12. Thanks, PV, for the objective views of your NATO friends. It would be helpful for me in my future columns.

  13. I’ll share with you what a young officer, one of those detained, told me: Esperon talked with him personally why he joined Brig. Gen. Lim and the young officer explained their misgivings about Arroyo.

Esperon asked him, “Do you still believe that I’m involved in the ‘Hello Garci’ operation?”

The young officer replied, “Sir, it’s only you who can answer that.”

Esperon got angry. He ended the conversation.

  14. If Pinas wants to go modernize itself, it must modernize its armies too, not only technologically but also in terms of education and military moral values.

The armed or defence forces of a nation is its window to the world.

Think too, that with a professional armed forces, Pinas can actually build up its local technologies. Modern armed forces are also the drivers for achieving hi-tech status

    .

Those are good goals to aspire for.
    .

However I have to highlight two things:

    (1) The bedrock of academic acumen and moral values are the primary and secondary levels of education. It is in those stages where the moral fortitude of an individual is formed. Military education, like any other tertiary education is just the icing on the cake. Try spreading icing on a rotten cake and chances are you will poison your guest.

Bottom line: If we cannot even run a world-class (or even half-decent) public school system (whose products are the input to just about every institution in our society — whether it is the military, government, or private business), what makes us think we can improve the moral and intellectual constitution of our soldiers?

    (2) You said something about “building local technologies”. How’s this for a reality check: The primary means of public transport in the Philippines is 60-year-old piece-of-junk-technology. Our automotive industry had a 10-year head start over war-ravaged Korea in the 1950’s. Yet what were once manufacturers of cheap bicycles and motorcyles now produce some of the world’s most exquisitely-built automobiles.

Bottom line: Philippine society has a pathetic track record of technological achievement. It fails to apply foreign technology well, and therefore it is an extreme stretch of the imagination to even expect local technology to blossom out of nothing. Remember that old irony our country being host to the venerable International Rice Research Institute (IRRI)? Well, today we are one of the least food-secure countries in the Far East. We import rice from Vietnam and Thailand, and corn shipped in from halfway around the world is far cheaper than corn shipped to Manila from Mindanao. How’s that for irony? 😀

As I keep harping about before. All this discussion is old hat. It is easy on the brains — which is why it is so popular. Ask all the hard questions and all the hollow-headed political pundits scurry away.

    Where are the results?

    – 😀

  15. Ellen, just to put things in the right perspective, allow me to re-post what was said/the following were the words of my friends from NATO (they have at one time or the other been members and presiding judge in court martials of their respective services) and who was each giving his opinion (randomly, if you want) and which I collected as well as I could – these notes are practically verbatim, (since they were made during an verbal inter-action after they read the PTI):

    Their first question was:

“Is this a true copy of the official document from the OJAG?” (I said, “Yes, according to investigative journalist!” I was referring to you, Ellen!) Then friend said, “It is NOT improbable for the CSAFP to insist that the officers be accused and to press for a trial – the JAG who released the findings (PTI) should desist from personally prosecuting mutiny cases to avoid being a party to a legal farce. Chief of staff should perhaps find another judge to instruct the case…”

On Esperon’s comment which I cited to them: “These are two references that I used to arrive at a decision as to who will be charged or not and I have the sole authority for that.”

Initial comment by one of the NATO guys: “Farcical, absolutely Monty Python and Charlie Chaplin classics!”

The other comments are not necessarily on the Esperon comment but just random comments overall based on the spirit of the PTI or what they have read:

“Pre-Trial Investigation panel, OTJAG says, no basis for prosecuting the officers, why prosecute?”

“Military Law is enshrined in the national laws; if police investigations say there is no basis to prosecute someone accused of murder, why should First Law Lord (prosecutor) insist on prosecuting a suspect?”

    Another one interjected:

“If one considers that a junior officer at one time or the other said to himself “I’ll kill Colonel so and so” but didn’t say it aloud nor never carried it out, where is crime there?” And added, “In the submarine service, officers and troops are often in mutiny mode but it’s one thing to think it and another thing to do it.”

    More comments:

“Court Martial is a court of law but in the military. JAG is military prosecutor, if he says, there is no basis for prosecuting the accused, why continue with the farce?”

“I don’t believe the Chief of Defence Forces UK will ever overturn the findings of the UK military’s own legal experts; just not done.”

“He (CSAFP) may for some reason believe that because he has the power to “harass” officers, i.e., because it is part of his territory, it is nonetheless unreasonable for a chief of defence forces to continue along the lines of what clearly is a legal farce.”

“Maybe the job description of a chief of staff Philippine military is different from that of the military chief in the West, i.e., US, UK, France, etc.”

Other things were said, but I gotta put order in my notes. The bottom line is that per their assessment of the PTI, the most serious offence that some of the officers may be charged is “Conduct unbecoming an officer” but all were unanimous that 3 days of trial should determine the guilt or the non-guilt of whoever is accused of “conduct unbecoming an officer.”

They say that ONE YEAR of investigation was very, very unreasonable.

They said a couple of things which were frankly quite derogatory to or highly critical of Mr Esperon but no need to repeat them.

Somehow, I think this letter is directly connected to Ms Ellen’s “truth and justice” and I would like to share it to everyone.

    Dear Fellow Filipino,

Good day to all of you! Before I begin my letter… just a disclaimer, for people who know me they know that I love the Philippines very much and I am not really one who rants and complaints to high heavens about what is happening to our country and does nothing about it, in fact, I feel that at my relatively young age of 27, I have done much service to the Philippines by setting up Pathways to Higher Education which has sent more than 500 poor but deserving students to college and AHON Foundation which has already built two public elementary school libraries that have benefitted more than 3,500 students. Yet, after seeing how events in our nation have transpired the past few weeks and talking with some friends, I feel the urge to share with you my own thoughts and feelings.

Over the weekend, we saw the completion of two major political alliances for this coming Senate Elections that has just began here in the Philippines . Now we have two political forces with familiar faces nonetheless on opposite sides of the fences. On one end, you have Tito Sotto and Tessie Aquino-Oreta who were two major stalwarts of the opposition and the FPJ Campaign in 2004 hobnobbing with the woman (Pres. GMA) whom they claimed to have cheated FPJ in the last Presidential Elections. On the other side of the fence, you see Manny Villar, the former house speaker who was actually responsible for impeaching Erap now part of the United Opposition who is led by no less than… Erap himself. Now if you don’t see anything wrong with this picture then you must be one of the many Filipinos who have accepted this very sad reality that there is indeed no permanent ideals that our government leaders stand up for but rather they just go where there self-interests can best be served. It is this kind of politics why I no longer wonder why good people like Ramon Magsaysay Awardee Mayor Jesse Robredo of Naga City or outstanding Bulacan Governor Josie Dela Cruz will find it hard or worse, never be elected to national positions.

It is with these in mind that I’d like to share with you what are events this coming May elections that will make me consider leaving the Philippines :

1.) If former COMELEC Commissioner Virgilio Garcillano of Hello Garci fame wins in his bid to become Congressman of Bukidnon…seeking to replace a good man no less in incumbent Cong. Neric Acosta… We would really be the laughing stock of the whole world if we allow a man with the reputation of Garci to be one of our so called “Honorable Gentlemen”.

2.) If Dancing Queen Tessie Aquino Oreta reclaims her seat at the Senate… I hope that all of us would still remember that dance that she did during the 2001 impeachment hearings after they voted to overrule the decision of then Chief Justice Davide… let us make sure that people like her never make it to the Senate again.

3.) If Richard Gomez becomes a senator… what does he know about making laws? We already have the likes of Bong Revilla and Lito Lapid in the Senate and their performance or lack of it would be reason enough not to elect another actor who has no prior experience in government to the distinguished halls of the Senate.

4.) If Gringo Honasan wins again…. have we not learned our lesson? I cannot believe that just because someone is charismatic then we will just elect him to become one of our senators despite the fact that he has time and again caused so much instability in our country… if we want a military junta similar to that of Thailand … then lets all vote for this guy….

5.) If Manny Pacquiao becomes Congressman of General Santos City… everybody loves Manny the Boxing Champ but Manny the Lawmaker? Lets be realistic here, Manny is our Hero alright but I think it takes more than just great boxing skills and a desire to serve to be able to make appropriate laws that would help uplift the lives of the many Filipinos who live in Poverty.

6.) If Lito Lapid wins for Mayor of Makati City… I don’t like Jojo Binay as well but Lito Lapid as city mayor of the country’s finance and business center?!?! And do you really think he is from Makati and has good plans for the city? The Arroyos asking someone like him to run just goes to show you how much love and concern this government has for our country.

7.) If Chavit Singson becomes a Senator, Illegal Gambling = Chavit… enough said.

Now if all of these 7 things happen during this coming elections then don’t be surprised if I decide to leave this country that I love dearly. Like I said during the first part of my letter, I feel that I have done much for this country but I think its time that Filipinos become more vigilant and critical in selecting our leaders for the sake of our future and the generations that will go beyond us. So I appeal to every Filipino who asks what can I actually do for my country… Choose and vote for the right people this coming elections, huwag na tayong magpaloko sa mga kandidatong maganda lang ang jingle o gwapo lang sa mga poster. Let us choose leaders who have a good track record for service and who are genuinely committed towards serving our country.

Thank you very much for your time in reading this letter.

    Sincerely,

    Harvey S. Keh

This statement is recent, not fifty years ago but during the watch of this evil woman Arroyo. Its obvious that this military with the assistance of Haemorrhoid Assperon is going backwards, being divided so as to be easier for her to check and rule.
This military is being reformed, not for the benefit of the Nation but for her benefit to hold onto power.

Justice delayed is justice denied. It is very obvious that Assperon is keeping all these soldiers, not for the over rated “coup” in February 2006 but because tiyanak’s rule has to be protected. In the military of the tiyanak, the merit system is based on dog loyalty. The more corrupt an officer is, the more meritorious he becomes. Besides, the May election is forthcoming, Assperon, Ebdane and all the corrupt bodyguards(secutiry guards per PV) have to be trouble free. They have to make sure that their cheating operations will be succesful! So, these incarcerated soldiers should be put away for a while.

Assperon must be following a certain “Articles of War” authored by the tiyanak and co-authored by him.

“Girl guides” is a very sexist remark! There are women leaders in the word who have sterling accomplishments like Thatcher. Women leaders are actually excellent administrators. But tiyanak is one of a kind worst leader! What she says is very different from what she does.

Harvey, please do not give up on the Philippines. Young heroes like you are needed by the Filipinos. Although some of the canditates are “trapos” and flip floppers, there are those worth voting for. If at all, through your network, join the young voters in promoting intelligent and clean elections. We already lost a lot of good citizens like you through migration.

    “A RAY OF HOPE”

This aptly describes the people at teh Department of FOreign Affairs, sadly to say “ITS THE OPPOSITE”

Forgive me on this Ms. Ellen, this is a bit off-ropic:

A friend of my mine who is working at the DFA is complaining on the system in which DFA personnel are being assigned abroad to work in our embassies and consulates-general around the globe.

According to my friend almost all of the regular employees are complaining on their system. Their complaints for me are valid.

Their complaints stems on the procedures of assignment, imagine an employee has to bid for his/her foreign assignment(that’s how they call it). The rpoblem is what if one makes a bid to be assigned in one of our embassies or consulates-general Offices, only to find out that the ambassador or consul general did not like you and instead chooses one who is a friend of the latter, or if one employee had an encounter (in a word nakaaway) with the boss, then that personnel is penalized for making standing on his/her own principle. NAPAG IINITAN BA.

ANother thing that amazes me is, why is it that the ambassadors or consuls general given the power to choose their own staff, imagine the number of personnel that the DFA has in their office??

I asked him why?? the answers was simple – kasi magkakaibigan yan lahat kaya pag may nakaaway ka sasabihin sa kanila na huwag kang kunin – .

YThe quetion right now is, is it not against civil service rules and regulations, hindi ba discrimination yun. Is there a way that the leadership of the DFA can do something about this.

    But of course you can.

Just make sure that when you address a comment to someone, you write it in the language that that person speaks. I think in a number of comments that you directed to me, you either completely wrote in a non-English language or you inserted some non-English phrases in them. Which is why the whole question of your intentions (as to why you exhibit these other quaint language faculties of yours) came up in the first place.

  47. You bet, Chi, walang kaso. I watched the drama of Querubin complaining about him and his men being used to infiltrate peaceful rallies, plant bombs on their path and blame the NPA for it that as a bemedalled hero he could not tolerate.

I was not in there but I was watching the video clips being transmitted by ABS-CBN to the TV network I was doing translations for. In fact, sukang-suka nga ako kay Mike Defensor because he was threatening ABS-CBN and giving stern warning if they would broadcast everything on TV as to what was happening at the camp where Querubin was pleading to the Filipinos to help him stop the possible carnage being commanded him and his fellow marines to do against the very people they had taken oath to protect and defend.

Iyon ang utos ni pekeng landi who thought it was her privilege and prerogative to have people who had displeased her murdered. Hindi iyan pinalabas sa TV as a matter of fact even in Japan unless of course natuloy iyong carnage because what the TV sells in fact is sensationalism, violence, carnage, etc. Walang nangyari as a matter of fact, so even here it was mentioned on TV but not given prominence and considered as another failed mutiny the way Malacanang wanted it shown on TV—more an unreasonable and illegal protest by some disgruntled soldiers against a legitimate (?) president, who had yet to be proven as to whether or not she did cheat in the last election.

Excuse the language (God forgive me) but …talaga kasi ang galing ng gimmick and publicity that it was nothing but another silly trick by the opposition and a small group of unhappy soldiers! End of the story! What they did not show of course was how much money was distributed to the sipsips and labas ang tumbong “to quell” such “rebellion.”

They can show very clearly there that Querubin was actually complaining about the crooks who wanted to sacrifice innocent lives for the vanity and ambition of the bogus president! Ang linaw-linaw na walang kasalanan iyong bayani!!!

Por dies, por singko, PATALSIKIN NA, NOW NA!

The officer, Maj. Gen. George W. Weightman, a physician and a graduate of West Point, was fired because Army Secretary Francis J. Harvey “had lost trust and confidence” in his ability to make improvements in outpatient care at Walter Reed, the Army said in a brief statement.

Question: WHY CAN’T THE DND RECOMMEND FOR THE SUMMARY DISMISSAL OF ESPERON?

  50. Con’t:

A series of disclosures published prominently in The Washington Post about the living conditions, the red tape ensnarling treatment and other serious problems have challenged the notion promoted for years by the Army, especially since the war in Iraq, that wounded soldiers receive unparalleled care at Walter Reed.

Question: WHY CAN’T LEGISLATORS WHO ONCE SERVED IN THE MILITARY INVESTIGATE WHAT’S HAPPENING IN ESPERON’S TORTURE CAMP?

  51. Toney, you can ignore comments that you don’t understand or that displease you. You don’t have to respond. Just ignore so we won’t be distracted from the main issue. Marami naman dyan ang English, eh.

  52. Prans, if the DFA is in a rot, the people there deserve it. Except for Mike Macaraig, others don’t complain. They refuse to stand up for their rights. They want others to take up their cause.

Tell them, “Walang mang-aapi kung walang magpapaapi.”

  53. Con’t:

Defense Secretary Robert M. Gates appointed a panel last week to examine conditions at Walter Reed and other Defense Department hospitals it chooses, including the Naval Medical Center in Bethesda, Md.

Mr. Gates endorsed the decision to relieve General Weightman in a statement Thursday.

“The care and welfare of our wounded men and women in uniform demand the highest standard of excellence and commitment that we can muster as a government,” he said. “When this standard is not met, I will insist on swift and direct corrective action and, where appropriate, accountability up the chain of command.”

Question: I DO UNDERSTAND THAT DND/DOJ OFFICIALS ARE GLORIA APPOINTED BUT WHY DON’T OUR LEGISLATORS TAKE IT UPON THEMSELVES TO CREATE A PANEL TO INVESTIGATE THE FAILINGS OF ESPERON as chief of staff armed forces? They owe it to these young officers – these junior officers have put their lives several times ON THE LINE so that the Philippines may not be invaded by enemies so that they may legislate!

  59. I know Ellen – but he rendered things worse for him by asking that question.

Goes to show that the guy is dumb!

  60. Let’s put it this way…

If I were CS and I was PURPORTING TO BE innocent, I wouldn’t dream of mentioning the word “INVOLVED”… If I felt the urge to ask that kind of question, I simply would ask:

“Do you truly believe that HELLO GARCI operation existed?” (Perfectly military-like question!)

It’s one thing to be guilty but it’s another to be completely dumb and Esperon is both.

  61. chi chi

    “Walang mang-aapi kung walang magpapaapi.”

    Ellen,

A friend, a DFA employee also, who used to be a pricipled guy, does nothing today under the supertuta Bert Romulo but complain about “how DFA sank to the bottom; how demoralized the officers are; etc.”

I got tired of his complaints and told him to act. Sabi niya ay bahag na raw ang buntot ng DFA employees and they can’t do anything kundi kainin ang kanilang kalagayan. I was overcome with mix emotions and said to him “nagpapa-api kasi kayo, e, buti nga sa inyo”. Isinumpa na rin yata ako! Wrong choice of words I know, but pareho din ng “Walang mang-aapi kung walang magpapaapi.”

The young officer replied, “Sir, it’s only you who can answer that.”
Esperon got angry. He ended the conversation.”

“Toney, you can ignore comments that you don’t understand or that displease you. You don’t have to respond. Just ignore so we won’t be distracted from the main issue. Marami naman dyan ang English, eh.”

It reminded me of two people in a room having a civilized discussion when suddenly another person walked in and started talking to the other person in the different language that the other individual couldn’t understand, how do you suppose that other person feel? Is it proper manner to just completely ignore the other person?

Sorry, Ms Ellen I would’ve to disagree with you on this one. It’s a problem in this blog, impolite, rude, insulting, and inconsiderate to other bloggers. You do not ignore problems, but we try to find solution. When two people are exchanging views and the other started to speak language the other person couldn’t understand this other person is talking, I called that distraction, quite impolite. In my opinion, it’s the distraction of the main issue, since the continuity of the exchanges has suddely has been lost, if I may add.

In a bigger scale, I’m sure you’re much what’s going on in our government, for years they’ve been ignoring all the problems, such as, corruption, jueteng, killings, stealing of govt funds, subversion of govt, hello Garci, fertilizer scam, and most importanly the legitimacy of mutineer Gloria. To ignore in some instances are nothing but walking away from the problem, a cop out.

And you are telling me/us to do the same thing here in your blog, just ignore it. By the way, it doesn’t displease me the least, all I’m asking is fairness for other bloggers to be considerate of others. It’s not too much to ask.

  67. Going back to hazing practices at the PMA when these guys were cadets there.

Chabs said, “Esperon, just cut your toenails” which reminds me that maybe Esperon has no more toenails because it was (and still is) a practice in PMA for the plebe to be meted some form of sadistic punishment involving their toes and toenails.

Example: an upperclassm would bang the butt of a rifle on the tip of the cadet’s shoe with such brutal, sadistic force that sometimes, the cadet’s toes and toenails would be bloodied for weeks; they would writhe in pain for weeks.

Matter of fact, one of those cadets who, fortunately, made it to CSAFP virtually failed his exams because of the wounds inflicted on his toes by his upperclassman with the rifle butt.

That’s why I believe Esperon has no more toenails – heheh!

  68. This is unbelievable! Tribune writes:

“Esperon snubbed AFP prosecutors, filed mutiny raps vs 28 officers (By Gina Peralta Elorde)

“Military Chief of Staff Gen. Hermogenes Esperon Jr. yesterday admitted that, despite a panel’s finding that there was no crime of mutiny committed, he still decided to file mutiny charges against the 28 Army and Marine officers who were involved in the foiled Feb. 2006 coup attempt despite the fact that military prosecutors did not recommend it.”

    Ellen,
You are the moderator of this blog and it is your responsibility to maintain order here for the common good. Posting in a language that is so unfamiliar to the majority is unfair and doesn’t contribute to the over all goal of this site. Based on your responses to some people here, I guess you have grown close to them. But remember, it is your duty to be fair to everyone. Sure, the others don’t complain, only because the poster is a ‘member of the group’ so to speak. This is just a blatant boasting of being a linguist.

  72. Okay. Thanks Toney and Titser.

Cocoy, Anna and others who are multilingual. Could you please , include a translation in English of the non-English comments that you post. I think they have expressed a fair complaint.

I don’t want this to be a side issue.

  73. If one feels comfortable expressing his or her views in other language other than Englsh and Pilipino, there’s nothing wrong with that. But I I agree with you and Cocoy, it’s good manners not to talk in a foreign language in the presence of others who don’t understand it. But that can be remedied by a translation.

Take it as a learning experience.

Just goes to show that the more educated you become, the more uneducated you can be (as in, walang pinag-aralan). I’m sorry, Ms. Ellen, but this blog of yours used to be a great place to visit until some contributors have began to use it as their own private chat room, to the detriment of everybody. The blogosphere is supposed to be a great marketplace of ideas and/or opinions, to be debated upon as necessary, or to be rejected as necessary. But always with respect. Being polite is not so hard to do.

  75. The discussion on using foreign language has degenerated into something which is not positive at all. Pls stop it.

This is the rule. If you feel you must express yourself in a language that not many in this blog understand, please translate it into either English or tagalog. As i said, it’s good manners.

Please no insults. I will delete comments on that issue.

I put up this blog as a forum with the end view of helping in informing the public of issues that affect their lives because I believe that only when one is informed can he or she make wise decisions.

Let’s keep discussion towards that end.

  79. There is no such thing as absolute prerogative. Even if CS, Esperon has prerogative, his action should be based on sound discretion.

The respondents’ lawyers opine that Esperon’s prerogative is to modify the recommendations but the cannot reverse recommendations for dismissal.

That’s common sense, why would you form an investigating team and ignore their recommendation?

As the Little Prince said, “Accepted authority rests first of all on reason.”

    Ms. Ellen,

Although there are some words I can express better in Spanish, I do translate it in English. My tagalog is not 100% good, but I do continue to try.

However, on one occassion, I did explain in Spanish that we must translate our foreign language because it may indeed be offensive to some. It isn’t good manners actually, if there is no translation. It may, as I can already read in the previous discussions, be offensive to others.

If I have offended anybody w/ my Spanish, I apologise. My intention is not to be offensive to anybody. After all, the issue is Gloria.

Am really very impressed on people here like Cocoy, who can switch himself from English to French, to Spanish and what have you. As long as it is accompanied with translations, it’s fine with me. Tama ka Ellen, to say, consider it as part of learning experience. I do speak German, aside from English and a bit of Spanish but I always prefer Tagalog because I don’t want to lose it. I do speak other dialects very well and I communicate in different dialects with Pinays here. We have to speak our mother language as often as we can since we’re away from the country. That’s the only way to preserve it.
