Ethical and effective

A visiting expert on citizen participation in governance, Dr. Lyle Wray, said two of the important traits that voters should look for in a leader are “ethical” and “effective.”

Immediately, what came to my mind were the top leading presidential candidates Benigno Aquino III and Manuel Villar.

(I believe the presidential contest will be between the two. Former President Estrada is a far third. Gilbert Teodoro is further down in fourth place. His numbers may be improving but the increase is miniscule, it is doubtful if he would be able to catch up.)

I believe Aquino is honest. He has no record of corruption. But there’s so much to be desired in terms of performance.

I’m trying to recall images of impeachment proceedings against Gloria Arroyo in the House of Representatives as well as Senate Blue Ribbon investigations of many corruption-riddled administration projects, and there’s none that I can see the face and hear the voice of Aquino.

The decline of his survey ratings speaks a lot of his deficient managerial skills. He failed to solidify his massive lead that arose out of sympathy for his mother’s death.

If we are to believe stories about the way his campaign is being run, he is not the one calling the shots. He does not lead.

Villar, on the other hand, may have proven managerial skills by his slums-to-riches story. The issue about him is not only ethical but moral. The C-5 issue is not ethics, it’s graft (which should be handled by the Ombudsman, not the Senate).

The giving out of scholarships during a campaign period, which a Comelec commissioner said could constitute vote-buying, shows a cavalier attitude towards the law. That’s not a healthy attitude for one who is aspiring for a position that would require him to implement the law.

Since none of leading contenders in this election apparently possesses those two qualities, I asked Wray which one would be “curable.” Some say that you can teach skills but it’s difficult to change one’s values. On the other hand some say that a leaders’ deficiency in ethics can be checked by a vigilant public but incompetence is incurable.

Wray replied both are equally important. “It has to be both,” he said.

Wray said he is very concerned about the “culture of corruption.” It’s not just a matter a corrupt act, a case of a person giving bribe to expedite a process. But in a “culture of corruption” everybody accepts it as a standard practice.

He was not talking about any particular country but the description fits the Philippines and more so the Arroyo administration.

Wray said media plays an important role in engaging the people through in-depth and investigative reports. He said media can be effective in educating the public by being responsible.

Wray, who is here for a series of lectures arranged by the United States Embassy, is one of the authors of the book “Results that Matter” which is about improving communities by engaging citizens, measuring performance and getting things done.

    Poor country, we do not even have a good choice between our top two presidential candidates.

    One has no track record, but is riding on the Euphoria of his mother’s death. As a person, yes I believe he is honest, but the problem is he has no performance to speak of. And also the ones behind him are people who claim to be righteous but zooming further you would see people with self-interests, not to mention the notorious kamag-anak inc.

    The other one has questionable ethical and moral values. He is claiming to be self made through his rags to riches stories, but in reality, has used his position to the fullest advantage so that his companies would grow. Talk about government spending on roads that pass through his properties and ghost borrowings in the government institutions.

    Bad choices indeed!

    Mind conditioning ang mga survey na ginawa ng mga utak-pulbura upang palabasin na ahead ang dalawang gunggong na kandidato.

    Ang Kapamilya and other media entities e remnant din sila ng EDSA DOS con Hello Garci kaya mahirap pagkatiwaan ang mga ito.

    Wait and see, kung ano talaga ang pulso ng taong bayan…mahirap magtiwala sa mga naglalabasang surveys at alam mo na maraming pakawala at anti_Masa coz’ang nasa likod nito e mga civil socialites na gustong mahawakan muli ang EK.

    Kailangan nating bantayan ang kanilang mga kilos at galaw at sa oras na malingat tayo sa mga traydor at sinungaling na yan for sure another 6-years muli tayong isasadlak sa hirap at dusa.

    Pareho silang may kinalaman sa pagkakaluklok kay Gloria Arroyo kaya nagdurusa ang sambayanan, ngayon sila pa ang namamayagpag bilang pagkapangulo. Nadadala ang taumbayan sa magagandang political advertisement at endorsement ng mga artista.

    Hi Ellen. Like you, I am also dismayed by Noynoy’s seeming complacency after the first surveys showing his impressive ratings, and by his rather belated attemps to arrest the decline in the past couple of months. However, unlike you, I do remember his participation in the NBN-ZTE Senate hearings. If my recollection is correct, he showed particular interest in the technical nitty-gritty of the broadband deal, the part in which the IT people were being grilled.

    Ellen, since you are a consultant of ANC’s Strictly Politics, would it be possible for you to search for footage of Noynoy’s role in the NBN-ZTE hearings? Very often we only remember those who make fiery speeches or castigate witnesses, and obviously, Noynoy has none of his father’s electrifying persona. Clearly he did not make headlines when that issue was hot, but I don’t believe he just sat there and blended with the furniture as some quarters suggest.

    Sabi ng barriotics na ate ko at mga kamag-anak at mga kapit-bahay ay bakit ko raw pinoproblema ang iboboto between Noynoy who is honest but no outstandsing performance (yet) and Villar who might be skilled but corrupt.

    Ka dali raw na pumili, e di dun sa honest kesa sa isa pang Gloria Arroyo. Napakagaling nga raw ni Villar at ang sipag at matiyaga…sa pagpapayaman sa sarili at tongpats/kurakot.

    Hindi raw sila kasindunong ko pero alam nilang pumili. Ako raw ay walang problema sa hirap ng buhay sa Pinas, sila raw ang biktima ng super-dunong na Gloria kaya ako raw ang susunod sa gusto niya, weder I like it or not, hehehe. Ano ba yan, nasermunan pa ako. Ang sagot ko lang e, alam mo naman na hindi ko masikmura si Villar and nunca na iboboto ko sya. Kasi ay nagaala-ala ang ate ko dahil sa endorsement ni Trillanes kay Villar na baka pagtaksilan ko sila kay Noynoy, hahaha!!!

    The total sum of lack of administrative, managerial and leadership qualities is INCOMPETENCE. That’s the best “things” about Noynoy Aquino.

    Incompetence is incurable and if it’s incurable what hope and future awaits the country under an incompetent president like Noynoy?

    Maybe he is honest, and so far that’s the only thing positive about him, but what’s the business of being honest when what is needed is competence in leadership and administration. Even in his campaign, in his party, he is not even the leader but the the one that is being led. So what kind of leadership he is going to bring when he can’t even lead a handful of his people in his own party compared to the 90 million Filipinos? You can not lead a country of 90 million by just being honest. You need to be a man with a vision, decisive with strong leadership qualities and character.

    And to be honest TOO, that’s the complete antithesis of the personality of Noynoy Aquino.

    well, if wray is right about choosing one who is effective and ethical, it is our fault if we choose to limit our choices to the two who do not have both. while manny has turned me off for obvious reasons, noynoy has just recently driven me nuts by being seemingly spineless. if we vote noynoy in (and I was initially predisposed to support him) we risk the possibility that his handlers will run the country. he cannot seem to control his staff to produce results.

    however, wray never indicated that the choices are limited to the two. there are other effective and ethical leaders who are less popular. take dickie gordon for example. though he bugs me somewhat, he is effective and seemingly ethical. and yet we do not look his way because we are shepherded into thinking there are only two options. wray’s statement, therefore, maybe an unintended challenge not to the candidates, but to the population at large; that we must choose the effective and the ethical — not surrender our choice to a few. that is our power, we should not so readily relinquish it.

    Agree.

    Just as competence is necessary in the exercise of good governance, right values topped by moral courage should be inherent in a leader. The absence of those personal elements in an elected leader will have dire repercussions on the ‘populace,’ on the country and its institutions. And that should be avoided as much as possible.

    Sadly in the Philippines, culture of corruption (defined as something that everybody accepts as a standard practice) is so inherent on virtually all levels, it’s almost impossible to elect one who is not corrupt, i.e., someone with the right values and moral courage.

  12. I beg to disagree about Gordon’s ethics. There is a shock-and-awe series of blog posts being run in http://www.barriosiete.com by Ellenville habitué Buraot on his first-hand experiences of the Gordon style of governance, being an Olongapo resident.

    I was one of the believers of Gordon and was even a part of a movement to draft him as presidential contender versus the very popular candidate Erap Estrada who was then being challenged by De Venecia.

    At the time, Gordon was fresh from his achievements of preserving Subic and making it the perfect model for former military bases being converted into industrial zones and his success in generating investments and therefore, jobs for the US-abandoned naval base workers. He also made volunteerism his main vehicle.

    But he chickened out and instead chose to be reinstated to his old SBMA post which was however declared illegal by the courts.

    He is now running sans the usual coterie and their throngs of volunteers.

    Bad timing.

    Not true. Did our vigilance change the way Gloria is running the country today? Didn’t it take nothing less than a revolution to oust Marcos? Can we really thwart the evil plans of a determined despot like Gloria? I don’t think so. Pinoys have become tired of people power I’m not about to gamble with another ethics-deficient president at this time.

    What I believe in is the school of thinking that calls for a leader who inspires rather than someone who is competent. Our most competent leaders – Marcos and Arroyo – are the biggest failures.

    Sadly, those who have inspired us in the recent past are now opting for, as Mon says, expediency.

    Good governance can only be exercised if leaders possess ethics.

    A vigilant public is no guarantee that an unethical or morally corrupt leader will not manage to push through with unethical or morally corrupt and excecrable governance.

    Gloria is a living proof.

    The fact is the Filipino’s are ever vigilant and patient! 10++ years of vigilance and patience didn’t do much to change anything. Truth is the voice of Filipinos are not being considered much more recognize in our own country! Vigilance again in the hopes that the deficiency in ethics can be checked by a vigilant public! More like saying you pinoys don’t deserve anything better but live a life under a “status quo” and this is good for you! Hell no!

    Sa akin, sampu ng aking pamilya, boboto kami. Pipiliin na lang namin ang kandidato which is the least evil among them.

    Sa kandidatong nagsasabing tatapusin ko ang kahirapan, ilang kandidato nahalal na ba ang nagsabi ng ganyang linya? Pudpod na linya na iyan.

    Pero kung merong isang tao na sinserong nagsabi na tatapusin niya ang culture of corruption sa ating bansa, baka magawa pa niya iyan. Kung walang corruption, magkaroon ng pera ang ating bayan at mabalik ang respeto ng foregin investors at ng taumbayan sa namamahala sa ating bayan.

    We should not be “defeatist”. We should vote for the candidates who are least evil among them. Me panahon pa na mababago natin ang imahe ng ating mahal na bayan.

    In my view, what we need is a leader who will provide us respite from issues polarizing us to hopelessness, as we rebuild! Dr. Wray opinion refers to leading candidates with bias to all three top contenders and the example shown also leans to favor another! Key is who among the “presidentiables” can implement the LAWS of the land for peace and progress? Who among the “presidentiables” can do away with it’s own personal interest for the good of many that we can trust to lead us? Who among the “presidentiables” can DEPEND our country and sovereignty from foreign interest groups? keep Mindanao and Spartley’s within our boundary? and put forward a policy that place a lot more emphasis on us Filipinos, as a whole, and will not transact to sell our future for others? Not those cheap shots ethics and incompetence BS as written!

    In US, interest groups in many cases uses so called experts to influence policies for their benefit, not literally a US policy! What you read is not always as good as it seems.

  21. About 2 weeks ago, may nagtanong sa akin kung ano ang masasabi ko sa mga kandidato bilang pangulo at kung sino sa palagay ko ang mananalo at ito ang aking sagot bilang prediksyon na rin:

    Una, mas gusto ko si Gordon kaso nga laang, hindi umaangat pero umaasa katulad din ng kanyang pampangkin na si JC.

    Noynoy is it! Sa palagay ko, si Noynoy ang mananalo kahit maraming pintas. Ilan sa nakausap ko, parang walang arrive si Noynoy bilang presidente. Malamya. Ang perception, dahil given naman na kulang pa sa executive experience at management skills, kayang kayang rendahan ng mga naka paligid sa kanya lalo ng mga naka-yellow at civil society. Mas OK pa nga raw si Roxas, oragon ang dating dahil minsan sumigaw ng pu__…sa harap ng madlang pipol. Problema lang ni Roxas, mukhang hindi rin mananalo like Gordon.

    Ayaw ko kay Villar kahit ibigay ko na lang sa kanya ang mansion na umiikot ngayon sa internet. Sa true lang, hindi ko tinitingnan ang ibang issue kay Villar, ang hindi maganda sa kanya ay ang pagtatapon nya ng pera sa kanyang kandidatura na he’s practically buying the presidency. In a country na nakasubasub sa lusak ng paghihirap, isang malaking iskandalo ang gumastos ng bilyones para sa isang pwesto na hindi ka sasahod ng isang milyon isang taon. Kaya nga ang nakatatak sa isipan ko at marahil sa iba na rin, dahil isa syang magaling na negosyante, hindi sya magaatubili na bawiin yun. Ano, palulugi?

    Si Erap, outlet na lang nya siguro ang pagtakbo dahil nasaktan sya noong pagka-sipa bilang presidente. Sa atin kasi, once a politician is always a politician. Basta naging pulitiko ka, basta may pagkakataong lumaban, sasabak. Lalo pa si Erap na matagal na nanungkulan. But Noynoy will be kind to him and of course, to Binay.     Dont waste your time. Yung mga nangungulelat will always gripe bakit di sila ang dapat na mamuno pero people can see through them. If their only idea of competence and “performance” is delivering fiery privilege speeches or legal “dobol-tigok” during legislative inquiries, then so be it. But for the countless others who believe otherwise, it’s better to cast our lot with somebody who promises not to screw us and unfortunately for his detractors, appear more credible than their favored bet. They can rant and rage all they want, but it won’t matter anymore. If you want another six years of Gloria, vote Villar. As for the fencesitters, they have forfeited their right to criticize the next president, whoever he will be. They can’t have their cake and eat it too.

  24. I don’t believe Noynoy is as incompetent as people are saying he is, he is a senator for pete’s sake. It takes a level of skill to reach even barangay tanod, for those of us who belittle other people just take a look at where we are now, what have we accomplished? can we honestly say we can do a better job if we were in his place? come to think of it, can any one of us even reach the level he is on already?
    Its easy to be judgmental when we’re on the “outside” but who among us can really say mas magaling tayo? umabot ba tayo sa pagiging senador at least?
    What I noticed about Noynoy is that among those who presented themselves, he is the only one with a more pro-active stance, he focuses on “his” own commitment to be morally upright, not once did he take on the “moral force” force everyone to be moral bullshit. He is taking responsibility for his own actions which is about the only thing anyone can do really, no one can control another one’s actions or reactions – its our individual choices based on our value systems, our beliefs, if we blame someone else because he didn’t “control” us or “managed” us properly – we deserve to stick with Gloria!
    I believe in the end we do not even have the real capability to choose our leaders, but we can choose the way each one of us uniquely react or behave…leaders are not just placed to be the object of judgment, we, as the people are judged also by the way we respond to whatever leader we have…do we make excuses for not being productive, or being crooks, or lazy, and blame our whole lot in life on our leader? Come on, we’re better than this. Its too obvious a choice already…
    …the situation is such that we as a people are expected to “step up” and take a more proactive role than just push everything to our leaders, we have a chance now to shine as a people and not stand in the shadow of someone too ambitious as that he/she will take the credit for it all…
    …do we have what it takes to grab the bull by the horns or are we too scared shitless and still pine for that “perfect” leader/master/idol who will literally lead us like scared children into the new world or are we going to do our “jobs” the best possible way and exceed expectations?

    Obama wasn’t calling the shots on his presidential campaign in 2008 either. He was too inexperienced for that. The guys who ran Obama’s campaign were David Axelrod, David Plouffe and Robert Gibbs from Chicago.

    Noynoy spent 9 years in Congress and Senate. In those years, he authored/co-authored nine bills and NONE OF THEM PASSED into law. That is an average of ONE unapproved BILL for every year of service. With that kind of below par performance, Congress never felt his presence and his attendance in any way did not matter at all; he being an inactive participant, non-contributor and non-performer and worse sleeping on the job.

    It’s his/her own business to make a choice, but, I can’t see myself supporting someone who can’t even manage to draft and pass a bill and and have it enacted into law in a span of nine long years of service.

    That’s not really a very impressive work experience in any resume. Any human resources officer will never give a second look at it and just throw it in the garbage can. The only thing high-lighted is being the son of Cory and Ninoy. Besides that it can’t even be considered and qualified for an executive position in a medium size business company. The sad thing is the position applying for is the presidency of the Philippines.

    Wala na bang magandang kapalaran na darating sa Pilipinas?

    rose,#8 you are right mostly all of us has “ethics”,but speaking of pinoy public servants,ethics were not on thier heads,wether they are elected,appointed or civil service hired,7 out 10 gov’t employees are involed in any kind of corruption,ever since the republic been set up.Name any agencies that not in the system of kalakaran on UTAK lamang gamitin para kumita,from the lowest barrangay level up to the highiest post,are on the take.papanong uunlad ang ating bansa sa pag-dilat ng mga mata pa lamang ng taong gobiyerno ay kumita ng pera sa madaliang paraan ang nasa isip.Kaya ang pag-unlad so far ahead beyond our reach.It will take another 6th generations before our country see a progressive place to live.

  32. Even HR practitioners have to operate under proper parameters, what parameters do you see for a president?
    Is Noynoy’s attendance to senate work dismal? Did he in any way contribute to no qourums due to non attendance? Was he able to review matters that needed to be reviewed, sign whatever needed signing or not? Did he ever show disrespect for the senate?
    If what we’re referring to as bills are bills that were passed because of so much wheeling and dealing, compromise with the powers that be that its implementation will only benefit certain interest groups why should anyone push for it? Personally, if there is a choice between “win-win”, “win-lose”, or “no deal”, if its not “win-win” it should be no deal right (check your Steven Cover seminar).
    We cannot possibly say for sure he was inactive based on what you hear/read from his detractors, there must be other parameters other than authoring and passing bills, and if we are really as discerning as we say we are, we should look beyond these list of achievements because if we will base our decisions on these lists – why nobody is fit to replace Gloria Arroyo! As I said, lets stick with her then…she has the most achievements on the list and they have all these billboards proclaiming these in all project sites to boot. Who else wants to compare achievements?

    Ngayon ano sila…di ba puro reklamo sa buhay!

    If you believe that Noynoy kukote is row 4 or wala namang nagawa or wala masyado experience, why then Pareng Erap endorsed FPJ over Ping Lacson ?

    I also believe that Noynoy is not that competent as Gibo, Dick Gordon or even Nick Perlas, i will vote any of the 3 anytime but voting any of the 3 means a vote less for Nonoy and if we believe to the surveys a vote less for noynoy is a plus for Villaroyo and i dont want that to happen.

    Like what i said, endorsing villaroyo is like endorsing corruption or the so called kalakaran as Manny Villar’s term that agreed by the Magdalo’s

    what I know, a manager should be known to be someone with principles and virtues. Maski pumalpak siya in terms of personal decisions, his innate nature will have his subordinates try to come up with just as honest and altruistic advices. The morale of the people will be on the upswing and there would be more cooperative efforts to better the national scene. Wala nayung attitude “kung magawa yan ng mga nakatataas, ano pa kaya itong maliit kong panggagantiyo!” Leadership is not about knowing all the solutions. Competency is not only about knowing how to implement. It is knowing how to inspire and unite all the goodness of a people and make them act on it as well!

    A manager/executive’s main function is to spot the talent and deploy him/her. That is what I am looking for; a president to be who can, and is willing to form a good cabinet and listen to it. Macoy had a good team (Virata, et al), but he did not listen to them.

    JFK was also a non-performing, incompetent, playboy in the Senate. But he started the practice of raiding Harvard and the other ivy league schools, to form a good cabinet. He was a so-so president nevertheless, because he and brother RFK, also, did not always listen.

    hindi ko maintindihan si Velarde…mahusay siya sa scriptures, sa Old Testament particularly ang Psalm 91 na memorized ng mga members niya..nasa panyo pa nila..pero naalaala niya kaya ang sabi ni Jesus Christ…love the sinner but not the sin? sa punto na ito..mahal niya si Villar at magkaibigan sila does he also love the corruption? kaya ok lang.. totoo hindi tayo dapat mag husga pero hindi siya nagattend ng investigation..paano yan paano natin malaman? hindi ko maintindihan tunay!

    Like any leader, be it a CEO or a president, he listens to all suggestions from his top lieutenants/ advisers (who probably have a lot differences in opinions), but at the end of the day, it is him, the President who decides. Wouldn’t it be worrisome if we have a leader who can’t decide on his own and have to always rely on his advisers?

    Sorry but I beg to disagree, every tax paying citizen can and has every right to criticize the president, especially if that president squanders government money that came from taxes collected from the people.

    The most important consideration for HR in their hiring is Work experiences. These are the most highlighted items in a resume to catch the eagle-eyed officer’s attention followed by achievements and performance in previous jobs, meaning jobs or projects done that contributed to the succeees of a company. These are the things that will make or break chances.

    Noynoy’s work ethics maybe excellent, like always registering a perfect attendance, but, if you are always present and doing-nothing except to hatch some eggs under your ass, or to satisfy a quorum and vote for the passing of bill, what contribution did you make? Even Lito Lapid, Bong Revilla or anybody can do that. Just raise your right hand and yell “Aye”, job’s done.

    Getting elected to a position like barangay tanod or senator doesn’t mean one is competent. This logic is screwed. The question is how competent is Lito Lapid? He has been a senator for so many years, being there first than Noynoy. So is he competent enough to run for president?

    I am not into campaigning for any candidate. This is an open forum and just like everybody else, I am just voicing an opinion. If supporters of other candidates get annoyed by my criticisms, that’s not my problem. I am just speaking of something I know are valid and fair issues. The country is on an election mode and everybody should be happy because we can see how democracy works, and this is how it works.

At this crossroad of our country’s quest for good governance, ” It is enough for good men to do nothing for evil to triumph” as Edmund Burke once said. . .Binabanatan natin ang ibang tao na masyadong mataas ang moral standards for riding the moral high horse pero kung di tayo bomoto ng presidente ngayon, di ba mas lumalabas na equally guilty tayo dahil di makapasa sa mataas na standards natin kuno? Yung mga nagsasabi nyan ang dapat na tumakbo na kandidato. Mas magaling pala sila sa pakiramdam nila e. Is that not having your cake and eating it too? Kahit taxpayer ka pa.     Every person has the right to vote for whom he believes should be president and also has the right not to vote for anybody if he/ she thinks that the available candidates is not deserving to be president. In short, none of the above. Walang mapili dahil sa maraming pwedeng dahilan. That’s his/ her choice… not to vote. Di mo naman siguro pwedeng pilitin ang isang tao na mahalin sa hindi niya type di ba. Hehehe 😛

    The constitution did not say that if you didn’t vote for anybody, you automatically lost all your privileges as a citizen of the republic and lost the right to criticize anybody, including the president. 🙂

    Uhmmm… a fence-sitter is one who doesn’t take sides in a controversy or a dispute. Meaning, in our situation.. one who will not be voting for anyone, not participating in the election… It’s not that I don’t want to take side with anybody but there simply is no one among the candidates that I wanted to be president… meron sana kaso umatras. I’m still going to vote by the way, for VP and maybe one or 2 senators, etc… but I’ll leave my vote for president, mayor, vice-mayor congressman, party-list blank. 😛 Does that make me a fence-sitter? 😛

    Noynoy may not be as fiery as the other candidates are projected.
    This does not mean that he is less competent. As someone has mentioned, being a senator requires some level of competency. And as senator, they are mandated by the people to legislate laws. The responsibilities of a senator go beyond the drafting of legislation or creation of policies. I believe that Noynoy has consistently voiced his concern on several issues, drawing attention to the anomalies in our present administration. He is a fiscalizer, which is what they (the senators) ought to be. He may not be as “noisy” as some of the senators, but he does scrutinize the bills and resolution that come his way and participate actively in it’s deliberation/s.

    At the heart of all legislative and policy-making initiatives is the development and welfare of the people. In one of his privilege speeches, he has drawn attention to the plight of the victimes of extra judicial killings.
    Sen. Noy and Mar has taken the initiative in looking deeper into the Maguindanao Massacre victims, especially the journalists. This is done quietly, without much fanfare, but the relatives of the victims are grateful for their actions.

    I could enumerate some bills and some resolutions by Sen. Noynoy.

    Competency, if he is lacking, can be learned. You can not “UN-teach” a learned leader whose ulterior motive is to plunder and squander the nation’s coffers. As mentioned by previous post, this is best exemplified by both Gloria and Marcos, who are real smart, that they are able to enrich themselves and their minions at the expense of the people.

    I would still vote for Noynoy and Mar.
