Smartmatic TIM to get windfall even before delivering counting machines

The winner of the government’s P7.2 billion automated elections project will get close to P3 billion, or 40 percent of the contract amount, even before it delivers all the 82,200 counting machines to be used in the May 2010 elections.

Under the contract signed on July 10, the Commission on Elections will be paying Smartmatic TIM Corp. about P3 billion for a range of goods and services that include starting up the project, delivering the “development set,” customizing voter education materials and putting up a Website in the contract’s first four months. Smartmatic TIM Corp. will get P2.5 billion for the counting machines, called Precinct Count Optical Scan (PCOS) units, which will be delivered in four batches: 12,000 in November, 30,000 in December, another 30,000 in January and 12,200 in February.

    Tongpats have to be paid, well, also ahead of the delivery. I think it is common practise to pay contractors 10% of the cost of the project for mobilization. But by gulay, this is 40% advance payment, maybe the 30% is for Misters Tong and Pats, LOL.

    I dont’ know why everytime there are transactions/projects like this, your tinikling minds always point to the private person (?) as having a share in any advances paid.

    Is it his trademark?

    Pakinabangan nawa ng taong-bayan ang project na ito ng Commelecta…bilyones ang usapan dito at kung magiging palpak ang eleksyon sa 2010 at magkakadayaan na naman e malaking dagok ito sa ating lahat.

    Well, kahit saan natin sipatin ang project na ito e sure na marami ang nakinabang sa tongpats…imagine, tutal malilikot naman ang ating kukote e SOP na yaong pinakababa na tongpats ay 20% + 100% patong sa presyo pag-utang at syiempre naman paghahatian ito ng mga attack doggies ng rehime.

    It now appears that the Comelec is the financier of the automation project. Ang galing makipagbusiness deal itong Smartmatic-TIM. Laway lang pala ang investment nila. 40% advance payment is not the tongpats but for the purchase of the machines. 35 to 40% of the balance is the tubong lugaw. Naisahan at na stir fry na naman si Juan sa sariling mantika.

    COMELEC chairman Jose Melo, already knew Smartmatic didn’t have the logistics when its dubious “BID” was presented. But awards committee chairman, Ferdinand Rafanan awarded the contract just the same to Samartmatic-TIM. Why indeed ? For the Philippines to enter into a contract with a company it has never had business dealings with, let alone its integrity (if any), this already hoisted a red flag. But not for Melo and company. No sir !! It was lutong-makaw from the very start care of YOU KNOW WHO.

    The conflict between Smartmatic and TIM was a classic example. Why did the COMELEC interfere with the scuffle? Without (then) a signed contract with any vendor/bidder, what business did Melo and the COMELEC had in playing referee between the two ? It was not as if there were no other bidders ! It simply had TO BE Smartmatic-TIM at any cost. It was already a done deal from the start and to hell with the other bidders. Had COMELEC not interfered, the shadowy “luminaries” behind the fucking deal would have been exposed right then and there. And besides, the “allotments” would not have been realized.

    With practically nothing down as far as Smartmatic is concerned, It had the nerves (or the shadows behind Smartmatic) to demand an immediate 40% of the P7.2B contract price even before any delivery of even one machine and, the so-called “milestones”. And the funny thing about this is that COMELEC happily complied with the demand. In short, with a mere “SALIVA INVESTMENT” (laway lang ang puhunan), Smartmatic stands to gain a fast P2.88B out of thin air. Why the rush ? Because the ‘MAFIA” behind Smartmatic can’t wait to partake of the loot.

    The sad part of this is that, should the automation won’t push through because of “un-forseen” circumstances, Smartmatic not only gets PART of the initial P2.88B, but also gets paid the remaining balance of the whole P7.2B. It will be another MEGA-PACIFIC deal all over again. Meaning, the automation will not push through, the machines will be like little white elephants, gloria’s annointed will win the presidential elections, the vendor gets something from nothing, and the whole gamut of the Malacanang Mafia gets richer another million a thousand fold.

    Pilipinas, what are you waiting for ?? GISING !!!!

  15. OMG Toungue, are we in for another election fraud? Nakakatakot talaga coz we can not trust this boobuwit and her dogs. Baka ngayon pa lang eh programmed na yung mga manok nila. Garbage in garbage out pa rin.
