In reply to my Oct. 26 column in Abante on the death of nine infants at the Rizal Medical Center, Health Secretary Francisco Duque wrote the following explanation:
Greetings.
Please allow me to reiterate that the Department of Health (DOH) has not absolved the hospital authorities now facing charges for the alleged neonatal sepsis deaths of nine babies who were among those born last October 4 at the state-run Rizal Medical Center (RMC). A more thorough investigation is now under way to really see whether the neonatal deaths can be linked to a breakdown in infection control standards at RMC.
This developed as some sectors continued to regard the DOH Fact Finding Committee (FFC) and the National Epidemiology Center (NEC) investigation results as a whitewash to cover the alleged misdeeds of the said hospital.
Let me stress that the finding of the FFC and NEC is just the prelude of the series of investigations that the DOH will be conducting for the said case. In fact, the DOH Legal Service will conduct a formal investigation based on existing Civil Service Rules and Regulations.We are saddened by claims from some quarters that the DOH has already cleared the implicated hospital and its staff and has shifted the blame to the mothers instead.
There will be no sacred cows in this investigation. And DOH is not about to spare the rod to anyone who will be proven to have neglected his duties in ensuring that no pregnant woman or her baby will be put at risk during delivery. No one is off the hook yet.
Last Monday, October 23, the DOH released the results of the preliminary investigation where the NEC confirmed an outbreak of a highly fatal, early-onset newborn sepsis with 15 cases and nine deaths, all born on the 4 th of October at RMC. It was reported that the newborns suffered difficulty of breathing, poor suck and fever within 90 hours after delivery. The NEC disclosed that the said events suggest that mother-to-child transmission has occurred even before the delivery.
In the said investigation, both FFC and NEC were also unable to directly link contaminated hospital equipment and the short power interruption due to typhoon Milenyo to the outbreak.
However, both investigating teams said that they noted that the increase in incidence and mortality rate of neonatal sepsis at RMC this year compared to last year is alarming and should have alerted hospital officials to the need to impose corrective actions and improve case management. The DOH is now looking at the angle that RMC staff may have failed to exercise the highest standards of care to prevent the outbreak even if this was not hospital acquired.
Also, the RMC officials, who went on leave for five days since the start of the investigations, have now been temporarily re-assigned to the office of Assistant Health Secretary David Lozada without prejudice to put said officials under preventive suspension once the legal investigation begins.

Quiet a strong statement from Secretary Duque and I had been hearing equally strong statements from many distinguished high government officials in the past and sadly, I along with millions of Filipino at home and the world over are quite disappointed that most of the time as often as they were uttered were not followed by determined actions. But I would give the Good Secretary all the time in the world to prove true to his words.
And I would further suggest to conduct an independent inquiry, “a no-hold-barred” type to investigate perhaps not only this particular incidents, but the total reform of the health care system especially as it concern the care of the most vulnerable segments of the society, ‘the children’. I always believe that if there is the will, the funds and the all the resources needed for such an undertaking will be found. Thank you, Mr. Secretary..
Amen to you Mrivera. Ang bagal talaga ng administrayong ito sa pag-iimbistiga ng mahahalagang isyu kaya palaging may doubt ng whitewash. Tapos ngayon nalulungkot daw si Duque sa kumakalat na negatibong balita tungkol sa kanila. Eh in the first place, dapat meron silang anticipation sa magiging reaksyon sa isyung pagkamatay ng mga sanggol sa nabanggit na ospital…ISYU ‘YAN NG MGA BABIES, ano ba naman kayo? Mga sanggol iyan ng mahihirap na pinoy na salat sa tinatamasa ni Duque na kayamanan. Please naman, asikasuhin ninyo ang mga ospital para sa mahihirap.
Kayo nga, umubo lang ay tungo kaagad sa US, EU, or Hongkong hospitals, which reminds me (off topic :)), palagay ba ninyo mga kapatid kong bloggers ay family vacation lang ang puntirya ni Glue sa HK? Hindi kaya kasama ang check-up? Buti pa siya at mahaba ang bakasyon sa abroad, iyong aking mga kamag-anak ay balikan Maynila-probinsya pasa sa undas.

There will surely be some tendering of resignations and people in charge taking responsibilities. Victims will also be duly compensated.
Families of the dead children should bond together and demand justice for this. Hindi puede ang explanation lang especially when this involves the loss of human lives.

Anna talked of the MRSA that may be the possible cause of death of the 9 infants in the Rizal Provincial Hospital. I do not know if the people there even understand what it is, and to find out really the cause of their death with all these penchants of the present dispensation for doctoring facts and figures! We cannot even be sure if those people even understand about the mutants that are now more fatal and difficult to cure especially with all the neglects because the money for health care, etc. are stashed somewhere and not use for what they have been intended for.
I don’t know why hospitals there would even depend so much on crumbs and morsels being collected for examples by Filipinos overseas as those in the USA where charities advertised obscenely on cyberspace have become something more like a beauty contest, and something that I personally would rather do without fanfare or use for trying to sell one’s name. Pati charity kino-corrupt as a matter of fact.
The budget for health and welfare should be a priority in fact versus the money squandered to bribe the tongressmen in the Philippine Tongress so that the Bansot can remain squatting at the palace by the murky river. On the other hand, increase the budget for health and welfare, baka naman nakawin ng mga kurakot doon!

The mothers, in fact, can actually bond together and file a group lawsuit against the said hospital and the government with the help of lawyers from CODAL for example or the group of Atty. Roque.
The only problem is that the court there is not even sophisticated enough to create a welfare program to help financially those who are seeking redress for grievances such as the above. Over here, there is now even a group of lawyers receiving government subsidies to provide free legal consultations and services to the needy.
Worse is when the government would even try to intimidate and harrass crusading lawyers there by tagging them as destabilizers and ordering their early demise as those victims of extra-judicial killings esepcially in the rural areas!
I know of a well-known lawyer, who has served as ICJ judge, who almost got assassinated. Fortunately, he was not home and those who wanted him dead did not succeed in killing him. He was one of those lawyers who volunteered to take up the cases of the peasants and farmers at Luisita Hacienda. What the crooks in the Philippine government do not realize is that to kill this judge will create a ripple that can prove fatal to the illegal reign of the Bansot because of his international reputation and prestige.

Irregardless of the outcome of the investigation, still there are nine babies dead, will never see the dawn of light. The explanation didn’t mention any compensation to the parents or closed relatives of the dead babies. Why not? With very poor past performance of the present govt when it come to bringing the truth out, I’ve my doubt that we will ever know the truth how those babies have died. I’m very distrusful of the DOH Fact Finding Committee, if this has any connection to the govt of bogus Gloria. Just do not trust the present govt, since RMC is a State run hospital. This is no difference than those 800 activists and journalists that died violently, no mystery of Hello Garci, and Josie Bolante fertilizer scam and the mismanagement of P728 million. So, I can summarily conclude that this tragedy will also be forgotten and those guilty will never prosecuted of serve jail time. Ask Mang Melo of what his finding on the deaths of the activists and journalists. Yeap, it’s all forgotten and Mang Melo never heard from him no more.
Francisco Duque, spare us, our emotion. We’ve been trough more than enough cover up to last us a lifetime. The nine babies is nothing unique, unresolved tragedy and violent happen all the time in a country run by corrupt govt. Tell that to bogus Gloria!

I’m thinking of writing to the editors of newspapers in Japan and berate Koizumi for making the dumping of toxic wastes to the Philippines a collateral for grants and loans to the Philippines. I encourage bloggers here to do the same. You may write to Japan Times, Daily Yomiuri and the Mainichi Daily News online.
You may also try writing to the members of the Japanese Parliament about these toxic wastes the Bansot is allowing to be dumped in the Philippines in exchange for big grants to her bogus administration without taking consideration that these toxic wastes are hazardous to health. Basta magkapera ang ungas kahit malason ang mga kababayan niya! Talaga naman, ang bobo!!!
