A well-placed source in the Arroyo administration told us there would be movements in the next few weeks in the mid-level of the military that would compel a three-star general to move out of his area command a month before his retirement.
The source said the movement is apparently towards putting in place Arroyo’s dream team that would help her implement her no-exit plan in 2010.
The information we got is that Lt. Gen. Nelson Allaga will be turning over the Western Mindanao Command to Lt. Gen. Ben Dolorfino, currently the Marines commandant, sooner than his (Allaga) July 16, 2009 retirement.
Dolorfino’s ascension to Wesmincom will pave the way for Maj. Gen. John Martir becoming in command of the 8,000- strong elite Marines Corps. That means Maj. Gen. Juancho Sabban, head of the, commander of Task Force Comet, an anti-terrorism and anti-insurgency unit, and the
most senior Marine officer next to Dolorfino, would be bypassed for that politically-strategic position.
We wondered why Arroyo, the commander-in-chief, could not wait for Allaga to retire two months from now to vacate Wesmincom. The source surmised it must have something to do with expected political activities next month particularly related to charter change. House Speaker Prospero Nograles has said that they have up to June 6, when Congress adjourns its second regular session, to push for House initiatives to change the Constitution.
The source said Allaga will just “float” up to his retirement on July 16. No ambassadorial job for him unlike recently prematurely- retired AFP Chief Alexander Yano who was named ambassador to Brunei and his vice chief of staff Cardozo Luna, who was designated ambassador to Netherlands.
Allaga reportedly plans to run for the position of Ifugao governor in the 2010 elections.
So, why not Sabban as Marines commandant?
The source said since the reason for all this irrational movements is political, there’s no way that Arroyo will put Sabban in command of the Marines, many of whose officers have figured in past coup attempts. “Malacañang does not consider Sabban ‘theirs’ in the same way that they can depend on Martir, Bangit (Army chief Delfin Bangit) and Esperon (former AFP chief Hermogenes Esperon) to do their bidding,” the source said.
Related to this, fellow Malaya columnist Lito Banayo related in his April 29, 2009 column that sometime last February, PNP Chief Jesus Versoza was called to Malacañang. Versoza was reportedly surprised to see then Western Police District Chief Roberto “Boysie” Rosales (PMA Class 78) already Arroyo.
Banayo said, “ In no uncertain terms, he (Versoza) was told that royalty wished that Rosales be posthaste promoted to chief of the NCRPO, vice Leopoldo Bataoil, Versoza’s mistah (PMA Class ’76). Bataoil had been in the post of NCRPO head only a few months, and had hoped to retire in that posting. Now they invented a powerless title and position for one who headed NCRPO briefly, but with great promise and professionalism.”
Banayo further said, “ The speculation going around Camp Crame nowadays is that Versoza, who will turn 56 on December 25, 2010, will be saying adieu to his post one year earlier, on or before Christmas Day this year.” Rosales is a shoo-in to replace Versoza.
November 30, 2009 is the deadline for the filing of certificate of candidacy of all those who are running in the 2010 elections. Defense Secretary Gilbert Teodoro, who has declared his bid for the presidency, is expected to vacate the position not later than Nov. 30. Esperon, who remains close to Arroyo as head of the Presidential Management Staff, will finally get the position he had said he was “honored” to get when he retired from military service in May 2008.
Martir as Marines commandant, Bangit as Army chief, Rosales as PNP chief, Esperon as defense secretary. That’s Arroyo’s dream team. What can AFP Chief Victor Ibrado, who is seen as professional soldier do? Besides he will be retiring in March 2010 or who knows even earlier to pave the way for Bangit to to be AFP chief.

Maybe somebody could present to us a comparative study on the said officer and his possible contenders/contender without giving the name/names of the contenders/contender but whose credentials and capbilities are real and verifiable.
This is in the highest interest of us the Filipino people because we are paying with our hard earned money for the maintenance of the Philippine Marines as for other military units also. We deserve no less than the best service to protect us Filipinos. We do not deserve our money being spent to for a unit being nothing but a burden to us as well as a threat to our lives. I noticed one item where the officer said, “We have more than 40 years of fighting an active insurgency…” I thought for a while 40 is quite a long experience in combat for MGen Martir and for most soldiers for that matter! But then he continued, “Both our Marine Corps have gain experiences fighting insurgencies; the U.S. in Iraq and the Philippine Marine Corp here.” So he actually meant the length of time of fighting experience of both the US Marine Corps and the Philippine Marines!
I also surfed the link, thanks to enciong, a related link which also showed information on another senior marine officer who is a rival contender to the top post of the Philippine Marines. Just by the news items, we could already see the concrete accomplishments of this rival contender. The accomplishments closely fit into the 7 itemized criteria enumerated in my earlier post# 20, May 18, 2009 8:54 am.
I did not say perfectly fit. The part where the said rival officer worked in partner with the Americans weakened our efforts to recover our independence. It also allowed them to insult us because after they invaded us in 1899 where 500,000 to 900,000 of us died due to their massacre, tortures, consentration camps and rapes, after they threw away our original and organic Malolos constitution, after they continue to control our military today inspite of their having raped our Filipinas, we still allow them to win the gratitude of our Muslim brothers with their humanitarian public relations operation.
I just hope the contender just did not have any choice given the situation. However, MGen Joan Martir is really proud to be associated with the US Marine Corp. He is an inferior contender.
I hope someone with a ready access to information, a big headstart and already has a basic working format could prepare the comparative information on the contenders for the Marine top post to be presented to all of us the Filipino Nation and to the NBC as TruBlue mentioned. WHAT IS THE COST, SIR?
Congratulations MGen Jonathan Martir, Sir, on your recent promotion from Colonel to Brigadier General to Major General at such a phenomenal speed!
In congress, attempts to present legal evidences which could have proved legally the initial report that the Armed Forces of the Philippines was used in the tampering of the 2004 election results by GMA have been suppressed. By the sheer number of congressmen allies of GMA against the presentation of evidences, they have not even been presented at all. If evidences were suppressed, does this mean that the initial report regarding the Filipino soldiers having been used in the tampering of election results by GMA, is not true?
Members of the Armed Forces of the Philippines were prevented by GMA to testify before the senate inquiry on the initial report. Is this not again, suppression of evidences? Again, does this mean that the initial report that the Armed Forces of the Philippines was used in the tampering of election results by GMA, is not true?
The Mayuga Report on the circumstances surrounding incident in the military several years back in the Philippines which would determine the guilt or innocence of those Filipino soldiers among us as prisoners, was never released. Is this not again, suppression of evidences? Does this mean then, that the charges of the GMA government against the Filipino soldiers among us in prison, have basis?
Then, why arbitrarily but systematically suppress? With no credible answer available, this suppression of legal evidences to legally prove the initial report, is a validation of that report that the Armed forces of the Philippines was indeed used in the tampering of the 2004 election results by GMA.
WHAT IS THE COST TO YOU, SIR?
Are the comforts of home, family, promotion and position, the cost of loyalty to: GMA; the tampering of our election; the suppression of its investigation; and the suppression of attempts of the people to peacefully assemble to protest against this suppression of investigation? Is this the cost of loyalty to the suppression of evidences supporting the charges of involvement of GMA in the stealing of our money from the funds for the farm fertilizer and the national broadband transaction with the Chinese?
WHAT IS THE COST TO GMA AND ALLIES, SIR?
This suppression of evidences by GMA allies may have provided them some additional space for legitimacy evasion. Meanwhile, they could consolidate once again their resources and concoct some new constitutional tricks to reestablish their political ground.
WHAT IS THE COST TO US FILIPINOS, SIR?
GMA is just one of the corrupted cells that grew out of our corrupted development in history. This has something to do with our nation having been systematically corrupted by that American invasion, control and consolidation in the 1900s, caused the dropping of our Malolos Constitution and institutionalized for replication, that invasion to the present time. But that would already be on the issue of the underlying cause of our present problem. Let us momentarily focus on the present symptom which is as it is, is already unbearable for millions of us Filipinos.
As cost of real estate properties rise due to it’s inherent development dynamics, so is the cost of GMA and this tampering of election results. This is the further corruption of our institutions. Corruption in any form becomes a seed, the cost of which, rises as it develops into a more complex unit of life. The different systems within it, naturally becomes also corrupted.
We are now reaping the cost of GMA and the corruption of election. It has bred development of more corruption. As they developed, the cost has increased:
+ 27,600,000 million is the number of us Filipinos in 2006 which increased by 2.9% from 2003, who could not afford to sustain ourselves with minimum basic needs for food, health,education and shelter.
+ Our towns were buried in mud, tens of thousands among us were left homeless, or some 1,500 of us either died or were left missing by the flood that hit Aurora and neighboring provinces. These were caused by Chinese families allowed by the GMA government to continue logging.
+ Small retailers in Clark Pampanga were displaced not by a fellow Filipino businessman among us, but a Chinese whose SM company was allowed by the GMA government to operate in the area.
+ A Filipina among us was raped and the American marine who has been convicted of rape is now nowhere to be found in any Philippine jail- a continuing of GMA of the historical status of the criminal cases the American soldiers have committed against us but have never been jailed.
As the increase of cost, we Filipinos have been paying because of those seeds- GMA and corruption of election, many of us who could no longer bear it, as naturally as in immune cells, had to resist that corruption of our national body. This latter stages of development of those seeds which developed earlier into more complex units of corrupted national life, led to further rise of the cost. This is the latter stage of that rise in cost:
+ 800 of us Filipino journalists, students or ordinary folks who were guilty or were suspected of having defended in our own way, human rights abuses and a fertilizer scam witness against the GMA government have been killed since 2001 as of today.
+ Many of the soldiers among us Filipinos- your fellow soldiers and comrades, have paid a high cost in Mindanao protecting us brother Filipinos against ruthless terrorists. The families of the soldiers among us, also had to bear the cost. This time, these same soldiers among us had to respond to the call of the most basic of duty- to protect our helpless civilian brothers who are human rights defenders and corruption witnesses against the GMA government, and who are to become also the next victims of the pattern of systematic killings under the said government. This time, the soldiers among us, had to be in communion with the defenseless millions of us Filipinos mentioned even earlier, whose very lives have been threatened by poverty resulted from corruption. As a consequence of that communion with the millions of us helpless Filipinos, the soldiers among us, your fellow soldiers and comrades are now in prison. Your brother soldiers among us Filipinos have been charged with whatever phrases, words, letter and characters the GMA government could pick-up from whatever pages they could find in law books that would benefit GMA. In prison, soldiers among us, your brother soldiers your comrades, have lost physical freedom, professional opportunities, and career growth. Soldiers among us, in prison, suffered health breakdown and economic breakdown. The families of your brother soldiers among us have also suffered.
+ Need I still include the latest cost among us, Jun Lozada? He was jailed for having refused to deny that he was kidnapped by the GMA government agents to prevent him from testifying before an investigation on the GMA involvement in the $330 Million dollar corrupted deal with the Chinese in providing for the broadband network for the Philippines which could give the Chinese access to our information and communication? The very ethical values of his children among us, is now in danger of being eroded.
ARE THESE WHAT HAVE BEEN INSTITUTIONALIZED?
Are we supposed to accept this as the due process? Is it because it has passed technically the constitutional process that made it acceptable inspite of the truth having been suppressed? So it is then that suppression of the truth has now become acceptable in this country because it has passed the legal requirements? Is it also because it has already been the prevailing practice in our country? Is it because those who are in power even if they suppress evidences, in this country should be allowed to do so because they are in power at present? Is this what many of the government officials call institution? Is this the letter of the constitution?
HOWEVER, IS THIS THE SPIRIT OF OUR ORIGINAL AND ORGANIC CONSTITUTION?
A constitution is supposed to be a framework on which a society can function efficiently in maintaining it’s national life. However, in a society where primal ethical values have been lost, laws become arbitrary set of elaborate abstract guidelines for the good but powerless to follow the will of the bad but powerful. We can study properly our history. Then we can appreciate the difference between a constitution framed under a natural condition of free, healthy and sovereign nation to benefit that nation and, a constitution framed under an artificial condition of controlled, injured and denationalized people to benefit the hidden controlling group. Where confusion or contradictions arise, the bad but powerful, produces an arbitrary interpretation of, or compliance to, the letter of the constitution. The constitution has become a legitimacy tool of the bad but powerful to maintain control over the good but powerless. The good but powerless could eventually be led to believe that bad if powerful must indeed be good after all.

Correction: Leave records of Martir were not changed.
Should be: Leave records of Martir was changed or edited. In 2006, his approved vacation leave was only 60 days but in 2008, it was already 90 days. But he left the Phil on July 16, 1998 and came back on January 4, 2000 total of 537 days out of the country.
If you deduct the 90 days leave, still it is not enough to cover the 537 days absence, even if we deduct all the Saturdays and Sundays and holidays.
And the whole time he was out of the country, he was receiving remunerations from the AFP.

Last year there was a soldier that was put in prison also I think he was with the Magdalo group. I was going to send $100.00 because the family of the soldier was in dire need for help. My desire to send my contribution was cut off because somesone said that this blog does not want to get involve with financial solicitation. It was a small amount but I thought at that time it was a start. For 35 years or so my deceased brother supported our Puericulture Center in our small town. Giving Medication such as Pennicilline, Aspirin, bandages, first aid kits because our town have no hospital. I don’t know who is doing the job that my brother left but I soon as I get the chance I’ll go home and take over. BE and TB started calling me snake and psychopath, racist, etc. etc. in this blog. If I’m not mistaken 50% or more of bloggers here are Christian. Remember a good leader stems from being a good person first. Why do you think politicians are ganghoo about power, about money, they are abusive, etc. etc. maybe because the strayed away from being a good Christian, they are not true to their faith. “Go preach the Gospel to every creature”. Ka means: Kaibigan, Katokayo, Kalaban, Katoliko, Kalabaw, Kakainis, Kakampi, Katipunero, Kababayan, Kapitbahay, at iba pa. I’m sure everyone here agree that when I out you as Ka Dandaw, my inference is Kaibigang Dandaw. If you insist to disagree, pick any of the above meaning and I can’t agree more.
Rightwinger Radio Talkshow host Eric Muller never believed “waterboarding is torture” just like Cheney, Liz Cheney, Sean Hannity and millions of their kinds. He volunteered to be waterboarded on National TV a few days ago and he only LASTED 6 SECONDS.

You were asking me in the previous blog what society I belong to. It’s PEO which stands for Philanthropic Educational Org. If you are interested I can submit your name. You have to be sponsored to qulify. There are so many good organizations that need your help, such as Red Cross, Cancer Society, Salvation Army etc. In our other club, we had our most successful fundraising for a scholarship fund for the most deserving high school graduate on his way to college. This summer we are collecting old cell phones to be reprocessed for our soldiers in Iraq and Afghanistan to help ease-up long distnace cost. Last year, 2 retired Pinoy Principals approached us to help them in their pilot school but they did not follow up. I don’t know what happened.
In another context: you people are in dire need to oust your leader and to ease corruption in Pinas. How can anybody be interested in helping you when you start your character assasination against people that differ with your opinion. Sometimes crises are solved by diplomacy.

Ka Dandaw: I’m a friend to anyone, even those I don’t agree with. My innermost circle of friends are “die hard republicans” and politics is not a sideshow in our conversations. There’s gazillions of issues at hand we discuss openly and everyone is invited, no sponsorship required, the only requisite is just good citizen of the world.
