Rodolfo “Jun” Lozada, a star witness in the $329 mil-lion NBN/ZTE deal, could have easily posted P6,000 bail in the perjury case filed by Gloria Arroyo’s former chief of staff, Mike Defensor to avoid arrest.
But he did not, as a sign of protest. “This is the only way I can mount a protest that is not against the law,” he said.
Lozada is now confined in a small room, non-airconditioned at the second floor of the Manila Police headquarters on UN Avenue. Judge Emmanuel Lorredo of the Metropolitan Trial Court Branch 26 who issued the arrest warrant suddenly went on leave yesterday so the arraignment was re-scheduled on May 7.
On May 7, Lorredo could either dismiss the case, order Lozada’s transfer to the city jail, or order further investigation. If it’s the third option, Lozada would be released.
Meanwhile, Lozada sleeps in a sofa in that room. His guardian angels, Sisters Mary John Mananzan and Estrella Castallone accompanied him.
A steady stream of visitors keep Lozada company. Among them Sen. Peter Cayetano, who was chair of the Blue Ribbon Committee that investigated the NBN/ZTE, Sen. Mar Roxas, Rep. TG Guingona, Akbayan Rep. Etta Rosales and former Sen. Ramon Magsaysay Jr.
Defensor’s case against Lozada stemmed from the latter’s revelation during the Senate hearings that Arroyo’s former chief of staff gave him a P50,000 bribe and told him to deny his own statement that he was kidnapped upon his arrival at the NAIA airport from Hong Kong where he went to evade appearance before the Senate Blue Ribbon committee.
Defensor never denied giving Lozada P50,000 in cash although he said it was help for a beleaguered friend.
In a press conference that he called before he took off for a family vacation in the United States, Defensor said two of Arroyo’s men talked to him to withdraw the case. But he said he is determined to pursue the case all the way up to the Supreme Court. “I am doing this for my children because I do not want my name to appear in law books that I was a kidnapper.”
Too late for Defensor to worry about his “kidnapper” tag. He earned that a long time ago when, using a presidential helicopter, he abducted Udong Mahusay, the messenger of Mike Arroyo, husband of Gloria Arroyo, from a safehouse in Tagaytay. Mahusay was giving Sen. Panfilo Lacson information about the Jose Pidal accounts.
In fact, that’s not the only thing that Defensor is infamous for. He will always be remembered for his attempt to deceive the public with an alleged testimony by an audio expert discrediting the revelations in the “Hello Garci” tapes where Arroyo was heard talking to then Comelec Commissioner Virgilio Garcillano of manipulating the results of the election in Muslim Mindanao in her favor.
Two former presidents, Cory Aquino and Joseph Estrada, have issued statements of support.
Estrada said Lozada’s arrest affirms the policy of the Arroyo administration which is to punish those who expose the truth while the acts of the corrupt prevail.
One has simply to look at where the characters in the NBN/ZTE deal are. Former Comelec Chair Benjamin Abalos, who brokered the deal that would have cost the Filipino people P14.8 billion, resigned his post but was never punished.
Romy Neri, the NEDA chief who preferred to keep quite about Gloria Arroyo’s role in the deal is now president of the Social Security System.
Manuel Gaite, deputy executive secretary who gave Lozada P500,000 shopping money in Hong Kong, is now commissioner of the Securities and Exchange Commission.
The police officers who were involved in Lozada’s kidnapping have been amply rewarded. Upon retirement, then PNP Chief Avelino Razon was named deputy national security adviser. He is now the presidential adviser on the peace process.
Then Chief Supt. Romeo Hilomen of the Police Security and Protection Office was promoted to the position of Ilocos region police chief a few weeks after the kidnapping incident.
Four months after the abduction, Senior Supt. Paul Mascariñas was awarded his first star promoting him to chief superintendent. He is now deputy regional director for administration in MIMAROPA (Mindoro-Marinduque-Romblon-Palawan).
Under the PNP promotions system, an officer cannot be promoted to a higher rank if he/she has a pending criminal case. Lozada filed a kidnapping case against them, Many are wondering how Hilomen and Mascariñas were able to get a clearance from the Ombudsman.
Lozada said that recently a cabinet official delivered a message from Malacañang: retract everything that you said about the NBN/ZTE deal and you will be given a hefty compensation package.
Lozada said he told the cabinet official, “No way.”
He has also received offers from foreign governments for asylum. But Lozada said he is not walking out on the Filipino people. He said, “If there is anyone who must be asked to leave this country, it is those who have caused its ruin. GMA must go first and the rest of her cabal.”
At this time, when Arroyo has fortified her grip on power, it takes a lot of guts to stand up to those who have no qualms about destroying the country’s democratic institutions.
That’s why I’m so disappointed that outgoing AFP chief Alexander Yano allowed himself and the office of the AFP chief of staff to be treated shabbily by Arroyo. Yano’s term was abbreviated by 44 days to give way to his successor Lt. Gen. Victor Ibrado.
Ibrado’s ascension to the top AFP post paves the way for Lt. Gen. Delfin Bangit to be army chief. Arroyo needs Bangit to contain the 80,000-strong army as she intensifies moves to prolong her hold on power beyond 2010.
Yano was offered the ambassadorship to Brunei to make up for his shortened term. Had Yano declined the post, he would have made a powerful statement against, not only his shabby treatment but the undermining of the military.
By that one single act, Yano would have done the Filipino people service much greater than he would ever accomplish in Brunei.

Lozada is one of the few real Filipino patriot. Where’s justice? If the elected officials has the spine to turned their back against the corrupt leaders, they should unite to clean their act (unless they are real dirt bags). If the the elected officials won’t change they way they run Philippines for the betterment, voters “must start taking control of the government” by “getting rid of them” next election. I couldn’t stand how they are governing the country. I always believe that even how corrupt the government during “Marcos Regime”, I think he did a good job over all to the Filipino people. People’s silence is deafening. Despite Cory, Erap and MBC’s call to protest against Jun Lozada’s arrest, people prefer to prepare for the Pacquiao-Hatton fight. Where’s CBCP?
What the Philippine justice system is doing to Jun Lozada through this Judge Lorredo is pure injustice. Judge Lorredo went on leave to make J. Lozada stew and accuser “tol” went to the U.S. to watch the Hatton-Pacquiao match. This Judge Lorredo is a very poor judge of character much more of evidence hence his ruling to have J. Lozada arrested.
On another subject: It seems the first trial balloon to declare a “state of emergency” using the H1N1 (swine flu) pandemic as a pretext has been flown already by DOH Sec. Duque. He says that a “state of emergency” may be declared by government in case of unrest to enable them to fight the spread of the disease. But for all aims and purpose the “state of emergency” will be used by GMA to stay in power beyond 2010. This is a very dangerous game. It is easy for GMA and her gang to simulate and concoct a scenario of unrest and a spread of the H1N1 flu. People can be harmed or hurt or even die just to justify the plan or plot. For sure her evil planners are now making blueprints of this scenario. We should beware of coming events. Baka makalusot.

It has been trying times for us all. Not just for Jun and his family but for the Filipinos_as a people and a nation as well.
Legitimate investors shun us because of the corrupt practices that our public servants have so expertly put into place.
I had the good fortune of having a conversation with Jun whilst he was in Hong Kong. I would want to share that conversation with you, where Jun talked about his vision and aspiration for the Filipinos and the Philippines, the OFW’s specifically. I would need to get the permission from Ellen for that, and Jun’s as well. It was a touching experience, and we were joined by a lady, who works as a domestic helper.
Anyways, I have reset my visit to Jun for tomorrow, while the Philippines is on hold watching Pacquiao-Hatton slug it out.

Statement of the Whistleblowers Association
We, the members of the Whistle Blowers Association (WBA), a duly registered organization which strongly support Jun Lozada’s cause of exposing graft and corruption in all sectors of society, are strongly denouncing the harassment, intimidation and oppression he and all members of the association are now experiencing.
While Jun Lozada is not yet a member of our organization, we are standing behind the cause he is fighting for.
We urgently call on our honorable legislators to do something to finally end the these oppressions
we are suffering by immediately enacting a Whistle Blowers’ Protection Act, that will insulate and protect the present and future legitimate whistleblowers from oppression and harassment suits. If there is a law protecting us, no whistleblowers will suffer any of these oppressive acts from the hands of the powerful, rich but corrupt individuals.
We have been clamoring for this Act since 2005 and it seems nothing is moving. Should we fail to get the support of our legislators, much as we want to be apolitical, we will be forced to enlist and register our organization as a party list to ensure that the real marginalized group of present and future whistle blowers, whose individual objectives are just to expose any wrondoings in the public and private sectors to help have a clean government and society, will get adequate protection that they deserve in law.

But what or who made him ill? Are the nuns checking his food? I do not trust the prison guards. Heart attacks can be induced. In spy lingo, an individual can be “suicided”.
Excuse me…it could be a fake illness to avoid the hardship inside jail. If the Malacanang crooks think only they know how to fake, even heroes like Lozada knows too. It’s a possibility and I’m not saying it’s true. Getting sick and being confined in the hospital have become a common legal strategy.
Correct me if I’m wrong…all throughout Lozada’s stay at La Salle Greenhills and being taken care by the nuns, we never heard about his health condition or problem with breathing. His critics might say…”Ala-Joc Joc”.
BE, natural lang na magkakasakit si Lozada, or anyone who may be going through what he is going through. The stress must be unbearable!
Under normal circumstances, Lozada may not be ill. But with all these case after case that he is facing, kahit na healthy siya, somehow he will break down too!
I’m with all of you on the side of Lozada. But his illness coincided with his transfer to the jail. My own opinion is that it could have been coached by his lawyer as a legal strategy or for his safety. The only difference is that he did not check in at St. Luke’s but at another hospital. No matter what, I wish him well.
They are killing Jun Lozada softly. He should not eat the food coming from those (MPPD)Manila Pidal Police Department or from the (PSG)Pidal Security Group.
Hi Guys! With all die respect.Jun did get ill. He couldn’t sleep a wink in the cell for all the nights he was there. He couldn’t go toilet either. His body gave in. By the way, he’s been ashmatic all his life, and would often get skin breakouts. I’m sure no one here could sleep there either, it was really hot, congested, and noisy, lumpy mattress, and too many people warning him anything can happen while asleep in a Philippine jail. Too bad, Joc2 and company beat him to it, hehe.
