Charter change alive, Malacañang seeks JDV’s help

Update: Mikey Arroyo confirms meeting with JDV on cha-cha but denies asking for his help for more signatures.

Malacañang has not given up on charter change and has in fact sought the help of its erstwhile friend, former Speaker Jose de Venecia, in marshalling votes to support a House resolution that will move for Constitutional amendments without the participation of the Senate.

De Venecia, representative of Pangasinan’s fourth district, revealed Thursday that presidential son and Pampanga congressman Juan Miguel “Mikey” Arroyo and Rep. Ferdinand Martin Romualdez of Leyte came to his office in late February to seek his help in getting the required number of votes for the passage of a resolution filed by Camarines Sur Rep. Luis R. Villafuerte.

That resolution called for the convening of a constituent assembly without any participation or consent from the Senate.

    Testing ground lang ang Supreme Court para kay Villafuerte. Dapat ay ipakulong ng matitinong SC justices ang gago na yan dahil sinasayang lang ang kanilang oras.

    hindi na nila gustong bumitaw sa poder dahil kapag wala na sila sa kapangyarihan ay katakuttakot na pananagutan ang kanilang kakaharapin sa taong bayan sa haba ba naman ng panahong pangungurakot na kanilang pinagtulungtulungan.

    But according to Mickey the Smuggled Horse, he and Cong. Romualdez happened to meet JDV at the House corridor and the latter invited them to his office. JDV invited them? We know that JDV is still very upset with Mickey after he initiated his removal as House Speaker.

    Mikey: Let’s have Charter change after 2010

    Presidential son and Pampanga Rep. Juan Miguel Arroyo called on administration allies in Congress yesterday to stop pursuing Charter change (Cha-cha), saying the nation is now busy preparing for next year’s elections.

    “To put an end to this incessant talk that Cha-cha is meant to extend my mother’s term, let’s have Cha-cha after 2010,” Arroyo said.

    Arroyo reacted to reports that he and Leyte Rep. Martin Romualdez had sought to enlist Pangasinan Rep. Jose de Venecia Jr. in late February to help in marshalling votes for the move to amend the Constitution through a constituent assembly (con-ass).

    Arroyo clarified that he and Romualdez chanced upon the former speaker at the House session hall and that after greeting each other, De Venecia invited them to his second-floor office for a chat.

    “We did not seek him out to discuss Cha-cha or getting votes for Cha-cha with him,” he said.

    Arroyo said their chat with De Venecia “was a conversation on everything, and Cha-cha was just a small part of it.”

    “We talked about good times, bad times, how each other’s family is doing, how my ninang (godmother) Gina (de Venecia) is doing. That was the first time we had a chat since he was replaced,” he said.

    De Venecia was replaced as speaker in February 2008 shortly after his son and namesake Joey linked President Arroyo and her husband Jose Miguel Arroyo to irregularities and corruption in the $329-million national broadband network (NBN) deal.

    Rep. Arroyo said it was the former speaker who brought up the Cha-cha issue during their conversation.

    He said it was Romualdez who presented to De Venecia the still-to-be-filed resolution asking Congress to convene as a con-ass to propose amendments to the Constitution.

    “He (De Venecia) read the (proposed) resolution, including the parameters for con-ass, one of which states categorically that there will be elections in 2010. He even suggested that the shift to the parliamentary system be included in the resolution,” Arroyo said.

    Lingayen-Dagupan Archbishop Oscar Cruz, on the other hand, said that in case Cha-cha does not happen, the government would declare an “emergency rule” with stage-managed explosions and terror attacks to justify the situation.

    In case all the above proved futile or non-viable, then the 2010 elections would take place, he said.

    But even in this eventuality, Cruz said there still remains a reserved option – still well in line with the “Fixation of Ruling.”

    Cruz painted the scenario that there would be failure of elections in 2010 due to accusations of cheating borne out of unfamiliarity with the modernized voting method.

    “Result: Big accusations and loud counter-accusations of cheating – much more fierce and violent than those previously staged on the occasion of all previous manual elections. Recourse: Proclamation of the failure of election,” Cruz said.

    He also admitted that they talked about charter change.

    He also said “Romualdez … presented to De Venecia the still-to-be-filed resolution asking Congress to convene as a con-ass to propose amendments to the Constitution.”

    But the lead of the story says Mikey asks his colleagues in media to stop pursuing Cha-Cha.

    Of course you know this Arroyo family…a bunch of liars. They do one thing and say another thing. Rumor or report is going on that Nograles is being kicked out as House Speaker to be replaced by Presidential Son Mickey the Horse Arroyo.

    Kung mayroon mang election ay siguradong madugo to, kaya nga dapat tumakbo si BGen. Lim na presidente at suportahan ni Erap para yong unified anti-bansot military ay ma neutralize nila yong mga pro-pidal military na mandadaya ng mga balota.

    Pero mukhang may ka bobohan itong si Erap dahil sinusuportahan nya pa si Enrile sa pag ka Senador sa kabila ng ginawa ng matandang yon na pinagtanggol yong si taba sa WB. Suportado pa rin nya si Legarda.

    Mukhang ang talagang target ng pidal mafia ay postponement of 2010 election via declation of failure of election or outright term extension until June 2011 as proposed by Mandanas resolution.

    Kailangan talaga ni pandak na magkaroon sya ng term extension at least until June 2011. Bakit? Dahil ayon sa time table ni SC Justice Puno ay too late na para maipasa ang cha cha bago mag June 2010. So, ano ang solution? Ang solusyon ang magkaroon ng at least ng one year extension si pandak para mag karoon ng sapat na oras na maipasa ang cha cha.

    Kaya kinakailangang magkaroon ng declaration of failure of election or outright one year extension like Mandanas resolution or Supreme Court intervention to have one year extension for whatever excuses that will justify their rulings.

    At maaari ding magkakagulo na kapag nagkaroon ng failure of election o nagkaroon ng extension itong si pandak. Kaya may excuse na si pandak na mag declare ng state of rebellion.
