I’d like Gloria Arroyo and her cabal in the House of Representatives to push charter change to the end.
So what if 64 per cent of Filipinos oppose charter change that would result in Gloria Arroyo staying in power forever? (Only 15 percent agree and 21 per cent are undecided, according to a September-October 2008 survey by the Social Weather Station)
What can those 64 percent, that roughly translates to almost 60 million Filipinos, do? Majority of Filipinos also believe that Gloria Arroyo cheated in the 2004 elections but did they do anything to punish the person who masterminded the thwarting of their will?
Much as I detest the shamelessness of Arroyo,I have to admit that in the seven years that she has been in power, she has ingeniously succeeded in perverting Filipino values producing a docile people that have lost the capacity to be outraged over blatant lying, cheating, and stealing.
Rather than go to the streets and protest unbridled corruption the way the Thais did , Filipinos turn a blind eye, suffer in silence and wait for their reward in heaven.The smarter ones join the corrupt and those who feel frustrated flee the country.
The other day, with the news that hundreds of Filipino workers in Taiwan have lost their job due to the financial crisis, Arroyo blithely said , don’t worry, the Department of Labor said there are job openings in Bulgaria. Yes, the Filipino is going global. Global slaves.
After disposing with dispatch the fourth impeachment complaint against Arroyo, Malacañang allies in the Lower House are now set to tackle the two House Resolutions on charter change. One was filed by House Speaker Prospero Nograles to open the Constitution to amendments that would allow land ownership by foreign corporations and associations and another one by Kampi president Rep. Luis Villafuerte which calls for Congress to convene as a Constituent Assembly to amend the Constitution.
The one filed by Batangas Rep. Hermilando Mandanas which seeks to transfer the elections from May 2010 to May 2011, had been withdrawn, according to Rep. Victor Ortega, chair of the House Committee on Constitutional Amendments.
All the three resolutions call for joint voting of the two chambers of Congress which Senate president Juan Ponce Enrile said will render the Senate inutile.
Church personalities led by Manila Archbishop Gaudencio Cardinal Rosales and Jaro Archbishop Angel Lagdameo, president of the Catholic Bishops Conference of the Philippines have spoken out against Malacañang’s latest drive for charter change. El Shaddai leader Mike Velarde has said he is opposed to charter change.
The Makati Business Club has issued a statement saying changing the Constitution now is not the answer to the country’s economic problems. It warned of political instability if Malacañang insists on it.
Former President Estrada vows to lead protests against Charter Change. Estrada said he will attend a multi-sectoral anti Cha-Cha rally to be held in Makati on Feb. 12.
Arroyo has remain unperturbed by the opposition to charter change, according to her spokespersons. Analysts say it’s now or never for Arroyo because time is running out for charter change as option for her holding on to power (the other is declaration of emergency rule).
In an article last July, former Supreme Court Chief Justice Artemio Panganiban sees a tight timetable for Arroyo: congressional approval by Dec. 31, 2008, Supreme Court decision by June 30, 2009, and plebiscite in September 2009.
Panganiban said, “The elections scheduled on the second Monday of May 2010 will then be held for members of the new Parliament, not for president, vice president, or senators. GMA will secure a parliamentary seat in Pampanga and then become prime minister in a Lakas-Kampi-dominated Parliament after her term as president expires on June 30, 2010.”
Arroyo is banking on the people’s apathy that has allowed her to cheat in the 2004 elections and continue in the plunder of government resources to buy the loyalty of her cohorts. I’d like her to push further because I’d like to see how much more degradation Filipinos can take.
There is no question about the people’s hatred for Arroyo. Ask the taxi driver, the street vendor. Yet, people are not coming out for “people power”. One of the reasons forwarded is that there is no rallying figure just like Cory Aquino in 1986.

Questions that must be asked is why is this Evil Bitch so shameless, arrogant and not scared of the people? Why doesn’t she care about public opinion? People need the support from several groups like the church, military and Uncle Sam. every country is doing that. Even the United States has no restriction of land ownership except to those land declared as a government land. The revenue comes from property tax, business tax and individual income tax from employment. The ripple effect of allowing foreign investors to employ our people is good for the economy in the long run and may keep filipinos to stay home instead of going overseas. I have two questions for employment purposes:
1. is it advantageous to our economy to allow foreign investors to come in and employ our people? or
2. is it advantageous for our economy to send filipinos to bulgaria or foreign countries?

I share your frustration and frankly, almost tempted to say that Filipinos deserve their lot.

Whaaaat? Bulgaria? Good Lord! Bulgaria’s living standards are some of the lowest in Eastern Europe let alone in Europe. The country has one of the worst environmental records in Europe, eg., water pollution, air pollution, etc.
So many Bulgarians are being exported by their own nation to look for jobs in the West. Is this why the Gloria expects to replace those Bulgarians that are being exported by their own with Filipinos? To do the most horrendous jobs left by the exported Bulgarians?
For info, because there’s unemployment issues in Western Europe, many Bulgarians cannot find jobs and end up in miserable conditions. Many have turned into petty crimes. Most pickpockets caught en flagrant delit in Western Europe hold Bulgarian passports.
It is believed that there are more and more Bulgarian nationals who are incarcerated in Western Europe for drug trafficking and prostitution (saw reports on TV).
Gloria might as well send them to Georgia (the country not the US state) and made into human fodders when Russia-Georgia conflict arises again.

For starters, I found some interesting response to someone’s query in the said forum:
Standard of living:
a)Wrecked roads which can damage your vehicle and get you in bad trouble if you fall in a pothole.
b)Depressing surroundings, rotten concrete blocks and severe poverty in all areas of Bulgaria
c)Trillions of diseased, worm infested cats and dogs dropping their litter on the street and walking around desperate for food, it’s a very sad site.
d)If you live in a villiage you can get your electricity cut off from time to time and you may end up stranded and cut off from the town in the Winter when snow falls because many roads to villiages aren’t maintained.
Many villiages also have bad or no mobile phone reception and no internet connection. (That doesn’t apply to all villiages though, but a lot of them)
Cops are corrupted and they will try to trick you by getting you to pay penalty when you aren’t supposed to or more than you’re supposed to or to pay them an amount to make them go away.

I am in the fair side of the fence not supporting nor resisting. I’m not even pro nor anti. Yes of course there will be few out there who are better than Gloria but who among them in the Senate? As far as I am concern, our country has not produced politicians with neither long or short term reputation of credibility. It’s the ngative side of this country ( like my post above).
On the positive side, 8 years ago prior to Gloria, blogging was never popular and people have no access to speak and get themselves closer to the media. Now more and more people are able to express themselves even attack someone that they don’t even know 🙂 just basing from one or two post. ( shallow)
The reality, there are still many people in the provinces and cities who have no access to the internet. The majority of this country is very poor that are voiceless. The middle class of less than 15% of our country are minorities. The one who controls both majority may be the elites who pay bribes and gifts to our corrupt leaders.I cannot assume that MBC’s interest to be anti-Chacha is for the benefit of the people. This organization should focus on job creation and stop influencing our laws and policymaking. Free markets and competition of businesses may not be good for profits but the result is employment and learning new skills.
The people who have access to blogs and the SWS survey are the middle class. Where’s the majority?
We cannot ignore the fact that the majority are getting hungry, deprive of equality and true democracy. They may have no stamina to even think who is the best leader for this country . The majority may drag us all in the mud unintentionally. They are the majority that are very vulnerable to change parties. The current politicians are products of majority. The connection of business corruption affects the middle class stability. We are indeed a third world country.

Romania is (in)famous for its cheap teenage prostitutes roaming all over Europe, right? Tenage hookers are protected in Bucharest not by gangs but by policemen, I’m told, and they roam the streets 24/7.

It conforms to the policy of a bigger regulatory board such as the world bank, the IMF , APEC, ODA loans and many more. Income generated by local government units (LGUs) in 2007 increased by 7.56 percent and reached P234.82 billion, financial statements from the Commission on Audit (CoA) published in major dailies today showed.
The 2007 gross income of LGUs was P16.51 billion higher than 2006’s P218.30 billion.
Net income of LGUs, however, reached P40.02 billion. The figure is P751.33 million or 1.84 percent lower than last year’s net income of P40.77 billion.
The Local Government Code or Republic Act 7160 has given local government units the power to generate their own source of revenue by levying taxes, fees or charges.
TOP EARNERS
Provinces with highest income for 2007 are as follows: Bulacan (P1.807 billion), Negros Occidental ((P1.674 billion), Cebu (P1.657 billion), Cavite (P 1.542 billion), Laguna (P1.487 billion), Pangasinan (P1.482 billion), Batangas (P1.386 billion), Quezon (P 1.36 billion), Rizal (P1.361 billion) and Bukidnon (P1.295 billion).
Cities in the National Capital Region, meanwhile, dominated the list of cities with highest income for 2007. The top 10 cities with the highest income for 2007 include Quezon City (P8.43 billion), Makati (P8.296 billion), Manila (P8.240 billion), Pasig (3.952 billion), Davao (P3.153 billion), Caloocan (P 2.509 billion), Cebu (P2.44 billion), Paranaque (P2.153 billion), Pasay (P2.02 billion), Mandaluyong (P1.79 billion).
Municipalites of provinces belonging to Region 4-A or CALABARZON (Cavite Batangas Laguna Rizal and Quezon) dominated the list of towns with highest gross income. The top 10 municipalities with highest income are Binan, Laguna (P677 million); Cabuyao, Laguna (P593 million); Dasmarinas, Cavite (P535 million); Cainta, Rizal (P490 million); Bacoor, Cavite (P456 million); Gen. Trias, Cavite (P415 million); Rosario, Cavite (P408 million); Imus, Cavite (P370 million); Rodriguez, Rizal (P 310 million) and San Pedro, Laguna (P302 million).
STILL IRA-DEPENDENT
Despite the increase in income, LGUs are still dependent on their share of the national taxes or the Internal Revenue Allotment (IRA). The financial statement of COA showed that 62.43 percent or P 145.69 billion of the LGUs total income represents their share in the IRA.
The IRA is the lifeblood of most LGUs and is used to finance the delivery of basic services. Poor LGUs, especially those who have low income generation capacities, have 80-90 percent IRA dependence.
BIG SPENDERS
LGUs also spent more in 2007 than in 2006, the COA financial statement said. “Total expenses incurred by LGUs in fiscal year 2007 totaled P194.79 billion, posting an increase of P17.26 billion or 9.73 percent from P177.53 billion in 2006.”
Negros Occidental, Bulacan, Cebu, Cavite and Quezon were the five the highest spenders among the provinces while Manila, Quezon City, Makati, Davao and Pasig landed on the top five spots of big spenders among the cities.
The municipalities of Cabuyao, Cainta, Binan, Gen. Trias and Bacoor, meanwhile, incurred the highest expenditures among the municipalities. (abs-cbnNEWS.com/Newsbreak)

My encounter with Bulgarians wherever I may be sitting (either in the City of Lights or in the EU Capital) is more in line with fixing things in a house — seen them doing odd jobs.
But tell you what if my contractor tells me that some of his workers are Bulgarians I will refuse to give him the contract; I’d go for Polish workers anytime than Bulgarians because I’d trust the Polish to know how to put two plumbing pipes together at the very leas.
My neighbour who hired an outfit who hired Bulgarians because they’re very cheap had problems — he had to have his boiler/heating etc done again; he found to his chagrin that the guys had actually inverted the pipes or the gas tubes connected to the boiler — baligtad iyong mga pipes!!!!
In Paris, I know that many white homeless people who are picked up are Eastern Europeans, Bulgarians and Ukranians for the most part…

I like that kind of news. That’s the power of local autonomy , a baby step to the bigger concept of Federalism. Once our constitution will chacha ( Decentralization of National), that’s when people will start demanding more from their local representatives to deliver public goods and services in behalf of the people. Local Autonomy is a step to Chacha. Chacha itself is a step for feredalism. Management is a process and it has to go with the flow of the trend. In our country, the rest of Asia is trending upward but local leadership are trending backward because majority of Congress are still corrupt.
A full blown Federal State will open the right of the people to impeach their governor and congressman, thus will reduce further corruption. It will motivate competition of skills between leaders and that local leader will have a chance of running for president.
At the same time, we are still in the process of changing what the private sectors and businesses should do. The reality remains to be corrupt business practices and corrupt politicians as majority.

I know that Balweg but income remains low. Majority are in the middle income earner. If you have to assess GDP in relation to GNP, you will see a big gap in terms of income inequality. This country must produce middle income earner so that I can go home 🙂

There are two side of the fence. It looks like we have been in a tag of war. It is somewhat 50/50. Watak watak na 50/50.. But let me share my view as a woman of course.

I have found many articles about women’s power. One good example is when majority of women in our country are employed, the less she will be interested in CONSTANT sex. 🙂 instead she will gain higher confidence and may limit her children to 1 or 2. What about the department of Agriculture? is it managed by top level men and women are in the lower level?
There must be a good balance of gender in the area of management. Gender will not work if one is a minority over the other.

I was in Eastern Europe two years ago. Most of the unemployment rates were hovering around 20%. Prostitution was very visible particularly in the borders to Western Europe. Crime rate was very high and tourists were warned to be on the look out for pickpocketers at all times. Interestingly enough though, in some of the hotels and restaurants we were in, there were Filipino waiters and chambermaids.
Due to the high unemployment, even professionals become prostitutes to have a living. The buildings even in the tourists’ areas were quite dilapidated. Mahirap talaga ang buhay sa karamihan ng Eastern Europe. I was in about ten countries in that region. Halos parepareho ang kalagayan nila economically.

I am not quick to judge Filipinos who were out of the country for a while as they do not know what the actual condition of the country is in. The international news are all white washed and only goood news about the country are printed. I was in the same boat not too long ago. But since three years ago, I started to read only the Inquirer, Malaya and The Tribune. These are the only papers who would print the truth. I stopped reading the throw away Filipino papers because they do not print the true picture of our country.
Speaking of local newspapers abroad, ignore Philippine News. It’s too bias. Many of the Filipino papers in the US are in Malacanang’s payroll. Even their columnists are paid. Take this Rodel Rodis for example. He used to praise the Evil Bitch to high heaven. He organized welcome receptions during the Bitch’s arrival in California. Rodis also represented that fake Mrs. Pelaez in charging Ping Lacson and then his client later retracted stating she was persuaded by Malacanang. Now that the Evil Bitch’s crimes are uncontrollable, Rodis chose to keep silent and doesn’t write about her anymore. How Rodis attacked Marcos and Erap, he doesn’t do it to Arroyo. He paid for it…the Fil-Ams dumped him this time and he lost his position at City College of San Francisco.

Our country belongs to a third world country. It is not considered economically modern. Financial transaction nothing is not transparent. This country cannot even provide basic healthcare and subsidies to the poor. Human rights are often get violated since 19 forgotten.

Sums up what I feel.
The US has no restriction on land ownership by non-US citizen. That’s true. Remember that US is composed of 50 states. Texas alone, in terms of land area, is about 4 times the size of Philippines. Alaska is about 7 times the size of Pinas. There are other 48 states, big and small, which I don’t have time to research on. Of course, there are smaller states like Delaware, etc.
In short, US can afford to open up their territory to foreigners because of its almost unlimited supply of land.
Philippines is a different story. There are 90M filipinos living in a small area of land. What do you think will happen to the price of land, if foreigners have the same or equal parity with filipinos? According to the latest piece of Tribune analyst Lichauco, foreign ownership was tried before under Parity Amendment for the benefit of US citizen, we are not even talking about other nationalities here like- Briton, Australian, Chinese, Korean, Taiwanese, Africans,etc..- what was the result of that Parity Amendmen?
Opening territories to foreigners might work in other countries but not in the Philippines. Why? Due to limited size of land that we have and most of all, Filipino politicians don’t care about the country. All they care about is their own pocket.

Let’s go back to impeachment, the law according to our constitution says, 1/3 of the house must agree for the Supreme Court to accept the impeachment. If you are puzzled, I am too. Only 1/3 vote from the lower house is required but none of that 1/3 stood up for the people. Nada. Nobody.
And let’s assume for example that there were 1/3. the Supreme Court accept the impeachment. It will go to trial where the Senate will become the jury. But the law said, 2/3 is required from the Senate to prosecute Gloria for all her crimes. But again NADA, Nobody , there’s no 2/3.

That’s what the writers of the Old Testament said, simple folks who needed a simple story to tell to simple people during those “simple” times to ensure that women kept to their place. It’s a proof that since time immemorial, mysoginy has been part and parcel of humanity.
I don’t believe in that mysoginist story nor do I believe that humankind sprung from just two lost people: Adam and Eve. (But that’s another story.)

As long as he continues to be identified with the Evil Bitch, his political career shall be affected. But, I noticed some difference in his victory statement this time. While he used to mention GMA’s name in the past, now he told fellow Pinoys to unite and help the government. Just the same, such statement sounds like that of Malacanang. If I were him, I would say no to Cha-Cha and stop the corruption. That would make him more acceptable to the people. But, is there no corruption in boxing? He might be part of it.
No offense to women, but it’s my position that their role is at home to take care of their husbands and children. Man is head of the family. In the Book of Ephesian, Man is head of the wife as Christ is Head of the Church. Biblically, a woman should not be a leader of a nation. It’s also for this reason that I was against Sarah Palin.
We cannot force the people to do something they are not prepared for or are not convinced enough to act on it. Sure, there are a lot of people like taxi drivers, cigarette vendors, etc who will talk trash about Gloria, but then are not prepared to do anything about it.
There are so many people who know so many things about this administration but don’t do anything about it, its as if these things are just common table fare when drinking, meeting, a big joke. At times, I think people see our political situation as just a big joke that not many take it seriously anymore. Oops, now its come to the battle of the sexes? We should treat women with respect, recognize their strengths and offer our hand in their moment of weakness. As a believer of “all men are created equal” I believe that women should be allowed to actualize themselves as much as men. These officials belong to different political parties other than her Kampi, and the reason why she has their support is because of MONEY. Impeachment starts with the filing of the complaint. Justice committee in the house deliberate on its form and substance. Committee will vote and that’s when envelopes and bags of money come in to bribe these tongressmen to trash the impeachment. Yes, it’s that simple. And so no impeachment case against Gloria ever reached the Senate, because the lapdogs of Gloria already murdered it in the house.

the gender issue was about the economic benefit of women work force and its impact to our Constitution. The more women in Congress, the higher the chance of proper check and balance.
In our society, it is a fact that we are overpopulated. Highest number of family comes from the poor. Let’s forget about ourselves and try to visualize that we are speaking in behalf of the majority poor and focus on economic benefits and the role of women to slow down overpopulation.

Otherwise, the methodology of representativeness and probability sampling is contested. I’ll bet my ass on the line, Mangahas and the other surveyors of SWS don’t interview middle class people ONLY.
The issue of “majority” is not even tackled in surveys like this, or at least it comes out by sheer representation in the sampling process.
If Gloria escaped another impeachment, that’s because there are many in congress who protect her as they believe and act in their own personal glorification. That’s not a reflection of what the majority of Filipinos believe.
Who knows, the real majority will speak up when those who lust for power and money make another attempt to “railroad” the changing of the constitution. Talaga nga naman, basta mga buwaya.
Any politician in our country may never gain respect. There’s no such thing as credibility, integrity or even accountability in our country. Very few in the past and present because the future for them is not about us people, it’s only for their own personal interest first.

But then, that’s why the highest leader of the land must set the best example. If the example is bad, expect the followers to just mimic it. Gloria is setting the “baddest” example as a leader. She delights in lying, stealing, corrupting much more than anything else, reasons that we should trash this govt. like what others did (examples: Thailand, Pakistan, etc.)
If we continue to glorify such leaders for being “smart,” then there is no more hope for Filipinos whose thinking is as perverted.

I understand hawainguy. The system has a check and balance , the congress. Could it be that the president of Congress, the third most powerful in our country can be manipulated by a midget? Villar now Enrile? Are these two credible enough to check and balance Gloria’s action and influence the rest of the House? To call upon us people to remove Gloria? It seems like majority in Congress are not supporting the people instead align themselves with Gloria.
Why is it always at the expense of our people? what is the use of Congress if they cannot act upon and implement its role as representative. Imagine, there are about over 200 of them. Only one or two have spoken and supported the impeachment. What does that tell you?
The process is frustrating to remove Gloria when my own congressman and governor have been supporting her. Where’s my right?
On the positive side, the familiarity of how our system work, may shorten the terms of a politician in office. Let’s keep exchanging ideas and respect each other’s opinion.
I wasn’t aware that there’s a lot of women bloggers here. Their names don’t show it. Sometimes, they write like men. I’m not discriminating against women. But when it comes to a leader, it belongs to man.

God’s words don’t change. I already cited the biblical verse why woman should be submissive to her husband. Even during the time of the Apostles, the ones administering were men. I base my position on what the bible says. Nothing personal. My mom and sisters are also women.
I don’t have a problem being a subordinate to a female, especially if she is highly-qualified for the job. In fact I encourage female employees to be competitive with their male counterparts, and promote them over the males if they so deserve it. Women introduce new insights, radical ideas, using balanced perspective and the all-famous intuition that should go into very sensitive decision-making.
Look, there are more women than men in universities, maybe high schools too, all over the world which only goes to show that women could be better achievers, more persevering, and better pressure-handlers than most men. I’m all for equal opportunity.

What more can I say? The highly touted check and balance in a democracy seems to be growing in RP as always a check – sans a balance.
Nogi Boy is unmistakably a Gloria puppet, as do most of the thick-hide creatures of Congress. He does all the bidding of the Queen, no matter that the road leads to hell. At least Villar is thinking of a public good (of course, his private concern does matter). Enrile is no better than Villar, look at what they are doing at Port Irene?
Despite its shortcomings, I still give the Senate an A+, compared to the House of Rep with a resounding F! (Sorry for those decent minority there.) Never mind those Senate puppets – you know who they are – and other good-for-nothing senatong.
While the lower court has almost turned itself into a lapdog (like this old guy Gonzales), I think the Supreme Court is still largely populated by right-thinking justices, save for many of those Gloria appointees who will even lick her ass to promote theirs. But beware, the last 4 or so new appointees can spell the difference, as Bernas and Panganiban warn, whether we will see an Arroyo SC until 2010 and beyond. (Thanks to the Davide legacy!)

Here’s a step by step process:
1. Any citizen with an endorsement of a member of the House of Representative may file charges.
2. The House Committee on Justice will decide by majority vote if the complaint has substance.
3. The House of Representatives will vote to impeach the official. A 1/3 vote is needed.
* If the vote passes, the complaint will become the “Articles of Impeachment” and the House will appoint prosecutors who may or may not be members of the House.
* If the vote fails, the official accused can’t be filed for impeachment for one calendar year.
4. The Senate will then try the impeached official. Conviction requires a 2/3 vote.
5. Upon conviction, the official will be removed from office. Criminal charges may be filed.
TAKE NOTE: If the President of the Philippines is on trial, the Chief Justice of the Philippine SUPREME COURT shall preside but not vote
If you noticed in the earlier impeachment complaint, Atty. Oliver Lozano abruptly filed the complaint as a citizen and then endorsed by Rep. Rolando Marcoleta of Alagad Party List. Let me refresh you with the above background. Atty. Lozano is Imelda Marcos’ lawyer. Imelda has been a good friend of the Evil Bitch for some years now. Rep. Marcoleta’s party reportedly represented INC. INC was GMA’s supporter. As a result, the complaint was killed. The same trick could have been applied in this last one had it not for Atty. Harry Roque and his group’s beating Lozano again. Lozano’s copies of complaint sent by registered mail to the Congress came just a bit later than Roque’s group. Just the same, the Congress killed it. If another complaint, the last one, is filed next year; it would be meaningless since even if it succeeds, Gloria’s term would have ended. I prefer that charges be filed against her after 2010 when she steps down (if she does) because she loses her immunity from suit at that time.
Unite and fight. For the first time the great divide has broken and we see the meeting of minds of leaders of various organizations and association. Hopefully this will be the beginning of a long struggle against the Philippine public enemy No. 1. What I know is the SENATE not the SUPREME COURT WHO will accept it and the senators sit as judges and to be presided by the Chief Justice. Supreme Court has nothing to do with it especially in the acceptance of the impeachment complaint. The chief justice only not the SUPREME COURT comes in only during the trial.

Me, I have nothing against Pakyaw’s pursuing his excellence in kamao, it is his natural talent and right… just have a common sense to know that his idols Gloria and Mike and Chavit, among the dirty people in his circle of trust, are poisons to the kapinuyan that includes himself!
