Retired Philippine National Police comptroller Eliseo de la Paz reiterated today he was taking “full responsibility” for requesting and approving the release of P10 million from the PNP intelligence funds to cover the expenses of an eight-member police delegation to the 77th Interpol Assembly in St. Petersburg, Russia last month.
“I did it on my own behalf,” De la Paz said this morning as he appeared for the first time before the Senate committees on foreign affairs and blue ribbon jointly probing the scandal arising from the retired comptroller’s being held at the Moscow airport after the conference for failure to declare 105,000 euros or P6.9 million he had brought with him to Russia.

Geezzz, up to now we still never learn, nothing will come out of that investigation. De la Paz has already made himsel the sacrificial lamb. Whether it is sourced from the intelligence fund is of grave concerns, why??? If the PNP can dot it and hide it under the “CONTINGENCY FUND”, what more the other (official) travels the HOODS???If this was only uncover (accidentally by the way) now, what about the previous travels of the HOODS??? Were there also “contigency funds” allocated to them??? How much were their contingency funds??? why focus only on the so called euro generals??? why not include the travels of HOODS??? who knows, they may have also carried with them”CONTINGENCY FUNDS” with them??? Our banking system is not helping at all. Once a public official is withdrawing a huge amount, a bank employee should have an ability to report and contact the media- like a whistleblower.
There should also be incremental withdrawals for bigger amounts or there should be at least 3-5 days hold. The holding time is the time to verify especially if funds are too large to withdraw. Any bank regulations applicable to an individual should also be applied to commercial, non profit or any other government entities. There will be no exemptions. because we don’t have penalties for public officials who are not following the law. Our Justice system are also sold. The only way they will wake up , is constant article writing of their unethical and immoral behaviour. The media can play a great role. In the case of JocJoc,very few media are questioning the Commission on Audit on how to prevent this kind of fraudulent transaction in the future. There were no question ask to the COA chairman on how are they going to implement such transparency, what programs need to be implemented and what would be their first step. Also, very few of the media writes articles about the Office of Ombudsman, on what are the penalties for JocJoc and who would be responsible to find the other culprit. Constant Questioning to the responsible department will make these people become more competent on what they do. But then again, very few media are interested in investigative reporting for fear of getting killed.
Others got away. De la paz and Garcia minalas lang. No wonder our soldiers are dyng like flies in the face of unlettered adversaries, the mouthpieces of underdogs.
