As of late afternoon Tuesday, the foreign ministers of the Association of Southeast Asian Nations, who were meeting in Pnom Penh, Cambodia, had not released the joint communiqué which usually concludes the meeting.

Reporters covering the 45th ASEAN FMM said the discussion Monday was contentious between the Philippines and the chair, Cambodia over the subject of Scarborough Shoal.

The Philippines, represented by Foreign Secretary Albert del Rosario, introduced the following paragraph in the draft communiqué. The capitalized phrases were taken out by Cambodia, apparently in consideration of China, but the Philippines insisted on its restoration: “ In this context,we discussed in depth the recent developments in the South China Sea INCLUDING THE SITUATION IN THE SCARBOROUGH SHOAL, and expressed serious concern over such development in the area PARTICULARLY THOSE CONTRARY TO THE PROVISIONS OF THE 1982 UNCLOS RELATED TO THE EXCLUSIVE ECONOMIC ZONE AND CONTINENTAL SHELVES OF COASTAL STATES. In this connection we called on all parties to respect THE EXCLUSIVE ECONOMIC ZONE AND CONTINENTAL SHELVES OF COASTAL STATES as well as the freedom of navigation in and overflight over the South China Sea as provided for by the universally recognized principles of international law,inclusing the 1982 UNCLOS. “

Information from participating officials said Singapore and Indonesia tried to reformulate the paragraph but there was no agreement by the Philippines and Cambodia, which is known to be very close with China.

This development should tell the Philippines to be ready for a lonely fight if we decide to pursue the case on the conflict with China on Scarborough Shoal and South China Sea in the international arena.

It is a fight that we should pursue to uphold our territorial integrity but we should not expect any support from our neighbors in ASEAN, even those with their own conflicting claims with China in the South China Sea.

ASEAN is composed of Brunei Darussalam, Cambodia, Indonesia, Laos , Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.

Brunei, Malaysia, Philippines and Vietnam are involved in conflicting territorial claims over parts of South China Sea, which China is claiming wholly as part of its territory. Taiwan also claims ownership of SCS.

The stand of ASEAN, which operates by consensus, on the dispute between the Philippines and China, is not at all surprising.
It’s all about national interest.

These countries enjoy a robust trade with China (which the Philippines does). They won’t jeopardize the interest of their people by siding with the Philippines regardless of the merits of our arguments against China’s intrusion to our territory.

Not even the United States, which has promised to help the us improve the capability of our armed forces, won’t join us in a war with China. There is so much going between the United States and China economically.

The comment of an unnamed U.S. Embassy official published in Jane’s Defence Weekly on the announcement of President Aquino recently that he would ask the United States to conduct overflights over South China Sea, should tell Philippine officials to tone down their expectation of American assistance in a conflict with China.

However, the US official said,“US forces do not lend out our aircraft nor comment where or when or why they fly when over international airspace.”

We still have to confirm this but a reliable source said the Americans advised Philippine officials not to send back government vessels to Scarborough Shoal which was the scene of a more-than-two month standoff with China.

Aquino had met his cabinet on China but, unlike before when Malacañang was issuing statements that irked China, he ordered complete secrecy.

Whatever the government decides on how to proceed with China, Aquino should be aware of the realities in foreign relations and should have a plan, short and long term, for the consequences of his decision.

    Sa kasalukuyan, bakit ang kalaban ng Kano ay awtomatikong kalaban din natin? Bakit kalaban ba ng Kano ang mga Intsik? o kalaban ba natin ang mga Singkit?

    Aba’y kung ganyan lang din ang laban na kahit saang angulo tingnan ay walang kalaban laban si Juan ay dapat ibaling nalang sa ibang bagay ang dapat pag-isipan. Tulad ng pagdami ng populasyon, hindi na sapat ang produkto natin andaming naka-nganga at tirik ang ang mata sa gutom.
    Kaya ramdam na ramdam ang paglago ng ekonomiya at perang pinambayad na buwis ng mga tao dito sa ibang bansa ay dahil sapat ang pagkain at ang lahat may trabaho, nagbabayad ng buwis – may pakinabang ang gobyerno sa lahat ng tao.

    Scarborough Shoal, paano natin ipaglaban yan kung walang tutulong sa atin, eh wag na pag-aksayahan ng panahon. Sayang ang pera ni Juan.

    Actually, ang laban ng Amerika with China is not the reason why we are up in arms with China.

    We have a territorial dispute with China, of which the US is not directly involved.

    The only development that got US involved is the request for surveillance which is being proposed and was discussed publicly.

    You are correct: Japan like Iraq, were once enemies of the US who received financial and infrastructure work (aside from other benefits) from the US after their respective war.

    But do remember, the Philippines, a victim of Japanese invasion was also a recipient of such. Manila was rebuilt by the Americans after the war.

    I hope you find it more objective to indicate that the enemy at hand is not the US but China. And that we dragged the US in (maybe they wanted to or is a scheme they have in the background) but keep in mind, it is our national interest to be firm that we own the territory we claim and that the help we ask the Americans does not benefit them, but benefits us.

    PHNOM PENH – Days of heated diplomacy ended in failure Friday as splits over territorial disputes with China prevented Southeast Asian nations from issuing their customary joint statement at a summit Friday.

    Foreign ministers from the 10-member ASEAN bloc have this week tried to hammer out a final communique in Cambodia, which has held up progress on a draft code of conduct aimed at soothing tension in the flashpoint South China Sea.

    China claims sovereignty over nearly all of the resource-rich sea, which is home to vital shipping lanes, but the Philippines, Vietnam, Malaysia and Brunei among others have competing claims in the area.

    The Philippines lambasted the failure at the summit, saying “it deplores the non-issuance of a joint communique… which was unprecedented in ASEAN’s 45-year existence”.
    It had insisted ASEAN refer to a stand-off last month with China over a rocky outcrop known as the Scarborough Shoal, but Cambodia — a Beijing ally and chair of the meeting — resisted.

    Taking “strong exception” to Cambodia for opposing mention of the shoal, the Philippine statement said divisions undercut previous ASEAN agreements on tackling disputes as a unit, “and not in a bilateral fashion — the approach which its northern neighbour (China) has been insisting on”.

    China is a key bankroller of Cambodia and some diplomats said Phnom Penh had played Beijing’s hand at the summit by blocking a communique mentioning specific alleged infringements.

    Our Philippine Government tastes of its own medicine! Simply because our own government has done injustice to its own people in the past (remember the fake arroyo regime of thieves style of governance plus others) Too bad this situation with China falls on the lap of the Aquino Government whom the previous fake regime monetize for themselves! And yet those who sold us out with our islands/islets/reefs in exchange for loans riddled with many kickbacks are still out there (with fake cases or non at all) enjoying their loot at our expense.

    ASEAN could have supported us…problem is our government have no credibility (or yet to be proven!) Makes it easier for them to looks after their own and side with the bully!

    There still hope! Punish those thieves who sold us out to regain our long lost credibility. It may also help convince the many who wants to believe that this government can be relied upon as protector of our country! Quietly build up our resources and build our capability in our own country using our own resources and our people, as fast as we can. Too many unemployed and under employed its about time time for our government to take responsibility and give them jobs to build our country and at the same time equipped us.

    Reality is diplomacy can only delay the inevitable. Diplomacy only work to the ones who carries the bigger stick! If we want our rights back and our sovereign, then we must be ready to carry the weight and fight for it.

    We should no rely on others to do our bidding but rely on them to support the truth and justice! It’s us or it will never happen …a strong, free, and vibrant country of pinoys never again taken advantage by it’s own like (in the government) much more by others!!!

    Ang kayamanan ng Pilipinas ay mineral at sa human resource. Chromium, nickel, gold, copper, manganese, coal, rare earth, rare metals isama na petroleum at gas, abundant tayo diyan. Isaayos lang ng Pilipinas ang pagre-regulate ng minahan ay matagal na tayong maunlad na bansa.

    Isang kundisyon kung dumating na sa barasuhan, dapat ay wala ni isang mineral ang ibebenta sa Tsina at walang OFW ang ide-deploy sa China.

    The irony is:

    The Malampaya Fund was a result of the Service Contract 38, covering the Comago-Malampaya Gas Project, which created a consortium composed of Shell, Chevron and the PNOC, which represented the Philippine government. Malampaya mainly produces natural gas, and its remaining reserves are estimated to be two trillion cubic feet.

    Taking into account the reported 4.66 trillion cubic feet of gas in Rector Reed, these huge natural gas resource could take us out of the stranglehold of the oil firms and foreign players in the energy sector.

    Our public transportation and our power plants could very well use natural gas which is fifty percent cheaper than the oil provided by the big three oil firms. Giving away our natural gas resources to Shell and Chevron for a song, the delay in the building of the gas pipeline for supposed lack of budget to do so, are examples of stories showing the complete squander of our resources which would have eased the lives of many of our consuming public.

    Malampaya contract should not be extended for another 13 years and not even a day more.

    This is foreign affairs, defense and economic factors combined. And I think Pres. Aquino is in a position to decide what is the best thing to do. And since he has his heart in the right place, I give him my trust.

    To this weird country China, I say “May you one day wallow deep in your own bully sh_t!”

    So tayo ang may-ari ng resources. Fine. Paano ang sharing with the US, diyan sa Malampaya? Ano ang magiging share natin, if China participates. Yan ang dapat alamin. Bottom line, we will share with somebody, whether “voluntarily” with Chevron, or “diplomatically” with China.

    Tanunging niyo ang NAPOCOR paano ang sharing with the geothermal plant run by a California company. Atin ang singaw ng lupa, kanila ang makina. Matagal nang depreciated ang mga makina, pero magkano pa rin ang share nila?

    Ask Uzbekistan ilan ang share nila sa oil na kinukuha ng British Petroleum.

    Imports, mayroon ding 6 billion from China, and 1.5 billion from Hongkong. We have a good balance of payments (exports minus imports) from China/Hongkong. Neto tayo ng 43 million from trade with China, about 2 billion from Hongkong.

    So you want to really go to economic war against a better trading partner than the US?

    Yung grupo halimbawa ni H. Teves, 40 container ang ipinapasok sa North Harbor linggo-linggo por kilo ang bayaran sa customs siyempre, ililista ba yun sa BSP? E yung kay Lucio Co, Mike Arroyo, Gatchalian, yung dinadaan sa Davao, sa Fuga Island, sa Subic? Yung 1,200 containers na naglaho sa Batangas, etc etc etc? Karamihan diyan kung hindi lahat produktong Intsik.

    Pero subukan mo mag-smuggle kahit isang container galing US ewan ko lang.

Ang murang labor ang dahilan ng pag sikat ng ASEAN 4 (Thailand, Malaysia, Indonesia, at Pinas) at dahil sa pagkontrol ng China as wages, bumagsak ang porsiyento ng FDI sa Asean sa buong Asia mula 30% to 10% simula nung 200. Halos lahat na ng negosyo, sa China na.

    In the case of the Philippines, a recent paper by Joseph Francia and Errol Ramos of the Free Trade Alliance claims that the local shoe industry, along with the vegetable industry, has also been hit badly by smuggling of Chinese goods. Indeed the range of goods negatively affected is broad, including steel, paper, cement, petrochemicals, plastics, and ceramic tiles.“Many Philippine companies, even those that are competitive globally, had to close shop or reduce production and employment, due to smuggling,” they write.

    It is owing to massive smuggling that few analysts take seriously official trade figures with China released by the Chinese Embassy in Manila that show the Philippines enjoying a positive trade balance in non-agricultural goods. As for agriculture, they say that the $373 million deficit with China is actually much worse once smuggling is taken into account.

    Now there are fears that CAFTA will simply legalize smuggling and worsen the already negative effects of Chinese imports on Asean industry and agriculture.

Totoo ang datos mo for the past few years na ang China e isa sa biggest trading partner ng Pinas pero kung susumahin e wala namn tayong pakinabang sa kanila kasi ngayo sa from 2010to 2012 e halos ang export at importation natin sa kanila e magkasing dami lamang…di pa kasama dito ang mga illegal na produkto na ipinapasok ng mga gahamang negosyante sa bansa natin. Tama si Igan TonGuE-tWisTeD…walang binatbat ang armas ng Instik-Beho sa mga Kano. Kaya kailangan ng Pinas ang tulong ng Kano kasi nga puro yabang kasi ang mga pulitiko natin e puro namn ngawa ang alam.

    Will agriculture in Asean be a net beneficiary? But, as the early harvest experience with the Philippines and Thailand has shown, China is clearly super-competitive in a vast array of agricultural products from temperate crops to semi-tropical produce, and in agricultural processing.

    Vietnam and Thailand might be able to hold their own in rice production, Indonesia and Vietnam in coffee, and the Philippines in coconut and coconut products, but there may not be many more products to add to the list.

    Moreover, even if under CAFTA, Asean were to gain or retain competitiveness in some areas of manufacturing, agriculture, and services, it is highly doubtful that China will depart from what Hu calls its “half open” (monopoly of importation of Thailand’s agri products while China does not remove tariff), model of international trade.

    The Thai early harvest experience underlines the effectiveness of administrative obstacles that can act as non-tariff barriers in China.

    What about raw materials? Yes, of course, Indonesia and Malaysia have oil that is in scarce supply in China, and Malaysia does have rubber and tin and the Philippines has palm oil and metals.

    But a second look makes one wonder if the relationship with China is not reproducing the old colonial division of labor, whereby low-value-added natural resources and agricultural products were shipped to the center while the Southeast Asian economies absorbed high-value added manufactures from Europe and the United States.

    The Cafta-Afta Double Blow

    For the Philippines, in particular, Cafta will add to the erosion of manufacturing and agriculture triggered by its hasty incorporation into the ASEAN’s free trade scheme, AFTA-CEPT (ASEAN Free Trade Area Common Effective Preferential Tariffs Arrangement).

    The country has consistently charted agricultural trade deficits with ASEAN, and as early as the first quarter of 2009, the country’s negative agricultural trade balance with Asean already reached US $ 410.15 million. In terms of total trade, imports from Asean in 2008, valued at US $ 21.47 billion, far exceeded the country’s total value of exports in the same year of US $ 7.09 billion.

    These trends are likely to accelerate under CAFTA, but with a difference: China will beat out the country’s Asean neighbors in achieving control of the domestic market.

    Now after the facts are checked, bahala na ang leadership kung saan sila makikisama – sa Kano, o sa Chino.

    But get the figures right first. That can only be done by talking, and getting whatever offer from either side which wants to explore the seas.

    Hindi naman natin kayang mag-isa, so mabuting alamin kung saan tayo mas kikita.

Sina Joseph Francia and Errol Ramos ng Free Trade Alliance ang nagprovide ng research na kinukumbinsi pa nga na makipagtulungan tayo sa China para mapigilan ang smuggling. Kaso lang paanong may mangyayari diyan e ang asawa ng presidente noon ang hari ng smugglers.

    Precisely. Trade deficit tayo sa ASEAN. Mas marami ang binibili natin sa kanila, kaysa binebenta.

    Positive ang trade balance natin sa China/Hongkong.

    Bello is saying China will compete with us in selling to ASEAN? E bumibili nga ang China sa atin. And our sales to China equals our sales to the entire ASEAN. So I don’t get the erudite analysis. I don’t see how China can crowd out our agricultural sales to the ASEAN, when in fact, they are buying from us. That they are buying from us indicates that they cannot produce what we sell to them.

    The Central Bank figures speak more sense than this over-extrapolation – Chinese products are cheap, so they will crowd out our products to the ASEAN.

    The irony is:

    Aquino government’s tack of talking tough against China, without the backing of its own defense capability in case China obliges and engages the Philippines in a war, is not wise at all nor helpful to Filipinos. Aquino government is mistaken in thinking that the US is a Philippine ally against China.

    Aquino government is living in a fantasy that the US is with the Philippines and will go all the way in supporting its claims on disputed lands and seas over China.

    If the Aquino government had only done their research well before pursuing this tack and entering into talks with the US this January, they would not have pursued this tack, because the US is not a signatory to UNCLOS (United Nations’ Convention on the Law of the Seas).”

    The Aquino government bases its claims on Scarborough shoal on the UNCLOS, which the US refuses to sign until now.

    If push comes to shove with China, US will not come to the rescue of the Philippines, despite the ‘fantasies’ of the Aquino government. US doesn’t believe in the UNCLOS and they don’t want to be identified with the Philippine position on it.

    Maging ang paborito nating Kano ay di nirerespeto ang karapatan natin sa Scarborough Shoal.

    Hay naku, ang daming ayaw sa Kano pero lahat gustong magpunta doon kahit na mag TNT. Sa mga Singkit namn…di namn tayo welcome doon kasi nga 1.2B na populations nila, magpa-alila pwede pa.

    Kaya nga dito sa Pinas ang mga iyan nagsisipunta…see, di ba halos lahat ng malalaking negosyo kontrolado na nila kasi nga maraming kurap na pulitiko at taong gobyerno ang kayang tapalan ng PISO kaya nagsiyaman ang mga iyan.

    Kung tutuusin nga ang daming Tsinoy ang nakapwesto na sa gobyero at nagkalat na ang mga pulitikong Tsinoy sa ating bayan. Ang punto nila e Pinoy na daw sila…hope na ang loyalty nila e isa na silang Noypi sa isip, sa salita, at sa gawa.

    Ganun din naman sa mga Kano masarap manirahan sa Asya gaya ng Pilipinas mas nakakatipid sila at masarap magmahal ang Pinay. Totoong sang damak-mak na ang Kano at Europeo na payapang namumuhay sa ating bayan.

    The Blunder:

    The blunder was shocking enough. Imagine the chief executive of the land announcing a major national security plan that would cede Philippine sovereignty to the United States!

    But the tragedy is that Aquino does not even know that he committed a blunder.

    Normally the US does not seek permission whenever they pass our waters. If the US signed the UNCLOS, it would compromise itself and it would have to seek permission to pass by the waters of countries such as the Philippines.

    Aquino government should rather pursue diplomatic courses of action in resolving its conflicting claims on the Spratlys and Scarborough shoal.

    The Filipino people must push the US interventionists away from the picture so they could independently confront China and be able to forge a mutually beneficial agreement through bilateral and multilateral diplomatic negotiations among the claimant countries
