Why it would be difficult for President Aquino to let go of Rico E. Puno – Inquirer
Lalong lumalala ang relasyon ni Pagulong Aquino at Secretary Jesse Robredo,secretary ng Department of Interior and Local Government.
Nakahanap ng dahilan si Aquino na tanggalin si Robredo at ito ay ang Aug. 23 na trahedya. Inutusan niya ang kanyang legal panel na nagreview ng report ng Incident Investigation and Review Committee IIRC) na kung hindi malibre si DILG Undersecretary Rico E. Puno, kailangang isabit rin si Robredo.
Pinapa-alis na rin daw niya sa listahan ng may pananagutan ang kare-retire lang na Philippine National Police chief na si Jesus Versoza.
Inalis na rin daw sa pinakahuling draft ang rekomendasyun na kakasuhan si Michael Rogas, ang reporter ng RMN na nag-interbyu sa hostage taker na si Rolando Mendoza. Sa rekomendasyun kasi ng IIRC, hindi pinakakasuhan ang mga miyembro ng media. Sinabi lang na dapat tingnan ng Kapisanan ng mga Brodkaster ng Pilipinas at ng organisasyun na nagbabantay sa media ang kanilang pglabag sa Code of Ethics.
Sa Lunes na raw ilalabas ng Malacañang ang decision ni Pangulong Aquino sa mga mananagot sa nangyaring palpak na rescue operation ng panghu-hostage noong Agosto 23 kung saan walong turistang taga-Hongkong ang namatay.
Maala-ala natin na binuo ni Aquino ang IIRC at itinalaga si Justice Secretary Leila de Lima para mamuno dito kasama si Robredo bilang piuno ng National Police Commission , sina Teresita Ang See bilang representative ng Filipino-Chinese community; Herman Basbano, pangulo ng Kapisanan ng mga Brodkaster ng Pilipinas at Atty. Roan Libarios ng Integrated Bar of the Philippines.
Ibinigay ng IIRC ang rekomendasyun kay Aquino bago siya umalis papuntang Amerika. Walang problema sa imbestigasyun ng nangyari. Maayos ang pagka-imbestiga nina De Lima.
Ngunit hindi matanggap ni Aquino ang rekomendasyun dahil sabit ang mga taong malapit sa kanya at ayaw niyang bitawan: sina Puno, Verzosa at Manila Mayor Alfredo Lim na siyang nadiin sa IIRC report.
Nagbuo siya ng presidential panel na kinabibilangan nina Executive Secretary Jojo Ochoa at Chief Presidential Legal Counsel Ed de Mesa para i-review ang report ng IIRC.
Sa unang draft ng rekomendasyun nina Ochoa at De Mesa, cleared na cleared sina Puno at Verzosa. Si Lim naman administrative charges lang.
Media lang, si Michael Rogas, ang kakasuhan.
Ngunit sobrang maiinit ngayon ang mata ng publiko kay Puno dahil sabit din siya sa jueteng kasama na rin si Verzosa sa expose na ginawa ni retired Archbishop Oscar Cruz. Sinabihan si Aquino na medyo mahirap matulak ang pag-clear kay Puno.
Tahasan daw sinabi ni Aquino sa “Kung sasabit nyo si Puno, isabit nyo na rin si Robredo.” Kaya yan sabit si Robredo. Kaya lang papaano yun, si Aquino mismo ang nagsabi noong initerbyu siya nina Ted Failon, Mel Tiangco at Paolo Bediones na walang kinalaman si Robredo sa hostage crisis at si Puno ay deretsong nagre-report sa kanya?
Ito ang sagot niya noon sa tanong ni Ted Failon:
“ Si Robredo as I already explain was not actually part of this whole decision making cycle. He was part of it more so in handling the aftermath. Si Puno was there doing the functions that I had ask of him to be para the conduit for information.”
Paano niya ngayon yan ipaliwanag ang pagsabit nya kay Robredo.
Itong namang si Verzosa, kaya ipinipilit ni Aquino na mapawalang sala dahil kung may kaso, maiipit ang kanyang retirement benefits.
Ito ang reklamo ng taumbayan ng panahon ni Gloria Arroyo. Iba ang hustisya sa mga malalapit sa kapangyarihan. Wala yatang pinagka-iba.

Wrong. PNP Chiefs and AFP Chiefs and the major service commanders get their 3 year lump sum checks on the day of their retirement. Di na iniisip ng mga yan ang pension nila 3 years later. Too miniscule. Sa pabaon pa lang nang magretire sila, buhay na pati mga apo nila hanggang sa mamamatay sila lahat. 😛

Ok lang kapag binibigyang halaga ang pagtanaw ng utang na loob sa mga kaibigan o sa kamaganak man. Si Erap, may utang na loob sa kanyang mga dabarkads at kanyang mga drinking buddies, di niya mahindian kaya nagkaleche ang buong bansa. ellen, me alam kong solusyon sa problema ni Pinoy ke Puno. timbugin niya ang kaibigan niya bilang USec. Wag niyang bigyan ng kahit anong line position. Gawin na lang niyang Presidential Adviser (PA) o Consultant. Ito ang ginawa ni Gloria nung kapanahunan niya. Di ba daan-daan ang kanyang mga PAs pero hindi alam ng mga taongbayan na sina Mr, X,Y,z at kung sinu sino pang Pontio Pilato ay suwelduhan pala ni Juan Dela Cruz? Ok si Puno bilang PA kasi sabi Noy multi-talented daw yung bata niya. Di pwede niyang gawing trouble shooter kahit saan. Pwede rin niyang maging tag shoot-to-kill kung sakali.
Robredo as an appointed government official serves at the pleasure of the appointing power. Noynoy time and again made known to one and all that he no longer enjoy the “pleasure”of his continued stay, yet he still clings like a “tuko”.
Well, it’s not hard to figure out, he is a politician and has a political ambition and he want’s to use the DILG as a springboard to jump into national politics. He may already have his share of political exposures from the Aug 23 fiasco, but it’s still a long way to go before another national election and people tend to have short memories. By that time, he might be just another name in the ballot.
Noynoy on the other hand, a very simple problem on Robredo is taking him a long time to sort out. That problem started during the campaign and up to now it’s still is. To a decisive and skilled leader, this is not a problem at all, but to Noynoy, stepping over an ant hill is like climbing Mt. Everest. He is very indecisive and dithering is his game. Sometimes you can’t fault someone who thinks and concludes that there’s really something wrong on how his mind works and question his intellectual capacity.
Now an opportunity presents itself to finally end Noynoy’s dilemma on how to solve a problem like Robredo and get rid of him. A compromise should be drawn not to charge Puno alone but to include Robredo. It doesn’t matter that he already cleared the latter, but that’s how he wants it.
If that happens, that only shows that there’s no truth to the myth of his honesty. That will also show his flip-flopping ways. And that will also show that he has no balls and spine to stand behind on what he said that his friend and shooting buddy is by far the most important person, even to the extent of putting his name and reputation to defend and protect him from “harm’s way”.
Oh! What an extraordinary friendship and relationship.

Senator Francis “Kiko” Pangilinan today says that PNoy must crack down on his team and address the factions from within to truly be able to move the country forward.
“PNoy must crack the whip and tell all those surrounding him that given the serious problems facing the country, without unity there is no way his administration can succeed. I know he has it in him to do so, and now is the time to do it. No more Mr. Nice Guy.”

Puntahan mo si Mar, makipag-ayos ka, tapos ay ayusin ninyo itong gusot na ito. fact of the matter is, if it was left to any of us to handle that situation, we could’ve lost all the hostages, and paid with our lives…
from a realist’s point of view, given the sheer difficulty of the situation, the number of casualties was minimal…we can reasearch all we want on hostage situations, its not a fairy tale “and they all lived happily ever after” ending…
…and robredo, being a mayor, hmmmm, there are even whispers that he’s been on the jueteng take also…
…jeuteng is a “mayor/governor” controlled matter, if they don’t want it, they can always give instructions to the chief of police and the guy will just do his job otherwise he gets “relieved”, if the “mayor/governor” wants jueteng but the chief of police doesn’t he gets “relieved.”

disagree. we cant just make our presence felt every six years. we have to make our public officials accountable all the time. there is so much temptation in public service and so many things that could go wrong (exhibit a aug 23) with potentially tragic consequences for the people to let things be.

Funny many talk about Puno and Robredo. For me, this is not really the main issue. Sometime ago I thought I read about something has to do na nag balik na daw ang tiwala ng tao sa ating gobyerno. Well, I am for it only I thought it’s a bit premature to make such a declaration. Transparency is good but how about the one thing that makes us more empowered para di na ulit pagsamantalahan ng mga nagpapanggap na lingkod bayan! How about HUSTISYA? What does this government (i.e. collectively by the executive, the legislative, and the judiciary) will do to strengthen it? Does this mean kung ala na sina Pnoy dating gawi ulit? How can this government made those who breaks the law while governing account for their misdeeds?
Funny, we fought so hard to have a loud voice (i.e. by electing Pnoy with a clear mandate) and yet we ignore the very one thing that will set us free and empower us from those who will take advantage at our expense… HUSTISYA!
Tama si Rene Saguisag in his observations. It looks like the ones appointed especially in our Judiciary is more powerful than the elected! Imagine the impeachment of mercy is still in doubts because of the appointed Supreme Court order to stop the proceedings by our elected Congress, at least temporarily. One may ask how long the wait is. Many know her office is the roots cause of many misgivings of the past administration and yet nothing seems to progress? Playing games? How long one does really has to wait? When will this government implement the rule of law? The very essence of why we have a government in the first place! Why protect those who break the law? If Pnoy is hell bent in changing governance for the better, this is the time to show it. The revamp on how we as country dispense justice needs to be included in any changes to be implemented. Else, thieves will rule us once again simply because our government does not intend to police themselves. If this ever happen again maybe anarchy will rule us the next time around dahilan lamang sa kabuktutan at walang kabusugan na iilan!..just my two cents.
