P-Noy: Kasi nung nagkita naman kami, parang hi and hello. Di naman ako sigurado kung may goodbye. It was a party. We didn’t go to a secluded location and he was in the midst of the crowd. And I guess I didn’t tell other people,mga kasamahan ko, kasi pakiramdam ko lagi ko naman kayong kasama so wala naman kaming tinatago nun. So, yung mga wala dun siguro ang hindi alam na nagkausap kami kahit bahagya.
Manila Shinbum: Does this mean na yung other officials who allegedly knew about this in the past administration, are you also encouraging them if ever to come out become possible state witnesses like Mr. Neri?
P-Noy: That is an accepted practice. When there’s a conspiracy, there’s always the person with the least guilt that can help you with the prosecution can be afforded with the privilege of being a state witness. In the interest of the country, there are objectives that have to be met. There would be laws and rules that would be adhered to because we want to be a system. You would also need witnesses to prove allegations and assertions to determine the truth. So, matagal na hong practice na those with the least guilt in a particular crime are given the opportunity in the interests of meeting out justice.
Bombo Radyo: After your fellowship with your partymates in the Liberal Party, have you gotten any word or assurance that the House Speakership or the Senate Presidency is in the bag already or was that your marching orders to secure those leaderships?
P-Noy: Wala naman kaming marching orders sa party namin. Ang party po naming ay may consensus. May consultations ho dun, meron hong ilan na nagpasok ng kanilang parochial concerns. Pero kaunti lang ho, mga isa o dalawa. Inadvice tayo sa status ng kanilang campaign for the Speakership and the Senate Presidency. I think it would not be right for me to reveal all the contents of those discussions because I am merely a recipient. Mukha namang maganda ang mga discussion.
Bombo Radyo: How will you take a Manny Villar Senate Presidency?
P-Noy: Kung yun ang gugustuhin ng mga members of the Senate, then I’ll have to learn to live with it.
Christian Esguerra of Philippine Daily Inquirer: In the event that Manny Villar snatches the Senate Presidency from the front-runner, si Kiko Pangilinan, how would you describe your working relationship your administration will have with the Senate?
P-Noy: I would to think that whatever we will propose to them, as well as the bills that may emanate from both Chambers, will have the interest of the common good. If that doesn’t happen, we’re quipped by the Constitution with relevant powers to make sure that the common good will prevail rather than personal interests.
Christian Esguerra of Philippine Daily Inquirer: You’re hoping that this may not result in a political deadlock?
P-Noy: kaming lahat naman sa lehillastura, sinasanay kung paano mang-compromise para walang deadlocks. So, hahabulin po natin dito, kung ang mungkahi naman ay maganda, hindi na ho natin tatanggihan ang mungkahing maganda.
Bandera: You mentioned in your speech the word “Wala ng GMA”. Can you expound on this sir?
P-Noy: I would like to think that our governance will be, if not the total opposite, will be very, very opposite to the past government for the last nine and a half years. Yung walang GMA, in the sense that we want the governance to be just that. That is precise. For example, in the legislature, kaming mga naging miyembro ng opposisyon, pare-pareho kaming naging miyembro ng Lehilastura, pero may trato sa kaibigan at may trato sa kalaban. In my case, Senator Escudero’s case, Senator Roxas’ case, talagang damang-dama naming kung paano maapi. Yung constituency naming ay parang hindi na Filipino. Dine-deprive kami ng mga resources na ipinagkakaloob sa iba. Ang masakit nga ho dun, yung ipinagkakalooban ng iba e talagang lamang na lamang ho talaga sila dahil pinanindigan naming yung sa tingin naming kung ano ang tama. Ang plano ho namin, pati na rin ho sa nagoopose sa amin, kung may issue kami politically with each other, the constituents would not be the one made to suffer. A democracy really has to be an exchange of ideas between opposing camps to come up with a better idea.
Philippine Star: Some of your allies want to cut the pork barrel in half. Are you supporting this?
P-Noy: Some of my allies were asked on what to do to trim the budget deficit and some of them suggested na bakit hindi natin bawasan ang pork barrel? Well, kung ibibigay nila sa akin yun, yung P340B na budget deficit, thank you. The starting figure is no joke. But at the same time, kung kaya naman naming masabi sa kanila na kung kailangan ng constituents nyo, masisigurado naman naming na madedeliver yun. Used equally, the pork barrel can be an equalizer to the local government units.
Philippine Star: In short, the pork stays?
P-Noy: Yung figure, we’re still studying the budget. In the briefing prior to our assumption to office, my economic and finance teams were telling me that the amount of releases to the budget are about 60%. Medyo significantly above 60%. The explanation was most of it went to personal services na inaadvance pala yung mga releases. Yung problema dyan, the calamity fund as an example, over 50% yung nagasatos dahil pinuno yung nagastos last year. Ang problema dito ay karamihan ng mga bagyo ay parating pa lang. Bago tayo gumastos, i-check muna natin kung ano ang mga obligasyon natin, ano yung mga natitira dyan na pang-gastos tapos determine natin kung ano ba ang pinaka-magandang paraan na gugulin yung natitirang pwedeng gastusin.
DZRH: Sir, based on your statement, ito ang isa sa mga recommendation ni Congressman Tañda, may chance ba kayo na i-consult ito (Pork Barrel) sa ibang members ng Liberal Party during the seminar sa Tagaytay?
P-Noy: I think they will come up with a consensus because we have a regular caucus, then they said their consensus to me.
DZRH: So far sir, your stand is the equal distribution of the pork barrel, whatever party affiliation you belong?
P-Noy: Yes. Everybody is entitled to the Pork Barrel and when we say everybody, we mean the constituents. Nobody will be deprived of that. Now, as to what the just share is, that has to be determined.
Radyo ng Bayan: May urgent appeal talaga from government employees to remove Winston Garcia from GSIS. When do we expect this sir?
P-Noy: Actually, we’re discussing with the search committee about the matter. We’re still asking the proposed Chairman if he’s ready to accept the nomination and we’re almost done with the President and the General Manager.
NBN: Clarification lang po sir. Would you still appoint a Press Secretary or would you stick with the communications group and kelan po natin maipro-proclaim ang mauupo sa communications group?
P-Noy: I gave myself until the end of this week to form the communications group who would appoint the Press Secretary. Yung Press Secretary would be one of the wings under the communications group and handles primarily your needs. But this would also be the arm for the feedback mechanism and the information bureau. In short, this is communications in its totality.
Inquirer.net: Sir, yung kay Binay and his request to have an official residence, do you approve of it sir?
P-Noy: Hindi nya nasabi at hindi nya naulit. Kung yun ang request nya, I would find myself in an awkward position because I can’t speak for VP Binay. But if he believes there is such a need, I’ll support that move.

Aileen India (NSK): Sir what’s the strategy how do you intend to bring the Philippines back on the radar in attracting investors?
P-Noy: The Japanese Chamber of Commerce in the Philippines– may mga rekalamo sila na inilista at matagal tagal na po nilang nirereklamo, tulad po ng kakulangan sa infrastructure at hindi naman mahirap intindihin yun, kunyari ay mag-iinvest ka sa Southern Tagalog, basta nag-isip ka ng byahe sa highway klaro sayo miski anong oras ng araw o gabi matatrapik ka. Sa Hapon po napaka importante ng “just in time delivery”. Paano mo gagawin yun kung kulang nga ang kalsada para makatakbo ka sa maayos na panahon. Dito na lang nga ho, yung mga inprastraktura—meron hong nagtatanong sa akin kung bakit ako nalalate, kung minsan ho talaga hindi maiiwasan dahil talaga naman pong yung mga sasakyan—nung ako po’y nag-aaral (sabagay ilang dekada lang naman po ang lumipas nun) pero tumatakbo parin ho. Yung unang unang model ng Japanese car manufacture sa Pilipinas ay tumatakbo parin sa kalsada natin at hindi iilan. Sa atin ho yata hangga’t kayang buhayin ang sasakyan ay tatakbo. Pero yung kalsada po natin ay hindi naman pwedeng sabayan yung volume. Naaalala po natin yung makina sa Edsa na nagmomonitor ng polusyon. Ganoon katindi ang trapik. But anyway, balikan natin yung tanong, so kulang sa inprastraktura, yung pabago bagong polisiya, yung bureaucratic red tape. Ako nagulat nang kunyari kayo ay magtatayo ng negosyo, susubmit niyo yung mga dokyumento niyo, i-eevaluate, siguro mga dalawa o tatlong araw lang ay matutuwa na tayo na matapos yung lahat ng mga sanitary inspector, electrical engineer, pero nagulat ho ako isa sa most re-efficiently at nagkaroon pa ng awards sa NCR, yung nag process ng kanilang requirements, pinagmamalaki nila 27 days. So about a month, so kung kayo ay nagtatayo ng negosyo at inakit akit natin dito, pagdating dito minimum one month, pero swerte ka na nun, yung iba nga 3 months pa eh. So yung gastusin po ninyo na hindi nyo maumpisahan yung iyong negosyo ay talagang major factor na pumunta kayo sa ibang bansa. So ang punto ng mga sinasabi ko sa inyo, yung mga hinihingi po nila yung mga obligasyon naman talaga ng Gobyerno eh. So paano natin aakitin—ipakita po natin na friendly tayo sa negosyante whether foreign or domestic. Padadaliin nila buhay nila dahil ang pakay natin ay magkaroon ng trabaho ang ating mga kababayan. Tapos yung pabago bagong polisiya napakalaki ho talagang balakid nun. May feasibility study ka – ito mga patakaran, ito mga gastusin na involved, etc. pwedeng mag-invest dyan, kikita. Pagdating dito binago lahat ng patakaran, tapos lahat ng competitions mo. Hindi mo mai-commit sa stock holders mo kung kailan ka kikita. At isa nga ho sa nakausap ko noong kampanya, inakit sila, may tax incentives, nung naitayo na yung planta bilyon ang inabot binago yung schema, biglang nawala yung incentives nila, ipinaglaban po nila sa korte natin 10 taon. Nung nanalo sila nagbago na yung tax regime na tinatawag. Binalik sa kanila yung incentives na wala na pong silbi. So pag umuwi sila sa sariling bansa nila “ is it good to do business in the Philippines?” ang sasabihin nya “wag kayong magkamali”. So yun ang aayusin natin. Yun yung pang-akit. Tapos marami naman tayong God given benefits tska yung ating mga kababayan. Yung English proficiency for the BPO’s is a major plus. Yung educational ambition of all families is a major plus. Yung resources na given to us by God again are major pluses. So it’s just a question, not making it even much easier. Tratuhin lang natin ng tama itong mga tumutulong sa atin.
Reporter: Sir just a follow up. Still on the economy, on the Jpepa. What provisions would you want reviewed and why?
P-Noy: Pinangako sa atin more than anything, marami tayong benefits na mapapala dahil sa Jpepa. Nasa period na tayo nang matignan natin, natanggap ba natin itong benefits na ito. As you know, I opposed it dahil feeling ko mas maraming pakinabang ang bansang Hapon kaysa sa atin. Para walang parity. Pero dito nga ho, matignan natin kung atleast yung pinangako ba ay nangyari. Pinipilit po for instance na nababasa natin, na yung mga nurses na bubuksan ng Japan for our nurses ay nandoon na po at nagprocess na ng ilang daan na mag-quaqualify sa language, may orientation. So mukha namang may nangyari na rin po. Tignan nalang natin kung—kasi mayroon naman tayong mga reports kung naabuso yung provisions ng Jpepa, so hinihintay din natin yung mga reports tungkol dun.
Ces Sibal (TV5): With regards to the land mine you mentioned earlier that there have been several land mine discovered so far. How big po yung mga land mines na ito at ano anong agency siguro yung top?
P-Noy: Well, binigyan ako ng broad stroke ni Sec. Purisima sa DOF, they were asking for the re-composition of the various GOCC and GFI, and they were saying that there were midnight deals. Yung details, there was still compiling at the time, but there were really fearful na baka matuloy parin ang mga midnight deals na ito if we are not able to put in the people that will replace those that engineered these midnight deals. So alam nyo yung mga sekretarya natin kulang ng transparency, kailangan alamin lahat ng sa kanilang sakupin, palagay ko reasonable naman po yung dalawang linggo para bigyan tayo ng malinaw at kumpletong imahen ng kung anong istado ng bawat departamento. Ayoko naman pong tawagan minu-minuto o idedestruct yung concentration nila dahil baka lalong mapatagal yung pag-aalam natin sa sitwasyon. Ces Sibal (TV5): Pero it is possible po na makasama yung mga ganitong kalaking mga illegal transaction sa scope ng truth commission?

Ang instructions ko kay Chief Justice Davide, don’t wait to answer each and every issue completely before we start. Given the necessary information to the relevant authorities, kung meron ng hinog di ba, edi pitasin na at ipadala na sa kaukulang may kapangyarihan. So it will be a working progress but our interest is to demonstrate the justice works in this country.
Tuesday Sagon(DZBB): Sir currently may na-experince po ang airport natin specially dun sa navigational equipment nila, how do you intend to address this especially that hindi lang po yung tourism sector ang affected, but the safety of the pilot, the crew and the passengers?
P-noy: Naranasan ko naman po yun, dahil nung tayo ay lumilipad nakadalawang beses po kami nag go-around yata ang term—ibig sabihin halos nakalanding ka na at biglang pinalipad kayo ulit. Once on a private plane, once on a commercial plane. So im still waiting for the complete solution – portion of the reports. They were explaining the four types of navigation equipments this was Sec. De Jesus, I was told that the equipment has been bugging down now is something that has a lifespan of 15 years. This is supposedly the 14th year and they’re just starting to find out which of the country set can supply it, will be the one who supply us. Meron na rin ho yatang diskusyon kung kaninong responsibilidad, kung sa Mia o sa Caap. Yung Caap itinatag at binigyan ng kapangyarihan para maibalik yung estado ng ating mga paliparan sa tamang baitang para naman nakakalipad tayo sa mga ibang mga bansa at hindi tayo na-down grade. Pero nasa period na nga sila ng na-downgrade, dinagdagan pa yung issue with regards to safety. Baka lalo tayong ma-downgrade for that. So I did say that this is a particular area of concern, I am not happy with what they have done and the remedy that I was told about yung talagang remedyo ay kumuha ng equipment from Subic. So Subic does not have the equipment now to make the Naia work. At mabalik nga tayo dito ano, 2 years ago, my reports tell me that they were made aware that this is the potential problem. And 2 years later, they were just beginning to look for a supplier. —babalikan natin yung sinasabing wrong governance, bakit nila pinabayaan nilang sumobrang problema na bago kumilos. Problema, kami ang taga pagmana.

Sanay man ang iba sa kanila na magbigay ng padulas, lalo na yung may exposure sa ibang ASEAN countries na corrupt din, dismayado sila dito dahil doon sa mga bansang iyon, pag naglagay ka, makukuha mo na ang gusto mo. Dito, bayad na, alanganin ka pa. Pag minalas-malas ka, rally na pinangungunahan ng parish priest at NGO ang magtataboy sa negosyo mo. Matapos ang ilang buwan, may magtatayong kapareho ng iyo na pagmamay-ari ng kung sinong politiko.
Bastusan ang labanan. Hindi mo tuloy masisi yung ibang negosyante na namumuhunan sa mga kandidato, mahirap yatang mawalan ng kasosyo, o kaya’y maagaw ng iba yung negosyo mo.

Siguro, sa bawat ahensiya, maglagay ng mga detectives at maraming hidden cameras para makahuli ng mga corrupt. It is not enough that Pnoy and his men mean well to eradicate corruption. Dapat may kasamang action plan. Ikulong ang mga corrupt, hilahin ang mga “stolen assets” nila and ban these corrupt officials from ever occupying any public position. Expedite the resolution of corrupt cases. Hindi yung tapos na ang termino ng opisyal bago pa lang maaksyonan ang kaso (very Chedeng ng Ombudsman). Maybe add to this the suspension or revocation of their licences while the cases are litigated para hindi nila maituloy ang masamang practice. Ito ay para may madala. Kung puro DADA lang at walang action plan, wala ring mangyayari. This is as usual, NINGAS COGON!

SME dapat ang thrust ng gobyerno dahil kung kada small investor ay makakapagbigay ng lima hanggang sampung trabaho, sa 1 milyon na Pinoys pa lang sa States meron ka nang 5 million jobs. E kung yung lahat ng 8-10 million total worldwide pa, wala nang jobless siguro.
Kailangan lang ma-stimulate ng gobyerno ang mga OFWs na dito dalhin ang pera nila kesa yung bili ng bili ng properties tapos rent-seeking din lang gaya ng mga elitistang naghahari pa rin hanggang ngayon. Dapat investment friendly tayo dahil pag dumating ang pagkakataon sa iyo upang mamuhunan, nanaisin mo siyempreng magkaroon ng proteksiyon yung perang habambuhay mo yatang inipon.
Hindi kasi tinututukan yang sektor na yan. Kung ako sa OFWs kami na mismo ang gagawa ng paraan upang maturuan yung mga nagbabalak magnegosyo ng basic accounting, marketing at sound management principles and practices. Tutal bilyun-bilyon ang pondo nila sa OWWA. Hindi naman nila mapapakinabangan yan pag hindi na sila OFW. Gamitin na lang para sa ikabubuti na rin nila. Habang pupuwede pa silang kumayod para sa sarili nila. Tutal malaking bahagi naman ng pondo e safely invested na.

TT wala tayong entrepreneural spirit hindi katulad ng mga ibang mga Asian countries. Our school curricullum are all geared towards working for others as employees. Most of Filipino investors I know want to start big kaagad. They rent a space tapos kailangang pagandahin yung space para magandang tignan. Before everything is said and done, wala ng perang pangpatakbo ng business or mapipilitan yung investor na taasan ang presyo ng kanyang paninda to recoup the initial cost of putting up the business.
If there are able bodied managers who want to impart their knowledge to potential OFW investors, dapat gawing parte ito ng programs ng mga OFWs, that they can be resource speakers. Do trade seminars and invite all these OFWs to these activities.
I remember when I used to travel to Taiwan in the late 70s and early 80s. In every hotel room, there were business and product directories. That was when mainland China was not even in the heavy export business yet. Taiwan already had multi billion dollar trade surpluses. Every family had a small business. The tri-level home was used as a manufacturing place (the second floor), office,dwelling(third floor) and at the ground floor, the retail store. Ngayon, napakalayo na ang narating ng Taiwan, pati na rin ang mga other Asian countries. Naiwanan na tayo sa pansitan.

Maybe our good friend, tru blue was not interested and did not want to accept that of all leaders we had, the low profiled president gloria sobrang garapal arrovo did all her best, notwithstanding the fact that her beloved and kind hearted hsuband sometimes went to the hospital all by himself, without her company to undergo some health repairs, spent sleepless nights in drafting memos for her cabinet and congressional allies to work double time implementing all approaches to attain a vibrant and strong economy before she steps down from Malakanyang. She did all her best. Only, her allies and members of offical family indulged themselves in MONKEY BUSINESS.

Yan ang problema ng Pinoy. Simulan mo sa pinakamababa, yung sari-sari store. Bibili ng initial stock, pero dun din kinukuha yung pang-ulam, pampainom pag dumalaw sila Pare, pambaon ng mga anak. First replenishment pa lang, tangay na yung kinita at puhunan, isang beses pa, sarado na yung tindahan.
Sa mas malaking negosyo, kumita ng konti, bili ng bagong kotse si may-ari. Pinakawalang kwentang investment yang kotse (personal transpo) dahil 25% p.a. ang depreciation. Apat na taon lang piso na lang sa libro ang value.
Kumpara mo sa Chinese, marungis ang negosyo, lahat ng espasyo ginagamit, mura pasweldo, hindi na nga yata nagbibihis (so it appears kasi pare-pareho ang damit para hindi halatang hindi bumibili) kahit konti lang ang tubo, hinidi ginagalaw bagkus nire-reinvest sa negosyo, nirorolyo!

Yung pangalawang computation, yan yung sa mga Chinese, hiwalay ang pinagkukunan ng panggastos sa bahay sa pera ng negosyo.
Ang kagandahan sa Chinese, meron silang easy credit na available, kahit walang kolateral. Hanggang strike two sa asosasyon. Ang perang pang-negosyo kayang sustenahan ang sarili mula sa kita menos ang inutang. Sa sandaling makabayad sa inutang, tapos na ang problema, puro na kabig ang kasunod.
Ang Pinoy, sa five six ni Mr. Singh tumatakbo. Hindi pa tapos sa unang utang, meron nang “buwelta” sa naihulog. Si Mr. Singh ang yumayaman si negosyante, di makaahon sa utang.
