Foreign businessmen perceive the Philippines as the most corrupt economy in Asia, a survey conducted by the Hong Kong-based Political and Economic Risk Consultancy (PERC) showed.
President Arroyo shrugged off the results of the survey that said the Philippines “has the distinction of being perceived in the worst light this year,” edging out perennial bottom dweller Indonesia.
The survey was conducted in January and February covering 1,476 foreign business executives from 13 countries and territories.
The Philippines got a score of 9.40 under a grading system which has zero as the best possible score and 10 as the worst. The Philippines scored 7.80 last year.
Indonesia and Thailand, both with a grade of 8.03, shared the spot as Asia’s second most corrupt nations.
Singapore continues to be perceived as the “cleanest” with a grade of 1.20, which is slightly lower than its 1.30 rating in 2006.
Hong Kong, which previously ranked third cleanest, is now in the second spot followed by Japan which dropped to third from second in 2006. The rest in the order of least corruption were Macau, Taiwan, Malaysia, China, South Korea, India, and Vietnam.
PERC, which provides advice to private firms and governments, said while the Philippines’ score worsened, it has not noted any worsening in the actual situation.
“It is bad and has been bad all along. People are just growing tired of the inaction and insincerity of leading officials when they promise to fight corruption,” it said, citing the prolonged corruption trial of President Joseph Estrada as an example why the respondents “were so negative in their assessment.”
President Arroyo, in an interview with journalist Antonio Lopez of Biznews Asia, said the political analyses and surveys were based on old data and newspaper reports.
“The credit ratings were fine. Iyung political analysis they work on old data. They don’t work on up-to-date data and then they look at newspapers. And if you’re going to look at who are the ones in Transparency International-Philippines, they are made up of opposition people,” she said.
Constancia de Guzman, chief of the Presidential Anti-Graft Commission, said the PERC report shows measures being adopted by government to address the corruption problem are not enough.
But she said there has been no let-up in government’s campaign against corruption. She said success in the anti-corruption drive have not made it to the headlines or have not been properly communicated to the public.
She said the PERC report focused on Estrada’s protracted trial and not on what the government has already done.
She, however, said people want actual results in the form of dismissals and suspensions.
“Kahit meron tayong improvement doon sa preventive measures at saka doon sa education component and strategic partnership, ang binibilang ng tao, ilan na ba iyung nakukulong at ilan na ba iyung napaparusahan,” she said.
On the slow pace of the justice system, De Guzman said due process must be observed and the rights of those accused should be respected.
She said a study conducted by World Bank and the US Agency for International Development showed that a corruption case takes an average of seven years to be resolved. This, she said, is the reason the President has ordered agencies to come up with measures to shorten the process.
She said among the measures are the provision of additional funds for the hiring of more investigators and prosecutors for agencies like the Office of the Ombudsman; the deployment of mobile courts to de-clog court dockets; modernization and computerization of the judicial system, particularly court records; and the provision of funds for the improvement of anti-corruption campaigns in agencies that are perceived have the highest number of corruption.

The fact is this is the perception of 1,476 foreign business executives from 13 countries and territories. And I’m quite certain that not all 1,476 of them cited the Erap trial delays as their reason for perceiving the country as the most corrupt in Asia.
Foreign business executives don’t just read the papers, they talk to each other. They consult their embassies. Let’s cut the bull. It’s an indictment of the Gloria administration, period.
Internationally, this administration is getting deeper and deeper into deep sh_t by the day.
This is a report made by people from the outside looking in. Objectivity is paramount and biases do not count. Now, what does this say about our country’s image? We as a people is a nation of cheats. I resent this perception. This administration is the only cheat and its dragging us with it.
I have yet to see improvements in the fight against corruption. All I have seen are people in the lower ranks being charged, one or two high officials doesn’t cut it. Corruption does not exist in our bureaucracy alone, it starts with the elections. When candidates sell themselves to interest groups, that is corruption.
Its a fact we all must face and try to solve. Team Unity is a good example of how corruption works. Need I say more?
The President and Her Administration can Deny the Survey all they want, but the Truth is, it is not only Perceived, but Reality. Let Start with these suggestions.
Check the Balance of the First Couple bank account as compared to their declared appreciation of assets during Her Tenure. Bet you it will be more than a 1000 % over.
While we’re at it consider checking all The Generals, the Tongressmen and all public officials and bureuacrats and if you can find one not involved in corruption hand her or him a medal and you don’t have to hand any…

There were other certificates of deposit from Philippine banks worth about US$1 million, five handguns, 154 videotapes, seventeen cassette tapes, and 2,068 pages of documents – all of which were impounded by Customs. The Marcos party was allowed to keep only US$300,000.00 in gold and $150,000.00 in bearer bonds that they brought in with their personal luggage because they declared them and broke no US customs laws.
There were 24 one-kilo gold bars fitted into a $17,000 hand-tooled Gucci briefcase with a solid gold buckle and a plaque on it that read, “To Ferdinand Marcos, from Imelda, on the Occasion of our 24th Wedding Anniversary.”

In February 2001, the Philippine Daily Inquirer disclosed the alleged attempt of Irene Marcos Araneta to launder billions of dollars in deposits under the 885931 accounts from Union Bank of Switzerland to Deutsche Banks in Dusseldorf, Germany. Aside from the Marcos family and the Philippine government, the 9,539 victims of human rights under the Marcos regime have interest in the Marcos wealth.

This, coming at the heels of a survey of Japanese big businessmen in all of the Asia-Pacific region, just confirms what everyone already knows.
The Jap execs were surveyed by JETRO and asked which country within the Asia Pacific region would they want to transfer or expand in in the next three years, the Philippines was singled out as the “riskiest place in Asia to do business in in terms of political and social instability, with 52.5 percent of those polled saying so.” No wonder, the Japanese, who used to out-invest everyone here, are training their sights elsewhere.
The Japanese firms, all of which had international operations, believed the country was less stable than Indonesia and China. In a different thread, I also mentioned how the president of a big foreign mining company was threatened with death if the local assets were not “handed over” to the local partner. Now, we have PERC’s survey.
Combining all these, the Great Economissed with a PHD (probably meaning Philippines’ Half-pint Dictator)and her puppets surely have made us the bottom-scrapers and reduced the whole to a call-center and OFW economy.

Sen. Panfilo “Ping” Lacson should not act surprised by recent developments in his expose against First Gentleman Jose Miguel “Mike” Arroyo. The last time we looked, his “star witness,” Eugenio Mahusay Jr., is already in government—or shall we say pro-Mike people’s—custody. If Mahusay recants, that will be a big blow to Lacson’s case.
Despite the insistence of the Lacson camp that its case is still solid even without Mahusay’s testimony, the fact remains that the former Arroyo messenger is an important witness. Despite efforts by some sectors to destroy his credibility, Mahusay’s claim, that the First Gentleman owns the so-called “Jose Pidal” bank account, is damning.
Lacson, though, is no stranger to tugs-of-war for witnesses. Let us just consider his most recent experience, when he was with the camp of former president Joseph Estrada prior to and during the impeachment trial in 2000-2001. In the early stages of that historic event, attempts to prevent witnesses from coming out were visible.
Then Ilocos Sur governor Luis “Chavit” Singson, for example, was forced to go public with his accusation against Estrada, his former buddy, after an attempt to silence him failed. And remember the killing of publicist Bubby Dacer? Indeed, there were many efforts to stifle the truth then, and in some instances, Lacson’s people were implicated.
In this sense, I would say that what the First Gentleman and his sympathizers have done so far is still mild. No killings there, yet, only the use of the good old divide-and-rule scheme. Arroyo’s camp allowed Mahusay’s relatives to pressure him to flip, and it succeeded. Now, the senator has to look for another “star witness” and more evidence.
This is not to say that I like what I am seeing. The Mahusay incident just proves Arroyo and his people are doing some maneuvering, which is dangerous. Are they willing to use other means, including foul ones, to prevent the truth from coming out? If so, then they will end up as no different from the very people they replaced in power.

The Philippines’ First Gentleman, Jose Miguel ‘Mike’ Arroyo seems to be in a fighting mood these days.
Last week, his lawyers announced the filing of a series of lawsuits against an opposition congressman who accused him of maintaining millions of dollars in a German bank account.
The amount Mr. Arroyo is seeking in damages in 13 libel complaints – under $600,000 — may not seem that much by U.S. standards, but it certainly sends a very bad signal, and not just to the Philippines’ political opposition. His action also speaks badly of him as the country’s first ever First Gentleman. He may well be setting a precedent on how the spouse of a Philippine president (or prime minister in the future if certain scenarios push through) reacts to public criticism, no matter how uncalled for.
That congressman, Alan Peter Cayetano, had accused the First Family plus a brother of the First Gentleman of maintaining secret accounts where supposedly illicitly earned funds were being stashed. This was certainly a most serious accusation, but Cayetano insisted that he could prove the existence of those accounts if Mr. Arroyo signed a waver that allowed lawmakers to look into his deposits.
Cayetano was asking for the impossible, of course, as no person in his right mind would have agreed to such a request. There is the issue of privacy, for one, not to mention self-incrimination. Suffice it to say that Cayetano (whose sister was elected senator as part of President Arroyo’s team, incidentally) was playing politics, which is not unusual in our homeland.

As for Cayetano, I don’t know about “mahinan ang ebidensiya”.
I got something from a VERY RELIABLE source that Cayetano, in fact, has the goods on the Arroyos but the manner in which the evidence he gathered was got poses a bit of a problem, i.e., they were sourced from classified info abroad.
As I’ve already suggested in the past, if Cayetano could only send those paper records (never mind if they were sourced from a foreign government that owned the paper trail) to the brigade de finances in Europe, he could actually get results.
The money that the Pidals are hiding somewhere seems to be laundered funds stemming from corruption – the OECD in Europe will be interested to examine their provenance since the money is purported kept in European banks.
Cayetano does not have to reveal his identity but the brigade de finances in Europe need some paper trail to get cracking!
I’m not surprised at the assessment of the PERC. Everybody knows the Philippines is the worst economy in Asia, much worse than at any time in Philippine political history, not even during the tenure of office of the Midget’s father as presidnet when the Philippines likewise experienced a similar drought.
I was a young teen when Dadong Macapagal was president and the peso was depreciated for the first time since the Philippines could not even produce enough rice to feed the Filipinos and would import rice from then troubled Vietnam, that was in similar state as the Philippines is now with the Philippine military out to weed out the remnants of Joma’s NPAs, etc. and connived with the Americans to wipe them out.
At least, the Vietnamese were much, much more self sufficient that they could export rice despite the war going on in their country unlike this government of the pimp that thrives on human trafficking. Suka, suka, suka!

It took the Filipinos with the help of the Americans to remove Marcos, but remove they did him. The Tiyanak can be removed much earlier especially with this IT that makes communication faster and cheaper unlike before when we would spend so much even just for sending cables and long distance calls.
In 1989-92 when we were fighting for the preservation of the Philippine patrimonies, especially the now famous Roppongi property, I spent more than 5,000 dollars for communications (faxes and long distance calls) with Senators and Congressmen there who could help us. I actually just received some inheritance and had money to burn then even when it would not benefit me at all.

Opposition Politicians whose duty is to keep on eye on the Politicians on power and expose their wrongdoings as part of the checks of a Democratic process but they are not the investigators. And they are not the Prosecutors and Judges. That’s the Job of others, The Police Authorities, The Public prosecutors and the Trial Judges and the Hangman.
And don’t tell me, because so far we have not resolve a single case of corruption, from money laundering, extortions, padding of government projects, cheating in electoral process, and outright robbery of taxes.

Corruption and “campaigns/wars against corruption” have been issues and initiatives since time immemorial.
Some societies have been successful and some have failed.
The Philippines has been one of those societies that have consistently failed to achieve any progress in the “fight” against corruption.
Why?
Because like everything else in our society, we as a people have a very superficial approach to addressing our issues. Whilst there is a lot of hollow-headed discussion about who did what (kung, baga finger-pointing) there is very little analysis about the fundamental causes of corruption.
One of the causes of chronic corruption is the inherent flacidness of our society. This goes to the fundamental way that the very fabric of our society is constituted. The truth is, our society is an artificial one — a nation of distinct tribes cobbled together by a colonial power and named after their king.
The problem is that we lack an underlying cohesiveness and therefore an utter lack of an ability to trust one another. Visayans rail against Imperial Manila and the ruling Tagalog tribe. Groups in Mindanao resent being used as a backward agricultural breadbasket. Catholics delight in rubbing in their numerical supremacy by building churches and statues all over prominent historical sites.
This lack of trust is the ultimate root of our inability to fight corruption.

Many notable intellectuals have cited this gaping hole in our cultural fabric:
According to Teddy Benigno in one of his Star articles cited “A recent survey conducted by Prof. Jose Abueva, formerly UP president, show[ing] that beyond the family, Filipinos hardly trusted anybody.”
However according to Francis Fukuyama, “One of the most important lessons we can learn from an examination of economic life is that a nation’s well-being, as well as its ability to compete, is conditioned by a single, pervasive cultural characteristic: the level of trust inherent in the society.”
Teddy Benigno then goes on to say that “The most economically advanced, politically sturdy countries are the high-trust ones like Japan, Germany, the US and China. Occupying the cellar are low-trust countries like the Philippines, Cambodia, Burma, Laos, many in Latin America, a multitude in Africa.”

Because we are a low-trust society we tend to implement bureaucracies with immensely draconian control measures incorporated in them. When a process is convoluted and complex, it becomes a breeding ground for corruption.

Jaime Licauco in a 2001 Inquirer article made this observation:
“A nation whose policies and rules are based on the assumption that everybody is a cheat and liar unless proven otherwise cannot long endure. Take a close look at our bureaucracy and its rules. It is burdened by elaborate and often unnecessary checks and balances so that nothing ever gets done in the process.”

It is easy to spin the concept of “corruption” around hollow-headed slogans to serve hollow-headed partisan objectives.
But do people really understand the underlying issues?

Before we can eliminate corruption in the government, we need to find the roots, because corruption in government agencies result in poor quality service such as infrastructure, decreasing in tax revenue, service to urban poor who mostly needed. Health, education and agriculture.
Let me share my views in decreasing corruption to our government agencies, First let’s look who are our collectors.
We started with the BIR, These agency is our foundation of economy, We need people with high moral and honesty to head this department. They must be independent ,not under the control of the executive branch. They need to implement a rigid guidance without asking authorization with any politicians. Every employee must submit to public scrutiny, there SAL must be transparent to public view. How to select a person to head this department? The voters must elect a commissioner during election. He/She can be impeach if engage in any anomalous transactions.
The Bureau of Customs, must be under the Judiciary department appointed by the chief justices of the supreme court on a unanimous decision. Create a body of secret investigation and gave them power to implement judicial code rules of law. Any agent involve in anomaly will be dismiss in service.
This is only my suggestion to suppress the rampant corruption. But, in every government agencies we need to implement the same rules.Benigno,do you have any idea?

The latest corruption rumour to hit the country’s news stands involves a huge bill for the building of a main road in Manila.
Going nowhere
Near where I live, there’s a brand-new, eight-lane road that is peculiar in Manila, because there’s hardly any traffic on it.
There is no traffic, because the road goes nowhere.
It is called President Diosdado Macapagal Boulevard, after a 1960s president.
It just so happens that the incumbent president, Gloria Macapagal Arroyo is his daughter.
Accusations
Any new road is normally applauded in business and political circles, given that the usual complaint is about the dismal under-investment in infrastructure.
But not this road.
Politicians of all stripes are expressing rage over an accusation that one contractor built a 2km section of the 5km road for the equivalent of $16m – some $11.5m more than it should have cost.

The Philippines is perceived by foreign businessmen as Asia’s most corrupt economy, according to a survey that also found other countries failing to tackle the problem decisively.
Singapore and Hong Kong were seen as the cleanest economies, while China, Indonesia and Vietnam posted improvements, the Hong Kong-based Political and Economic Risk Consultancy (Perc) said.

Rationale of the Study
Worsening trends in corruption. Studies done by international and local research institutions reveal a worsening state of corruption in the Philippines. For example, the annual reports of Transparency International show that the country’s Corruption Perceptions Index (CPI) decreased from 3.3 in 1998 to 2.5 in 2005. A CPI of 1.0 or 10 means a country is the most or least corrupt, respectively, among the countries included in the annual study. Indeed, the country’s ability to reduce and control corruption pales in comparison with Singapore’s improving and exceedingly high CPI of 9.10 in 1998 to 9.40 in 2005.
The Global Corruption Report 2006 notes that the Philippines is one of the countries that suffered significant deterioration in the state of corruption from 1995 to 2004. This worsening trend is also confirmed in a recent World Bank study that tracked the changes in the quality of six governance indicators across 209 countries and territories. The Philippines performed in controlling corruption based on indicators measure the exercise of public power for private gain including both petty and grand corruption and state capture.

Looking back, the existence of the numerous anti-graft corruption agencies in this administration is inutile. The designated secretaries/officers were collecting huge monthly benefits without results. These agencies were mere milking cows of these secretaries.
Another exaample is the case of ex-DOJ cheat Nani Perez who was charged by Jimenez in the IMPSA deal. Till now, the Ombudsman is sitting in the case.
There is no other course for the current administration as damage control and being tagged as the most corrupt in Asia – not even bombarding hard-to-believe advertisements and beautiful power point presentations of graphs and statistics.
Instead of denial and keep on repeating one thousand times those lies regarding improving economy, catch one big fish and effect reform.

For one thing, we need to be less tolerant of improper behaviour and stupidity.
Just in this blog alone, there are characters here who behave inappropriately. Yet many here who on occassion do provide really great comments and input at the same time seem to be in some kind of cozy pakiki-sama thing with these bozos. They’re little petty things of course. But we tolerate them nonetheless.
Pakikisama mentality is what I highlight here. It starts with little things. If we tolerate little inappropriate behaviours, we soon get disentsitized to little improprieties then move on to more serious improprieties (like stealing pens and paperclips, etc.). Soon we get disensitized to that as well and move higher up the hierarchy of criminal behaviour.
This progressive disensitisation from little things up to really big-time stuff is what I highlight. If we cannot even enforce simple disciplines like not littering, sticking to one’s lane while driving, using proper language in a blog like this, sticking to the issues, etc., what makes us think we can tackle a bigger bogeyman like corruption?
If we cannot even rise beyond petty partisan gossiping and broaden our minds to regard issues that transcend any particular politician or administration, what hope do we have of solving a multi-tentacled cancer like corruption which as we all know has been around for most of our independent history spanning a dozen presidencies?

Yet, back in 2003, when these very representatives made a decision not to impeach Arroyo, we all suddenly shook our heads in disgust. How’s that for irony. We elect our officials based on their prowess at the ocho-ocho and then we expect them to undertake their congressional duties to serve our best interests?
It’s like hiring a paedophile to watch over our kids.
Today it is happening again. People here in their usual hollow-headed form chant slogans (that were in fact contrived by the same old trapos) that announce their voting preferences on the sole basis of whether a candidate is for or against a sitting president.

Since we claim to have the “difficult” ability to “think” impartially and objectively, we must show our appreciation for this faculty to “lead” those who don’t. Our collective experiences as a nation proves that we cannot effectively lead those whom we alienate. Look at the members of the political elite throughout our history who remember the needs of the masses during campaign periods, yet, conveniently dismiss them as the “unshod, uneducated, good for nothing” bunch of beggars once elected. Look at the current crop of middle and upper class Filipinos blaming the masses for electing “actors and celebrities” to government posts. We cannot blame them, for our worlds are miles apart.
To “lead” them, let us first keep pace with them. Look at the way they see issues and try understanding them. Walk with them before we try to lead them. I understand them because I was one of them, having grown up in the slums of Pasay and in the wilderness of upland Cavite.
One theory suggests that effectively leading starts with pacing the person/s one wants to lead (Neuro-Linguistic Programming). Who knows, this may hold true in these parts? Who knows, this may apply as well to Philippine society in general?
Our approach to GMA and her ilk has always been evident. To conclude that those who advocate regime change in the Philippines now do not see beyond “patalsikin na” is quite premature, to say the least. How we see beyond “patalsikin na” may require another forum, another blog, or maybe just another thread.
Our approach to those who we so conveniently dismiss as “tanga at mangmang” must not be to alienate them. We have to remember that they are a big part of the problem, a big part of the solution, and the ultimate benificiary of the struggle now taking place.

A committee created not by the sitting president should be the “sole” authority in choosing the head for these government agencies.
Abolition of the Presidential Anti-Graft Commission, this agency became an inutile agency wherein it failed the purpose of it’s creation.
Removal from the office of the president the authority for the distribution of pork barrel allocation.

In a recent meeting w/ some foreigners, I had mentioned that the more I analyse the situation in the Philippines, the more I am inclined to believe that Gloria has NO intentions of improving anybody’s life but her own, her family’s & her cronies.
I was asked about Gloria being a compromise until 2010. I said she was already the compromise in EDSA 2 & the change was from bad to worse. Funny thing is, I could not even come up w/ 1 good reason why Gloria should finish her term.

Excerpts: The head of a US Senate panel looking into the rash of political executions in the Philippines, chided the Manila government for sending top police and military officials to present their side.
“I don’t understand why you have to send military and police to a hearing that a couple of senators are holding to look at allegations of human rights abuses,” an apparently upset Senator Barbara Boxer said in this afternoon’s hearing of the Senate subcommittee on East Asia and Pacific Affairs. “We made it very clear and to their credit they responded. They said they will not send any military, they won’t send any police, and they said they won’t send any intelligence agents,” she added.
The Senate panel was looking into, among others, accusations that Philippine security forces were behind many of the extra-judicial killings. The human rights NGO Karapatan said 836 people have been killed in political assassinations since President Arroyo took power in 2001 – over 200 of them last year alone.
“That’s a pretty basic point, that we don’t try to intimidate witnesses,” Boxer stressed.

Corruption is a product of our system that does not work. There is no accountability and transparency.
If one goes to buy an item at the Shoe Mart, there is a checker at the counter and then the cashier. Now Shoe Mart is mushrooming all over the country. The system must have worked! Governance is bigger than a business enterprise! The check and balance have to be in place. However when our leadership sets the rules and it does not have the credibility and transparency, the system fails. I agree with some of the bloggers about the pork barrel. Instead of giving this to the law makers, why not give this direct to the local government. But the one who holds the money should not be involved in any projects.
Corruption can only be stopped if those who are put in positions involving money will first subject themselves to asset check. Then, like a job evaluation, these acquired assets by any official should be tracked down. Anyone caught stealing from the coffers should have jail time and removed from the job. If this is implemented strictly, changes will occur. This accountability should be implemented from the bottom and up.

Education should be on top of the list for projects to be given to the citizenry. Medical assistance for the poor is almost a must. Population control is likewise a big issue. The government, by way of congressmen are not interested because there’s no 10% kickback for them and that means the private sector are not interested either. The foreign foundations such as Gawad Kalinga have to show the project is up and running to get the required support funding from abroad. The end result is that local government & local businessmen don’t give a hoot for the poor because they’re more concerned about their 10%. Its a vicious circle to set up any foundation, but your thinking towards the poor is never-the-less commendable.

Old data? To be generous, GMA is in self-denial on the issue of corruption. But she has only herself to blame because she refuses to see what is clearly in front of her. When you appoint as commissioner of Customs, a notorious collector of Customs from the notorious Port of Batangas who has been charged at the office of the Ombudsman, you can expect more corruption at the Bureau of Customs.
When you are seen attending birthday parties of gambling lords, that’s a clear signal to the police to lay off.
When you allow your closest Cabinet members to flaunt their wealth by buying a house or condo for their mistresses, that’s an implied OK to their money-making.
When you bring notorious tax evaders and smugglers as members of your party on your foreign trips, that’s an acceptance of what they are doing.
When you allow your generals to continue the practice of conversion of AFP appropriations into cash, you are definitely responsible as Commander-in-Chief. You can call it old data but the truth is, it is still being practiced to this day, and in bigger amounts.
When GMA spends P200 million for every senatorial candidate and up to P50 million for a congressman or governor, that money can only be the fruits of corruption, either by malversation of public funds, or from “fund- raising” from businessmen, importers and gambling lords in exchange for favors or protection.
And of course, the “pork barrel” which is given only to pro-GMA congressmen is the principal hallmark of corruption under GMA with 30 to 40 percent of PDAP funds being pocketed. If GMA wants to show she is sincere in fighting corruption, then continue to reduce the pork barrel. But instead, she has increased it for her favored congressman.
The trail of corruption begins and ends with Malacañang.
