RP under Arroyo is most corrupt in Asia

This report by Jocelyn Montemayor in Malaya:

Foreign businessmen perceive the Philippines as the most corrupt economy in Asia, a survey conducted by the Hong Kong-based Political and Economic Risk Consultancy (PERC) showed.

President Arroyo shrugged off the results of the survey that said the Philippines “has the distinction of being perceived in the worst light this year,” edging out perennial bottom dweller Indonesia.

The survey was conducted in January and February covering 1,476 foreign business executives from 13 countries and territories.

The Philippines got a score of 9.40 under a grading system which has zero as the best possible score and 10 as the worst. The Philippines scored 7.80 last year.

Indonesia and Thailand, both with a grade of 8.03, shared the spot as Asia’s second most corrupt nations.

Singapore continues to be perceived as the “cleanest” with a grade of 1.20, which is slightly lower than its 1.30 rating in 2006.

Hong Kong, which previously ranked third cleanest, is now in the second spot followed by Japan which dropped to third from second in 2006. The rest in the order of least corruption were Macau, Taiwan, Malaysia, China, South Korea, India, and Vietnam.

PERC, which provides advice to private firms and governments, said while the Philippines’ score worsened, it has not noted any worsening in the actual situation.

“It is bad and has been bad all along. People are just growing tired of the inaction and insincerity of leading officials when they promise to fight corruption,” it said, citing the prolonged corruption trial of President Joseph Estrada as an example why the respondents “were so negative in their assessment.”

President Arroyo, in an interview with journalist Antonio Lopez of Biznews Asia, said the political analyses and surveys were based on old data and newspaper reports.

“The credit ratings were fine. Iyung political analysis they work on old data. They don’t work on up-to-date data and then they look at newspapers. And if you’re going to look at who are the ones in Transparency International-Philippines, they are made up of opposition people,” she said.

Constancia de Guzman, chief of the Presidential Anti-Graft Commission, said the PERC report shows measures being adopted by government to address the corruption problem are not enough.

But she said there has been no let-up in government’s campaign against corruption. She said success in the anti-corruption drive have not made it to the headlines or have not been properly communicated to the public.

She said the PERC report focused on Estrada’s protracted trial and not on what the government has already done.

She, however, said people want actual results in the form of dismissals and suspensions.

“Kahit meron tayong improvement doon sa preventive measures at saka doon sa education component and strategic partnership, ang binibilang ng tao, ilan na ba iyung nakukulong at ilan na ba iyung napaparusahan,” she said.

On the slow pace of the justice system, De Guzman said due process must be observed and the rights of those accused should be respected.

She said a study conducted by World Bank and the US Agency for International Development showed that a corruption case takes an average of seven years to be resolved. This, she said, is the reason the President has ordered agencies to come up with measures to shorten the process.

She said among the measures are the provision of additional funds for the hiring of more investigators and prosecutors for agencies like the Office of the Ombudsman; the deployment of mobile courts to de-clog court dockets; modernization and computerization of the judicial system, particularly court records; and the provision of funds for the improvement of anti-corruption campaigns in agencies that are perceived have the highest number of corruption.

Ngek! Naunahan na ng Pinas ang Indonesia as most corrupt economy in Asia! What an accomplishment of the most hambug PhD in economics who claims to be the president of this benighted country!

“Constancia de Guzman, chief of the Presidential Anti-Graft Commission, said the PERC report shows measures being adopted by government to address the corruption problem are not enough.”

Paano ay untouchables lahat ang corrupt, buhat kay Tianak at asawang Fartso at pamilya, Assperon at other Garci Generals, Sabit Singson, etc. pa! How can this regime effect measures when the number one corrupter is leading the koraps?!

“She said the PERC report focused on Estrada’s protracted trial and not on what the government has already done.”

Heh, layas kayo lahat. Nakakakulo kayo ng dugo!

Boom tarat tarat, boom korap, korap!

Gloria and her Presidential Anti-graft Commission head can deny and spin this survey result till they’re blue in the face. The fact is this is the perception of 1,476 foreign business executives from 13 countries and territories. And I’m quite certain that not all 1,476 of them cited the Erap trial delays as their reason for perceiving the country as the most corrupt in Asia.

Foreign business executives don’t just read the papers, they talk to each other. They consult their embassies. Let’s cut the bull. It’s an indictment of the Gloria administration, period.

Internationally, this administration is getting deeper and deeper into deep sh_t by the day.

  3. This is a report made by people from the outside looking in. Objectivity is paramount and biases do not count. Now, what does this say about our country’s image? We as a people is a nation of cheats. I resent this perception. This administration is the only cheat and its dragging us with it.

I have yet to see improvements in the fight against corruption. All I have seen are people in the lower ranks being charged, one or two high officials doesn’t cut it. Corruption does not exist in our bureaucracy alone, it starts with the elections. When candidates sell themselves to interest groups, that is corruption.

Its a fact we all must face and try to solve. Team Unity is a good example of how corruption works. Need I say more?

The President and Her Administration can Deny the Survey all they want, but the Truth is, it is not only Perceived, but Reality. Let Start with these suggestions.

Check the Balance of the First Couple bank account as compared to their declared appreciation of assets during Her Tenure. Bet you it will be more than a 1000 % over.

While we’re at it consider checking all The Generals, the Tongressmen and all public officials and bureuacrats and if you can find one not involved in corruption hand her or him a medal and you don’t have to hand any…

  5. Hehehe…. I wonder what phrases would be uttered by the the senile man of the DoJ or what lies Bunye will weave to protect his master?

PAGC will again release a bogus report of how effective their anti-corruption campaign has been.

Based on the World Bank’s ‘Control of Corruption’ index, corruption has worsened during Gloria Arroyo’s term.

    Year Index
    1996 -0.41
    1998 -0.34
    2000 -0.53
    2002 -0.55
    2003 -0.46
    2004 -0.58
    2005 -0.58
[Source: World Bank Governance Matters V]

The above index ranges from -2.5 to +2.5. We’ve always been in the negative but it has never been as bad as it is now.

  8. chi chi

    cvj,

Thanks for the index. And to think that it’s not the peak yet of corruption in Pinas, considering election period has just begun, among other issues.

    schumey,

Bulol-bulol na sila but no matter what spin they do with this very negative news, the international community won’t believe.

This survey is great fodder again for the GO candidates. Great item for a debate on the economic issues…since it’s the businessmen talking…and this administration is hollering itself hoarse inviting this sector to come and invest here. What a laugh.

Gloria has been slapping mud on our country and continues to embarass us each day that she clings to her throne. She is the embarassment. And we get mud in our face.

  11. norpil norpil

this is what the outsiders perceive the pinas compare with other comparable countries in the area. this is probably not new either. thing is do the ordinary pinoy understand this, i.e., that the managers of the country’s economy is the most corrupt in asia? do the people understand the consequences of corruption on the top? the journalists have a duty to explain this to the people as well. it is not just bringing the news as statistic with the numbers.the hardest part is to be understood.

  12. Phil Cruz Phil Cruz

Really now, how many of those 1,476 foreign businessmen would want to invest in the most corrupt country in Asia?

The grading system is zero for the least corrupt and 10 for the worst. Our grade is 9.40. That’s just a 0.60 points more and we would already hit the roof of “the worst” on that grading scale!!

  13. From Johnny de Leon:
Congratulations to Gloria Arroyo and to all her cabinet members for making the Philippines the most corrupt economy in Asia, keep up the good work, thieves.

Idol ko rin iyan.

I remember that last year there was a joke that the only reason why Pinas was second to Indonesia as most corrupt Asian country was because the Fartso paid Indonesian officials to claim the first place.

  16. Well, to give credit where credit is due: Gloria, the nation’s immoral pygmy that she personifies, worked so hard to make sure Pinas landed in number 1 slot somewhere along… that should make her one happy female sod!

Re Phil’s question: “Really now, how many of those 1,476 foreign businessmen would want to invest in the most corrupt country in Asia?” Maybe one will if Gloria assures him/her of a 100% return in record time. She probably will if she can in turn be assured that she will have a 100% cut in the crime.

  17. Chabeli Chabeli

According to La Igorota the statistics that PERC used to come w/ the Philippines being “the most corrupt in Asia” is old & that PERC also used newspaper articles.

That is what you can call someone who has nothing anymore to say but has to say something even if it sounds illogical, stupid & laughable !

Between PERC or Gloria, who would the world believe ? When people perceive you as a CHEATER, LIAR & a THIEF, what credibility do you have left ?

As it is, even if La Igorota were to say that she was Filipino no one would believe her.

If the U.S. Senate does find Gloria’s guilty of her extra-judicial killings, one can only imagine the sanctions that will befall the Philippines. And then I will ask Gloria, what was that you said again about the country’s economy under your leadership ? I’m sure she’ll blame the Leftists.

What pissed off Malacañan is that the voice of the Leftists are being heard. She does not have the international community on her side.

But, whatever it is, La Igorota is getting a lot of international pressure. In my books, she’s a goner..

    ******************************

La Igorota says that the Opposition is the one who is bringing the Philippines down because their only objective is to oust her.

That’s not exactly correct. What is true, however, is that not only do the Opposition, but majority of the people, want her kicked out, shoved out, bodily removed, & slugged out, of Malacañan. Using the word, “ousting” is too kind for Gloria.

  18. But Ellen, Ducky Paredes’ column points to a “good” if not “honourable” Gloria Pidal. Here’s a portion of what he says in his column today:

    *******
We see Gloria’s pitch for respect and credibility in the things that she is doing. For instance, just two weeks ago, Malacañang announced that Napocor would reduce its power rates, which would soon lead to lower electricity fees for consumers.

The Arroyo administration is also into a rural infrastructure development binge focused on irrigation and post-harvest facilities. It is setting up a national food highway consisting of strategically placed warehouses, cold storage systems and other facilities designed to link up farm production areas to major consumption centers as well as calamity- and isolation-prone areas.
    *****

Whatever happened to Ducky Paredes? I can’t believe what I’m reading. Has he gone mad that he’s now become a full-pledge mouthpiece for Gloria (and by extension her husband)?

What could have happened to the the former hard-hitting journalist who, during the 2004 polls, was hell bent on putting down Gloria even if it meant electing FPJ?

I don’t understand – has he perhaps gone bonkers because of golf?

  19. Gloria says she is “completely focused on governance, guiding the economy and ensuring peace and order so I am not preoccupied with the elections.” http://www.malaya.com.ph/mar14/news7.htm

Let’s put what she said in the right perspective, shall we?

In the scheme of things, the following was what Arroyo said she was:

“completely focused on poor and corrupt governance, guiding the economy that’s being totally propped by OFW remittances of almost 13 billion US$ a year,

“and ensuring peace and order by eliminating pesky journalists, political rivals, buying off people and killing activists

“so I am not preoccupied with the elections. Of course, my saying that I am not pre-occupied with the elections is a tongue in cheek comment.”

(Ah – that’s more like it. This political harlot is seriously getting on my nerves!)

We must commend Gloria for fighting the war on corruption – as she often likes to say in her boooooring speeches!

Gloria has been able to make the country a winner in the international community – the Philippines occupies the No. 1 slot as the Most-Corrupt country in Asia !

Hurray ! This also proves that Gloria is the No. 1 THIEF of the Republic of the Philippines.

  22. Chabeli Chabeli

…so what to do w/ the No. 1 THIEF of the Republic of the Philippines ?

We collect hundreds of dengue-infected Mosquitos in a jar & set them free in Malacañan when Gloria takes her maorning walks in the garden.

We shall only thank the Mosquitos when the job has been done.

TWENTY TWO CRATES OF 100-peso denomination!

    February 26, 1986
    =================
A few hours after the Marcos party landed in Honolulu, their luggage arrived – 300 crates on board a C-141 cargo jet. It took twenty-five customs officers five hours to tag the bags and identify the contents. The process was videotaped because of all the money and jewelry found inside.

There were 278 crates of jewelry and art worth an estimated US$5 million. Twenty-two crates contained more than Php27.7 million in newly minted currency, mostly hundred-peso denominations worth approximately US$1,270,000.00 (It was illegal for anyone to depart the Philippines carrying more than Php500 in cash. )

There were other certificates of deposit from Philippine banks worth about US$1 million, five handguns, 154 videotapes, seventeen cassette tapes, and 2,068 pages of documents – all of which were impounded by Customs. The Marcos party was allowed to keep only US$300,000.00 in gold and $150,000.00 in bearer bonds that they brought in with their personal luggage because they declared them and broke no US customs laws.

There were 24 one-kilo gold bars fitted into a $17,000 hand-tooled Gucci briefcase with a solid gold buckle and a plaque on it that read, “To Ferdinand Marcos, from Imelda, on the Occasion of our 24th Wedding Anniversary.”

    November 1987
    =============
Sen. Nene Pimentel exposed the way the Central Bank “cooked the books”. It used a double-entry accounting system, with the losses in the Special Accounts reflected as assets in the CB’s monthly statement of its condition. He said this ran counter to accepted accounting principles.

Pimentel also wanted to know why Jobo allowed the overprinting of paper money, including the printing of peso bills with the same serial number, which led to massive overspending during the snap elections.

    Largest Loot in History
Much has been said about the late President Ferdinand Marcos being the world’s richest man. While this title was not officially designated to Marcos, the late dictator, however, was known as the man who took away the largest loot in history. While deposed President Joseph Estrada faces plunder charges for allegedly amassing some US$82 million in kickbacks and payoffs during his 31-month stint at Malacanang Palace, Marcos had reportedly stolen billions of dollars. There were different versions of the fabled Marcos wealth.

The fabled Marcos wealth reportedly consists of billions of dollars and tons of gold bullions deposited in several banks in Switzerland.

In February 2001, the Philippine Daily Inquirer disclosed the alleged attempt of Irene Marcos Araneta to launder billions of dollars in deposits under the 885931 accounts from Union Bank of Switzerland to Deutsche Banks in Dusseldorf, Germany. Aside from the Marcos family and the Philippine government, the 9,539 victims of human rights under the Marcos regime have interest in the Marcos wealth.

  32. HNP,

Good reminders you got there. I do believe Filipinos are aware of Marcos’ record and have not forgotten.

While it behooves us not to let that part of Pinas history go unnoticed, I think that given the urgency facing us today, what with the elections most likely gonna be rigged under our very noses, it would be more helpful, rather a propos to tackle the dirty record of the impostor in Malacanang.

So, how about publishing reports that directly relate to the immoral pygmy?

This, coming at the heels of a survey of Japanese big businessmen in all of the Asia-Pacific region, just confirms what everyone already knows.

The Jap execs were surveyed by JETRO and asked which country within the Asia Pacific region would they want to transfer or expand in in the next three years, the Philippines was singled out as the “riskiest place in Asia to do business in in terms of political and social instability, with 52.5 percent of those polled saying so.” No wonder, the Japanese, who used to out-invest everyone here, are training their sights elsewhere.

The Japanese firms, all of which had international operations, believed the country was less stable than Indonesia and China. In a different thread, I also mentioned how the president of a big foreign mining company was threatened with death if the local assets were not “handed over” to the local partner. Now, we have PERC’s survey.

Combining all these, the Great Economissed with a PHD (probably meaning Philippines’ Half-pint Dictator)and her puppets surely have made us the bottom-scrapers and reduced the whole to a call-center and OFW economy.

The husband of the Philippine President, Gloria Arroyo, has denied accepting a bribe from lobbyists.
Mike Arroyo – a lawyer and businessman – is accused, with three other people, of taking $700,000 to try to persuade the president to revive a telecommunications franchise she has vetoed.

Wenceslao: Not a pretty sight in ‘Jose Pidal’ case
    By BONG WENCESLAO

Sen. Panfilo “Ping” Lacson should not act surprised by recent developments in his expose against First Gentleman Jose Miguel “Mike” Arroyo. The last time we looked, his “star witness,” Eugenio Mahusay Jr., is already in government—or shall we say pro-Mike people’s—custody. If Mahusay recants, that will be a big blow to Lacson’s case.

Despite the insistence of the Lacson camp that its case is still solid even without Mahusay’s testimony, the fact remains that the former Arroyo messenger is an important witness. Despite efforts by some sectors to destroy his credibility, Mahusay’s claim, that the First Gentleman owns the so-called “Jose Pidal” bank account, is damning.

Lacson, though, is no stranger to tugs-of-war for witnesses. Let us just consider his most recent experience, when he was with the camp of former president Joseph Estrada prior to and during the impeachment trial in 2000-2001. In the early stages of that historic event, attempts to prevent witnesses from coming out were visible.

Then Ilocos Sur governor Luis “Chavit” Singson, for example, was forced to go public with his accusation against Estrada, his former buddy, after an attempt to silence him failed. And remember the killing of publicist Bubby Dacer? Indeed, there were many efforts to stifle the truth then, and in some instances, Lacson’s people were implicated.

In this sense, I would say that what the First Gentleman and his sympathizers have done so far is still mild. No killings there, yet, only the use of the good old divide-and-rule scheme. Arroyo’s camp allowed Mahusay’s relatives to pressure him to flip, and it succeeded. Now, the senator has to look for another “star witness” and more evidence.

This is not to say that I like what I am seeing. The Mahusay incident just proves Arroyo and his people are doing some maneuvering, which is dangerous. Are they willing to use other means, including foul ones, to prevent the truth from coming out? If so, then they will end up as no different from the very people they replaced in power.

Heh! No killings yet says the 2003 report? Well, seems the immoral pygmie and her fatso partner in crime lost no time in doing the inevitable to stay glued to power.

With the hundreds of unresolved killings to this immoral pygmie’ government credit, she and her fatso husband surely are trying to break the all time extra-judicial killing record that was attributed to Marcos.

Gloria wants to be no. 1 in everything and she’s determined to achieve that.

    anna,

    Sep 06, 2006
The Philippines’ First Gentleman, Jose Miguel ‘Mike’ Arroyo seems to be in a fighting mood these days.

Last week, his lawyers announced the filing of a series of lawsuits against an opposition congressman who accused him of maintaining millions of dollars in a German bank account.

The amount Mr. Arroyo is seeking in damages in 13 libel complaints – under $600,000 — may not seem that much by U.S. standards, but it certainly sends a very bad signal, and not just to the Philippines’ political opposition. His action also speaks badly of him as the country’s first ever First Gentleman. He may well be setting a precedent on how the spouse of a Philippine president (or prime minister in the future if certain scenarios push through) reacts to public criticism, no matter how uncalled for.

That congressman, Alan Peter Cayetano, had accused the First Family plus a brother of the First Gentleman of maintaining secret accounts where supposedly illicitly earned funds were being stashed. This was certainly a most serious accusation, but Cayetano insisted that he could prove the existence of those accounts if Mr. Arroyo signed a waver that allowed lawmakers to look into his deposits.

Cayetano was asking for the impossible, of course, as no person in his right mind would have agreed to such a request. There is the issue of privacy, for one, not to mention self-incrimination. Suffice it to say that Cayetano (whose sister was elected senator as part of President Arroyo’s team, incidentally) was playing politics, which is not unusual in our homeland.

After downplaying the Melo and Alston reports, the US State Dept report, and the incoming US Congressional inquiry, the spin masters in Malacangang seem to have expended their last ammunition with this new report. So its now the turn of the head spinmaster to do another spin.

Gloria easily and calmly slammed the PERC report and said: ”they’re working on out-of-date data.” Period.

If we’re not aware of what she was saying, well she meant and has always been telling us: SO WHAT!

Gloria isnt the govt. She thinks and acts she is.

I’m not calling for her resignation. Lets crucify her!!!

    cocoy,

  47. HNP,

It’s difficult for Ping, I suppose, to attack the whole establishment alone.

As for Cayetano, I don’t know about “mahinan ang ebidensiya”.

I got something from a VERY RELIABLE source that Cayetano, in fact, has the goods on the Arroyos but the manner in which the evidence he gathered was got poses a bit of a problem, i.e., they were sourced from classified info abroad.

As I’ve already suggested in the past, if Cayetano could only send those paper records (never mind if they were sourced from a foreign government that owned the paper trail) to the brigade de finances in Europe, he could actually get results.

The money that the Pidals are hiding somewhere seems to be laundered funds stemming from corruption – the OECD in Europe will be interested to examine their provenance since the money is purported kept in European banks.

Cayetano does not have to reveal his identity but the brigade de finances in Europe need some paper trail to get cracking!

  48. I’m not surprised at the assessment of the PERC. Everybody knows the Philippines is the worst economy in Asia, much worse than at any time in Philippine political history, not even during the tenure of office of the Midget’s father as presidnet when the Philippines likewise experienced a similar drought.

I was a young teen when Dadong Macapagal was president and the peso was depreciated for the first time since the Philippines could not even produce enough rice to feed the Filipinos and would import rice from then troubled Vietnam, that was in similar state as the Philippines is now with the Philippine military out to weed out the remnants of Joma’s NPAs, etc. and connived with the Americans to wipe them out.

At least, the Vietnamese were much, much more self sufficient that they could export rice despite the war going on in their country unlike this government of the pimp that thrives on human trafficking. Suka, suka, suka!

PATALSIKIN NA, NOW NA! IBASURA ANG ADMINISTRASYON! IBOTO ANG OPOSISYON! GO 11+0!

  49. I forgot to say that it was the depression during the Dadong regime that caused the KM to be attractive I guess even to intellectuals at UP then. My parents decided, in fact, to pack up their broods to the USA, and reason why we ended up in the land of milk of honey just before Marcos was able to kick out Dadong Macapagal and his family from the palace by the murky river.

Come to think of it, but at least the Pasig river looked brown then. Now, it is totally black and smelly!!!

  50. Anna,

Apparently, the Pidals are sourcing their resources everywhere they have contacts to stash the booties for them. I have actually alarmed the police here about it, and I have been assured that proper investigations wouild be conducted if they could fish out some tips!!!

  51. Apoy:

It took the Filipinos with the help of the Americans to remove Marcos, but remove they did him. The Tiyanak can be removed much earlier especially with this IT that makes communication faster and cheaper unlike before when we would spend so much even just for sending cables and long distance calls.

In 1989-92 when we were fighting for the preservation of the Philippine patrimonies, especially the now famous Roppongi property, I spent more than 5,000 dollars for communications (faxes and long distance calls) with Senators and Congressmen there who could help us. I actually just received some inheritance and had money to burn then even when it would not benefit me at all.

Frankly, I just wanted to show Filipinos that they could fight a bad system if they wanted to just as they should now by all means possible!!! Kaya tira lang ng tira! OK ngarud?

  52. vic vic

Again to comment on regarding Politicians investigating Politicians, and are we expecting results?

Opposition Politicians whose duty is to keep on eye on the Politicians on power and expose their wrongdoings as part of the checks of a Democratic process but they are not the investigators. And they are not the Prosecutors and Judges. That’s the Job of others, The Police Authorities, The Public prosecutors and the Trial Judges and the Hangman.

And don’t tell me, because so far we have not resolve a single case of corruption, from money laundering, extortions, padding of government projects, cheating in electoral process, and outright robbery of taxes.

If we ever put our trust on our politicians alone instead of all the components of the structure of government and make them all accountable for their respective jobs and responsibilities, maybe, little by little will all be able to get out of this hole most of the People are already in. Or if not we might as well drag the rest of the Corrupts along and let us all together get into one big hole…

  53. This should read, “It took TIME for the Filipinos with the help of the Americans to remove Marcos, but remove they did him.” 20 years to be exact including the two times when he was duly elected by the Filipinos! The rest is history.

  54. hindinapinoy hindinapinoy

  55. HNP,

I’m willing to help from my end in Europe but Cayetano will have to make contact.

I don’t know him but as you say, some may know him personally and could actually convey this possibility to him.

He’s got nothing to lose but everything to gain by allowing the Brigade des Finances here to access his paper trail.

They are very discreet and will painstakingly investigate – when they have gathered sufficient evidence, no brank safe is impregnable, they can ram any bank doors open, bank secrets will mean nothing when they get cracking.

  56. So the Tiyanak has been blaming the Opposition or anybody getting her way, but what can you expect from a woman who is dumb and stupid despite the highly paid doctorate degree (daw) in Economics. I’m told in fact that the doctoral thesis was simply a doctored version of her father’s term paper!!! UrrrrrrK! Suka, suka, suka!!!

Iyong pagbigay ng PhD kay Pandak is one reason why UP is no longer in the same category of say UCLA in America.

  58. HNP,

Maybe Cayetano has been told of the possibility but who knows, he probably is trying to be cautious.

However, if he at some point, visits Europe, it will be easier for him to check out things for himself. I suppose for the moment, he’s very busy – his political life is at stake and I don’t blame him if he puts the whole Pidal millions in the backburner.

    Perceptions…perceptions (copy-pasting excerpts from opsdotgovdotph and piadotgovdotph)…

    Erap speech, 29 April 1999:

Other independent analysts point to the fact that the Philippines is the safest market in Southeast Asia. A recent survey of the political and economic risk consultancy or PERC also saw the Philippines as the number one work location of choice by expatriates working in the Asia-Pacific region. Other independent analysts point to the fact that the Philippines is the safest market in Southeast Asia. A recent survey of the political and economic risk consultancy or PERC also saw the Philippines as the number one work location of choice by expatriates working in the Asia-Pacific region.

RP economy bounces back under Estrada watch:

In March 2000, the Hong Kong-based Political Economic Risk Consultancy Ltd. (PERC) ranked the Philippines as the second least corrupt of seven nations in the Association of Southeast Asian Nations (ASEAN).

    Gloria speech, 30 January 2002:

In April 2000, a survey of the political and economic risk consultancy ranked the Philippines number one in offering the best quality of life for expatriates in Asia.

    Bunye statement, 05 March 2004:

The report on corruption in the country by the Political and Economic Risk Consultancy did not consider the positive steps being taken by President Gloria Macapagal-Arroyo to combat the problem, Presidential Spokesman Ignacio R. Bunye said today.

In a radio interview this morning, Bunye said that it was not like the World Bank report, which made a comparison of perceived corruption in different countries.

    Gloria statement, 05 March 2004:

GMA bewails consulting firm’s lack of appreciation of gov’t anti-corruption efforts

President Gloria Macapagal-Arroyo today said that the Philippines’ reputation as one of the most corrupt countries in Asia was not acquired overnight but over a long period of time.

Reacting to a recent survey by the Hong Kong-based Political and Economic Risk Consultancy (PERC), the President, in a radio interview, expressed disappointment that the report did not indicate how the government is dealing with corruption.

    Gloria speech, 09 March 2005:

Commenting on the report of the Hong Kong-based Political and Economic Risk Consultancy Ltd. (PERC) tagging the Philippines as one of the most corrupt countries in Asia, the President said: “We recognize that we have to fight corruption. What we are trying to do is to reverse that perception…but that perception has been there for sometime now.”

    Neri statement, February 2007:

Based on the Hongkong-based Political and Economic Risk Consultancy (PERC) latest survey of expatriate business executives, Singapore is the least risky economy and Indonesia is the worst of 14 countries surveyed.

The Philippines occupied the 12th place, ahead only of India and Indonesia.

Economic Planning Secretary Romulo Neri said in a statement that PERC “should take a second look at the rating for the Philippines. It seems to be based on old perceptions.”

“Their perceived risks from domestic politics and institutions may be a form of hangover from the political crisis in 2005. But that is dead and buried”, Neri added.

    —–

Now, from PDI, 14 March 2007:

Arroyo blames ‘opposition’ for negative image

Gloria Macapagal-Arroyo Tuesday dismissed a survey that found the Philippines to be the most corrupt economy in Asia, saying the perceptions were based on old data gathered from newspapers.

“(T)he credit ratings are fine. It’s the political analysis (that is unfair),” Ms Arroyo told BizNews Asia magazine when asked about the survey by the Hong Kong-based Political and Economic Risk Consultancy (PERC).

    —–

the perceptions may be old but that have remained since she grabbed power. when will gloria realize that as long as she is sitting complacently on her stolen throne these bad perceptions on Philippine corruption will never go away?

Meanwhile, I read the following in the inquirer: DFA: ‘RP passport exposes Filipinos to discrimination’

Hahahahaahhahah! The DFA is out of its depth!

It’s not simply a question of passport. It’s all about the government that issues the document; it exposes the bearer to all forms of discrimination because the foreign immigration officer knows full well that it is issued by a government of the corrupt, by the corrupt and for the corrupt led no other than by the moral pygmie in Malacanang.

She and her government have absolutely ZERO credibility that the official document they issue to the poor OFW becomes suspect! End of story.

And for the record, many DFA officers know how their own department has become the toilet gutter par excellence for Gloria’s corrupt appointees. On that score, the passport this govt agency issues becomes no more no less ass wipes!

    Baycas,

    Saan ka ba nagtatago?

“(T)he credit ratings are fine. It’s the political analysis (that is unfair),” the tianak said.

It’s been six long years since she stole the throne from Erap, bakit niya ibabalik doon ang sisi. If there’s someone unfair, si tianak ‘yon! She doesn’t know what “unfair” is!

  80. Corruption and “campaigns/wars against corruption” have been issues and initiatives since time immemorial.

Some societies have been successful and some have failed.

The Philippines has been one of those societies that have consistently failed to achieve any progress in the “fight” against corruption.

    Why?

Because like everything else in our society, we as a people have a very superficial approach to addressing our issues. Whilst there is a lot of hollow-headed discussion about who did what (kung, baga finger-pointing) there is very little analysis about the fundamental causes of corruption.

One of the causes of chronic corruption is the inherent flacidness of our society. This goes to the fundamental way that the very fabric of our society is constituted. The truth is, our society is an artificial one — a nation of distinct tribes cobbled together by a colonial power and named after their king.

The problem is that we lack an underlying cohesiveness and therefore an utter lack of an ability to trust one another. Visayans rail against Imperial Manila and the ruling Tagalog tribe. Groups in Mindanao resent being used as a backward agricultural breadbasket. Catholics delight in rubbing in their numerical supremacy by building churches and statues all over prominent historical sites.

This lack of trust is the ultimate root of our inability to fight corruption.

    .
Many notable intellectuals have cited this gaping hole in our cultural fabric:

According to Teddy Benigno in one of his Star articles cited “A recent survey conducted by Prof. Jose Abueva, formerly UP president, show[ing] that beyond the family, Filipinos hardly trusted anybody.”

However according to Francis Fukuyama, “One of the most important lessons we can learn from an examination of economic life is that a nation’s well-being, as well as its ability to compete, is conditioned by a single, pervasive cultural characteristic: the level of trust inherent in the society.”

Teddy Benigno then goes on to say that “The most economically advanced, politically sturdy countries are the high-trust ones like Japan, Germany, the US and China. Occupying the cellar are low-trust countries like the Philippines, Cambodia, Burma, Laos, many in Latin America, a multitude in Africa.”

    .
Because we are a low-trust society we tend to implement bureaucracies with immensely draconian control measures incorporated in them. When a process is convoluted and complex, it becomes a breeding ground for corruption.

    .
Jaime Licauco in a 2001 Inquirer article made this observation:

“A nation whose policies and rules are based on the assumption that everybody is a cheat and liar unless proven otherwise cannot long endure. Take a close look at our bureaucracy and its rules. It is burdened by elaborate and often unnecessary checks and balances so that nothing ever gets done in the process.”

    .
It is easy to spin the concept of “corruption” around hollow-headed slogans to serve hollow-headed partisan objectives.

But do people really understand the underlying issues?

Thinking is the hard part, which is why not too many people are good at it. 😉

Few days back, I read this item online from a Thailand newspaper:

Under the present administration of Mrs. Gloria Macapagal Arroyo, the Philippines is slowly dragging itself from a 3rd world country into a 4th world country. The total corruption which you find in ANY dealing with officialdom makes Thailand look almost “corruption free” This shows in the state of the roads, pavements, buildings, electricity supply, water supply, and everything else that requires public money. The money is just not reaching the places where it is desperately needed, and it shows. A small amount of repair work was carried out on some roads, all of these carrying signs saying that the money for this works was “another” project thru the efforts of a congressman and approved by the president. As if they own the money spent for the project.

In short, the place is falling apart at the seams, and the chances of it improving are slight. It’s because the government is so corrupt and it starts at the TOP. No wonder, the candidates backed by the administration is lagging behind in the surveys. It is perceived that the midterm election will be decided on one big issue: GRAFT AND CORRUPTION.

Before we can eliminate corruption in the government, we need to find the roots, because corruption in government agencies result in poor quality service such as infrastructure, decreasing in tax revenue, service to urban poor who mostly needed. Health, education and agriculture.
Let me share my views in decreasing corruption to our government agencies, First let’s look who are our collectors.
We started with the BIR, These agency is our foundation of economy, We need people with high moral and honesty to head this department. They must be independent ,not under the control of the executive branch. They need to implement a rigid guidance without asking authorization with any politicians. Every employee must submit to public scrutiny, there SAL must be transparent to public view. How to select a person to head this department? The voters must elect a commissioner during election. He/She can be impeach if engage in any anomalous transactions.
The Bureau of Customs, must be under the Judiciary department appointed by the chief justices of the supreme court on a unanimous decision. Create a body of secret investigation and gave them power to implement judicial code rules of law. Any agent involve in anomaly will be dismiss in service.
This is only my suggestion to suppress the rampant corruption. But, in every government agencies we need to implement the same rules.Benigno,do you have any idea?

  107. In itself, the news report below may be dated but the contents are still very much alive:

    By John McLean
    BBC Manila Correspondent

Corruption hobbles the economies of many East Asia countries, both rich and poor, and it takes many forms.

In the Philippines, corruption can be found at every level of society.

This year business funded lobby group Transparency International placed the Philippines 77th out of 102 nations, in terms of the level of corruption in its public sector.

The latest corruption rumour to hit the country’s news stands involves a huge bill for the building of a main road in Manila.

    Going nowhere

Near where I live, there’s a brand-new, eight-lane road that is peculiar in Manila, because there’s hardly any traffic on it.

There is no traffic, because the road goes nowhere.

It is called President Diosdado Macapagal Boulevard, after a 1960s president.

It just so happens that the incumbent president, Gloria Macapagal Arroyo is his daughter.

    Accusations

Any new road is normally applauded in business and political circles, given that the usual complaint is about the dismal under-investment in infrastructure.

    But not this road.

Politicians of all stripes are expressing rage over an accusation that one contractor built a 2km section of the 5km road for the equivalent of $16m – some $11.5m more than it should have cost.

March 13 (Bloomberg) — The Philippines is perceived as Asia’s most corrupt economy, according to a poll by Political and Economic Risk Consultancy Ltd., with Indonesia improving its standing after being ranked worst for five years in a row.

“The Philippines has the distinction of being perceived in the worst light this year,” PERC said in the statement. “It is bad and has been bad all along. People are just growing tired of the inaction and insincerity of leading officials when they promise to fight corruption.”

The Philippines is perceived by foreign businessmen as Asia’s most corrupt economy, according to a survey that also found other countries failing to tackle the problem decisively.

Singapore and Hong Kong were seen as the cleanest economies, while China, Indonesia and Vietnam posted improvements, the Hong Kong-based Political and Economic Risk Consultancy (Perc) said.

“The Philippines has the distinction of being perceived in the worst light this year,” Perc said after polling almost 1,500 expatriate business executives in 13 countries and territories across the region in January and February.

In a grading system with zero as the best possible score and 10 the worst, the Philippines got 9.40, down sharply from its grade of 7.80 last year.

  118. http://www.aim-hills.ph/projectpage/prs/research3.htm.

    Rationale of the Study

Worsening trends in corruption. Studies done by international and local research institutions reveal a worsening state of corruption in the Philippines. For example, the annual reports of Transparency International show that the country’s Corruption Perceptions Index (CPI) decreased from 3.3 in 1998 to 2.5 in 2005. A CPI of 1.0 or 10 means a country is the most or least corrupt, respectively, among the countries included in the annual study. Indeed, the country’s ability to reduce and control corruption pales in comparison with Singapore’s improving and exceedingly high CPI of 9.10 in 1998 to 9.40 in 2005.

The Global Corruption Report 2006 notes that the Philippines is one of the countries that suffered significant deterioration in the state of corruption from 1995 to 2004. This worsening trend is also confirmed in a recent World Bank study that tracked the changes in the quality of six governance indicators across 209 countries and territories. The Philippines performed in controlling corruption based on indicators measure the exercise of public power for private gain including both petty and grand corruption and state capture.

As I said in the “True Filipino” thread we’re barking up the wrong tree here. Most Pinoys cannot grasp what to a few of us are simple concepts like the one you cited (which I quoted above).

The tragedy here is your Exhibit A — 99% of bloggers. Bashing sitting presidents and hollow-headed partisan speculation is a popular discussion style. Then again the popularity of an approach was never a good indicator of its validity.

As Einstein said: “You cannot solve a problem using the same thinking that created it“. Unfortunately around here there is a shortage of any ability to think outside the square. Most still choose to stay within their comfort zone — bashing sitting presidents and hollow-headed partisan speculation.

Even with the issue of corruption. It is quite bizarre that a society that has an extensive track record at failing to reduce corruption simply refuses to regard and approach corruption from a different perspective. Corruption is a systemic problem that cannot be resolved using political and law enforcement solutions alone. However you will note, again, that 99.9% of the discussion here is about precisely that — politics and law enforcement.

Very unimaginative. The issue of corruption is like the jeepney. In 50 years of indepenent history, all we’ve achieved is painting new designs over festering flesh.

“The survey results were take from an old data information!” – the statement from the administration. To believe this statement and the current data information will be the basis of the corruption index, I won’t be surprised if the figure will be near zero (0)!

When a country got a leader who is more concentrated on staying in “stolen” power rather than good governance, all things will tend to fail. It is a shame to hear from other expatriates that corruption and cheating is a way of life in the Philippines.

Looking back, the existence of the numerous anti-graft corruption agencies in this administration is inutile. The designated secretaries/officers were collecting huge monthly benefits without results. These agencies were mere milking cows of these secretaries.

Another exaample is the case of ex-DOJ cheat Nani Perez who was charged by Jimenez in the IMPSA deal. Till now, the Ombudsman is sitting in the case.

There is no other course for the current administration as damage control and being tagged as the most corrupt in Asia – not even bombarding hard-to-believe advertisements and beautiful power point presentations of graphs and statistics.

Instead of denial and keep on repeating one thousand times those lies regarding improving economy, catch one big fish and effect reform.

“Foreign businessmen perceive the Philippines as the most corrupt economy in Asia.” Surely no one here is surprise? When we have an illegal government for over seven stinking years, what can we expect? Imagine, three more years of illegitimate Gloria? Unless, of course, she become a Queen for life with the Cha-Cha? All I can say, the worse is yet to come. Absolutely, bogus Gloria played the major part to why Philippines as the most corrupt. However, we also share the blame, for letting an illegitimate government to govern illegaly. We all cowardly watched from the sideline, and let bogus Gloria do as she pleases, her family of pigs and dogs, and those got richer for making sure bogus Gloria stayed in power. Furthermore, this is how bad it got, we don’t even make bogus Gloria accountable to the over 800 unresolved extra-judicial killings in the Philippines since she stole power. Quite pitiful!

If we are to stop corruption, I don’t see no other re-course but to terminate the major source of corruption, that is, to rid of it for good, at least the principal source, Malacanang, in particular bogus Gloria. One may ask, how do you rid of corruption or bogus Gloria? Who knows, probably, we never, but facts remain mutineer Gloria stayed in power because of corruption, buying off loyalty with the people’s money. And she must be responsible and accountable, it comes with the territory. We can’t let bogus Gloria off the hook, she must pay. It’s not negotiable, as what happened in the past with the Marcoses. Bogus Gloria must made to answer for all the corruption and mismanagement of government funds for over seen years, if we are to set a precedent. And who else best to be made a prime example, but bogus Gloria the Queen of thieves.

If we are serious of stopping corruption, bogus Gloria must first to go. There are no other way, as I see it. It’s the only sensible thing to do in orer to put a dent on corruption. If the people is not going to do anything to rid of bogus Gloria, perhaps, the country deserve to have bogus Gloria as the Queen for life? Nightmarish!

  144. Toney Cuevas Toney Cuevas

We all know the cause of corruption, since it’s not a well kept secret. We’ve been discussing this the same subject for decades and it’s getting to be boring. I don’t think one need to be a scientist to know the cause of corruption and how to rid of corruption. Yeap, we ain’t got what it take and lets us not start making excuses. We are to blame for the corruption in the Philippines, people of the Philippines. It’s now become an acceptable way of life for 86 million people living in the Philippines. It’s kinda scary, that many people? And how do you suppose to educate that many people that corruption is killing the nation? When we can’t even get rid of one illegitimate Gloria?

    .
It goes even further back. I’d go as far as saying that Pinoys have a culture of crime.

I wrote this back in 2003 at the height of the whole Fiesta Impeachment bid back then:

    .
    =============
Crime is the commission of an act forbidden by law. In the Philippines, expressedly written statements that limit or prescribe individual actions in the interest of the common good — i.e. laws — from the lowliest traffic ordinances to the highest mitigations against economic plunder are routinely and blatantly flouted by Filipinos of all economic class and social status.

In this regard, a culture of crime pervades Philippine society.

All with nonchalant impunity from the bottom of the pecking order to the top: humble jeepney drivers thumb their noses at traffic ordinances, families build entire houses on public property and other lands they are not entitled to, retailers sell pirated intellectual property at high-end market facilities, entrepeneurs build high walls around their mansions to conceal their illicit warehousing activities, megastars evade taxation with a smile, and we elect our leaders to office fully expecting them to “recover” their campaign investment within their terms of office
    =============

For one thing, we need to be less tolerant of improper behaviour and stupidity.

Just in this blog alone, there are characters here who behave inappropriately. Yet many here who on occassion do provide really great comments and input at the same time seem to be in some kind of cozy pakiki-sama thing with these bozos. They’re little petty things of course. But we tolerate them nonetheless.

Pakikisama mentality is what I highlight here. It starts with little things. If we tolerate little inappropriate behaviours, we soon get disentsitized to little improprieties then move on to more serious improprieties (like stealing pens and paperclips, etc.). Soon we get disensitized to that as well and move higher up the hierarchy of criminal behaviour.

This progressive disensitisation from little things up to really big-time stuff is what I highlight. If we cannot even enforce simple disciplines like not littering, sticking to one’s lane while driving, using proper language in a blog like this, sticking to the issues, etc., what makes us think we can tackle a bigger bogeyman like corruption?

If we cannot even rise beyond petty partisan gossiping and broaden our minds to regard issues that transcend any particular politician or administration, what hope do we have of solving a multi-tentacled cancer like corruption which as we all know has been around for most of our independent history spanning a dozen presidencies?

  162. We just letting those politicians to make a mockery of our institution, which they do best, I suppose

    .
Are politicians the only ones making a mockery of our institutions?

    Case in point:

We have it in our power as voters to elect the right representatives in congress. Yet, back in 2003, when these very representatives made a decision not to impeach Arroyo, we all suddenly shook our heads in disgust. How’s that for irony. We elect our officials based on their prowess at the ocho-ocho and then we expect them to undertake their congressional duties to serve our best interests?

It’s like hiring a paedophile to watch over our kids.

Today it is happening again. People here in their usual hollow-headed form chant slogans (that were in fact contrived by the same old trapos) that announce their voting preferences on the sole basis of whether a candidate is for or against a sitting president.

As Mr. Scalia put it: “How can they be expected to think more, when all they can think of is “PATALSIKIN NA NOW NA”! They cannot see beyond post-GMA. That’s our mistake back in the two EDSAs, we never extended our horizon beyond the deposed Presidents”.

The tired old cliche says: When you point at something, there are three fingers pointing back at you.

Politicians making a mockery of our institutions? Think again. We have shown to the world our predisposition to entrusting the future of the nation on a street mob in Edsa rather than our own representatives in the legislature. And all because we voted them in on the basis of their ability to dance the ocho-ocho.

One cannot be intolerant to people who post here while being tolerant to whatever GMA is doing. It would be very much like being annoyed with malaria-causing mosquito bites while making love to an HIV carrier sans the protection of a condom.

Our favorite whipping boys (or girls) in these parts have always been Aling Gloria, her ilk, and the “tanga at mangmang”.

Since we claim to have the “difficult” ability to “think” impartially and objectively, we must show our appreciation for this faculty to “lead” those who don’t. Our collective experiences as a nation proves that we cannot effectively lead those whom we alienate. Look at the members of the political elite throughout our history who remember the needs of the masses during campaign periods, yet, conveniently dismiss them as the “unshod, uneducated, good for nothing” bunch of beggars once elected. Look at the current crop of middle and upper class Filipinos blaming the masses for electing “actors and celebrities” to government posts. We cannot blame them, for our worlds are miles apart.

To “lead” them, let us first keep pace with them. Look at the way they see issues and try understanding them. Walk with them before we try to lead them. I understand them because I was one of them, having grown up in the slums of Pasay and in the wilderness of upland Cavite.

One theory suggests that effectively leading starts with pacing the person/s one wants to lead (Neuro-Linguistic Programming). Who knows, this may hold true in these parts? Who knows, this may apply as well to Philippine society in general?

Our approach to GMA and her ilk has always been evident. To conclude that those who advocate regime change in the Philippines now do not see beyond “patalsikin na” is quite premature, to say the least. How we see beyond “patalsikin na” may require another forum, another blog, or maybe just another thread.

Our approach to those who we so conveniently dismiss as “tanga at mangmang” must not be to alienate them. We have to remember that they are a big part of the problem, a big part of the solution, and the ultimate benificiary of the struggle now taking place.

I give you an argument to stop those politicians to make mockery of our institution. First we need to limit the damage cause by these politicians, by removing them or controlling their effect. We need to prevent their existence of the same passion or interest. Solution, formula-xch2=3-bh82=remove and cut completely the pork barrel of the congressman and senators and transfer it to the government agencies that serves the interest of the people such as Department of health, education, public works, social service, agricultures. Ngayon we can give a chance for the young blood, new breed talented people to run for office dahil hindi na kakandidato iyong mga trapo at hindi na sila gagastos ng tone toneladang pera kasi wala na silang pagbabawian.

    Pareng Ka Enchong;

The latest survey shows us on top of the chart, close to the highest point and can only compare to the other most corrupt countries in other parts of the world, namely the African continent.
What can we do, to reverse the trend? One step at a time. Let’s start with our Electoral Process.

Every election, candidates and parties invest millions of campaign funds to get elected, whose sources are mostly not transparent, or some are Illegal. So it follows that once getting elected those officials have to recoup the investments plus profits. Solution: reform the Process. How? Simply enforce the law as it is written now and keep improving it. Impossible? No, if it can be done elsewhere it can be done in the Philippines. Who has to do it? The whole Filipino Nation..

Like a baby, take that one single step and pretty soon, you’ll be there with Singapore, or perhaps like us, Canadians…

There are serious repurcussions on being perceived “as
the most corrupt economy in Asia”

In the “survey conducted by the Hong Kong-based Political and Economic Risk Consultancy (PERC)” The Philippines “got a score of 9.40 under a grading system which has zero as the best possible score and 10 as the worst..”

For Gloria to shrug “..off the results of the survey”
goes to show that she has been slapped in the face & is unable to get up ! The snooze is tightening indeed, for Gloria, from yet another international organization.

What can be more insulting than “the Philippines “has the distinction of being perceived in the worst light this year,” edging out perennial bottom dweller Indonesia” ?

Gloria is BAAAAAAD for the economy, for the people, for justice & for politics.

Gloria HAS to go ! There is no compromise to that. Only those who stand to lose from her ouster are prolonging her agony.

Here’s a suggestion to “new guards” in the coming mid-term May 2007 elections:

To eliminate the “padrino system – i’ll scratch your back and you scratch mine,” pass and enact a law which will remove the appointing power of the sitting president in all head of government agencies with the rank of secretary. A committee created not by the sitting president should be the “sole” authority in choosing the head for these government agencies.

Abolition of the Presidential Anti-Graft Commission, this agency became an inutile agency wherein it failed the purpose of it’s creation.

Removal from the office of the president the authority for the distribution of pork barrel allocation.

  182. “Gloria is BAAAAAAD for the economy, for the people, for justice & for politics.”

And everytime she gets hounded by issues concerning her seeming unpopularity, she also shrugs the issue off by saying she doesn’t care. She has to realize that she was “voted” into office by the same people she now dismisses as the noisy crowd; that, she has to garner enough “popularity” to be able to govern well; that, it is her duty to convince people to swallow the bitter pill, not just to push them into it. She has to realize that her “boss” generally, does not trust her.

  183. Mrs. Pidal is corrupt. Period. She is not only engaged in human trafficking. She and her government apparently are now involved in this illegal trafficking of human organs, and attracting donors from among the less privileged who are being deliberately made so helplessly poor so that they can easily be persuaded to sell their organs in order to survive.

This should be stopped especially with the reality that possible donors are even kidnapped and forcibly confined in some den by some syndicated organizations having government connections. It is being exposed in Japan. Why can it not be exposed in the Philippines? The Japanese government in fact is determined now to implement the law prohibiting such organ transplant.

It is possible that the Pimp is also trying to talk the Japanese into granting her government special quota for exporting kidneys, etc. in exchange for the banning of the Japayuki to Japan.

    more PERCeptions (copy-pasting from newsdotgovdotph)…

    Gloria statement, 15 March 2003:

President Gloria Macapagal-Arroyo today said that her administration’s stepped up campaign against graft and corruption is paying off as evidenced by the latest finding of a Hong Kong-based risk consultancy firm.

In a meeting this morning with the local officials of Metro Manila, and Regions 3 and 4, the President said that the Political and Economic Risk Consultancy, Ltd. (PERC) has classified the Philippines as among those countries in Asia where “corruption is becoming less serious” as against countries that are “most corrupt.”

According to the President, the latest report of PERC has classified the Philippines, along with Indonesia, Singapore, South Korea, and Thailand as countries where corruption cases are no longer serious.

PERC, which was established in Hong Kong in l957, coordinates a team of researchers and analysts in the ASEAN countries, Greater China and South Korea

Some of the world’s leading corporations and financial institutions regularly use PERC’s services to assess key trends and critical issues shaping the region, to identify growth opportunities, and to develop effective strategies for capitalizing on these opportunities.

The President paid tribute to the local executives of Regions 3 and 4 for their role in eradicating red tape in particular and in the fight against corruption in general.

She said that during her first year as president, a lot of businessmen told her that red tape and corruption have been contained in the national government agencies but not in the local level.

Now that PERC has said that corruption is now less serious and that investors are flocking not only to Metro Manila but also to Regions 3 and 4, then it means that there is an improvement in the fight against corruption in these three regions.

The provinces of Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales comprise Region 3 while Region 4 includes the industrialized CALABARZON provinces of Cavite, Laguna, Batangas, Rizal and Quezon.

“Malaki ang inaasahan ng taong bayan mula sa atin. At hindi natin sila puwedeng mabigo (The people have great expectations from us. And we are not going to fail them),” the President said.

The President then called on the local executives to do more in the drive to rid the government of corruption and irregularities.

    Gloria statement, 17 March 2003:

President Gloria Macapagal-Arroyo today said government efforts to fight corruption in the last two years have started paying off, as she revealed moves to rid some agencies of graft and corruption.

In a radio interview, the President cited the latest finding of the Hong Kong-based Political & Economic and Risk Consultancy (PERC) that showed that corruption in the Philippines had become “less serious.”

“May ibang bansang nag-overtake na sa atin sa ranking ng corruption (Other nations have overtaken us in the corruption rankings),” she said.

She added that mechanisms are being put in place to further strengthen the campaign to rid the bureaucracy of corrupt people and corrupt practices.

She said the government would put up at least two units – one that would have wide-ranging tasks and the other, a smaller one – to carry out anti-corrupt practices programs.

“Sisimulan natin doon sa mga ahensiya na gusto nating maging showcase ng fight against graft and corruption (We will start with agencies we want to be showcases of our anti-corruption campaign),” she stressed, referring to the Bureau of Internal Revenue, among others.

Earlier, the PERC classified the Philippines as among the countries in Asia — along with Indonesia, Singapore, South Korea, and Thailand –where “corruption is becoming less serious” as against countries that are “most corrupt.”

PERC coordinates a team of researchers and analysts in the ASEAN countries, Greater China and South Korea. Some of the world’s leading corporations and financial institutions regularly use PERC’s services to assess key trends and critical issues shaping the region, to identify growth opportunities, and to develop effective strategies for capitalizing on these opportunities.

    —–

in 2002, note that gloria used in her speech erap’s efforts in creating the best climate (in terms of quality of life) for expatriates in Asia.

of course, gloria also used the “good news” to her advantage in 2003 (as evidenced in the quotes above). however, a year later she bewailed PERC’s lack of appreciation of government anti-corruption efforts. since then PERC’s annual perception survey results gave reason for her to grumble about them (like a stubborn child throwing tantrums!).

what is apparent is that gloria, through the years, didn’t do much to erase the bad PERCeptions. maybe it’s just that her perception of the “BEST” score in PERC’s grading system is 10 (as in kartada diyes).

…being the most hailed proponent of national lying, cheating, stealing and covering up, gloria would most certainly think that way. 9.4 over 10…excellent!!!

    According to Malaya:

Bunye said these efforts are done through the criminal justice system and administrative controls. Procedural reforms, he said, are focused on graft-prone revenue agencies, those in the frontline of day-to-day public services and local governments that “tend to be out of the anti-corruption radar in the past.”

He said records from the Sandiganbayan, the Ombudsman and the Presidential Anti-Graft Commission prove the government is doing something to curb graft and corruption.

The Presidential-Spokesman-Nobody-Believes may be referring to falsified records, the handiworks of a Manapat or a Garcillano. We can now even include the “handsome” new PMS Secretary Joey Salceda to the two. Of late, Salceda has been bragging about distorted economic figures his teacher with a PHD has claimed the “Philippines’ best” in decades.

Per my own records, in all SIX YEARS of the PAGC’s existence under Gloria’s stolen regime, the PAGC has recommended the prosecution, or suspension, or further investigation, of ONLY 33 cases of graft and corruption. Just imagine an office funded by hundred of millions every year, actually prosecuting 2 cases per year? I’m sure the money sought for is much much less than what the office itself spends. I’d rather that we sack these incompetents and save us a lot of cash.

Now the Ombudsman, backed by a 2-BILLION PESO fund under the Millenium Challenge Account and DOF, the first BIG FISH it could have fried, the Mega Pacific-Comelec counting machine botched deal, was released back to the sea. The US grant requires that the Ombusdman(or Ombudsbitch for the female gender) prosecutes at least 50 cases in 2 years.

So far, it has absolved Abalos and pals for the P1.2 billion deal but bounced back after investigating, charging, deciding, then removing an opposition governor for a P20,000 liquidation and a whole bunch of local execs from Pasay for a garbage collection deal approved by COA.

To complete the required fifty cases to satisfy the MCA provisions, you can bet your sweet little asses Jocjoc, Nani, Chavit, Cito, Ephraim, Mareng Lilia, Garcia, Garci, the congressmen, the Generals, all of Saint the Therese’s kin, etc. ain’t gonna be one of those.

Aside from the international notoriety of this Wife and Husband-led kleptocracy, the whole world is taking notice and by their actions, very disturbed, of the spate of unresolved, uninvestigated killings and human rights abuses condoned by Gloria’s leadership.

After the Mellow Commission report, the Alston UN Report, the protestant bishops’ report, yesterday’s US congress investigations, next wednesday’s hearing of the Permanent People’s Tribunal at the Hague, now comes the influential Inter-Parliament Union, arriving on May 7, with Senators Sharon Carstairs of Canada and Rosario Macias Green of Mexico, conducting a probe on the arrest and detention of Party-list congressman Crispin Beltran and the impending arrest of Congressman Satur Ocampo.

A three-man PNP/AFP panel, by the way, was sent to the Philippine Embassy in Washington, hoping to get invited by the US Congress committee on human rights. A desperate move seen to protect their Commander-in-Cheat’s sagging image, and her sagging everything else, including her stinking behind.

I guess Gloria can tell all of them, “These are mere perceptions, the economy tells a different story”, eh?

Why, Gloria can even make us proud if we’re tagged the Top Human Rights Abuser in the World! For once, we top 2 lists in a row. With America about to pullot of Iraq, it won’t be difficult to eclipse the number of journalists killed in that war.

Excerpts: The head of a US Senate panel looking into the rash of political executions in the Philippines, chided the Manila government for sending top police and military officials to present their side.

“I don’t understand why you have to send military and police to a hearing that a couple of senators are holding to look at allegations of human rights abuses,” an apparently upset Senator Barbara Boxer said in this afternoon’s hearing of the Senate subcommittee on East Asia and Pacific Affairs. Boxer chairs the subcommittee.

“We made it very clear and to their credit they responded. They said they will not send any military, they won’t send any police, and they said they won’t send any intelligence agents,” she added.

The Senate panel was looking into, among others, accusations that Philippine security forces were behind many of the extra-judicial killings. The human rights NGO Karapatan said 836 people have been killed in political assassinations since President Arroyo took power in 2001 – over 200 of them last year alone.

“That’s a pretty basic point, that we don’t try to intimidate witnesses,” Boxer stressed.

Corruption is a product of our system that does not work. There is no accountability and transparency.

If one goes to buy an item at the Shoe Mart, there is a checker at the counter and then the cashier. Now Shoe Mart is mushrooming all over the country. The system must have worked! Governance is bigger than a business enterprise! The check and balance have to be in place. However when our leadership sets the rules and it does not have the credibility and transparency, the system fails. I agree with some of the bloggers about the pork barrel. Instead of giving this to the law makers, why not give this direct to the local government. But the one who holds the money should not be involved in any projects.

Corruption can only be stopped if those who are put in positions involving money will first subject themselves to asset check. Then, like a job evaluation, these acquired assets by any official should be tracked down. Anyone caught stealing from the coffers should have jail time and removed from the job. If this is implemented strictly, changes will occur. This accountability should be implemented from the bottom and up.

Education should be on top of the list for projects to be given to the citizenry. Medical assistance for the poor is almost a must. Population control is likewise a big issue. China had to limit children to just one to curtail their exploding population. Now,China has awakened and it is an economic success! With a population that tripled in just over two decades with no economic success to back it up, the Philippines is doomed to fail. Poverty is our stumbling block and until we augment this problem, we can not move forward. No amount of politicking can solve our grave problems. Gawad Kalinga is trying to build villages equipped with livelihood. Why can’t the government with the participation of the private sector and all the foreign monetary assistance not do the same. Squatters relocated to other areas but are not given sources of income will just breed more poverty and crime!

RE: Press Secretary Ignacio Bunye said these efforts are done through the criminal justice system and administrative controls.

Swift justice may help to minimize graft and corruption in the bureaucracy and private sector. We don’t expect justice until Philippines’ rotten criminal justice system is over-hauled. Mafia style structure must be dismantled. If Malacanang is really serious in its anti-corruption drive, then, Gloria Arroyo should start dumping Ombudsman chief Merceditas and Presidential Anti-Graft Commission chief Constancia De Guzman. They are deliberately delaying their investigations, inefficient and bias. Big time criminals like Joc-Joc Bolante and Jose Pidal are probably protected by hoodlums in uniform and in robes.

“Why can’t the government with the participation of the private sector and all the foreign monetary assistance not do the same”
The government, by way of congressmen are not interested because there’s no 10% kickback for them and that means the private sector are not interested either. The foreign foundations such as Gawad Kalinga have to show the project is up and running to get the required support funding from abroad. The end result is that local government & local businessmen don’t give a hoot for the poor because they’re more concerned about their 10%. Its a vicious circle to set up any foundation, but your thinking towards the poor is never-the-less commendable.

Gawad Kalinga’s building up of the community also includes lessons in morality and how to make a living, as well as bible classes for children.
Gawad Kalinga’s founders have now expanded to overseas
Antonio Meloto founded Gawad Kalinga five years ago with his Roman Catholic church group, Couples for Christ, because he was fed up with waiting for others to do the job.
“We simply have to accept the Philippines is a poor developing country and we realise it should not be a money-based development,” he said.
“But we have abundant labour and we have a lot of volunteers who are doctors and teachers, professionals, and a lot of Filipinos who are top executives at home and abroad.” With this kind of thinking, Gawad Kalinga has helped transform hundreds of poor communities across the Philippines.
COMMENT: Gawad Kalinga has done tremendous work for sure. But to obtain funding to form a foundation catering for the poor for every and all or no religious belief is a different ballgame altogether not being connected to a church.

Sabi ni Gloria, “insvestments are coming in”. Paano nagyari ito, if investors are shying away from our country because of red tape and massive corruption. The truth is what keeps our economy afloat are the money coming from OFWs and from BURDENSOME E-VAT na nagpapahirap sa mga Pilipino. Portion of Amb. Macedas’ column re Pinas no 1 corrupt in Asia.
    ***

Old data? To be generous, GMA is in self-denial on the issue of corruption. But she has only herself to blame because she refuses to see what is clearly in front of her. When you appoint as commissioner of Customs, a notorious collector of Customs from the notorious Port of Batangas who has been charged at the office of the Ombudsman, you can expect more corruption at the Bureau of Customs.

When you are seen attending birthday parties of gambling lords, that’s a clear signal to the police to lay off.

When you allow your closest Cabinet members to flaunt their wealth by buying a house or condo for their mistresses, that’s an implied OK to their money-making.

When you bring notorious tax evaders and smugglers as members of your party on your foreign trips, that’s an acceptance of what they are doing.

When you allow your generals to continue the practice of conversion of AFP appropriations into cash, you are definitely responsible as Commander-in-Chief. You can call it old data but the truth is, it is still being practiced to this day, and in bigger amounts.

When GMA spends P200 million for every senatorial candidate and up to P50 million for a congressman or governor, that money can only be the fruits of corruption, either by malversation of public funds, or from “fund- raising” from businessmen, importers and gambling lords in exchange for favors or protection.

And of course, the “pork barrel” which is given only to pro-GMA congressmen is the principal hallmark of corruption under GMA with 30 to 40 percent of PDAP funds being pocketed. If GMA wants to show she is sincere in fighting corruption, then continue to reduce the pork barrel. But instead, she has increased it for her favored congressman.

The trail of corruption begins and ends with Malacañang.

    artsee,

Mabait, mayaman, pogi, matalino at makabayan.

  250. chi chi

    artsee,

Sayang at hindi mo nakita ang picture ng daughter ni Ate Anna mo side by side with Glueria d’ tianak when she visited EU over a year ago.

RP most corrupt country; Glueria ugliest person in the country!

Hi Tita. Thanks for the greeting

NAKAKAHIYA!!!!!!(Hindi na ata tamang sabihin na ” I’M PROUD TO BE PINOY”)

  253. artsee artsee

  254. chi chi

Hahahah, only in your dreams, artsee! Di papayag ang Ate Anna!

  255. artsee artsee

Walang lugi at tubong lugaw pa.

  257. Mrivera Mrivera

greeting? meron ba? sino at kanino?

  258. anthony scalia anthony scalia

    To anna de brux:

“Umandar na naman ang ….anthony scalia na ito ““But do people really understand the underlying issues?”

Saying “Bloggers here don’t.” is as harebrained as the empty shithead fat-assed loving Gloria jerk that this anthony scalia is!”

    ho-hum, I rest my case

“Since I’m being kind, I will not delve any further into what this fuckhead of anthony scalia has written here. What a tedious bore.

MY DEAR ANNA, AFTER I GOT YOU TO DESCRIBE ME IN THOSE TERMS, YOU STILL CALL ME A TEDIOUS BORE?!

Mareng Anna, do yourself a favor. Sharpen your mind, if you have one, by interacting with benignO and hindinapinoy.

  259. anthony scalia anthony scalia

  264. anthony scalia anthony scalia

    To art-can’t-see:

    ****sounds of thunder and lightning****

  265. artsee artsee

  266. anthony scalia anthony scalia

    “Wala ka noon!”

nagbuhat na naman ng sariling bangko.

alam mo art-can’t see, ikaw ang wala nun. dahil di ka matatahimik habang nakaupo si GMA.

Alisin mo na kasi yang veneer of righteous indignation mo.

    Contradicting your earlier statement.

  267. vinzcarl vinzcarl

well this news is not surprising. it is expected to happen if those people still sits there. but then again will there be change if a new set will step in? we need a miracle.

  268. Mrivera Mrivera

  269. anthony scalia anthony scalia

  271. anthony scalia anthony scalia

    To art-can’t-see:

    talagang you still can’t see.

marcos, cory, fvr, erap, and yes, gma, failed to lift the country up. wait, si fvr was able to, kahit konti, pero not enough.

  273. anthony scalia anthony scalia
