Press Secretary Martin Andanar, who said he cried when he read the draft of President Duterte’s first State of the Nation Address, was not being melodramatic.
I, too, cried listening to the President’s speech.
I don’t know which part made Andanar cry. As for me, it was the part when he lambasted media for likening to Michaelangelo’s “The Pieta”, the heart-wrenching photo of Jennelyn Olaires cradling the dead body of Michael Siaron, a 30-year-old pedicab driver, who was shot dead by motorcycle-riding men while he was waiting for passengers past midnight last Friday in Pasay City.
The unidentified gunmen left a cardboard sign, “I’m a drug pusher, do not emulate me.”
Inquirer captioned the powerful photograph which was splashed on the front page, “La Pieta.”
The Pieta (pity in Italian) is a classic sculpture by Michelangelo Buonarroti which shows the sorrowful Mary holding the dead body of Jesus.
This was the part of Duterte’s SONA that frightened me to tears:
“Let us be clear with each other. I am for the comfort and the welfare of the Filipino. Kayo namang hindi pa bungog diyan, hindi pa pumasok yang mga droga, eh kung ayaw ninyong mamatay, ayaw ninyong masaktan, huwag kayong umasa diyan sa mga pari pati Human Rights, hindi nakakapigil yan ng kamatayan. So huwag ninyong gawin.
“Eh tapos nandiyan ka nakabulagta and you are portrayed in a broadsheet na parang Mother Mary cradling the dead cadaver of Jesus Christ. Eh yan yang mga yan magda-dramahan tayo dito.
“Alam mo, ilang beses ko na sinasabi, sa Davao, ‘Huwag mong gawin kasi magkaka-problema tayo.’ He who is the cause of the cause is the cause of them all. [applause]. Ikaw yung nag umpisa, you swallow —
“Ulitin ko ha: He who is the cause of the cause is the cause of them all. Kami nagta-trabaho lang. We have a mission to God.
“We have millions of people to see that they are healthy. It’s a question of drug, it’s a question of public interest, public order. Kita mo, lesser crime. Wala na kasing magnanakaw, wala nang naghoholdap. Kasi para —Bakit tapos sabi nila eh, ‘maliliit lang ‘ yan’. Gamitin mo utak mo.“If you are able to contaminate, kagaya ng negosyo ng mga Chinese, wholesale yan sila. Maski konti-konti kung the whole of Tondo contaminated, pera ‘yan.
“I am not saying it’s the Chinese. Practice of nitong wholesale, retail. They go for wholesale. Maski na kumita lang ng isang piso diyan sa isang… Okay na yan. Kasi paramihan eh. Iyan ang ibig kong sabihin.
“Now, let… I hope the military and the police will not react on this. It is part of the deep intelligence that we have gathered. I am forced to come in public, kasi pati yung mga pari nag-aano…Alam mo kayong mga media, naghahanap kayo ng, “Where’s the big fish?” “Saan yung bilyonaryo na mayaman, yung may kotse, yung may mga Mercedez na yan?” Ma’am, nandoon yan sila sa labas, wala dito. Maghanap ka ng isang batalyon na pulis para hulihin natin doon. Kung kaya natin.
“They direct the traffic of drugs sa kanila. Meron silang ganito, malaki. Real time. Nakikinig sila ngayon dito. I am very — 101 percent, nakikinig yan. Nandoon. Doon lang. Izo-zoom in nila sa Tondo. ‘O, itapon mo diyan. Tapos umalis ka, kunin mo doon sa tindahan yung bag o package.’
“Nasaan yung mga nakikita ng media na… Kayo lang ang naba-brand niyan na “drug lord” eh. Those are not the drug lords. Mga lieutenant, delivery boy yan. Kumbaga LBC lang yan pati DHL pwede rin.
Pati yung tawag nilang ‘basura’, yun yung street ano. Huwag kayong maghahanap. Gusto niyo, sabihin niyo, puntahan natin, I’ll give you the names. I’ll show you the intelligence paper pero give me the guarantee na may magawain ka. Because I’ll give you the name, I’ll give you the country. Kung wala ka ring magagawa, mag-shut up ka. “
So the killing of Siaron and all other vigilante killings are sanctioned by the government? If those killed were suspected to be involved in drugs, why were they not accused in court?
The President once again conveyed his grudging attitude about human rights: “Human rights must work to uplift human dignity. But human rights cannot be used as a shield or an excuse to destroy the country — your country and my country.”
This comment by Atty Ted Te should remind us what’s human rights in our life and in nation building: “Excuse me? The statement should have ended after ‘human dignity.’
“It is the first time I have heard ‘human rights’ being characterized as a means of destroying the country. That the Constitution itself declares, as a principle and State policy, that ‘(t)he State values the dignity of every human person and guarantees full respect for human rights’ (Article II, sec. 11) should be enough basis to consider the second sentence as misplaced. It is, by the way, the same Constitution he swore to “preserve and defend.”

Si Michael Siaron ay pedicab driver na pinatay sa dati kong barangay. Ang mga pedicab driver, hindi yan mga tulak o mga pusher. Sa Pasay at sa ibang lugar, tawag diyan ay “runner”. Sila ang contact ng mga pusher at buyer at tumatayong middleman sa bentahan ng shabu. Ang kinikita nila ay tinatawag na “responde”. Di ko alam exact translation sa English pero sa pakiwari ko, “service charge” o “tip” either pera o konting shabu. Ang respondeng shabu ay pwedeng ratratin (hithitin) ng runner or ipunin hanggang dumami at maibenta sa ibang customer. Understood rin na pag binawasan ng runner yung pinabili ng buyer na bato, kasama yon sa responde kaya di dapat magreklamo ang buyer. Obligado ang buyer na magbigay ng responde sa runner kung humingi pa rin ito matapos mangupit.
Ang pinag-uusapan natin dito yung “tingi” ng shabu. Nung araw, hanggang isang daang pisong halaga may mabibilhan ka na kasing dami ng isang butil ng mais ang tawag ay “piso”. Ang isang gramo noon ay pumapatak ng isang libo. Ngayon yata nasa P4K na isang gramo. di ko na alam yung halagang katumbas ng “piso” noon.
Yang mga runner na kamukha ni Siaron ang nahahawakan lang yung mga pa-piso-pisong transaksyon. Hindi mo pagtitiwalaan ang isang addict sa shabu na ibalik pa sa iyo yung P4,000 mong isang gramo e ni hindi makabili ng pagkain. Ang mga talagang tulak ay hindi umaalis ng bahay dahil maghapong rumaratrat kasama ng mga customer at kung aalis siya ay mawawalan siya ng benta. Kaya nga merong mga runner.
Ang tingin ko sa mga katulad ni Siaron ay biktima at hindi kriminal na dapat patayin. Malayo sila sa “pusher”.

Magkatalikuran lang ang mga bahay namin noon ni Kalkal. Teacher ang asawa niya at ang anak niya ay ang teen heartthrob na nagtanan kay Ruffa Gutierrez – si Dennis da Silva. Nakulong din si Dennis ng matagal sa Mandaluyong dahil sa pagtutulak hehe. Itinapon si Ruffa sa Amerika para maputol ang relasyon. (Teka, naligaw tayo sa showbiz).
Sumikat si Kalkal noon dahil bukod sa Alsa Masa ng Davao na right-wing vigilante laban sa NPA, dito sa Metro ay merong isang grupong vigilante laban sa krimen. Pinag-aagawan si Kalkal nina Mayors Cuneta, Lopez, at Binay, Sumama siya sa kampo ni Binay at binigyan ni Binay ng bahay sa Palm Village. Ang vigilantism ay aprubado ng gobyerno ni Cory hanggang kay Ramos kung kaya’t malaya silang nakakapatay ng mga kalaban ng walang kailangang intindihin lalo sa Human Rights.
Nawala si Tony Kalkal late 80s or early 90s nung panahong sagsag ang operasyon ng vigilante groups lalo na sa Mindanao gaya ng Tadtad Gang, Alsa Masa, Tirtir Gang, Ilaga, Bagong Ilaga, etc. Balita ko ay nasilaw din siya sa malaking kitaan sa droga.
Hindi na siya nakitang muli, kahit asawa o anak hindi alam kung saan siya ginawang fertilizer. Alam siguro ni Binay.

There have been shades of approaches in conducting a war against drugs: the soft approach and the brutal approach. The brutal approach we are witnessing only now on such a scale of violence and gore. And the bleeding hearts are shocked! Yet, if you do not like what you are seeing now, do you like the results of the soft approach better? Where shabu is being manufactured in NBP, where police generals themselves are involved as protectors, high government officials on the take, judges and fiscals casually bribed, drug lords partying with VIPs, thousands of drug offenders in prison, a million of addicts in our midst…?
Nah, indeed, even this war will not succeed, Duterte will fail. But perhaps it is a necessary experiment if only to demonstrate that no war against drugs will ever succeed.
The Prohibition in the US in the 20s should be instructive enough.
Sa droga, ang mga nagbebenta ay nakakasakit din ng damdamin sa kapwa dahil sa kung ano ang ginagawa na hindi mabuti ng pinagbentahan nila. Pero dapat din isipin na ang mga nagbebenta ng droga ay may puso at damdamin din para sa kanila ang mga taong nagmamahal sa kanila. Sa totoo lang walang masama sa pag gamit ng drugs kung ang user ay responsible. Sa ibang bansa lalo na ang mga bansa na mayaman at ang mga tao ay mayaman ay walang insedente na patungkol sa droga. Ang Pilipinas ay bansa na mahirap, ang mga tao na iba ay nalulong sa droga. Para magkaroon ng pambili ng droga ay nagnanakaw o nagbebenta ng mga gamit na ninakaw na hindi iyon mabuti. Nanghoholdap pa ang iba para makabili lang ng droga. Pero kung sarili mong pera ang binibili ng drugs dahil may trabaho kang mabuti at kapag nakagamit ka na ng drugs ay wala kang ginagawa na hindi maganda sa kapwa ay okey iyon. Pero inuulit ko dahil hindi responsible users ang mga karamihan na gumagamit ng drugs sa Pilipinas kaya hindi maganda ang epekto sa mga tao at iyon ang dahilan bakit gusto na mawala ang drugs sa Pilipinas.

#4. Yes, nobody was sure whether the killing of Siaron was police-sanctioned or not.
In fact, I was hoping that the President would denounce vigilantes killing when he said this: “To our police officers and other officials, do your job and you will have the unwavering support of the Office of the President. I will be with you all the way. Abuse your authority, and there will be a hell to pay, for you will have become worse than criminality itself.”
At least to give substance to what he said.
But he denounced the criticisms about the killing of Siarco and mentioned specifically the reference to La Pieta which was what that photo evoked.
That’s what I consider troubling.

No, Ellen. That news was July 8, when a father and son were arrested without warrant after policemen reported in the blotter that they arrested the younger Bertes after they busted a group of men playing cara y cruz in the street. From there the cops proceeded to the Bertes’ house for a search. The cops reported that they found shabu in the son’s pockets prompting the father to act stubborn and prevent the warrantless search and arrest. As the story goes, the father was being pushed inside the jail cell when he tried to grab a cop’s gun. He was shot dead on the spot. The son went to his father’s rescue and suffered the same fate.
Both cops are now subject to summary dismissal proceedings aside from double murder charges.
The 5 dead last Wednesday (27th) all happened in Pasay.
Almost all men in the video were tied with the same packaging tape.
Police assets being silenced?
Patayin ang tropa ng pulis na corrupt. You kill two birds with one stone. You cut off the leads to the corrupt police, and you make Bato look bad.

My hunch is it’s the cops themselves rubbing down all their assets. These assets accompany the cops in many operations. They dress and act like cops – handcuffs hanging from their pants, they wear garrison belts with bullet holders, wear leather jackets etc – in some cases the cops hand over their pistols to these assets who pursue suspects holed up and trapped in some house (personally saw this when it happened to our neighbor). They do the dirty job for their “boss” and don’t get regular salaries. So when a big quantity of shabu is confiscated, the assets finally get paid.
Most cops get rich from confiscated drugs. Once a medium level pusher gets caught once, he gets released but becomes a continuous source of money and drugs for the policemen and the assets act as their collectors and sellers. Who are actually killing these assets? Their other assets.
Bato looks at it in another way. He said it’s the crime groups who are rubbing out each other. But he’s mistaken. There is no drug war among drug lords. No turf war. A few labs supply all the marketing networks in the whole country, big and small.
How do you think the drug trickles down to the pedicab driver types?
