Sure, Tuason detailed her role as “commissioner” in the anomalous operation of Janet Napoles with Senators Juan Ponce-Enrile and Jinggoy Estrada using the Priority Development Assistant Fund allotted for small-scale projects in poor communities. But except for some details, all that she said were already revealed by whistleblowers Ben Hur Luy, Merlina Suñas, Arthur Luy, Gertrudes K. Luy, Annabelle Luy, and Nova Batal Macalintal.
Laywer Harry Roque noted that during the hearing, “ Tuason kept on relying on Ben Hur’s records.”
Roque said Tuason’s testimony “ bolsters my position that her testimony is not indispensable and that the testimony of Ben Hur Luy et al are sufficient. Worse, she could not recall how much she delivered which could have been her new information.”
Roque further said: “Thus far, she has not said anything to make me change my position that she should spend the rest of her life in jail with her co-conspirators.”
Sen. Sonny Angara hailed Tuason for the “sacrifice” for offering to return her commission of P40 million form the anomalous transactions.
Inday Espina-Varona of Change.Org posted in Facebook: “Dear Sonny Angara, please do not insult the people by describing Ruby Tuason’s offer to pay back her share of thievery as a ‘sacrifice’. And if she is not liquid, it is not the people’s fault, no? “
Tuason said she got five percent of the amount she brokered. That means she participated in depriving the Filipino people of P800 million that would have been used for projects that would have helped improved their lives like health centers, school buildings, farm-to-market roads.
Tuason is included with Gloria Arroyo among those charged with plunder for the misuse of the P900 million Malampaya funds October last year. Reports on that case said, “A certain Ruby Tuason was included in the complaint for having received P242.775 million for a “still unknown principal.”
How much commission did she get out of that P242.775 million? And who was her principal?
For the offer to return P40 million and tell the investigators what they already know (about involvement of Enrile and his chief of staff, Gigi Reyes, and Estrada in Napoles PDAF) Tuason gets to keep the rest of the loot she got. She will be admitted in the Witness Protection Program. That means the plunder case against her will be dropped and she will be given protection by the government.
Tuason makes it appear that she is doing the Filipino people a favor with her testimony. Inday Varona does not buy that line: “Someone should tell Ruby Tuason that she is not giving any favors to the Senate and the people.
She is fighting for her life, trying to save her neck — and she better remember that!,” she posted in Facebook.
Vincent R. Pozon posted his reaction when Tuason said “For the sake of a better country, I am ready for your questions”: “Rolling on the floor laughing so hard and crying.”

I share Senator Trillianes point of view on Tuazon. I have doubts. She’s not thoroughly straight forward. She seems careful with what she says seem avoiding something. If true, she admitted only to 40 million, not even enough for plunder and yet there was an accusation against her of plunder. Participant from the beginning and what she shared is nothing new. She deserves jail time and forfeiture even as a witness! And Kim Henares should better investigate her instead of harassing hard working pinoys paying a lot of taxes with nothing in return from the government. As long as Gigi Reyes remains in the US and does not return, Enrile stays free. Reyes is the link to Enrile. Assuming Enrile is finally convicted, would he still be around at 90 years old? He may be allowed hospital or house arrest because of his age. Also, it’s the court’s discretion to pardon a convict 70 years old and above.

I had followed quite a few Financial fraud in private and in government and have not known any Plea Bargain deal between a partner in crime or any individual involved to witness for the Crown with out being charged for an agreed Reduced crime…and that is only if the Crown prosecutors believe that the testimonies and evidence of the witness in a plea bargain deal could help secure Convictions for a more serious offender or several offenders.

Parang mahina ang kaso na hawak ni de Lima kung ang aasahan nya lang ang testimonya ni Benhur. Baka maiihi sa silya yan pag na cross examine ng mga beteranong abogado. Baka maisigaw pa nya yung pangalan ng boyfriend nya. Kaya siguro kailangan nya ang testimonya ni Ms Tuason.
Benhur’s testimony together with that of other whistleblowers who were also employees of Napoles are backed by documents which they were able to spirit out of Napoles office.
In fact, Ruby Tuason kept on referring to Luy’s document during her Senate testimony. That means, all that she brings to the case is her selective memory.
During the hearing, Tuason could only reveal and say what was asked of her. Her testimony was limited to the questions asked. For instance, senators did not ask her further about Enrile’s presence after the money was handed to Gigi Reyes. The bag full of money was given to Enrile’s security by Reyes who placed in Enrile’s car. That’s another circumstantial evidence.
There is something more to it, my guts tell me. Someone is snaking to get JPE and the Arroyos free of the crime. Could be Tuazon herself or someone inside the Palace or malakas sa sitting power is using her. Baka kaya iniistima nila si Tuazon ng mabuti.
Or it could be that Tuason knows more including some that are in the liberal party or close to the President. In other words she could be blackmailing. 100M in pork barrel funds for 18 yrs, at least you should be able to see something tangible. I dont see anything worth 1.8B in Iloilo,Cebu or anywhere from any of the senators.
