Scary cop

Police officers are supposed to protect life and property.

Their being armed is supposed to protect citizens from lawless elements. It goes without saying that they should have a high value for life and respect for human rights.

That’s why we hope and pray that Police Supt. Hansel Marantan is an exception in the police force.

Consider his notorious record:

On Nov. 7, 2005, operatives of the national police Traffic Management Group killed Francis Xavier Manzano, Anton Cu-Unjieng and Brian Anthony Dulay while inside a maroon Nissan Exalta at the Ortigas Business District in Pasig City.

Police said they were suspected members of the Valle Verde car theft gang and that they were under surveillance for sometime before that fateful day when they were stopped at a checkpoint. Police said the three opened fire at them.

Their claim would have passed if not for UNTV crew who happened to be there and took video of what turned out to be cold-blooded murder.

The UNTV video showed police operatives shooting at the suspects at close range, brutally pumping bullets from M-16 rifles at the wounded, and the dead.

Video also showed police operatives planting pieces of evidences like handguns and fake car plates in the crime scene.

One of the police officers involved was Senior Inspector Hansel Marantan. Initially, they were suspended in response to public outcry. It didn’t take long before they were re-instated to their posts.

The families of the victims filed murder charges which was downgraded to homicide.

Meanwhile, the officers involved continued to rise in their career. That’s why Marantan is now Police Superintendent.

That’s despite the fact that on Dec. 5, 2008, he was again involved in the brutal shooting of a

Alfonso de Vera, 53, and his 7-year old daughter, Lia Allana at United Parañaque Subdivision 4 in Parañaque.

If Marantan and company still tried to justify the 2005 massacre as a legitimate police operation against a car-jacking syndicate (which families of the victims deny), there was no way that they could cook up a justification for the murders of De Vera and his daughter.

De Vera was a returning seaman and he was on his way to fetch his wife in Pasay City. It turned out that the policemen mistook his car, Isuzu Crosswind SUV, for a getaway vehicle of Waray-Waray and Ozamiz gangs which they were running after.

De Vera tried to plead with the police officers who mercilessly gunned him down. His vehicle had 80 bullet holes.

What kind of training do these policemen have?

We hope and pray that authorities get to the bottom not only of the Jan. 6 Atimonan massacre but also the past incidents involving Marantan.

Police officers are supposed to give citizens a feeling of safety. We don’t feel safe with Marantan. We are scared.

    This cop must be BOOTED OUT pronto, and should never be allowed to carry a gun.

    Now, it was reported that his sister is involved in jueteng and so Maratnan eliminated Siman, the competitor in the illegal gambling op.

    Calling Mr. Mar Roxas, clean up PNP, please. Mr President, clean up the Armed Forces. We the Filipino citizens demand a CLEAN, HONEST, and LAW ABIDING law enforcers.

    About time to equip all police vehicles with Cameras and recording (our cops now has live recording every time they interact with the member of public and their cruiser are equipt with cameras to record their interaction with the public). And after the tragic incident where a Filipino youth was fatally shot by an undercover Officer when he failed to heed the order to drop his knife, the Judicial Inquiry recommended many recommendation including Alternative means and proper identification by Police officers.. And if not in immediate danger to the public uniformed cops should be summoned instead and equipping all undercover vehicles with easy Police identification when doing an arrest. The Filipino victim Sued the police services and may have come up with Substantial out of court settlement because the Coroners Inquest put the Blame partly on the Police although agree with the special investigation unit that there was no Criminal liability on the part of the Officers. Been through Check Points every holiday seasons for Impaired driving and the Check are always done in a smooth and orderly fashion with out inconvenience to the motoring public..

    And by the way every time there is an incident involving Police Officers resulting in serious injuries or Fatality, the Investigation is taken over by an Independent and impartial agency, the Special Investigation Unit (no Politician Must be involved in any police Matter or Criminal or court Proceedings). And the SIU may recommend appropriate Charges to the Crown Prosecutors as per the result and evidence of its Investigation.. If no charges arise..politician or the Coroner may call for am Inquiry to clear up the matter and to recommend measures not to see things keep happening. And could be the basis for Civil settlement or Litigation.. That is how things get reformed.

    subukang walang hawak na baril ‘yang marantan na ‘yan kung kakasa ng mano mano. matapang lang ‘yan kapag walang armas ang kalaban o kaya ay napapaligiran siya ng kapwa niya pulis kotong.

    hindi dapat sa police force ang ganyang uri ng hayup!

    dapat diyan itinatapon sa kulungan ni lolong.

    binabati ko at sinasaluduhan ang lahat na opisyales ng ating gobyerno partikular ‘yung mga taga banko sentral.

    sobrang napakalakas ng piso dahil sa patuloy na paglampaso nito sa dolyar.

    dahil sa dito ay tuloy tuloy ang paglobo ng bilang ng mga kababayan nating gumaganda ang buhay.

    Palagi syang promoted, a-tapang tapang tao na magrat-rat kahit sibilyan basta in his line of sight. Ang mga potential na witnesses walang itinitira. Scary nga sya!

    Bakit ba ganyan ang militar at pulis, walang nabubuhay sa enkwentro para magsalita?!

    I just hope that with this killing spree in Atimonan, Pnoy has already started a clean investigation both on the rubout and officers involved.

    Tahimik si kuya Mar, puro deny naman si Ochoa. Ay sus mga ginoo!

  10. Kakwentuhan ko yung isang kapitbahay namin sa San Pedro, empleyado daw siya nitong Vic Atienza aka Vic Siman sa STL na front ng jueteng sa Laguna. Yun daw mga tauhan ni Atienza sa Calamba, niratrat din nitong si Marantan. Ganun din daw sa Biñan, mga kubrador din ni Atienza ang niratrat ni Marantan. Parang may nabalitaan din akong ganyan sa TV News di ko lang maalala kung aling programa.

    Kung ganoon pala ang pattern, hindi kaya merong blessing itong si Marantan? Sabi ko nga feeling James Bond itong isang ito, hindi kaya galing sa taas ang utos, kaya kahit na nabubulgar yung sinalvage nila okey lang?

    Maglalakas ba ng loob ang isang Superintendent lang e kung lahat ng Police Directors (Generals) tumatanggap ng jueteng payola? Di kaya pinatahimik na ng tuluyan itong grupo ni Atienza dahil nag-iingay na naman si Bishop Cruz, paano kung may kumanta kaya ang order ng mga Henerales e, “Palamig muna tayo”?

    de lima said no need to get marantan statement? why not? how would you know if he is lying or saying the truth if he has no official statement about this massacre or ambush?? tsk tsk

    As far as I know Marantan was not among those policemen criminally charged in the paranaque incident. In fact he was the one who rushed devera’s daughter to the hospital but the kid died on their way to the hospital. All the incidents he was involved in were all legitimate & was just following orders of his superiors. Marantan has no other derogatory record that is why the PNP is still keeping him.
