ABS-CBN News was able to secure a copy of the Department of Interior and Local Government’s (DILG) report on the planned purchase of assault rifles by the Philippine National Police-Special Action Force that involved two procurements of nearly P178 million and P213 million.
The documents show that Robredo received the report on August 8, less than two weeks before the fatal plane crash off Masbate.
ABS-CBN News sources said this report is among the sensitive documents that were in Robredo’s condominium unit at the time of his death.
This is the same condo unit that Puno and some police officials allegedly tried to access on August 19,a day after the plane crash.

Robredo’s condo
Robredo’s wife, Atty. Maria Leonor, confirmed that she was told of Puno’s attempt to enter the condo unit.
“’Yung kasambahay namin sa Manila, naiwan doon sa bahay kasi nag-uwian na rin ‘yung mga anak ko. Tumawag siya nu’ng August 19, nagsasabing may mga tao, hindi naman niya sinabi kung sino. May mga tatlo raw na gustong pumasok at may hinihingi na mga papeles. Nagtatanong siya sakin kung papasukin niya. So ang sabi ko po ay hindi. Tamang-tama katabi ko naman si [DSWD] Sec. Dinky [Soliman] at nagpatulong po ako,” Robredo’s wife said.
Justice Secretary Leila de Lima, meanwhile, said she was unaware of Puno’s actions.
However, she confirmed that Robredo’s wife asked her to secure the documents.
Malacañang has refused to comment on the issue for now, but sources said President Aquino also has a copy of the DILG report.
“What I can confirm is that before his death, Secretary Robredo was conducting a number of very sensitive investigations. But I will not comment on the specifics of what was being investigated or who. I think lalabas din ‘yan,” said Secretary Ricky Carandang of the Presidential Communications Development and Strategic Planning Office.
Weapons deal
There is no indication that Puno may have been after the DILG report, but the report shows that the documents may implicate Puno in the alleged anomalous arms deal.
The document shows that Puno travelled to Israel upon the invitation of weapons manufacturer Israel Military Industries (IMI).
Puno was accompanied by former Special Action Forces Chief Leocadio Santiago, Reynaldo Espineli, owner of a defense and security company, and Puno’s consultant, Ramiro Lopez III.
Lopez is said to have accompanied Puno when the undersecretary went to Robredo’s office at the National Police Commission a day after the plane crash.
The DILG report says Puno’s group left for Israel on May 10, the same date of the second pre-bid conference for the purchase of short firearms.
It cites a possible conflict of interest since Puno and Lopez were both members of the bids and awards committee.
Espineli and IMI won the bid for assault rifles out of seven bidders.
The report also says specifications of the assault rifles seem to have been amended to favor a particular bidder.
Robredo initially sought a review of the price for the assault rifles.
But while the bidding process was suspended, Robredo still wanted to hold some officials accountable for pushing for the deal.
ABS-CBN News again tried to get the side of Puno and Espineli on the firearms deal but both declined to comment. — With ANC

My crystal ball still works! I have suspected this had something to do with the PNP’s purchase of new weapons worth billions.
2 blog posts back, I said the winner in that deal was Jericho represented by R. Espineli, as distributor for Israel Weapon Industries, who for some reason was later disqualified due to failure to get a certification of translation of its apparently Hebrew documents from the Israel Embassy in Manila, blah blah. This was last June.
IWI was formerly under the Israel Military Industries as producer of pistols and assault rifles for the the Israel Defense Forces. Its polymer version of the Jericho is the rival of the Austrian-made Glock, which apparently became the winner after Espineli’s disqualification.
I smell fish. If Espineli was disqualified in the pistols bid, why did it win in the assault weapons bid? It appears the purpose of the lowest bids was first to capture the positions then later step back for the favored supplier preventing a price dive for that supplier. Keeping the tongpats within the formula.
The prices of the Glock and Jericho were amazingly just a few hundred pesos apart, both P16,000+. It looks like the bid was cooked for both Glock and Jericho.

Tongue, Gen. Leocadio Santiago was NOT part of the 2006 attempt to withdraw support from Arroyo which involved Gen. Renato Miranda (who was mentioned in a report to Robredo illegal logging), Brig. Gen. Danny Lim, Col Ariel Querubin. That was Gen. Marcelino Franco.
The one involved in the Batasan break-in to switch the election returns of the 2004 elections was Police Superintendent Rafael Santiago.
Gen. Leocadio Santiago was the head of the PNP Special Action Force who stormed Manila Pen in Nov. 2008 and arrested Trillanes and the Magdalo officers and members of media.
He was the one who led in the handcuffing of media and other civilians. I remember him introducing himself to Dodong Nemenzo as the latter’s student in UP and at the same time apologizing for having to handcuff Nemenzo.

Robredo report links execs to illegal logging
In the Aug. 18 report, Otero told Robredo of “disturbing” information about the alleged involvement of the DENR-Task Force assigned to go after illegal logging operations.
The report said: “Sir Secretary, I received a disturbing report regarding our anti-illegal logging network. I still have to check the data further but I think the news is worth to be here in my report just for your information.”
The report added: “The Anti-Illegal Logging Task Force headed by Gen. Renato Miranda is the subject of the worrying information about protection and corruption. A certain Colonel Ga, allegedly under the orders of General Miranda, is collecting protection money from key players of the illegal logging trade.”
Miranda’s office is Mindanao based, while the Colonel Ga mentioned in Otero’s report is a retired Marine officer based in Surigao province in the Caraga Region.
But Miranda denied the “disturbing information.”
“Colonel Ga is the best man to do the job against illegal logging operators there. Siya pa nga ang nakapananakit sa operasyon ng mga illegal loggers paanong siya ang magiging protector? (He’s the one going after those involved in illegal logging operations so how can he be their protector?) A visit to his home in Surigao City and you will see that I have appointed the best man for the job. Hindi corrupt yan (he’s not corrupt),” Miranda told the Inquirer on the phone regarding Otero’s report.
On allegations that Ga could be acting on his orders, Miranda said it’s baseless and a total lie since it was his task force that coordinated and implemented the seizure upon orders of Butuan Mayor Ferdinand Amante Jr.

This was how one of the police officers who accompanied Interior Undersecretary Rico Puno described yesterday their attempt to search the condominium and offices of the late Interior and Local Government Secretary Jesse Robredo when his death in a plane crash had not yet even been confirmed.
Supt. Oliver Tanseco, deputy senior police assistant, belied reports of a raid and clarified they merely ensured that nothing would be taken out from the offices and condominium unit of Robredo.
“First of all, there was no raid. This was in accordance with the order of the President that was relayed by Usec. Rico Puno on the evening of Aug. 18 when the airplane of secretary Robredo was missing,” Tanseco said.
