We join all those who grieve for the passing of Interior Secretary Jesse Robredo. We will always remember him to be a decent and competent government official.
We also echo the call of Solar News’ Pia Hontiveros “Leave no one behind. Not the pilots. Not the rescuers. Not the divers. Let’s take care of everyone.”
Contrary to earlier reports when Robredo’s body was retrieved from the ill-fated Piper Seneca’s fuselage yesterday, the bodies of the aircraft owner, Capt. Jessup Bahinting and co-pilot Sri Lankan Kshitiz Chand, have not yet been recovered.
Transportation and Communication Secretary Mar Roxas said the bodies of the two pilots were seen slumped in the cockpit. Retrieval operations will resume today.
We pray that the families Robredo, Bahinting and Kshitis be blessed with strength to sustain them in this hour of sorrow. We also pray for the complete healing of Robredo’s aide, who survived the plane crash, Chief Insp. Jun Abrasado.

Sa Agosto nitong buwan, naka-skedyul si Robredo na haharap sa Commission on Appointments. Hindi pa siya na-confirm dahil magii-isang taon siyang acting DILG secretary bago siya binigyan ng appointment ni Pangulong Aquino bilang regular na miyembro ng kanyang cabinet.
Hayaan na natin ang dating isyu na hindi masyadong magka-vibes si Aquino at si Robredo sa “working style.” Ang mahalaga, nagtulungan sila pagsulong ng reporma sa pamahalaan.

Sinusulong ni Robredo sa DILG ang Full Disclosure Policy (FDP) kung saan lahat na local government ay obligadong isa-publiko anf 12 na mahallagang dokumento kung paano ginagastos ang pera. Noong Hunyo, inireport na 1,697 or 99% ng mga LGU’s ay sumunod sa ganung patakaran.

The following statement was prepared by Salve Duplito,public relations consultant of the late Interior Secretary Jesse Robredo:
Robredo’s body has been found on the morning of Aug. 21 by search and rescue teams in Masbate City, ending almost three days of waiting. He was on his way home to Naga City after two speaking engagements in Cebu City, when the twin-engine Piper Seneca aircraft he was on crash-landed off Bgy. Obingay, Masbate City around 500 meters away from the airport runway.
Fishermen rescued his aide de camp, Sr. Police Inspector Jun Abrazado, who lost consciousness trying to protect the secretary, but Robredo and the two pilots remained missing after the crash.
Movement for Good Governance chairperson Solita Monsod said it was crucial that the reforms initiated by Robredo be continued and that his replacement would make sure that the ideals he fought for be protected.
Up until the night before his departure for Cebu, Robredo has been pushing his management team to find more effective ways to advance reforms in local governance and the interior sector. He was particularly focused on drumming up public support for the Full Disclosure Policy (FDP), an instrument that he hoped would advance transparency and accountability in local governance.
The FDP, the crown jewel of Robredo’s work in local governance, requires LGUs to disclose in public places 12 key financial documents that show how funds are spent. As of June 2012, 1,697 or 99% of LGUs have complied with the policy. This is validated by latest Pulse Asia and Social Weather Stations surveys that showed more Filipinos now observe transparency and accountability in their localities.
The FDP is a requirement in the conferment of the “Seal of Good Housekeeping,” which is awarded to LGUs every year. The Seal rewards honesty and excellence in local governance. As of June 2012, 856 LGUs that have qualified for the Seal have been granted P1.1 billion from the Performance Challenge Fund—money spent for the poorest of the poor.

Last Aug. 17, Robredo wanted to start an advocacy campaign so that ordinary citizens would use the maximum benefits from the tool to demand good governance and transparency from their local leaders. He also gave instructions that illegal logging be stopped, and those involved be made accountable.
Robredo has also been tirelessly improving disaster risk reduction and mitigation capabilities of local government units across the country. He has introduced the Seal of Disaster Preparedness, another incentive mechanism to help LGUs deal with disasters and calamities. “The important thing here is reducing casualties to zero,” he said.
As of the first semester, a total of 8,504 LGUs already have functional disaster management councils while 1,539 have command centers and alarm systems. They now have emergency response, rescue, and medical teams, and evacuation centers.
Having been a Mayor in Naga City for 19 years, Robredo was strict about ensuring that each LGU’s business process licensing system (BPLS) is streamlined and highly effective. The Department committed to the US-based Millennium Challenge Corp. to streamline the BPLS of 120 LGUs in four years. As of June 2012, 748 LGUs have already streamlined their BPLS within a two-year period. This has raised revenue collection by as much as 7% in Lapu-Lapu City and 18% in Butuan City.
The latest National Competitiveness Survey results showed that 70% of businessmen respondents received permits in three days or less. In fact, 17% did so and less than two hours.
Robredo believed that measuring outcomes lead to improvement. He enhanced the Local Governance Performance Management System (LGPMS), a tool to measure LGU performance, by turning it into an assessment tool validated by third-party assessment. This is a departure from the old system of self-assessment.
Consolidated results of the LGPMS shows that there has been a consistent increase in the number of LGUs with high overall performance ratings, from 913 in 2009 to 1,050 in 2010, to 1,261 in 2011.
There has also been a 200% leap in the number of LGUs that allow civil society organizations, public organizations, the academe and religious groups to participate in local governance. A concrete example of this is the DILG’s partnership with the Ugnayan ng mga Barangay at Simbahan (UBAS) to monitor LGU budgets and with Ateneo School of Government and De La Salle University’s monitoring of public services in the local governments.
In the Autonomous Region of Muslim Mindanao, Robredo was instrumental in the promotion of transparency and accountability among local governments through the Seal of Good Housekeeping. The DILG is also on top of the reform program in ARMM with funding of P8.59 billion.
In the interior sector, Robredo batted for a vision that every Filipino can walk the streets unafraid 24×7. In 2011, crime rate went down by 23.8%. Financial reforms in the Philippine National Policy also led to a 54% increase in the budget for field units to P1,000 per capital from P650. This means the police have more funds for uniform, shoes, bullets and other needs. Police visibility has also increased with the field deployment of 90% of the police force, as opposed to 85%, previously.
Through the Criminal Investigation and Detection Group (CIDG), the DILG initiated investigations and formally filed charges against individuals involved in spurious procurement contracts.
“Tatapatin ko po sa inyo, minsan mabigat sa dibdib ko ang gawaing ito. Subalit pag nakikita ko po yung ordinaryong pulis sa kaduluduluhang istasyon, sinasabi ko po sa aking sarili kailangan ko pong gawin ito para sa kanya. Ito na lang po ang kaniyang pag-asa at magsilbing huwaran din na dapat ang matuwid na daan ang syang dapat nating tahakin,” Robredo told officials of the interior sector during his New Year’s Call early this year.
He declared just last week that he intended to pursue all these reforms at whatever cost, to ensure that the “matuwid na daan” of the President is well lighted and easy to traverse for every citizen.

Paiigtingin pa natin ang pagbabago sa lokal na pamahalaan at sa interior sector upang suportahan ang ginagawa nyo sa national. Naga City at the time of Robredo’s mayoralty is a perfect example that progress always follows good governance and it is quite logical that it is so. Business will invest in a city that is stable but dynamic, compassionate but resolute, cautious but persevering.
It is not far-fetched that this city, which my Mom’s family abandoned after the war and has remained a sleepy, uninteresting provincial capital until Robredo came to City Hall, has since attracted traditional conservative investors in the mold of the Ayalas and called back its own locals to put their money back home.
A city once feared by outsiders and visitors due to decades of presence of rebel bandits has been converted to a top city where foreign tourists can now roam the city without fear 24 x 7 is by no means a small feat. And tourism has spilled outwards to the surrounding towns, making CamSur a tourist haven.
The whole of Bicol Region is not lacking in representatives in central gov’t, in fact, there was probably a time that there were more senators coming from this huge Region than any other yet it has wallowed in poverty all these years just the same.

All noypi reporters need to get their ducks together when reporting someone’s nationality, it was first reported the co-pilot was nepalese, now, he’s a sri lankan.
The only “black box” of this incident is the sole survivor. He should come out clean and be honest about the situation prior to the crash, such shedding light about the pilots demeanor inside the cockpit, their attitudes so to speak; and who was in control minutes before the plane plunged in the water. Keep in mind, the co-pilot was identified as a pilot student.

There are news reports that have Abrazado saying he lost consciousness, and when he came to, Robredo was no longer in his seat.
There are others that say that Abrazado jumped from the plane before it crashed.

Is there a need for a Coroner’s inquest to get all the facts surrounding the events leading to the Crash? I would say yes…if only to prevent another unnecessary loss of a High government official in the performance of his duty. Very seldom that government officials take their travel for granted and all precaution are Taken to assure that they get to their destinations and back. Air travel still is the safest mode, bar none but as what I told my friends, there is no AAA or CAA to call if something goes wrong.

Be careful what you read. Be more careful what you conclude. The widow and children, Jesse’s brother, Jesse’s closest friends all believe Abrasado did all that was expected of him. To me that was all that mattered. Not the suspicions of every Tom, Dick and Harry. Not even the press, government or social media.
In the first place it would be far-fetched for an assassin to hit his would-be victims in flight where he is almost sure to die himself. Not in our blood, Not even local extremist Muslims can get one Pinoy suicide bomber. There are simpler ways to do it without him being present in the “crime” scene.
He is as much a victim as are the others, he has his whole life ahead to taunt him. Meanwhile, let him hold his silence. It is very dangerous at this point to commit a small error, we know how irresponsible media twists innocent slips. Take this photo for starters.

Tongue, I thought so too until I read this news article about Robredo’s brother saying he doesn’t want to meet or talk to Abrazado because of some inconsistencies in his statements.. I really don’t know how accurate it is since we all know that the media can sometimes edit/ twist people’s statements. It could also because Abrazado got knocked out and was traumatized by the accident and wasn’t himself when he gave his earlier statements about what happened before the crash.

But an autopsy would reveal if Robredo died from drowning, or died from blunt trauma (nabagok ang ulo sa pagbagsak ng aeroplano, or some other shock).
So did Abrazado leave him because he was dead, or did Abrazado leave Robredo to die? Or did Abrazado really jump from the plane?
They are supposed to take a bullet for the Boss. So they should jump from the plane only after the Boss has done so.

Conscious ba si Abrazado ng tumalon kasi dala pa ang bag. Entonces, maliliwanagan kung ano ang lagay ni Sec. Robredo bago sya tumalon/nahulog.
THIS IS MY THEORY:
There were witnesses interviewed (though I do not take their words as 100% accurate) who said that the plane’s wing was ripped from the plane just before impact (I’ve heard one say 100 ft above water) there are some who say the plane lost the wing upon touching water. From pictures I’ve seen, this is the right wing.
We also know that a plane’s wing also serves as the fuel tank so it must be partially empty, therefore contained air which replaced the consumed fuel. Which made it possible for the fishermen to recover the lost wing without having to deep dive since it was floating. The engine, however is still missing as of this moment.
The main wreck, minus the right wing and engine was still floating when Abrazado opened the door got out and surfaced. He was probably carrying the bag dan1067 (comment #15) was saying above that he carried, using it as flotation device. I’m thinking that since the plane has lost one wing, the other one still connected was at the bottom part of the floating plane, although it was buoyant, it did not help the plane float because of the heavy engine still attached.
That made the plane twist to its left side underwater where the main door of the Seneca was. The pilot’s door was on the right side.
Since they had enough time to prepare for a crash landing, I assume, both Robredo and Abrasado were in seatbelts facing towards the rear to minimize after-impact whiplash. There are four seats in the passenger cabin of a Seneca, two facing front and two facing the opposite direction a la limousine; after all, the Seneca is at the top end of the Piper product line.
Abrasado was seated closer to the door than Jesse, Jesse being the VIP rides first, taking the seat farther from the door. So when Abrasado came to, he unlocked his seatbelt and started opening the door. If Jesse was still in his chair, he was seated above Abrasado’s head. This, while, water was rushing in through the holes from the cockpit and the now-opened passenger door.
Once water has totally engulfed every space in the submerged airplane, it will lose its buoyancy and begin to sink. I think this was when Abrasado left the plane. He was deep underwater and surfaced because he needed air quickly. He probably got DCS (Decompression sickness)which explains the severe pain he suffered in his upper torso joints that’s why he was wearing a sling in both arms. This is a typical symptom of DCS – pain in the joints in the waist, spine, shoulders and elbows.
A person not trained in SCUBA diving will by nature, rush to the surface in these incidents. A certified diver spends time underwater before reaching surface. Ten minutes for every 10 meters with the last 6 meters another minute is typical. Abrasado was rescued without arm injury he even returned to the site without the slings. But when he was seen in the hospital he was wearing them already. Reason: DCS can happen even A DAY AFTER a dive, mostly, a diver is considered safe 3 hours after surfacing. Bubbles of inert gas in the bloodstream may take hours to have an effect.
Let’s see what the CAAP has to say after its investigation.
I remember Abrasado saying in an interview,”Kinapa ko si Boss, di ko nakapa, masyadong madilim, pumapasok na yung tubig noon”. I can’t remember the exact words, may sablay na itong RAM ko. But that was basically it.
Bakit madilim e meron namang 3 small windows and a quarter in each side aside from the windshield up front on that sunny Saturday afternoon? Because the plane was already deep underwater. Daylight is not much different from the surface to, maybe, 6 meters, visibility drops beyond that.
Thanks tongue. It so happened that Sec. Robredo was a public official, hence the call for autopsy. The family’s wish must be respected if they think there’s no need for one.
As to banat kay Lacson, diosmio! Ano konek nun if not gumagawa lang ng angle ang mga takot at galit kay Ping. With the death of Mang Jessie, Lacson is the best choice for DILG no doubt.

I can understand your frustration, including yung mga outrageous OA reactions na rin. I’m just bothered by the innuendos especially those against the aide, short of saying he murdered Robredo. Maawa sila sa tao. Robredo and the other victims won’t matter anymore, maybe starting after their funeral. But for this man, life goes on. He has a lifetime of possibly undeserved guilt to suffer. I saw the FB status of a PR of one senator raising doubts about Abrasado, comparing him to the aide of her boss. Ever loyal daw. Her boss has not been to a situation similar to what Robredo and Abrasado found themselves in. Ayyyyy naku.

There was one news item posted in Facebook about two days ago, quoting Lacson that he will be a good DILG secretary.
It turned out the article was in June 2012 when Pnoy said he will be taking in two senators in his cabinet after June 2013.

Think about it, hinahanap palang ang katawan ni Sec. Jesse mula sa dagat eh naguunahan at nagaagawan na sa DILG post, ang tawag sa mga yan, buwitre or vultures. 😛
Kaya pala, nagbibiruan kami, pustahan daw pag nagdive si Abaya, tiyak makikita na si Robredo. Di ko nasakyan yung joke nung taga-MMDA na kasama namin sa rescue (sa baha, hindi sa plane crash). Kaya pala ang bigat ng dating nuon sa Masbate, kesyo ex-Naval expert, graduate ng Annapolis, etc., pinahawak pa ng microphone sa briefing wala namang nasabi.
