Dip in Aquino’s satisfaction rating should do him good

President Aquino’s satisfaction rating may have dropped a little but by any standard it’s still high.

The Social Weather Station survey, conducted among 1,200 respondents nationwide on March 11- 13, 2012, saw the president’s satisfaction rating dip from nine points from plus 58 in Dec. 2011 which was “very good” to plus 49 which is still “good.”

His predecessor, Gloria Arroyo, never hit that high a satisfaction rating in her nine years of stolen presidency. The highest she got was plus 30 in March 2004, two months before the 2004 elections where she again robbed the people of their mandate.

As she was nearing her exit from Malacañang, dissatisfaction of Arroyo hit an all-time low for any post-Marcos president with a minus 53 satisfaction rating.

In a way, it favors Aquino that he succeeded someone very unpopular. In fact, much of his popularity springs from the people’s extreme dislike for Arroyo.

This is not the first time that Aquino’s satisfaction rating dipped. In the June 2011 survey, his satisfaction rating was plus 46. Considering that eight months earlier he was enjoying a pus 64 satisfaction rating, an 18 points drop jolted him and his advisers. He sold his Porsche, which was seen as a reflection of his immaturity.

He also intensified the drive to run after Arroyo and her trusted associates starting with Ombudsman Merceditas Gutierrez. He announced that by Christmas Arroyo should be in jail.

The people loved that and his satisfaction rating went up to plus 56 in September 2011 and plus 58 in December 2011. Never mind that gasoline prices were going up, more and more people were without jobs and experiencing hunger.

But popularity can be a double-edged sword. It allows a leader more maneuverability. On the other hand, it can also lull him into complacency.

A friend, an avid supporter of Aquino, last month shared her concern about what popularity was doing to the president and his close advisers. She expressed her disappointment of Aquino’s quick defense of his friend,Cristino Naguiat, Jr, chairman of the Philippine Amusement and Gaming Corporation, who was exposed to have availed of the generosity of a Japanese casino owner , Kazuo Okada,in Macau.

PAGCOR regulates casino operation in the Philippines and the Japanese casino owner was applying for a license to operate casino in the country.

Naguiat, together with his wife, three children and nanny, accompanied by another Pagcor official and his wife, were guests of Okada in Macau.

Aquino’s supporter said she told a Malacañang staff, “Why was the President quick to defend Bong (Naguiat)? It was off tangent to his crusade of ‘tuwid na daan.’”

The Palace staff , she said, replied, “Never mind. The President is popular.”

    Pnoy can’t do much with tuwid na daan. The judiciary as a whole is not reformed. His liberal party, in my view, is not all out with their support to reform the government. We should not singularly blame pnoy on everything. Problem in governance is collective with everyone in government should extend a helping hand. In my mind,what can one do but only what one can unless everyone hears him.

    In a way, you are right, Olan. It is a collective responsibility. But someone has to lead and inspire.. and when needed one has to instill fear. In a democratic set-up such as ours (patterned after the US), the President is considered the nation’s number one leader no matter all those recent legal squabbles about separate and co-equal branches of government.

    I would agree with Ellen in the matter of Noynoy’s dip in ratings as a wake up call. He must do something about that drop in rating.

    The most likely cause of that drop is the continuous rise of fuel prices caused by the continuous rise of oil.. which is beyond his control. But he can reduce VAT or other taxes and exert more effort at further cost reduction projects and more revenue enhancing measures.

    But this is not saying he is not doing these things. He already is. He just has to explain more clearly to the people what they are doing to counter this continuous rise in fuel prices.

    And do things faster.

    The President must do what he set out to do and tell the whole picture to the people straight face without the usual spins by his mouthpieces…Filipinos are no fools to hear something from the President’s Messengers that are not reflection of the realities on the ground…Time of misleading and confusing messages are no longer acceptable..transparancy and the truth shall be laid down, unpleasant they maybe.

    agree w/ u ellen. wake up call na nga yan kay Pnoy. dapat kasi kahit kaklase or kaibigan nya basta nagkamali dapat parusahan. walang special treatment. paano nya maimplement fully ang “tuwid na daan” kung ang nakapaligid sa kanya eh baluktot ang daan na tinatahak?

    What the people want is not good or bad rating of Pnoy BUT how they can fill in their stomach, their family’s daily needs. Likewise, pegging of uncontrollable gas and gasoline daily increase rates and lowering of prices of basic necessities in life. Who cares about whether Pnoy gets 99% rating or 50% rating? for the great majority poor people of our society what matter most is the sustenance of their daily needs, daily basic wages for those employed and employment for those who are not which comprises a great deal of our population. Now, with all your great ideas, how do you make these things work for the great majority of our population?

    Sino ba ang naging presidente na tumaas and rating after the first year of his/her reign? Halos lahat eh downward palagi specially in countries like ours. Our poor always expect the elected president to pull them all out poverty. Kaya kung tataas ang presyo ng langis, kasalanan ng presidente. Kung may bagyo at nasalanta ang isang lalawigan, kasalanan ng presidente at hindi naglabas agad ng advisory. Lahat ay kasalanan ng presidente. Sana tignan naman ng mga kababayan natin na dapat naman eh tulungan naman nila ang mga sarili nila. Huwag magkaanak kung walang maipapakain at maipagaral ng mga anak.

    it is not only the tuwid na daan haunting PeNoys popularity. it is not his defense of his kabarilan, kaibigan and kamag-aral that is hurting his previous trust ratings but the never ending poverty na dinadanas ng ating less fortunate kababayans who have no permanent decent homes and means to feed themselves due to no clear poverty alleviation program by the Aquino administration na minana’t ipinagpapatuloy ang programang pantawid sa lahat ng bagay started by the dorobo regime.

    kaya nga, tama na ang pangako dahil tapos na ang kampanya. nakakadalawang taon na at dapat ay meron nang malinaw na patutunguhan ang daang matuwid na dapat pa ring linisin sa mga naglisaw na buwitre’t sawa, linta at buwaya!

    tigilan na rin ng mga tagapagsalita ni PeNoy ang kahalintulad na ginagawa ng mga trumpeta noon ni goyang sa pagkakalat mga pahayag na hindi na nga magkakatugma ay salat pa sa katotohanan.

    huwag nilang palaging pangungunahan ang presidente sa anumang nais niyang ipaabot sa publiko bagkus itikom muna nila ang kanilang mga bibig at itigil na rin ang pagalingan sa paglulubid ng buhangin.

  9. Naipakita na niya ang kabutihang naidudulot ng mahigpit na pagbabantay sa mga public bidding. Sa kakalabas lang na report ng PCIJ, yung dating 30-40% leakage sa budget ay naibaba na sa 10-15%. Sa madaling kwenta, mga 350 bilyong piso ang dating napupunta lang sa bulsa ng mga kurakot ay nananatili sa pondo. Ang problema, sadyang matagal kumilos upang mapalitan ang mga nawalang project.

    Malaki ang epekto nito sa ekonomiya na kailangan ng pera upang umikot sa merkado pero natutulog lamang pala sa bangko ng gobyerno. Bukod sa naaantala yung mga priority projects lalo na yung para sa enerhiya sa Mindanao, naabala pa ito nang ipahinto ang pagsasapribado ng malaking coal plant dahil sa hinalang merong lagayan nung panahon ni Arroyo kaya hindi matuloy-tuloy ang bentahan.

    Kritikal na ang level ng supply at ipinatigil ang bentahan ng isang malaking planta, diba ang natural na remedyo ay patakbuhin muna ang planta habang nag-iimbestiga at sabay na magtayo ng dagdag na kapasidad? Maliit lang na problema yang sa Mindanao kaso 2010 pa hindi agad nasolusyunan, hindi na sana aabot sa ganito. Ang isang bagong planta ay inaabot ng dalawa hanggang tatlong taon para mapatakbo.

    Meron daw inaasahang augmentation galing sa hydro at KUNG mapapatakbo na ang coal plant, sapul na yung 1000MW na shortage. Ang problema sa hydro, 60% lang ng capacity ang ginagamit, hindi ko alam kung niloloko lang tayo ng NAPOCOR o talaga lang undercapacity yung mga itinayong hydro.

    Susme, ano pang hinihintay, e di PATAKBUHIN NA! Matutuwa pa yung makakabili ng coal plant dahil pag pasok niya pa lang kumikita na!

    Wow, malaki pala ang nawawala sa leakage! Imagine how many projects can be generated for that money!

    Maganda naman yung hindi padalos dalos na gumawa ng projects para mapagaralang mabuti kung ano ang mas magaling na gagawin para hindi masayang ang pera sa mga projects na walang katuturan. Sana naman sa apat na taon pa ni Pnoy, dumami pa ang perang matitipid para naman ang mga outdated na infrastructures natin eh mapalitan na. Makabawi man lang ang Pinas ngayon sa panahon ni Pnoy.

    Ang hirap niyan, pagkatapos ni Pnoy, sino naman ang papalit na katulad niya na hindi buwaya. Baka naman yung mga nagutom sa panahon ni Pnoy ang mga magkakandidato at manalo. Tuloy na naman ang laklakan ng pera!

    Siguro kapag may sistema na ang evaluation ng mga projects, dadali na ang release ng mga pondo sa mga priority projects. At least alam natin na sa mga projects mapupunta ang mga pera at hindi sa bulsa ng mga buwaya.

  12. SORRY. Di pala 1000MW ang shortage. Sabi sa Inquirer:

    The President said Mindanao’s energy production capacity now stands at 1,280 megawatts, including the 200 MW from the barges, “which I must thank the cooperatives for contracting.”

    The Department of Energy last week ordered the electric cooperatives in Mindanao to buy additional power from the diesel-fueled power barges in the face of the reduced supply from their customary and cheaper hydropower sources. Their initial refusal to do so has been blamed for the rotating power blackouts.

    The island’s peak demand is at 1,300 MW, “so you need 20 MW more to meet peak demand. But we also have to meet the reserve margin of 150 MW,” Mr. Aquino said.

    Pambihira, 220MW lang pala ang talagang kakulangan, di pa nila nasolusyunan yun since 2010? Ilang hydroelectric plant lang yan, kahit na di bago, irepair lang yung luma para ma-upgrade. Juicekopo naman.

    Di dapat paburan ni Noynoy diyan ang mga power generators, ngayon pang nakasawsaw na si Tito Danding diyan sa sektor na yan…

  13. Tinanong ko yung dati kong customer na may hawak na coop doon, pakiramdam daw nila, itinutulak pa sila ng gobyerno para itaas ang presyo ng kuryente.

    Di pa nga raw sila nakakabawi doon sa ginastos nila pag repair nung distribution system na tinamaan ng bagyo’t baha, pero di nila maatim na dagdagan ang gastos ng consumers. Eto, yung gobyerno pa ang nangeenganyo para itaas, natural, mas mataas ang presyo, mas mataas ang tax.
