Deepening PH and Vietnam relations

The Philippines and Vietnam share a common painful experience with colonial powers but each country dealt with them differently.
Philippine history as famously described by the eminent Carmen Guerrro Nakpil was “300 years in convent and 50 years of Hollywood” referring to 300 years of Spanish domination of Filipinos and 50 years under the Americans. In between, briefly, was the Japanese occupation.

Vietnam, on the other hand, fought fiercely – first the French and later, the Americans – and succeeded to throw out the colonial powers.

It is a tribute to the Vietnamese people that they have risen from the devastation caused by the colonial wars and is now considered the emerging economy in Southeast Asia.

Today, Vietnamese President Truong Tan Sang is arriving for a state visit, returning the gesture made by President Aquino to Hanoi last year.

One of the topics in his talks with President Aquino is the South China Sea (The Philippines refer to the area as “West Philippine Sea” and it’s “East Sea” to Vietnam) parts of which are being claimed by the Philippines and Vietnam. China and Taiwan claim the whole of the vast area while Malaysia and Brunei also claim parts of it.

This is not the first time that Tan Sang has come to the Philippines and in his message, he said he is delighted to be back to see ”the great achievements recorded by the people of the Philippines in their cause of nation building and development. “

The rest of his message: “In the more than 35 years since the establishment of diplomatic relations between our two nations, the friendship and multifaceted cooperation between Viet Nam and the Philippines have been growing exceedingly well in the interest of the two peoples.

“The two sides have exchanged quite a few visits of their top leaders as well as their agencies at all levels. People-to-people exchanges have also been promoted to further strengthen unity, mutual trust and understanding. Bilateral cooperation in all fields from trade, investment, and agriculture to security-defence, maritime and ocean issues, and education-training, is prospering.

“Besides, other potential areas of cooperation are also being explored such as tourism, renewable energy, oil and gas, and mining. At regional and international forums such as the United Nations, ASEAN, EAS, APEC or ASEM, our bilateral cooperation is also becoming stronger, thus making a contribution to peace, stability, and cooperation in Southeast Asia and the world at large.

“In Viet Nam, the comprehensive reforms since 1986 have brought about great achievements of historical significance. Viet Nam is today considered a dynamic economy in the region and an attractive destination for investors and tourists from around the world. Viet Nam’s GDP growth rate in the past 25 years averages around 7-7.5%. In spite of the current global economic slowdown, Viet Nam still records a fairly good growth rate of 6.7% in 2010 and 5.76% in the first 9 months of 2011.

“Viet Nam has received international appreciation for its accomplishments in social endeavors such as poverty reduction, job creation, human resources development, education and training, science and technology, health and culture, and has also been recognised for its fulfilment most of the Millennium Development Goals. Along with its economic achievements, Viet Nam continues to maintain its political and social stability. Viet Nam is striving to attain its developmental goal of becoming a fundamentally industrialized and modern country by 2020 with a sustainable and fast-growing economy.

“In the consistent pursuit of its foreign policy of independence, sovereignty, peace, cooperation and development, diversified and multi-directional external relations, Viet Nam engages in ‘active and pro-active international integration’ and expands cooperation to all areas so as to help Viet Nam integrate itself comprehensively into the world.

“ In the implementation of this policy, Viet Nam will accord priority to deepening its cooperation and partnerships with neighbouring countries and ASEAN members and to augmenting substance and effectiveness of these partnerships. As an ASEAN member, Viet Nam will join hands with the Philippines and other members in accomplishing the goal of building an ASEAN Community by 2015. We again underline the importance of the maintenance of peace, stability, maritime security, safety and freedom in the East Sea and the peaceful settlement of disputes in the region on the basis of adherence to international law, specifically the 1982 United Nations Convention on the Law of the Sea (UNCLOS) as well as the DOC.

“The excellent outcomes of the past 35 years of cooperation provide us with every basis to elevate the Viet Nam – Philippines relationship to new heights of greater comprehensiveness and depth in the spirit of ‘Framework of Bilateral Cooperation in the Next Quarter Century and Beyond’ signed in 2002.

“Viet Nam – Philippines relations must be commensurate to the existing potentials and the roles and positions of the two countries in the region. I believe that this visit of mine to the Philippines will serve as a new and important mark in the elevation of the Viet Nam – Philippines cooperation to a higher and more comprehensive plane with the view that both countries work toward a strategic partnership, in the interest of sustainable development and prosperity of our respective countries as well as for the sake of peace, stability, cooperation, and prosperity in the region.

“May I take this opportunity to offer to the Filipino people the very best and warmest wishes from the Vietnamese people. May the people of the Philippines with their assiduity and creativity and under the judicious leadership of H.E. President Benigno S. Aquino III continue to attain greater achievements in building a more developed and prosperous Philippines that enjoys a higher position and role in the region and the world. May our bilateral relationship continue to further strengthen and flourish.”

    Dapat din lang maging magiliw at mabait ang Vietnam sa Pilipinas sapagkat ilang panahon ding kinupkop sa ating bansa ang mga boat people na tumakas noong kasagsagan ng giyera sa pagitan ng Nort & South incensed by the Yu Hes Heh.

    Bakit kaya ganun, bawat bansang panghimasukan ng Yu HEs Heh nagkakagulo?

    Ano’ng rayuma meron ba siya?

    We should emulate what Vietnam did right for their country. Peaceful and free of foreign dominance. They have better success in reducing poverty and attaining food sufficiency in their country. They are now poised to industrialize the country…. and most likely overtake us in a decade or so.

    Sigh ! Kawawa naman tayo….

    Paano naman natin gagawing modelo ang katulad ng Vietnam gayung itong ating mga namumuno ay nagpapalit lamang ng mukha subalit ganun pa rin ang kulay?

    Sino ba sa mga mayayamang tinitingala sa ating lipunan ang totoong nagmamalasakit at kumakandili sa mahihirap? Hindi ba’t halos lahat sila ay nagkakasya na lamang sa paglilimos hindi upang sadyang makatulong kundi ‘yung makita lamang at mabantog ang mga mukha nila sa diyaryo at mapanood sa telebbisyon?

    Sa halip na emulate Vietnam, IMULAT natin ang ating mga mata sa katotohanan na ginagawa lamang palabigasan ng mga trapo ang ating gobyerno.

    Kung dati ang Pilipinas ang destinasyon ng ating mga kalapit bansa upang pag-aralin ang kanilang mga singkolar at tumuklas ng bagong rice technology noong 1960’s, ngayon ay tayo ang hindi malaman kung saan aangkat ng bigas na ini-eksport natin noon.

    Salamat sa mga henyo nating naging pangulo ng bansa. Yumaman sila habang dumami ang nangagugutom sa mga kanayunan at naganyak na makipagsapalaran sa lungsod kung saan para silang mga dagang gusgusing walang sariling tirahang kung hindi nakikipag-agawan sa mga pusa at aso sa pagbubungkal ng makakain sa basurahan ay nabubuyo sa ilegal na gawain upang mabuhay.

    Ah! Glad to be reading this article.

    I admire the Vietnamese – I think they are some of the most valiant people in the world and if Pinas had to partner up with any other country in Asia, it should be with Vietnam.

    They have immense courage, sense of hard work, great culture and fabulous cuisine.

    If only we had their sense of collective discipline and unquestionable patriotism… sigh…

    Hi Anna, great that you’re here na! I admire how Vietnam fought the US, imagine napatalsik nila si uncle. Here we are, our government still clinging to the US since time immemorial.

    Vietnam deserves their newfound progress, they fought hard for it.

    Mags and ppngd, I agree na kawawa tayo…mukhang matatagalan pa na tayo ay nasa sitwasyong kawawa kasi ang mga political leaders ay kanya-kanyang pag-sulong sa sariling interes lang.

    Walang naman ginawag mabuti yang ruling elites sa bayan since the time of the Katipunan. They willingly collaborated with the colonial / foreign power against the national interests for their own personal interests.

    They foster tribalistic mentality instead of nationalism on the Filipino people. In the current society, we have KAPAMILYA, KAPUSO, KAPATID, KAMAG-ANAK, etc… The same Divide and Rule Technique used by the Spaniards to keep the Philippines under control for 333 years.

    Our moral and ethics are now questionable. They are promoting greed and get rich quick scheme. Celebrities flaunt their wealth on TV. Gov’t and TV game shows promotes MENDICANCY. No stress on the value of hard work anymore. Jobless people line up for hours for game shows instead of looking for work.

    Insurgency, which impedes development, will always be where POVERTY and INJUSTICE exist. Whether is communist or Muslim insurgency, the root cause is the same.

    The two can be addressed by the ruling elite if they want to… But it is simply not in their own interest so Malabo mawala ang insurgency with the present sets of leaders.

    Perhaps the reason nga is that the Philippines never finish any revolution in her history. Kailangan pa yata na dumanak ang dugo bago tumino ang Pilipinas.

    The elites did provide employment for their fellow Filipinos, right?

    There is truth that rich steals. As with the poor. Stealing is not based on our social class. It exist in any nation, rich or poor.

    The idea that the poor exist because of the existence of a rich class is blatantly incoherant.

    If we follow that logic, then the rich will never be poor and the poor will never be rich.

    Change does not start by eliminating a section of our social spectrum, change begins within.

    How does a poor member of society become rich or not even that rich but rather live a balance life? He/she makes sure number 1 the family is right sized. He/she keeps the size of the family managable. With that, each member of the family can get a chance to get a good education, healthcare, and even the basic needs. In fact the possibility of having savings starts with that simple thing.

    Hindi yung living by your monthly salary.

    Lets sample Education. Education does not mean you have to be in Ateneo and La Salle, which are indeed price for the rich. Nor being a graduate of Ateneo or La Salle will mean you will end up being rich.

    You study hard and chance is you either will master your choosen field or if given the chance, you may even get to be sponsored for further masteral degree.

    Marami sa ating mga leaders of their field did not graduate from Ateneo or DLSU. They graduated to lower tier Universities, or even provincial colleges.

    The rich and elite, contrary to what Piping Dilat insinuate also provide scholarship to the needy. Evan ko lang kung ilang scholar na napadala ng CPP/NPA sa Ateneo/DLSU but big corporations have sponsored deserving students.

    Sana yung mga Kommunista wag nilang isisi ang problem sa iba. You don’t improve yourself by blaming others. You improve yourself because you choose to and aim to correctly.

    There is no need for violence, contrary to those who want it.

    People just need to have a good education and a chance. And that is not exclusive to the rich nor to the metropolis anymore.

    The internet has brought this possibility of again everything being classless, even if your chat or fellow student is 1000% richer than you.

    Yes, you still need money to get online but that is now getting priced competitively as well.

    Again, violence is not the answer.

    Vietnam is indeed booming.

    Marami sa mga expats ng Vietnam galing sa Pinas.

    Sa Vietnam wala rin Insurgency or unnecessary rebellion. Their biggest headache are border skirmishes with neighbors.

    That’s one thing Vietnam is lucky.

    Dapat paghandaan na nang gobyerno yung susunod na generation ng DOMESTIC HELPERS for Vietnam.
