There is one report that gives me hope Manila’s landscape would improve after the destruction caused by Pedring.
A Facebook entry mentioned that many of those ugly, multi-colored lamps along Roxas Blvd have been destroyed.
That means, the city government would be allotting millions of pesos again to have Roxas Boulevard lighted. I hope former Tourism secretary Gemma Cruz, who advises Manila Mayor Alfredo Lim on historical and cultural matters, recommends a better- designed lamps that reflect the beauty and character of Manila.

The US Embassy which was flooded yesterday due to typhoon Pedring will remain closed today.
The photo taken by Keith Brown that went around Facebook showed the gates of the embassy with thigh-high waters.
The resort hotel, Sofitel, had to evacuate their guests because part of the seawall at the back of the hotel, collapsed and the Spiral restaurant, famous for its sumptuous buffets, was flooded.
Someone posted in Facebook a photo of an empty Mall of Asia, a rare sight.

The Department of Foreign Affairs-Office of Consular Affairs (DFA-OCA) said passport applicants scheduled to file their application for passport Sept. 27 (DFA suspended its consular operations yesterday due to bad weather) may come any day until October 7 (Friday) from 8 a.m. to 5 p.m.

Floods, like other natural disasters, are equalizers. It does not differentiate economic status. But of course, people of means have access to facilities that make coping easier.
Mayor Manila Alfredo Lim was heard on TV relating the instructions he has sent out to his men regarding the transfer of residents in flooded depressed to the evacuation centers.

It was a different disaster that struck Philippines Airlines. Although some airlines cancelled some flights due to Pedring, no PAL plane took off yesterday because the airline employees locked themselves in their offices and didn’t work. It was part of their continuing protest against the plan of PAL, which was approved by the Department of Labor and Employment, to outsource many of the airline services starting Oct. 1.
PAL President and chief operating officer Jaime Bautista said about a hundred flights were canceled affecting some 14,000 passengers booked for both domestic and international flights.
He said yesterday’s strike by members of the PAL Employees Association was illegal and “may be one of the worst” work disruptions since PALEA’s 1998 strike during the Estrada administration.
Bautista asked the strikers to vacate the PAL offices to they can get outsiders to man the airline’s operations. He said their lawyers will be filing administrative and criminal charges against the strikers.

A news report said two persons were hurt when a billboard at the corner of Buendia and Osmena Highway fell on a Toyota Corolla as typhoon Pedring was battering Metro Manila.The passengers sustained minor injuries, according to the Makati Rescue team. The billboard also fell on a Pajero and a passenger bus although no one was reported hurt in these vehicles, the report said.
We never learn our lesson about the danger of those billboards which does not in any way improve the lives of the people in general.

Sen. Loren Legarda, chair of the Senate Committee on Climate Change, renewed her call to be always Alert and ready in this typhoon season. “Tropical storms are not new to us. We have been experiencing these natural hazards for as long as anyone can remember. By now, every government agency and every citizen of this country should know what to do when we are expecting typhoons,” she said.
To reduce the adverse effects of typhoons, concerned agencies both from the national and local governments should release frequently updated advisories and ensure that areas expected to be affected are prepared–activate all forms of early warning systems, set up evacuation centers, evacuate families living in landslide-prone and flood-prone areas, and ensure that all canals and drainage systems are cleaned up, she added.
“Tropical storm Pedring entered the country two years after three successive tropical cyclones—Ondoy, Pepeng and Santi—inflicted damages to the nation, as if examining if we have sincerely learned our painful lessons from these disasters. That is why we must ensure that our disaster preparedness measures are always in place and our communities know what to do when natural hazards strike,” she said.
Well and Good Senator Legarda, but what about doing something about the devastating after effects of the typhoon that are also not new? Like for example improving the Storm drainage to make it handle the downpour that obvioiusly the current ones can not? There would not be that much flooding if the water has somewhere to go…Better still harnessing those water for sunny days…a good portion of it…Also try building stronger, much stronger infrastuctor to withstand the expected force of those Tropical Storms that enter the country and while you are still at it…also enough Evacuation Centres and means to Transports the Citizens to them…and in emergency let the Citizens be Aware that there is such thing as Mandatory evacuation…
It is really sad that these experiences are repeated over and over each each year and each time we have these devastating typhoons. And we have scores of them each year.
Increasingly the destruction is hitting Metro Manila like clockwork. MM is no longer a safe, livable place. Too many people. Too many structures. All contributing to the congestion and deteriorating quality of life in this metropolis.
It is time to decongest MM. Time to move out and go to the provinces. Time to encourage and give incentives to business to move out to where the air and environment is fresh and green and not yet congested. Time to set up more and more businesses there. Thus encouraging people to stay in their provinces and out of MM.
There’s just too much budgetary funds for infrastructure being spent for MM. And it won’t solve the congestion problem. Nature and greed of people have conspired to make MM no longer habitable for humans.
National and local government should give incentives to businesses and schools to move to the provinces and develop new growth centers. There’s a lot of land out there. Why insist on Metro Manila? It just isn’t logical.
In calamities like this, we always say we have to and must learn our lessons which we do. But just like in school as we climb to a higher level, we forget what we’ve learned when we were still at a lower one. Need to review but never mind.
We Filipinos are famous among ourselves on the “bahala na” and “saka na” lang traits thinking only of solutions when what is expected is already inside our fence and when caught flatfooted, would train our sights to others for blame. We always tend to forget that we are also contributing to the causes of any disaster. We do not put things in order and proper places. We are used to imitating what others are doing although we know it will destroy the environment that in the end we all suffer from its repercussion.
Let us all admit, there is no more safe place in the Philippines during typhoon season because of our people’s disregard of own and other’s welfare.
What we get is what we see.
Just to my curiousity and wildest thought, I have analyze and observed the more debates and discussions on abortion, especially making it legalize, the more greater calamaties are coming, not only in the Philippines, its all over the globe or worldwide. Aborting the chance of life to unborn babies, are more horrible kind or type of murdering. People are asking too much already to the point of killing or stoping of life ( for economy or money reason ), in which our GOD is the only one who has the right to life.I think discernment is much needed, especially the sign of the time is getting clearer and closer everyday. We or mankind lives not in immortality, weak and subjected to death, yet the attitudes and behaves better than, and violates the laws of nature. The values of life lost in the process of abortion is greater than the lost of lives in calamities, by the millions all over the world….My penny worth of thoughts.

During the typhoon, the City of Manila was one of the hardest hit. Many were wondering where the mayor is, that he was nowhere to be found. In an interview with media after the storm has passed. The good mayor of Manila was quoted as saying that he was at the Emerald Restaurant monitoring the flooding caused by the typhoon while having dimsum. It was later learned that the restaurant was the favorite monitoring center of the mayor whenever there is a crisis in the city. 😛
Surely as the sun will shine up after the departure of Pedring, ideas and solutions to these perennial problems will come up from the usual sources and will once again show their serious (kuno) concern to the victims especially the poor people who are most vulnerable. The aftereffects to the country are much more devastating than what caused it; displaced people, the economy, prices of everything going up, etc.
Year in and year out, that’s the anticipated problems that befall the country, yet nobody was able to address it, to come up with a solution to just even minimize it. During sunny days, government officials totally forgot what’s coming during the rainy, typhoon, and stormy seasons. When these visitors start to flex their muscles, and mercilessly pound the country into submission, it’s a rude awakening again for them and a clue to engage in talks about the problem again but with no actual solution at all.
Personally, looking at the metro structure, the government’s focus and contented in just moving people out of harms way instead of focusing in prevention and the indiscipline of people, I can’t imagine any solution to eliminate and make it a floodless metropolis which is really a mission impossible.
It’s a problem where it can not be totally solved but can be minimized if only given the right focus and attention, but due to lack of concern from those supposed to be concerned, let’s just put it to rest as a hopeless case.
Until then, till the next visitor comes in and talk about it again. It’s a cycle that never ends.

Dito sa kinalalagyan ko sa Jeddah, Saudi Arabia kung saan dumanas ng dalawang matinding pagbaha ay kasalukuyang ginagawa naming ang dalawang flood control measures project bilang paghahanda upang maiwasan ang katulad na pangyayaring sumira sa mga ariarian ng maraming mamamayan at katulad kong contract workers nitong nakaraang magkasunod na taon. Dalawa lamang ito sa 14 flood control projects na kasalukuyang isinasagawa na matatapos bago magsara ang kasalukuyang taon.
Ganito sana ang ginagawa ng ating gobyerno. Alam naman nating lahat sila ay magagaling kaya nga sila nariyan sa senado at kongreso, eh. Subalit dapat nilang patunayan ang galling nilang ‘yan para sa kapakinabangan ng buong sambayanan. Alalahanin nilang ang pork barrel na kanilang tinatanggap ay hindi para sa kanilang bulsa kundi para gugulin sa mga projects na sabi nila’y pakikinabangan ng taong bayan.

Nakakabilib ang hari ngayon ng Saudi Arabia na si King Abdullah sapagkat bago pa man lumala ang unrest dito sa kaharian ay inunahan na niya ng pagpapatupad ng mga projects na pakikinabangan ng kanyang mga nasasakupan at maging kaming mga dayuhang manggagawa. Gayundin, upang hindi na maulit pa ang masaklap na bunga ng matinding magkasunod na pagbaha ay in-implement na niya sa panahong hindi magmamadali at magkukumahog upang huwag magahol sa oras ang pagsasaayos at pagpapalawak ng flood control network sa buong Jeddah at maging sa ibang bahagi ng Saudi Arabia.
Ito ang tunay na proactive na lider. Alam niya kung paano pahupain ang apoy ng pag-aalsa at kawalang kasiyahan ng kanyang mga nasasakupan bago pa man ito magsimulang mag-alab.
Ang pinakahuling napakagandang development sa kanyang pamamahala ay ang pagbibigay ng pagkakataon upang ang kababaihan makilahok sa pulitika at makibahagi sa decision making.

Isa’t kalahating walang hiya talaga ang mga taga DPWH, at halatang dinoktor lang yung picture at kunware bumibisita at nag inspeksyon ng sinalantang lugar sa baywalk sa Roxas Blvd.
Kung sino mang hunghang ang gumawa nun ay dapat sibakin.
Ang aking pakiwari ay nakita nya yung 3 (katulad ng nasa picture) opisyal ng intsik ang kaparehong-kapareho ang ginawa. Kung talagang bumisita sila at nag-isnpeksyon, bakita kelangan dayain ang picture.
Sa katotohanan, yung kuha nilang 3, kung inyong titigan at susuriin ang picture e makikita ninyo sa background nilang 3 na sila (naka dyaket na pula at itim na may suot na hardcap na mga puti) na naglalakad.
Ang katanungan e bakit kelangan pa nilang mandaya, kung sila naman ay nandun.

Okey na yung ibinaba nila yung wave deflector kasi nga sikat ang Manila Bay sa sunset nito. Kung mataas yung bakod, kailangan mo pang bumaba ng kotse para lumapit at masilip yung paglubog.
Isa pa, habang mataas ang seawall, walang makakakita na puno na pala ng mga kubo ng iskwater at lumulutang na basura sa kabila nito. Ganyan noong 80s nung dumagsa ang mga informal settlers sa reclamation area. Binakuran at nilagyan ng guwardiya yung lugar na yon (na MOA ngayon) para wag na madagdagan yung mga nakatira doon. Nabalitaan kasi nilang ipapagawa sila ng bahay ni Meyor Cuneta sa Dasmariñas, Cavite para irelocate. Yung mga di na makapasok, nagtayo ng mga barung-barong dikit sa seawall sa Baclaran, yung makalampas ng Manila Yacht Club, at hanggang sa Port Area na. Hindi mo makikita yung mga nagsulputang parang kabute dahil tago nga.
Yan kasi ang sakit ng gobyerno sa Pinas – imbes solusyunan yung kahirapan, tinatakpan upang mai-deny. Tignan ninyo yung tapat ng NAIA, yung mga tulay na may mga iskwater sa ilalim, mga estero – pinagtatapalan ng malaking billboards!
Ganyan din yang seawall. Kung hindi binabaan yan, walang gaanong makakaalam na tambakan na pala yan ng kubo at basura. Naobliga pa silang regular na linisin dahil maraming bumibisita sa mga restawran at music bars nung panahon ni Atienza. Literally, nabuhay ni Atienza ang Maynila. Yung Dewey at least.
Pinalayas naman nitong administrasyon ni Lim kaya ang Roxas Blvd. ngayon ay balik sa mga holdaper, rugby boys, kariton families at mga juveniles na pokpok.

Pinagtatalunan nga namin kung gumanda ba o hindi nung nawala yung mga inuman at kainan sa Baywalk. Hinamon ko silang pumunta ngayon dun sa lugar na yun na gabi. Walang gustong pumunta sa takot na maholdap.
Dati, bukod sa gwardiya ng mga restawran, maya-maya ang patrolya ng pulis, may kasama pang K9 kaya safe ka. Wala kang nabalitaang ninakawang kotse kahit side mirror lang habang apaw ang parking hanggang Roxas Blvd. mismo. Ngayon pumarada ka doon baka mahulidap ka lang at mataniman ng shabu o makotongan sa kung anong kasalanan.
Bukod sa CR ng mga restawran, meron pang portalets hanggang sa service road at doon sa paligid ng Malate park. Bumalik ka ngayon doon, ang panghi! sigudadog di ka bakakaiga. [siguradong hindi ka makakahinga-pisil ang ilong].
Dati, amoy barbecue sa Baywalk, ngayon amoy kubetang walang tubig-pambuhos.

The release of water from the dams should also be studied very well to avoid destroying all our crops and devastating the lives and homes of those close to the dams.
If you inspect those closely, you would conclude that those have been stolen. Those big bolts that anchored them to the pedestals were not touched because they were welded at the base. It’s the lampposts with the multi-colored balls that were removed. You can see from pictures that even the orange electrical pipes that used to be buried under the concrete were either exposed forcefully or pulled out to get access to the copper wires that were stolen also.
Copper wire scrap can fetch up to P200 per kilo in the junk shops.
psb, I was watching the news about the release of dam water and majority of barangays in Calumpit are under floodwater, some neck-deep. They survived the storm three days ago now they are starting to suffer the flood. God Dam (oops)! Why didn’t they do it gradually? They had 3 f’in days to do it!
In a matter of days, the effects will also be felt in the Metro. I can imagine the profiteering of viajeros of pork, poultry, vegetables and rice will be using this as an excuse to jack up prices. Pathetic.

Ayaw pang aminin ng mga ipokrito at ang alibi e dala daw ng bagyo…naku naman po…naexperience na natin na kahit magsiyam ang ulan araw at gabi di naman nangyari ito except kung talagang grabe ang bagyo…itong Pedring e hangin lamang ang dala at may kasamang ulan di naman ito kalakasan unlike kung talagang isang damakmak ng tubig ang dala ng bagyo…hangin po ang dala ni Pedring.
Look, Sept. 26 and 27 lamang ito at kung mayroon tayong Datos e di naman ito nag stay in one place kundi dumaan lamang sa bawat lugar na apektado.

@46 – Naiinindihan ko ang iyong kaasaran sa mga paliwanag ng mga opisyales ukol sa kasalukuyan at sa mga nararanasan ng ating mga kababayan. Hanggang ngayon ay hindi pa rin natutuo ang mga opisyales na mga yan sa mga sakuna na nangyari nung panahon ni Ondoy at ngayon ni Pedring.
Ilang Ondoy at Pedring ba ang dapat na dumating sa ating bansa para matuto ang mga opisyales na mga yan?
Ang isa pang hindi ko maintindihan ay ang pagsasawalang kasalanan nitong si sec singson sa tatlong opisyal ng DPWH sa anomalya ng litrato na nakita silang lumulutang? wala daw alam ang tatlong hunghang na lumulutang ang picture sa may roxas blvd. Ang pagkakaintindi ko, sa sistema ng pagpapatakbo sa bulok na byurokrasya ng pamahalaan, lahat ng mga picture na dapat ilagay sa mga dyaryo at iba pang pag lalathala ay may basbas ng mga nakakataas. Hindi rin ba naisip nitong si singson na yung kuha ng photographer ay may basbas ng kung sino man nakakataas sa DPWH na duktorin at ilathala ito….. Ang isang mababang empleyado ng pamahalaan ay hindi gagawa ng basta basta na lang kung walang pahintulot ang mga nasa itaas. Huwag mo nang pagtakpan sila, at kung kelangan na isama sila sa iimbestigahan, dapat silang isama.
