The Senate Blue Ribbon Committee said putting Arroyo on the immigration watch list would be pointless since he has already left the country.
This was in response to reports that the Department of Justice is drafting an order to place Arroyo under the immigration watch list.
“I instructed Chief [Justice Ricardo] Paras first to confirm officially if there is really a request from the Senate because it was reported in the media na there’s a request from certain senators to put him on watch list. So once that is verified, then I am inclined to issue a WLO (watch list order),” Justice Secretary Leila de Lima said.
Arroyo is undergoing medical treatment and examination in Hong Kong after last Friday’s cervical spine surgery on his wife, former President Gloria Macapagal-Arroyo.
Arroyo’s lawyer Innocencio Ferrer Jr. maintained Arroyo will return to the country as soon as possible to face the charges against him.
“Mr. Arroyo’s check up in Hong Kong will be completed by tomorrow, August 4, 2011. As soon as medical clearance is given, he will return to the Philippines to address the malicious issues raised against him. We assure the public that Mr. Arroyo ready to answer the false and baseless allegations hurled against him by people who want him dragged in the controversy they themselves created,“ Ferrer said in a statement.
Senate Blue Ribbon Committee chairman Teofisto Guingona III earlier said Arroyo will be summoned to explain his involvement in alleged anomalous Philippine National Police (PNP) purchase of pre-owned choppers in 2009.
Arroyo was tagged by Lion Air President Archibald Po as the owner of the 2 second-hand helicopters that were sold as brand new to the PNP.
Documents given to media showed Mike Arroyo paid a deposit of $95,000 each for the five units on Dec. 11,2003 for a total of $475,000 or $95,000 each. The net balance of $948,025 was paid from March 2 to March 9, 2004. A total of P1,423,025 was paid to Lionair for the five helicopters. Arroyo sold two of the used choppers as brand-new to the PNP at $350,000 each in 2009.
Po, owner of Lionair Inc. which is the exclusive distributor of Robinson helicopters, said he personally delivered to Arroyo $700,000 in payment for the two used choppers.
Po said the sale of the two choppers to the PNP was “negotiated” because Arroyo had already given instructions to the national police.
“Malaki ang tubo.Ibebenta ngayon ng $350,000 after about 500 flying hours. Kaya sabi ni Archi Po ay ‘Sir, mukhang masyado pong mahal iyan’ ang sabi ni Mike iyan ang presyo ko e wala ka ng pakialam doon,’” Drilon said.
Drilon said Arroyo also cheated the government in the importation of five Robinson R44 Raven 1 choppers from California-based Robinson Helicopter Co. by having these enter tax- and duty-free through the Clark Export Processing Zone.
“Ang nag-remit (ng pera) ang Lionair, dahil sila ang exclusive agent dito. Ni-remit sa Robinson na siyang gumagawa ng helicopter. Ngayon, ang sabi ni Mike, ‘siguro ang mabuti ilagay natin sa pangalan ng Asian Spirit’ dahil ang Asian Spirit na pag-aari din ni Archibald Po ay registered locator sa Clark Export Processing Zone at mayroong tax and duty free privileges. Kaya doon inilagay para hindi magbayad ng customs duties at value-added tax kahit alam nila na hindi lang naman gagamitin doon sa Clark Airbase. Pati doon ay dinaya pa ang gobyerno,” Drilon said.
The helicopters, one of which crashed in 2006, were extensively used by the Arroyos during the 2004 elections and after.

Ang sabi noong April 16, 2010, dineliver ng Maptra kay Archi Po ang P31.5 million at ito ay pinalitan ni Archi Po sa dolyar na $700,000 at ang sabi niya ‘I then delivered and turned over the full payment of Maptra to FG,’” Drilon added.
Sen. Panfilo Lacson, who blew the whistle last month on the chopper deal, said that although there is no paper trail on the purchase of the choppers by Arroyo and their sale to the PNP, other documentary evidence would prove that Arroyo really owned the helicopters.
“Iyong sinasabing walang documentary evidence di totoo iyan. Maraming documentary evidence. Number one, si (Supt. Claudio) Gaspar may special order from the PNP written, detailing him with the Office of the President para ilipad ang First Family,” Lacson said, adding that the bill for the maintenance of the choppers at the Clark hangar were delivered by Po to the Arroyos.
“Maliwanag at malakas ang ebidensya to link him sa ownership pero kung may hand siya sa sale that’s another matter. But the fact remains he used to own the ‘copters,” he said.
He said that if Mr. Arroyo would not deny the ownership of the helicopters, he would have to explain why these were not included in Mrs. Arroyo’s statement of assets, liabilities and net worth.
“Kung maghinayang siya sa dalawa (which have not been sold yet and still at the Clark hangar), baka aminin niya rin kanya iyan.
“He’s now in a dilemma. Aaminin ko ba para di masayang ang dalawang copter pero makakasuhan ng perjury sa SALN? He will have to weigh his options,” Lacson said.
