Following the coming out of Police Senior Superintendent Rafael Santiago of his primary role in the switching of genuine 2004 election returns stored at the Batasan Pambansa with manufactured ERs, Sen. Francis “Kiko” Pangilinan called on the Commission on Elections and the Department of Justice to ferret out the truth no matter who gets hurt.
Pangilinan, who earned the pejorative tag “Mr. Noted” for dismissing protestations of the Minority in the canvassing every time questionable returns would be canvassed with “Noted,” is on the defensive because many accuse him of being instrumental in allowing Arroyo to get away with her electoral cheating.
“Walang sinuman ang dapat santuhin dito. In a democratic process, it is through an election that the citizens are given a voice in governance. To make a mockery of this process is to make a mockery of democracy. The public deserve no less than the whole truth,” Pangilinan said.
Sen. Tito Sotto, who was the campaign manager of Fernando Poe Jr, Arroyo’s closest rival in the 2004 elections, wished that was the attitude of Pangilinan during the canvassing of votes for the presidential and vice-presidential race.
Sotto couldn’t help being caustic: “Ngayon sila dada ng dada. Eh nung 2004, puro sila ‘noted’.”
“They’re too late the hero. I hate to say this, but I told you so,” said Sotto who is related to Pangilinan by marriage. Pangilinan’s wife, movie actress Sharon Cuneta is the niece of Helen Gamboa, Sotto’s wife.
Sotto, together with other members of the opposition including Senators Aquilino Pimentel ,Jr, Serge Osmeña III, Tessie Oreta and then Rep. Francis “Chiz” Escudero then persistently asked Pangilinan and the Rep. Raul Gonzales (who later was named justice secretary) who headed the canvassing to open the ERs so they could prove their claims of rampant tampering of election results.
Sotto said, “I was asking for the opening of just one, just one, just one measly election return.”
Pangilinan merely dismissed their motions with “Noted” prompting Oreta to ask for clarification what “Noted” meant to which Pangilinan curtly replied “Noted.”
Pangilinan’s justification for his ‘Noted” then was: “”Our role in the canvassing committee in 2004 mandated us to decide on the basis of the evidence available, the rules and the law. All the evidence now surfacing seven years later was not available then. In 2004 we did not know about ‘Hello Garci’.”
As to the request of Sotto to open just one ER, Pangilinan said his uncle-in-law is “being less than honest.”
“The truth on record is that they questioned 144 of the 177 COCs, or eighty percent of the ERS for a total of some 25 million votes. The general rule is that the canvassing board under our Constitution can not be the venue to raise the issue of electoral fraud, but Sotto and the others wanted to transform the canvassing board into the electoral tribunal and when the issue of going to the ERs is raised by way of a motion 144 times, what is there left for one to do but have the matter noted,” he said.
Pangilinan shot back at Sotto: “Dapat sagutin niya ang tanong, ‘Ano ang nangyari sa kanyang paninindigan sa laban sa pandaraya ni GMA dahil bumaligtad siya at sumirko papunta kay GMA noong 2007 niyang akusahan ito ng pandaraya noong 2004. I, on the other hand, out of principle, refused to accept both the administration and opposition offers to be part of their tickets, and instead ran as an independent in 2007 and won.”
“Kung sa kanyang palagay at ‘di katanggap-tanggap ang mga kilos natin noon, eh mas lalo namang ‘di kapani-paniwala ang pagbabaligtad niya noong 2007. Wala siyang karapatang pumuna. Ayon nga sa kasabihan, tingnan muna niya ang uling at putik sa mukha niya,” Pangilinan added.

Pangilinan was in the know. That was when Senator Nene Pimentel tried desperately to filubuster but he was alone in a cacophony of these pro-Gloria shitheads, especially Pangilian who kept on saying “Noted!” all the time.
Those who were with Pangilinan in the Senate who didn’t do anything to compel that horrid senator to show even an example of returns are all complicit in violating their mandate. If they have any decency left in their bones, they should resign, hang themselves or better still commit sepuku. Perhaps, that ultimate sacrifice will entitle them to forgiveness.
Tito Sotto was the first victim of Gloria’s political bulldozer. Remember, he was Vice Presidential candidate of the newly-formed KAMPI running alongside Putot. Sotto was considered a shoo-in vs. Angara, Orbos, Serge Osmeña, Tatad that early, owing to his showbiz popularity. Gloria is aware of that.
Realizing it was impossible to win vs Erap, Putot settled for a VP candidacy vice JDV. But, she could not win against Sotto, too, so she trapped him into KAMPI, grabbed his spot, and left him hanging to dry. Sotto is now without party, no runningmate. Shrewd indeed!
Sotto must have felt like a jilted lover. Gloria has just demolished his VP dreams. That could have been Putot’s Original Sin, Gloria stole his post.

Sen. Juan Miguel Zubiri, who announced his resignation on Wednesday, said he is planning to seek re-election in 2013.
