Ang mas nakakabahala sa akin kaysa yung pambubugbug ni Mayor Sara Duterte sa sheriff na magde-deliver sana ng demolition order sa mga bahay ng mga squatters sa barangay Agdao sa Davao City ay ang mga pumapalakpak sa ginawa niya.

Nasaan na ang ating respeto sa batas?

Siyempre ang mga kakampi ni Duterte, pinagtatanggol ang kanilang butangerang mayor. Maraming nagawang mabuti raw sa Davao.

Hindi naman isyu ang kanyang mabuting ginawa sa Davao. Dapat lang, mayor ka dapat gumawa ng mabuti para sa bayan mo. Ang pinag-usapan dito ay ang pananakit niya kay Sheriff Abe Andres.


Bilang mayor, siya dapat ang magpapatupad ng batas. Hindi siya ang maglabag. Kung may hindi tama ang ginawa ang isang tao, meron yan paraan para ituwid sa sibilisadong paraan. Nag-aral pa siya ng abogasya, style goons lang naman pala ang kayang pai-iralin.

Nagalit daw siya dahil hindi siya pinakinggan ng sheriff na maghintay ng dalawang oras bago ibigay ang demolition order. Mainit na raw kasi ang sitwasyun doon sa squatter area. Kaya sinuntuk niya si Andres. Tumulong pa ang kanyang mga bodyguard.

Bibilib sana ako kay Duterte kung ang kanyang binugbug ay isang abusadong makapangyarihan na tao.Yung mga katulad ni Andal Ampatuan ba. Hindi itong walang kalaban-laban na sheriff. Bakit hindi niya puntahan at bugbugin ang mga nanununog ng bus sa kanila.

Iba-iba ang reaksyun. Si Juggernaut, palakpak kay Mayor Sara. Sabi niya,” Aasenso ang Pilipinas kung lahat ng mayor parehas kina Duterte.”

Sabi naman ni Dinah-pinoy,kung magaling siyang mayor,“Bakit kailangan pang dumating sa demolition ang sitwasyon? Hindi kaya grand standing lang ito?”

Aba maraming boto ang squatter areas, ha.

Dagdag pa ni Dinah-pinoy: “Kahit ano pang palusot, ang isang tao, lalo na ang may katungkulan ay walang karapatang manakit ng kapwa.”

Sabi ni Martin Sampanga, parehong may mali. Dapat daw pinagbiyan ng sheriff si Mayor Duterte nahindi muna itutuloy and demolisyun. “Ano ba naman ang dalawang oras na hinihingi? Pero tama din ba na gawin mo ang pambubugbug sa sa harap ng marami mong kababayan sa taong ginagawa lang naman ang kanyang tungkulin? Mali si Mayor at mali naman din ang sheriff.”

Sabi ni IpaglabanMo, ang mga pumapalakpak kay Duterte ay para na ring nagbibigay ng bala para sa pang-aabuso ng mga hinalal na opisyal. “Remember the government official na dala ang mga bodyguards na lumusob sa isang radio station upang sapakin ang radio commentator?”

Dagdag pa niya: “Kung gusto nila manakit ng tao, dapat walang bodyguards at baril, mano-mano lang ang laban dapat.”

Siyempre sa mga ganitong pangyayari, lumalabas ang sense of humor ng mga Pinoy. Ang sabi ng iba, naagaw na ni Duterte ang titulong, “Pambansang kamao “ kay Manny Pacquiao.

Sabi nga ng isang post sa Facebook: “Abangan ko na lang yung Duterte vs Mayweather. Baka yun pa ang matuloy.”

His father, who was the Mayor before her, and presently the Vice Mayor, will again run for Mayor. And again, Sara, notwithstanding the punching incident, is a shoo-in as Vice Mayor.

    hawak na ng mga duterte ang lugar. ang mayor ay duterte. ang vice mayor ay dating napakatagal na mayor na AMA ng mayor. ang kapatid na duterte ay konsehal. kung ikaw ang mayor at alam mo na kailangan ka sa demolition, pinapunta mo sana ang iyong vice mayor na iyong mahal na AMA. pinasama mo na rin sana ang kapatid mo na konsehal. o di naman kaya ang vice mayor mong AMA na dating mayor ang pumunta sa binahaan at ikaw ang pumunta SA DEMOLITION. Napaka-simple.

    Katatapos lamang ng kalunos-lunos na sinapit ng kanyang mga kababayan sa nagdaang bagyo at baha partikular ang mga patay gutom sa baybayin. Abala siya sa pamimigay ng relief goods, heto na naman may bagong bagyo “demolition team” kambal pahirap na naman sa mga patay gutom.

    Ang demolisyon na ginawa o pinlano ng maaga sa ganitong panahon, seemed inappropriate if not callous. Sinikap niyang ipatigil pansamatala kahit sa maiksing panahon subalit di nagtagumpay.

    Ito ay isang napakhirap na situwasyon sa isang lipunan na ang mga lider ay halos katambal ng kurakutan, this time gusto kong isipin na si Sarah ay isang may pusong lider para sa masa.

In this instance Sara came in, of course, she has to come in strong, stronger than the warring factions to stop them, offering a third option – “stop and listen to the leader.” So nakita nyo naman walang namatay? Tingin nyo kung may naglakas lang ng loob dati sa mga violent conflicts with police and dissidents may Mendiola massacre etc, etc, kaya? Bakit mas magagaling ba mga taga Manila maghandle ng ganitong sitwasyon? Nakakapanghinayang na masyado, konti na lang ang mga totoong “pro poor” leaders natin. Tanungin nyo na lang ang mga taga Davao sige at tingnan natin kung sinong mga sobrang nagmamagaling na mapahiya.

Namagitan at nagsalita sumunod ang masa ibinaba ang tirador at pantusok subalit sa kasamaang palad tuloy ang tampalasang demolisyon at sa patayan ay mahahantong.

    Sa ganang akin Sara’s behavior is not a display of arrogance, bagkus ang layunin ay kapayapaan at kaligtasan. Sino ba ang may ari ng lupa? Ang mayaman busog na negosyante o ang masang araw at gabilupa ang kapiling.

    A writ of execution only orders the sheriff to execute the judgment. There is no hour fixed. A wait of a few hours, therefore, can easily be granted. The payment of “troops” will not be a problem either, because it is not adjourned to another day, so no extra pay for the muscle to kick out the occupants.

    But, the news states the occupants, settlers, squatters, whatever you call them, were taking the case to Cagayan de Oro. I presume that is the Court of Appeals, to try to obtain a TRO.

    Now you see why there was the urgency. If the demolition had taken place, then the TRO would be rendered moot; that is, because the original has to be served on the Court or the officer being restrained. I know, because, once, I had to go to Iligan to serve a Court of Appeals TRO on the RTC. The sheriff was already at the PNB to get the money of my client. I took the first flight to CDO, and was driven to Iligan. Photo-finish ang nangyari.

    In any case, the RTC judge, here, has held the demolition for another ten days. Why? Maybe because he wants to give the CA the opportunity to determine whether or not to grant a TRO. Yan ang respect for the law, wait for the higher authority to rule.

    When deadlines, or strict adherence to the rules are being invoked, despite reasonable request from the other party, for a mere postponement, not a total stop, I tend to suspect. Ganyan ang reasoning ng Supreme Court of the United States, in the case of Bush v Gore; may deadline daw ang Congress. Heck, nauna pa yan sa voice of the people of Florida? Gore could have lost anyway, but the system would have been upheld.

    Ganyan din ang Davide impeachment, which stuck to formal requirements – one filed impeachment only; that was later invoked by that Glue.

    I think it was a calculated move. There was, already violence, according to reports, and one of the Davao policemen was hurt. If it escalated, it would have resulted in a few dead, a lot hurt.

    Knowing that the people were watching, the Mayor threw those punches, which the people saw. Their aggression, therefore, was displaced into the hands of the Mayor, hitting the sheriff. Tension diffused, violence averted, as stated in the earlier thread.

    Grandstanding ba? Yes, for a purpose – not for the ego, but to produce the effect we saw, cessation of the riot. If she truly wanted to hurt the sheriff, she would have ordered the bodyguards to do the roughing up.

    May precedent ba? Yes. Sa bahay, para hindi magpang-abot ang mag-asawa or magkapatid, nagbabasag ng plato. In an unruly demonstration that is starting to get violent (smashing store windows, etc.), the police send the guys with the truncheons to hit a few people, produce some contusions, to sow fear in the demonstrators, to disperse them. That averts greater violence. In the case of nations, you have war games – displays by the China and US of their new men’s toys (warships, etc.).

    Kulang lang daw sa do, sabi ni Sigmund Freud. Notice how the war freaks are the guys with sexual problems? Napoleon, Hitler, Stalin.

    Lahat yan galing sa ating evolutionary roots. Apes also do that – a lot of chest-thumping, etc. to avert an actual fight (Desmond Morris, the Naked Ape, 1967. Basahin niyo. It is one of the best intellectual pulutans I have read, re-read and re-read.).

    Between truncheon wielding police to disperse a riot, and Sara Duterte’s jabs at the sheriff, I would go for the latter.

    Obviously, power has gone to their heads. “Di marunong mahiya ang mag-amang ito. Wala na bang ibang magaling na Davaoeno? Mga Duterte lang ba ang may karapatang mamuno sa Davao? They are arrogant and lacks delicadeza. For those who supports what this butangera did should take a long look of their values. Have we forgotten what is right or wrong?

    We all have rights. The poor and the rich alike. The problem with politicians is that they use the poor for their political ambitions. My advice to Sarah, if you can’t take the heat, get out of the kitchen. Eh, ‘di mo naman pala kayayng mag-mayor. Career shift ka na lang. You can fight Julaton or Leila Ali.

    mam, hinay2 lng sa isinulat nyo… di ka kasi tga-davao kaya kahit ano sinasabi nyo, bkit kung may namatay sa demolition or even worst things happened whose to blame govt. din dba.. the sheriff had a choice nman, sa kanya naman ang buong araw wlang mawawala sa 2 hours.. bkit hindi nyo nman pinuna ang violence na nangyari before the punching happened..mas worst un eh..may na pana, may natamaan sa ulo di sana un umabot sa ganun if he only waited for 2 hours.. as what V. Mayor said, decision na nga un ng korte pro kung mgkakagulo, may masasaktan it’s still the mayor’s responsibility sa nasasakupan nya..

    To the blogger/columnist, thank you for sharing your thoughts of the incident on this article. Let me start off by sharing my thoughts about your work. Other than its poorly written, i think its a shame that you are part of the contributory network of two national news papers. If this is your way of delivering personal thoughts on print media, i think you only deserve the first two letters of the word “JOurnalist”, and you’ve rightfully earned to replace the rest with “KE”. Hence, you’re a joke. This is not responsible journalism. I see you have been throwing sharp barbs for the way the mayor handled the situation, your style of writing proves you are no different. If you are not convinced with what i have just said, try to go over your creation above and compare this with your previous writings which have been professionally delivered. You really must be a good writer to claim that you are an article contributor, but you have been over-ran by your emotions to write the way you did. Just like Mayor Sara who transformed from being tranquil to (quoting you) “Butangera” due to some reasons, i am certain you have your logic in writing “Palengkera” style.

    Now for the content. I agree that there could have been ways to avoid what had happened but i could not blame Sara for everything. It is common knowledge that there has been previous attempts to contact the Sheriff to delay the demolition by 2 hours to avoid bloodshed. Apparently, the Sheriff chose to proceed with the demolition and so, riot ensued. The demolition is not a matter of life or death, if the two hours have been granted, the scuffles (the riot and the punching incident) could have been avoided. This is a case where the Mayor and the Sheriff are at fault. In the end, both will have responsibilities over what happened, Mayor Sara for her actions, and the Sheriff who will be morally accountable (cant be legally) for the riot in which a number of people were left bloodied (way more than the effect of a punch).

    Wala namang problema sa request ni mayor na-idelay ang demolisyon, na ang pakay niya ay para walang masaktan ay kahangahanga. Sangayon naman ako sa kanya sa puntong yuon. Ang problema lang ay nanuntok siya.

    In the 90s, nang nandiyan pa ako, ang lament ng mga Pañero ko, panalo ka na, pero mahirap makuha ang pera ng cliyente. Kailangan ng padulas, kundi, hindi uusad ang writ of execution mo. Kung mas mahaba ang pisi ng kalaban, puwede niyang patagalin ang writ of execution. Kung ikaw ang may datung, puwedeng agad-agad ang execution, tulad ng nasabi ko sa itaas.

    Many people, including CJ Andres Narvasa complained about sheriffs, and the corruption in their ranks. Rolex Suplico, had to produce some padulas to have a writ executed in QC.

    I am not saying that Andres is corrupt, but considering the population, a random sample would more likely produce a corrupt one, rather than a clean one. Para yang, kumuha ka ng random na tao sa Harlem, NY, pupusta ako itim yon; kahit mayroon ding puti doon, tulad ni Bill Clinton (his office is there).

    The inordinate need to execute makes it suspect, to me.

    The judge has stayed the demolition for ten days. That vindicates the request of Mayor Duterte for a stay of two hours.

    “Inday, don’t apologize,” Vice Mayor Rodrigo Duterte told his daughter, Mayor Sara Duterte, concerning last week’s televised incident where she repeatedly punched a court sheriff carrying out a demolition order at an illegal settlement here.

    The younger Duterte, who on Saturday announced that she would go on leave on July 7 to face the consequences of her actions, is under investigation by the Department of the Interior and Local Government. A lawyer, the official could also face disciplinary action by the Integrated Bar of the Philippines.

    But on a local TV program on Sunday, her father declared: “I’m proud of you and I congratulate you.”
    “Don’t worry about it, Inday,” he said. “I will let you run (for office) again so that you can do it again.”

    A six-term city mayor before his daughter took his place in 2010, Rodrigo had drawn both praise and criticism for his peace and order drive that supposedly led to a drop in
    Davao’s crime rate since the late 1990s.

    Time magazine dubbed him “The Punisher” in a 2002 article, while human rights groups, including Amnesty International, had assailed him for allegedly tolerating extrajudicial killings by the so-called Davao Death Squad.
    He denied any hand in the killings and blamed gang wars for the deaths, which included those of known drug trade players and other crime suspects.

    “If ever you’ll be dismissed, be proud of it because you were on the side of the poor,” Rodrigo said in a message to his daughter.

    “If you’ll be disbarred, you celebrate and be happy in the thought that you were protecting the rights of the people,” he said.

    On the program “Gikan sa Masa, Para sa Masa” (From the Masses, For the Masses), the vice mayor said he was speaking not as a father making excuses for his child but as a former mayor who had similar brushes with court officials.

    He maintained that demolition teams—like the one that descended on Agdao district on Friday—must cooperate with the local government to prevent any violence.

    The elder Duterte said the eviction order against the slum dwellers might be legal, but the implementing sheriff Abe Andres failed to make the proper coordination with the mayor.

    In front of news cameras, the 32-year-old mayor then threw four punches at Andres after he reportedly refused to heed her request for a two-hour stay of the demolition order so she could talk first to the settlers.

    ‘Nicaragdao’
    The urban poor group Kadamay claimed that 10 residents were wounded, including a 12-year-old girl, in the violence that broke out at the site before the mayor arrived.

    The shantytown is in Barangay Soliman, which also earned the chilling name “Nicaragdao” in the 1980s after urban hitmen from the communist New People’s Army purportedly turned it into their killing field. Later, the area became known as the heartland of the anticommunist militia group Alsa Masa.

    “Once you implement a court order at all costs, even at the expense of (other people’s) lives, then you are treading on dangerous ground, on illegal ground,” the vice mayor stressed. “If you insist on carrying out eviction orders without considering that people might get killed, that’s insane.”

    “If somebody got killed, what will happen? Is that still under the jurisdiction of the judge? No, that begins to be a concern of the local government,” he said.

    “How can it be a direct assault on the judiciary when the mayor was only preventing a massacre from happening?” he said.

    Vice Mayor Duterte also said the settlers had armed themselves with sharp objects to stop the demolition team, who in turn came with heavily armed escorts, including snipers.

    He also had words for members of the judiciary: “You judges and sheriffs, look at your education. All demolitions in this country always end up in violent confrontations.”
    “(The settlers’) only fault is that they are poor. You mean to say you use government resources to wage war on the poor?” he said. “Never mind the rich, they can always buy land.”

    Leadership and political will

    JUST when Davao City residents thought it has had enough excitement for the week, their city mayor lands on national television breaking news not just because of the floods that killed more than two dozen people and displaced thousands, but because she punched a court sheriff.

    Lines were drawn, immediately. The non-Dabawenyos saying how rude our mayor is, while the Davao people breaking out in loud cheers. This much was apparent in comments on social networking sites and the interview by Manila radio commentator Gani Oro over dzBB, where he provoked the mayor when after explaining everything that came before the punching, he accused the mayor of taking the law into her hands. The dial tone he got soon after was like the loud roar of approval by Dabawenyos.

    Definitely, we are not for politicians who seek extra-judicial remedies. But, we understand what the mayor wanted to prevent but which happened, all because one other bureaucrat who saw no wisdom in having the mayor’s presence while houses are being demolished.

    Earlier on, City Mayor Sara Z. Duterte had already made it clear that she cannot do anything about the demolition since it was a court order and that it had to be implemented. She’s a lawyer, and she knows that is how the law works. But all she was asking for was to be there. Thus, she was trying to ask for just two hours, just to take on the heat of a court-ordered demolition. The court sheriff didn’t see wisdom in that; he simply has to do his job and that is to serve the demolition order and have it implemented. As the mayor anticipated, a riot erupted before she arrived.

    And that is what is lost in a lot of bureaucrats: the understanding that most of the time, the people, especially the masses, would just want their leader to be there when the worst hits them. Their leader need not even have to cause a demolition order to be stopped, and their leader may even just watch on the sidelines with them while their houses are ripped to pieces. For them, that is enough. Mere presence of a respected person, sometimes, is enough because in that mere presence, they find some assurance that somebody in authority has seen their situation, and thus will be able to think up of some concrete actions.

    This was what was lost on President Benigno C. Aquino III when he arrived to visit the flood victims of Cotabato City more than two weeks after tens of thousands of evacuees have already been suffering from the floods. Thus, by the time he arrived, the people no longer saw in him the leader they believed in. No wonder both the Cotabato city mayor and the people did not have anything good to say about his visit. Apparently, still clueless about the nuances of leadership, Malacañang attacked the Cotabato city mayor instead and enumerated what has already been given – including the heavy equipment that was removing the water hyacinths from Rio Grande de Mindanao coursed through the Department of Public Works and Highways, and the sacks of rice coursed through the Department of Social Welfare and Development.

    Much like a father making up for his absence by delivering all that a child wants, when the child only needs his presence.

    There are nuances of leadership for a people to respect and follow their leaders, and most of the time, these are not about material things and sweet promises. Leaders after all, are looked up to for their vision, guidance, and reassuring presence.

    When Mayor Inday called for a two-hour hold so she can be there with the people, even after she said she can no longer do anything to stop the demolition, she demonstrated an understanding of this kind of leadership, and thus we can only applaud, but, let us make this very clear: not for the punches thrown but for the understanding.

    Now, on to the more demanding work of re-building better, the work that is waiting for us after the killer flashflood; let’s hope that the mayor has just as much guts, grit, and punch to undo all the wrongs that has been done before. And this includes development projects that bring more threat than good to the greater number of people in the future. The flashfloods that killed almost three dozens were caused by misguided actions of decades ago. This just proves that our actions today can become our children’s undoing tomorrow. We pray that the mayor is up and ready for this greater fight.

    Does this mean that in Davao City, is it now okay for the poor to occupy the land of the rich? That the rich should just go buy additional land if the squatters refuse to vacate their land?

    There was no need to go into these bleeding-heart orations at the expense of the rich or of real estate property owners.

    Sa isang banda, di mo masisi ang may ari ng lupa KUNG binayaran nga nya ang sheriff para mapabilis ang demolisyon. Naging biktima din ang isang kamaganak namain sa Lina Law na yan. Ang nagiisang lupa nila sa may QC na pinaghirapan nilang magasawa na nag OFW sa ibang bansa ay NINAKAWAN ng lupa ng mga squatters. Ang problema lang, wala silang pang bayad sa sheriff kaya andun pa din ang mga squatters.
    Lina Law is a STUPID law. Dapat ma repeal na yang batas na yan.

    Tongue, I agree. Those who think that only the citizens of Davao City have the right to judge their mayor’s action is indeed being absurd. Nowhere in the laws of this land does it say that this is so.

    Besides any citizen of this republic who pays taxes has actually contributed to the operations of every single city or municipality in the country. A portion of our individual taxes go into a common fund and is shared and distributed to all cities and municipalities in the country for roads, bridges, irrigation, schools, hospitals, etc . Davao City has received its share of these. It is therefore not an “island unto itself”.

    Besides if I recall this is still a free country. The press and the citizens can express their views on any subject or about anyone under the sun even if people don’t agree with such views.

    Judge Fuentes (investigating judge) found numerous irregularities in the implementation of the writ of replevin/order of seizure, to wit: (1) at the time of the implementation of the writ, Andres knew that the vehicles to be seized were not in the names of any of the parties to the case; (2) one vehicle was taken without the knowledge of its owner, a certain Junard Escudero; (3) Andres allowed Atty. Macadangdang to get a keymaster to duplicate the vehicles’ keys in order to take one motor vehicle; and (4) Andres admitted that prior to the implementation of the writ of seizure, he consulted Silver and Atty. Macadangdang regarding the implementation of the writ and was accompanied by the latter in the course of the implementation. Judge Fuentes observed that the motor vehicles were speedily seized without strictly observing fairness and regularity in its implementation.

    Judge Fuentes also observed that Andres appeared to be more or less accommodating to Silver and her counsel but hostile and uncooperative to the complainant.

    Walang time stamp ang writ of execution. Discretion na ng sheriff, kung anong oras, at anong araw. Ang order lang, sige sipain ang nakatira, at ibigay ang possession sa may-ari.

    Ang judge, nakakausap lang kung may session. Other than that, ordinaryong tao lang si judge. At makikinig lang si judge sa mga partido – hindi partido ang Mayor, so walang personality to file any motion. Kung mag-file man ang mga tao, kailangang kaharap ang abogado ng may-ari. Gaano kabilis yan? Certainly, hindi sa dalawang oras.

    Isa pa, kapag may writ of execution na ang judge, tapos na ang jurisdiction niya. Kaya nga sa CA sa Cagayan de Oro dumulog ang mga tao. Ang pagmamadali, sa aking pakiwari, ay para unahan kung saka-sakaling maglabas ng TRO ang CA. Kapag nasipa na ang mga tao, ang sasabihin ng abogado ng may-ari, moot na, nothing to restrain, dahil tapos na.

    Tulad ng sabi ni Lacson, totoong court eviction yon. Pero nung nagkagulo na, peace and order situation na yon, and it was converted into a police matter, under the jurisdiction of the Mayor.     Menos naman ang collateral damage ng pananapak ng babae sa isang lalaki. Tigil riot, walang nabukulan ng truncheon, walang pulis na inabot ng bato.

Can’t she just berrate or do anything to the man w/out punching or hurting him? As I mentioned in another post, her reasons may be noble and trully has the heart for the poor but her punching a helpless man while by her bodyguards is holding him???

  71. Bottomline, I know everyone will agree that it was wrong, if we justify this, every mayor will be punching people they don’t like also – which we don’t want to happen.
    I jsut hope that there will be mitigating circumstances or whatever that will help Sara get over this. Personally nanghihinayang lang ako, she is capable, she works hard, and her heart is in the right place. its not fair also to judge her or call her names jsut because of this incident.
    For a while people were concerned about Rody getting old, and his daughter was soft and does not have his strength to hold Davao together.

    Isa ako sa mga tiga hanga ni Duterte and I still want him/her to be the mayor of Davao. Like I said, minsan lang ako nakarating ng Davao and I’m really impressed with what they’ve done to the city. May plano nga kami ng family to visit the place next vacation namin. Ang akin lang eh, if you want to prevent violence, you don’t resort to becoming one yourself.

    The sheriff may be siga and notorious sa mga kalokohan but during that particular moment, he’s a helpless piece of sh*t. 😛 Kung si Mayweather nga siga and all, at may mga kaso ding hinaharap sa korte, hinahamon siya ni Pacman sa ring para patas ang laban. Hehehe 🙂

    All I could say is …the intention of Mayor Sara Duterte is noble but her action towards her constituent (the Sheriff) is unchristian. Let it be a lesson to all of us (public servant or not, rich or poor) that resorting to violent actions never constitute a good cause.

    Sara missed her opportunity to be the true channel of peace. She has to pay the price.

    Andres said he wants to finally put the issue to rest that is why he is not filing charges against the mayor.

    Questions raised about Davao sheriff

    MANILA, Philippines — Davao City Mayor Sara Duterte, who is now facing investigation for repeatedly punching a court sheriff over a demolition row, may be stripped off her position for abuse of authority.
    But the sheriff, Abe Andres, is likewise in trouble.

    Records obtained by the Manila Bulletin showed that Davao Judge Emmanuel C. Carpio, who had issued the demolition order earlier, also issued a stay order deferring the demolition of the shanties at Sitio Soliman, Agdao district, on the day Andres implemented the order

    In a Supreme Court (SC) decision dated June 18, 2008, Andres was suspended for one year and six months Equior violation of Republic Act (RA) 3019 for “failing to live up to the standards required of his position.

    It was learned that the number of instances that sheriff Abe Andres strayed from the regular course observed in the proper implementation of the orders of the court cannot be countenanced.

    Thus, taking into account the numerous times he was found negligent and careless of his duties coupled with his utter disregard of legal procedures, he cannot be considered guilty merely of simple negligence. His acts eventually constitute gross negligence.

    It was also learned that the case was filed by a certain Kenneth Hao, who complained of Andres seizing nine motor vehicles in an oppressive manner.

    Duterte said she is still in the fighting mood as she scored Judge Emmanuel Carpio of the city’s Regional Trial Court Branch 16 for not granting her request when she called him that day to ask for a two-hour suspension of the demolition operations.

    “He (Carpio) told me that he won’t call the sheriff. So, it’s okay,” Duterte said in a media interview aired through the government-run radio station Philippine Broadcasting Service (PBS).

    When told that what she did was a mockery of the justice system, Duterte blurted out that it was Carpio who mocked the whole system.

    Sara’s husband, lawyer Mans Carpio, also expressed support. “I support my wife 100 percent. This is one of the hazards of her profession,” he said.

    It was learned that Carpio is related to Judge Carpio of the city’s RTC Branch 16, the court where Andres works as sheriff.

    Relax, don’t give up just yet, we just had tough times and you know how tough times can change people. We jsut have to learn to take the good with the bad and prepare our children fro the rough challenges ahead, hopefully their generation will make better choices, of course there are millions more who will not have the opportunity to get an education, that is a cause for worry.
    The Andreses and the Saras will always be there, just as long as we don’t fill up their ranks by joining them, we’ll be okay.

  88. I hope the authorities will see the urgency of inculcating values in our educational system, what about getting the business sector to come up with advertising that fosters good values? Radio commercials, print ads? Anything that can reach the children more effectively, subliminal messages, whatever?
    If we don’t have any other role models other than the ones who grew up tough and callous, we’ll be stuck with Willy Revillames and Saras, etc, its not enough to censure them in front of our kids, we need to show them the way.

    I don’t normally flagelate myself when other people tell me my faults, weaknesses, and limitations – most especially if they don’t really know me. Only a true blooded, dyed in the wool Filipino can truly judge the Philippines, certainly not Fallows.
    Okay, we know our weaknesses, we know our faults, so we work harder to be better. And for Fallow’s observations, personally I will be glad to work my ass off to show him he’s wrong.
    The Philippines is still a beautiful country, I love the people, both good and bad, and I will always be proud of my culture and heritage.

    The article though has not delved deep enough as to the causes of the “feeble sense of nationalism” and the “contempt for the public good”.

    Is it our education? Is it our religion? Is it our government systems? Is it the now loose Hollywood and Western values we are being bombarded with and have absorbed?

    What? What are the causes of these two factors mentioned by the author of the article. This article has splashed cold water into our faces since 1987 and we still seem to have no answers yet or have been still unable to do something about it.

    Opppsss….nalingat lang me saglit nagkaupakan na, relax folks, ang isyu ng good leadership ang pagkakaroon ng malawak na pag-unawa at professionalism sa larangan ng paglilingkod bayan.

    Talos ng lahat na isang damakmak ang problema ng Pinas so napapanahon na kailangan natin pairalin ang rule of laws…at hindi dapat idadaan sa init ng ulo or ugali-asal.

    Kailangan ang due process sa anumang usapin…kaya nga mayroong iba’t ibang legal luminaries upang trabahuhin ang kanilang sinumpaang tungkulin ng maayos at may dignidad.

    Anumang lapses sa bawat usapin e mayroong legal at tamang oras ito para upuan at yaong ugali-asal e di dapat pinaiiral kaya nga po till now di pa matapos ang usapin sa extrajudicial killings, disappearance, etc. etc.

    Paano po…sa halip na pairalin ang maka-taong pagpapatupad ng batas e idadain sa init ng ulo, in layman’s word…inis-talo…ang pikon sure laging sikat at pinag-uusapan.

    Siguro remember nýo yaong isyu about Mayor Latigo ng Quezon…pagnagkasala ang kanyang constituents e dito sa sementeryo ibinabartolina para magsipagtanda…sa Davao naman e iba ang style…pag di nakuha sa sindak…posible 6ft below the ground ang parusa.

    Paano titino ang Pinoy kung ang paiiralin e galit, tapang at pagkapikon…na dapat ang mga nasa poder ng kapangyarihan e maging maka-tao at sila ang maging magandang ehemplo ng Mamamayang Pilipino.

    Wala namang aamin na mali ang ginawa nila eh…syiempre kanya-kanya yan ng alibi…but kailan the rule of laws ang ating pairalin…kaya nga pwedeng sampahan ng kaso ang sinumang gov’t officials either criminal or administrive case di ba.

    Relax. Everyone is entitled to an opinion, libre yun. People will take sides, surprisingly a significant number of non FIlipinos (US) sided with Inday Sara too, maybe because a lot of people there lost their houses too.
    But putting our biases aside, and objectively calling a spade a spade, without considering justification, or conditions leading to the act but just focusing on the “act” itself – “punching another human being” is not “good” at all and can never be. Unless you can honestly say to your 7 year old son or daughter that what they saw on TV was good and they should do the same, its not justifiable.
    But it feels good, I don’t know why some things that obviously are bad, feel good?
    Like my craving for crispy pata and beer, yes, it feels so good to just finish the whole thing without sharing while watching cable tv or downloaded movies with the media player (bit torrent pirated na naman) feels so good but its not really.
