I don’t know if retired Maj. Gen. Carlos Garcia will confirm this if asked in a Senate hearing but I learned that when he was in detention, he wrote a letter addressed to three persons detailing his version of the multi-million (even billion) mess in the military that he was embroiled in.

The letters, I learned, were placed in the safekeeping of those three persons with the instruction that in case something happens to him, the contents of the letter would be divulged.

This should give sleepless nights to all those involved in grand theft of the money intended for the soldiers, who lay down their lives, for the country’s peace, stability and security and for the upgrading of military equipment, that have become a laughing stock in the region.

The explosive testimony of retired Lt. Col. George Rabusa at the Senate hearing last Thursday pinning down former AFP Chief Angelo Reyes, who held various other various cabinet positions in the nine years of Gloria Arroyo’s administration – defense, interior and local government,energy, as recipient of money filched from the military funds should make those involved realize that no secrets will remain secrets forever.

Rabusa, who was the budget officer then, said he and then military comptroller Lt. Gen Jacinto Ligot handcarried to him the dollar equivalent of at least P50 million as his send -off gift. This was in March 2001 when Reyes retired from the AFP to become the defense secretary as his reward for turning against his commander- in- chief, Joseph Estrada and supporting Gloria Arroyo’s power grab.

Rabusa said aside from the P50 million pabaon, he was still giving Reyes P5 million monthly allowance and P5 million for miscellaneous expenses even if Reyes was already out of the AFP.

Rabusa said in subsequent media interviews that his next testimonies would reach up to Gloria Arroyo.

Rabusa’s turnaround must have been a shock to Reyes, Garcia and Ligot and the “principals” of this grand theft. Until the former budget officer suffered a stroke and more misfortune visited his family, he was also firm on keeping mum about the anomalies.

Rabusa said in a TV interview that he felt a huge burden lifted from his shoulders his Senate testimony. He said he was not worried about the repercussion because at this point in his life, he had nothing more to lose.

This is a reminder to everybody that there is no such thing as a perfect crime.

Come to think of it, who would have thought that in that fateful flight to San Francisco on Dec. 19, 2003, Garcia’s wife Clarita would be asleep leaving the filling up of the arrival cards to her sons, who did not declare the $100,000 they were carrying.

It was easy to imagine that it was not the first time they brought in so much dollars to the U.S. but it was probably divine intervention that they were caught.

In the attempt of Mrs. Garcia to get back the $100,000 she executed an affidavit detailing their illegal sources of funds. A portion of Mrs. Garcia’s affidavit:

“My husband Carlos Garcia (Two star general in the Armed Forces was assigned in the Comptrollers Office until April 4, 2004. He receives a salary declared as income for the tax purposes.

“In addition, Carlos receives travel money and expenses in excess of several thousands of dollars. I often travel with my husband on business and my travel expenses and shopping money in excess of US$410,000 to $20,000 money is provided to me.

“He also receives cash for travel and expenses from the businesses that are awarded contracts for military hardware. These businesses are in Europe and Asia.

He also receives gifts and gratitude money from several military contracts to build roads,bridges and military housing.

“As the comptroller, my husband handles all budgets for the armed forces based on the requests from each branch of the military. The budget is sent to the Secretary of National Defense and it is sent to the Senate for approval. The Armed Forces Committee reviews the each contractor’s bids. Once the bids are approved and the review committee has checked out the companies, my husband is the final signature for the funding of contracts. The expense money, gratitude money and shopping money is not declared as income.”

Mrs. Garcia’s spilling the beans started the investigation which was suppressed during the Arroyo administration but is now being revived because of the onerous to the Filipino people plea bargain agreement between the office of the Ombudsman and Garcia.

And now, Rabusa’s revelations.

    Yong mga iba na ex-Generals ay ginawang mga Ambassador ay sila naman ang bahala sa pag-deposito ng mga nakurakot nitong D’Big 6.

    At kung may problema sa atin, si Corona at Guttierez naman ang bahala na hanggang ngayon nandiyan lang lagi na sasalo sa mga kaso ng grupo.

    Tapos ang Pangulo niyo ngayon bulok …. walang ginagawa kundi puro lang dada …. naiistorbo lang siya sa paghahanap ng asawa at mga pang-koleksiyon na mga sasakyan. Ang kanyang Hacienda Luisita ay yan ang pam-blackmail ng D’Big 6 sa kanya. Kung magkamali siya ay … ipapamudmud na ni Corona sa mga magsasaka lahat. 🙂 🙂 🙂

    If you remember the World bank corruption isssue, di ba nga ang mismong World Bank ang nagbulgar ng corruption sa mga contractors? The big fat guy was inplicated but wala ring nangyari dahil lahat ng bibig eh nakatikum. Ganyan din ang nangyari sa iba’t ibang katiwalian sa gobiyerno, ang mga ibang bansa ang nakakahuli sa kanila, si Ronald Singson sa HK pa nahuli, ang mga Euro generals sa Russia, ang kaso ni Garcie sa US. Kelan kaya tayo makakahuli ng mga kriminal sa sarili nating bansa? Pnoy has to really prove na kaya niyang baguhin ang sistema ng katiwalian sa bansa natin and the rest will follow.

    Martin, as long as Pnoy picks the right cabinet members and real straight public servants to man all the government agencies, the rest will fall in place. I still have a few months left to judge him. Mahirap kaya ang kinaroroonan ni Pnoy ngayon after the bansot emptied our coffers and corrupted our institutions for nine looooong years! It will take quite sometime to clean up the mess. Let us give Pnoy the upperhand. Magmanman muna tayo sa mga susunod na diskarte niya.

    I am hopeful that with Rabusa’s expose’, the AFP and the Government will disburse the funds to rightful recepients. Especially on soldiers who are fighting and have died in the field whilst their generals and chief of staff are sitting pretty in the luxury of their offices, pocketing Millions of funds meant to augment the foot soldiers’ hardware and benefits.

    It is not wonder that aspiring Chief of Staff in the AFP would accept the position, even though they would stay in office for a month or Two, because of the “pabaon”, it is imperative that they become Chief of Staff, kahit siguro one week lang okay na rin sa kanila, because, they are after the “Pabaon” not for the welfare of the soldiers they command and not to the people they have sworn to protect. They get the position to enrich themselves. Its that simple_albeit at our expense, and more so to the poor soldiers and their families.

    As the mentally goes : “if there is War, There is Money”. I can not help but think, that the Military top brass are ensuring that the Muslim Rebellion, NPA Insurgency and other rebellion will never end. Otherwise, they would not be able to amass as much profit from it as they would want. It would be hard for them to cover up the expenses they have incurred.

    With this revelation, there is an Air Force officer who released a video recording on the cannibalization of the C-130 aircraft. His accusations could be true, and therefore should be investigated urgently, isabay na dito sa Seante investigation. His name unfortunately have escaped my memory. The same goes to the Magdalo group who were wrongfully incarcerated by Gloria, Angie Reyes among others.

    In the ZTE-NBN, it was revealed that funds for Soldiers housing and water installation for the poor were shelved, so as to accommodate this project.

    I am hopeful, that with this revelation, the foot soldiers would finally receive more assistance and benefits.

    I have been disappointed at times with this new admin. But it is not reason enough yet to give up on it. Still too early. I feel it has a lot of potential.

    Like a young sapling which millions helped to plant, it still needs to be protected from the strong winds and dark forces trying to blow it down.

    “in case something happen to him”? kasama ba dito yung kapag nahatulan ng guilty si Garcia, isasabit nya ang mga nasa taas… kaya dapat lang na gumawa “ang mga mas matataas” ng paraan para sya makalusot sa kaso…

    o may banta sa kanyang buhay kapag nilahad at sinabit nya yung mga mas matataas? kung ganon, dapat siguro gayahin na nya si Rabusa… ilabas na nya lahat ng nalalaman, maaring mabigyan pa sya ng protection ng gobyerno at baka sakaling patawarin sya ng taong bayan..

    I think romyman was referring to the resident auditors at the AFP. Heidi was just part of the audit investigation of garcia.

    @ellen: Heidi came from a special audit team of the COA Head Office. Heidi’s bosses are not the resident auditors.
    Resident auditors are directly assigned to the government agency. They (resident auditors) should have detected these humongous and anomalous transactions in their post-audit of the GHQ financial transactions for the years in question.

    The resident COA auditor report on disallowences for the years 2003, 2004 and 2005 for AFQGHQ is a major major document that will incriminate or exonerate the resident COA auditors.

    Whenever I see Bingbong Crisologo, I am reminded on the crime he did, burning a village and some people got killed. He was jailed and now he is on the justice panel. I am puking!

    In a separate interview with ANC, Committee on Justice chairman Niel Tupas, Jr. said if the SC still fails to come out with a decision “within the month, we have no recourse but to continue.”

    He said he met SC spokesman Jose Midas Marquez this morning and told him “we can wait but we also have a deadline…it will lapse in March.”

    The SC earlier said a decision may come out this month.

    The committee was supposed to continue with the proceedings even with the halt order.

    It decided to give way, however, to a request from House Speaker Feliciano Belmonte, Jr. that it stop the proceedings absent a go-signal from the high court.

    Feb 2 na, tapos na deadline! Impeach na yan si Ombadsgirl Maldita!

    I missed this group, hope something happens to all those kurakots, including their principals and protectors (who else? umbadsgurl, reyes, goyang, etc.).

    Pinoys in the diaspora will be very happy seeing those thugs and leeches go to jail. They are extremely proud of Heidi Mendoza, though they pity Rabusa. God must have told Rabusa, “your time is close better speak out now and reform!”

    I think things became worse under Arroyo. Every govt agency indulged in the kurakot galore that characterized her administration. Jorge “Ka Oris” Madlos (June 29, 2010) knows this and points to Arroyo as the “most corrupt regime” the Philippines ever had.

    Uncle Sam is now thinking otherwise. Next time, it wouldn’t give money to Pnoy or his generals (esp. the past ones who are veritable kurakots).

    But things are not yet too late.

  54. Rabusa Tuesday gained the full support of his classmates from the PMA Dimalupig Class of 1981.

    At the same time, the PMA Class 1966 assured its “mistah,” Reyes, of its “moral support” and said it would not pressure him to explain his actions as former AFP chief of staff.

    In a text message, the Dimalupig class president, Chief Supt. Mario Avenido, said the entire class “respects the decision” of Rabusa.

    “We support his quest for truth and justice as we continue to stand firm on the ideal of our Alma Mater,” Avenido said.

    First, Avenido was a senior policeman so wouldn’t be surprised if he too wasn’t as corrupt and as a policeman his word means nothing.

    2nd, Avenido sent a text as president of the class but as in any group, doesn’t mean that his text was APPROVED by entire Class 66. He probably had a few yes let’s give him our moral support but that’s it — doesn’t mean they support everything else.

    3rd, for the record, Reyes is far from being a “favourite” in his class. Just ask Gen Nazareno, Class 66’s first CSAFP who can’t stand Angie because he is so mayabang and ask alll the others individually. In fact they use to make fun of Angie because Angie likes to boast that he is TRIPLE A from AIM (Asian Institute of Management) and is always so arrogant that I am personally reminded of Esperon! Both are jerks.

    Honasan, Lacson and Garcia belong to Batch 71. Honasan and Garcia were both sponsors of a wedding or baptism in Baguio at one time but Garcia did not attend because he was in jail. Kaya magkatuwang silang dalawa. Pansinin niyo na laging wala si Honasan sa hearing. Pati si Enrile medyo malambot din kay Garcia dahil bata niya si Honasan.

    Rose, the current head of COA is Rey Villar. He replaced Carague who issued the office order to Heidi to proceed/be detailed to the Office of the Ombudsman. Carague was saying, during the congressional hearing that the office order he signed did not say or allow her to audit the AFP, which i think was very lame considering that as auditor, her expected work should be involving audit.

    I cannot understand why instead of praising Heidi for a good job, those officials from COA are so defensive and even inveighing against what she has done.

    I think what COA should answer now is why auditor Cabrera was allowed to stay there for 13 years straight, a very long stay, uncommon for any assignment of any auditor.
