Ang tunay na rason sa pagkakabahala ni Aquino

Kaya naman pala inis na inis si Pangulong Aquino sa travel advisories ng limang bansa na iwasan ang Pilipinas dahil sa banta daw ng mga terorista. Umiiyak na raw ang mga Philippine tour operators sa mga kanselasyon ng package tours galing Hongkong at China, tapos dadagdagan pa nitong travel advisories, talaga ngang nakakabahala.

Kaya lang sa halip na mainis sa ibang bansa na nagpu-protekta lang ng kanilang mamamayan, dapat ayusin natin ang pamalakad dito sa atin at iyan ay dapat manggagaling kay Aquino. Ang problema lang hindi nakakabigay ng kumpyansa ang kanyang mga aksyun at sinasabi.

Ang bansang United States, Britain, Australia, Canada, New Zealand at France ay nagpalabas ng babala sa kanilang mga mamamayan na iwasan ang ilang bansa na may impormasyon silang baka umatake ang mga terorista. Isa sa kanilang listahan ay ang Pilipinas.

Ang babala ay ipinalabas ilang araw madiskubre ang isang naudlot na operasyon ng Al Qaeda na magpasabog ng mga bomba sa mga synagogue (simbahan ng mga Jews) sa Chicago. Galing daw ang mga bomba sa Yemen, kung saan aktibo ang Al Qaeda.

Bahalang-bahala siguro si President Aquino dahil sa halip na hayaan niya ang kanyang mga tagapagsalita ang magsabi, siya mismo ang bumatikos sa mga bansang nagpalabas ng travel advisory. Sabi niya sa interview kay Ted Failon sa TV:

“So unverified pa at raw reports, kumikilos na sila kaagad. So ang problema natin dito, tayo ang nabiktima. Kung tiningnan natin yung information that eventually pinasa…pati plausibility yung planong gagawin and what these groups used to do are so different. Pati classification of the information is being questioned. Our tourism and business are affected.”

Apektado nga talaga ang ating turismo. Ngunit hindi dahil sa travel warnings. Sa general assembly kamakailan ng Philippine Tour operators sinasabi nila na pinuputakte sila ng tanong ng mga Hongkong operators kung ano ang ginawa ng pamahalaan para mapanagutan ang nangyaring trahedya noong Agosto 23. Mula daw nangyari ang panghu-hostage, mga 50 hanggang 60 bawat buwan ang nakanselang tours.

Akala kasi natin hindi na kumibo ang Hongkong at China sa ginawa ni Aquino na pagpapa-gaan ng pananagutan ni Manila Mayor Alfredo Lim, pagwa-walang sala kina dating Philippine National Police Chief Jesus Verzosa at Undersecretary Rico E. Puno ng Department of Interior and Local Government, okay lang. Binabalikan tayo sa ibang paraan. Pero tahimik lang sila.

Ngunit hindi rin maintindihan itong si Aquino. Nainis siya na nagpapalabas ang ibang bansa ng hilaw na impormasyun. Nagdagdag naman siya. Sinabi niya na may bantang pagpatay daw sa dalawang ambassador sa Pilipinas. Pero ayaw niya magbigay ng detalye.

  1. Travel advisories don’t prohibit nationals travelling to countries against which the advisories have been issued. The term is self-explanatory.

    The problem is not with a few hundred folks who won’t heed travel advisories issued by their governments; this bunch will do what they want to do, advisory or not advisory. The problem will be with those who might be planning to travel to the target country and will now have second thoughts about going ahead with their plans.

    (Sadly, RP, which boasts of some of the world’s best holiday spots, has been accumulating travel advisories since Erap’s time and so by way of tourism destination, many holidayers who can afford to go to far-flung Philippines have simply erased Pinas from their list of places to see; they say, “I want to go on holiday and not to have to worry about whether I’d be killed or kidnapped.”)

    There will always be some negative effect on the tourism front on the country against whom advisories are issued.

    Incidentally, one of the drawbacks of “defying” a travel advisory is that traveller will find it hard to obtain insurance for his/her travel. Another drawback, corporations will just issue blanket order to their employees not to travel to that country.

    All these things put together ultimately affect the country’s tourism industry.

  3. When Dick Gordon was newly installed tourism industry chief, had a small meeting with him (he called for it). He was asking for help on how to combat the negative image RP had.

    We spoke about tourism — he knew that tourism could be a truly major dollar earning industry for RP. I told him about what the 1998 world football cup did to a moribund and econiomically depressed France at the time.

    I told him that if he could get international football hero Zinedine Zidane to come to the country (Zidane had retired from football at the time) and organise some kind of football seminar and promote football as a potential national sports, the gimmick could draw positive press reports worldwide. (And his fans who basically are the salt of the earth when it comes to holidaying would just love to know about Pinas.)

    Gordon loved the idea and asked me if I would be willing to do something to help him organise this. I said, sure, but it would cost you a great deal of money and not speaking of only 1 million dollars — talking here of probably several millions. I recommended that he engage the services of a PR firm in France (someone I knew) to check out the possibilites. Gordon was excited about it. Hooked them up but Gordon never followed it up. He wanted everything for free and I told him, just ain’t possible Mr Secretary.

    I have a suspicion the VFA review might just have something to do with the US-prodded travel advisory.

    But as ever, we cannot discount foreign intel to the effect that there were planned terrorist attacks on RP, after all the world knows that US troops are stationed in RP combatting terrorists.

    I believe the travel advisory is connected to VFA. It’s under review and the US wants to make sure that her soldiers continue to stay in our soil. Unfortunately, the VFA review happens during the new Noynoy Administration. If it was during Arroyo’s administration, same thing would have happened.

    The US is known to resort to pressure to get what she wants. Ang hindi ko lang maintindihan ay kung bakit pati ang ibang mga bansa ay gumaya sa advisory ng America. It even looks like a conspiracy to me. We all know that the US is the leader of these countries.

    You might have learned about that Chinese who disguised himself as an old man to enter Canada by air. Iyan ang mas nakakatakot pero wala tayong narinig na reklamo mula sa America at kanyang mga kasamang allies.

    Allow me this input…

    You are not entirely wrong when you say, the US is (or acts) as leader of major western powers.

    Reliance on the USA is well based due to shared intelligence assets – both ground based listening and space based surveillance. In fact, this is a real weakness for the UK as UK has no assets of their own to speak of and rely 100% on the USA (and I wonder whether Tony Blair might have made a different decision over Iraq if he had had his own intelligence sources). While Australia is very busy and omnipresent in RP, they are still heavily reliant on the US for solid intel info, idem with regard to New Zealand.

    The only country, one might say, as being independent of the US in terms of intel is France advisory) but despite this independence, France nonetheless exchanges intel with the US and if after consultations with allies they believe US intel has basis, then they follow suit (which is one reason why they were the last of the big nations to declare travel).

    Germany, on the other hand, has become independent (much like France) of US provided intel in the 90s. It is notable that Germany had to rely on the USA for intelligence in the Balkan conflict of the 1990s and realising this huge downside, immediately launched their own space based intelligence programme – SAR LUPE.

    In other words, America must have submitted “serious intel” (overkill perhaps in our view but credible enough to warrant serious consideration) that the UK, Australia and New Zealand, and to France, to push these nations to issue travel advisory.

    America’s motivation might be “personal” to go for the overkill and I highly suspect VFA review has something to do with it.

    Very well said. I absolutely agree with you. Canada is also highly dependent on US. As for France, no wonder this country was the last among the giant western nations to issue travel advisory. UK and US are always partners in everything.
    So anything the US does, UK follows. The only question I have for now is why pick the Philippines when other countries are more violent and have history of terrorism? This goes back to our suspicion that VFA is connected to it. With China’s growing influence in the Pacific, the US should continue her presence. Her allies like Japan, South Korea and of course the Philippines demand for her continuous presence. Only a balance of power would deter China’s military adventurism inasmuch as China now is acknowledged as an economic power edging the US and Japan.

    Spot on! So the US needs to up the pressure — Pinas cannot and should not review VFA. They need to station more troops if necessary and in case of conflict, should be able to launch a beachhead to the Malacca Strait (to protect sea lanes of communication/SLC)

  26. Vic, idem for France — contents may not have changed but it was “Updated” with the following note “this advisory was posted on xxx date and will remain in force until further notice…”

    Hence, travel advisory is effectively issued against RP (whether contents changed are or not from last one, eg., last year’s.)

  32. The most costly advisory about Pilipinas is that Pilipinas air carriers are not certified safe. For the past many many months, many tours to Boracay and other beaches have been cancelled because European Tour groups can not get travel insurance. Again — Pilipinas air carriers are not yet certified as safe.

    Forget rude stewardesses — airlines that are not yet certified as meeting international standards are being boycotted.

    Australia’s Civil Aviation Safety Authority (CASA) . … cannot assess the safety of any Philippine carriers operating within the Philippines or to other countries. On 30 March 2010 the European Union imposed an operating ban on all carriers licensed in the Philippines. The European Union (EU) website has a list of airlines that are subject to operating bans or restrictions within the EU.

    The United States Federal Aviation Administration (FAA) through its foreign assessment program focuses on a country’s ability, not the individual airline, to adhere to international standards and recommended practices for aircraft operations and maintenance established by ICAO. The FAA has determined that the Civil Aviation Authority of the Philippines (CAAP) is not in compliance 👿 with ICAO safety standards for the oversight of Philippine air carrier operations.

    Noynoy didn’t realize the effect of his clearing of his friends during the hostage crisis. Now are tourism is suffering because of this immaturity.

Take note that Aquino was referring to the reports of other foreign countries of specific targets reportedly but are in fact raw and unverified. I repeat. This is not OUR report. This is, according to Aquino, one of the foreign holdings made as a basis for the adverse travel advisories against RP.     To further illustrate what he said was the “inconsistency” of the raw intelligence reports, the President said one of the reports was that terrorists were targeting to kill government security officials and two ambassadors.

    “So we say the analysis of the purported threats is not consistent with what terror groups normally do, which is to inflict massive harm on a number of random people … these are supposed to be directed, like these groups are for mass terror acts and then suddenly it becomes very specific. So very inconsistent,” he said.

    Because only two ambassadors, and government security officials are the targets, it is not terrorism. Noy defines terrorism as “mass terror acts”.

    In the Munich Olympics, twelve were killed, and it was considered a terrorist attack. In the case of Dutch filmmaker Theo van Gogh, only he was killed and it was considered a terrorist attack.

    So ano ba ang qualifying number mo Noy?

    If you look at past incidents of terrorism committed here in our country, wala talagang pattern yan. Very random ang target selection, usually carried out against hapless civilians to highlight yung government helplessness to protect its own citizens. Ambassadors and government security officials are heavily secured. Ang chances na maging successful ang atake is significantly reduced. Not so when you target unarmed civilians in malls and in mass transit conveyances. Kada bansa, iba-iba ang signature ng mga terorista. Sa Pilipinas, either bus, train or mall lang yan.Using an unverified report of targetting 2 foreign ambasssadors as the basis for the issuance of a travel advisory, is to say the least, straining our credulity a little bit too far. Ambassadors pala ang target e, bakit yung mga citizens mo ang pagbabawalan mo? Dapat yung dalawang amba ang pagbawalang mag good time at maggagala para di matigok. 😛

    I will not quarrel with your definition of what is mundane or not. You might be more knowledgeable than us about the subject of terrorism, but I have serious doubts about that already,judging how you easily dismiss official foreign travel advisories as “mundane”. But hysterical? Naglupasay ba si Aquino at nagsisigaw? Naghamon ng away? Ang alam ko yan ang naghehysterical. 😛

  49. Henry, whether you like it or not, Aquino’s mishandling of Aug 23 will continue to haunt him. You may want to forget it because it’s unpleasant but it doesn’t mean it will go away because that bad decision has repercussions. He was warned about it. He went on with his decision. He is president. We just have to cope with it together with its repercussions.

    How do we cope with it? You see it through the comments.

    So what happened? If we are not such a dangerous place to visit, why is Malacanang in a defensive stance? The president seems to have a very short fuse these days.

    This makes me think of students who are on probationary status and have been doing really badly in their quizzes and papers, and have not really been doing their homework, and then come up to the teacher demanding an explanation on their class standing.

    Do we really need to have it spelled out? Do we really believe that our insistence that governments retract their warnings to their nationals will make them do so? That’s like telling a mom not to warn her kids about to embark on a field trip not to stray far from the group.

    Our officials should just address the issues that put us on the travel advisory list, lest we just whittle away at our noses.

Are his critics expecting Aquino to continue flogging himself saying, ‘Mea Culpa’? Akala ko ba gusto nilang magtrabaho ang Pangulo? Coming on the heels of reported failed attacks in the US, France, UK and Greece, the issuance of the adverse travel advisories against the Philippines can’t be cavalierly dismissed with the shrug of a shoulder. Would we have heard of a clarification from the UK Home Office and recently, the US Ambassador himself, had the President not insisted that they review their advisories na 7 years na pala in existence? I used to be in the information gathering business, but I didn’t even know that these countries are just recycling these info whenever the red flag is raised. Inaupdate lang daw depending on the latest threat. Update my mouth! Last time I heard, pinutakti si Mai Mislang for being rude to the host country. If this is not blind-siding your ally, then I don’t know what to call this apparent faux pas. No wonder the US Ambassador is tripping all over himself trying to undo the US State dept’s knee jerk reaction. Pabalik-balik daw siya sa Mindanao para ipakita na di siya takot. Nag isip tuloy ako, baka siya kaya ang isa sa 2 amabssadors na binabanngit sa raw report ng isang bansa(not RP and definitely did not come from Aquino as some people in this thread understand it), na target of the terroristic attack.Don’t get me wrong Mam Ellen.     The last time he did not, kinuyog siya ng batikos for coming out with a statement too late in the day and for not being hands-on enough during the Aug 23 incident. Is being proactive what we want him to be? Maybe it’s high time that we make up our minds also on what we really want our President to do. Parang tayo yata ang nag flifli-flop eh. This is no indictment on a single person, Mam Ellen. Parang part of the national psyche na yata natin ang likas na mapagsuspetsa/mapanghusga sa kapwa. Just my take.

    So what din? Do u think that Aquino’s message is addressed to the Americans? No sir! Sino ngayon ang nagmukhang tanga sa media in justifying the basis for the adverse advisory na recycled pala? I can’t recall a President in recent memory who stood up to the Americans’ bullying ways.
