Update from GMA News: Nilo has left for Australia

Dr. Prisco Nilo, the former weather bureau chief disgraced by President Aquino, has been reported to have availed of early retirement.

The ABS-CBN report said quoted Agham party-list Rep. Angelo Palmones as saying that Nilo’s early retirement has something to do with his lack of Career Executive Service Officer (CESO) eligibility.

Under Aquino’s Memorandum Circular No. “2. All non-Career Executive Service Officials (non-CESO) occupying Career Executive Service (CES) positions in all agencies of the Executive Branch shall remain in office and continue to perform their duties and discharge their responsibilities until October 31, 2010 or until their resignations have been accepted and/or until their respective replacements have been appointed or designated, whichever comes first, unless they are re-appointed in the meantime. “

The lack of civil service eligibility is not actually a hindrance to holding a high position in government if you belong to the circle of power. But since Nilo is definitely out of that power circle, it was best that he availed of the government early retirement program. That way he could still collect retirement benefits from the government.

Nilo is an example of what happens when a mere bureaucrat makes a mistake. Last July, the country’s weather bureau ( Philippine Atmospheric Geophysical and Astronomical Services Administration), under Nilo, failed to predict the path of typhoon Basyang. Since the typhoon signal for Metro Manila was low, Metro Manilans didn’t make any preparations for the heavy rains that came. Nobody died but metro Manila residents were greatly inconvenienced.

Aquino got very angry and scolded Nilo during a meeting with other government officials. A few days after, he was relieved and replaced by Undersecretary Graciano Yumul of the Department of Science and Technology.
Nilo was relegated as head of special studies at the DOST in Bicutan.

Many have contrasted the President’s anger at Nilo and his quick action to relieve him to his protective attitude towards Interior Secretary Rico Puno and recently retired Jesus Versoza despite the bumbling of the Aug. 23 hostage tragedy in Rizal Park where eight Hongkong residents, who were in Manila as tourists, were killed.

The past days, the incident with Nilo was again recalled in contract to the President’s lack of concern over the nasty remarks of his speechwriter about Vietnam during his state visit to the Southeast Asian neighbor last week.

The President has explained the reason behind his show of decisiveness in the case of Nilo in his interview with the three TV anchors last September. ABS-CBN’s Ted Failon asked him: …hindi ngayon naiaalis sa ilan po nating mga kababayan iyon pong pagkumpara kay Prisco Nilo ng PAGASA. Si Nilo po ay nagkamali sa forecast at meron pong sinasabing di pagkakaunawaan, wala naman hong gaano po doong napinsala pero agad pong ni-relieve. Just clarify lang po ano po, ni-relieve po kaagad si Prisco Nilo pero in this case (Aug. 23 tragedy) po ang laki po ng pinsala nito wala pong ni-relieve ang inyong administrasyon Sir?

The President’s said Nilo has a good “propaganda arm”. I don’t know what he meant by that. I don’t want to think that Aquino was implying shady connections between media and Nilo. That would be most unfair to Nilo and journalists who have taken up the cudgels for him.

The President’s reply to Failon also indicated that he is good student of history. He cited the battles of Normandy and Inchon to stress the importance of accurate weather forecast. I had to google those two historical events and thanks, I have been educated.

Here’s the President’s reply to Failon: Hindi ho tama iyong kakaunti ang napinsala nung panahon nung kay Nilo ano at hindi naman ho tamang ni-relieve siya kaagad. Dumaan po iyong DOST at saka siya iyong DOST Secretary natin at siya ang nag-usap ano at inalam kung ano talaga ang dahilan bakit napakamali nung kanilang prediction.

“Iyong ang galing ho noong propaganda arm niya o iyong sympathizers niya na sinasabi puro equipment. Pero amongst the things na nadiskubre e iyong mga alam moi ayaw ko na sana na pag-usapan iyan dahil pababayaan ko na siyang manahimik ano pero brining-up na nyo para alam na rin po ng taong-bayan.

“Hindi ka ba nagtataka Ted bakit nung World War II inilusob iyong Normandy beachhead, iyong technology, ang importante dun iyong weather. Masama iyong weather at sinabi merong window ng dalawang araw.

“ Iyong Inchon Landing sa South Korea ganon din ,may epekto iyong tide kung makaka-landing iyong mga landing barge sa paglusob ni MacArthur sa likod nung mga North Koreans di ba? 1944 iyong isa, 1950-51 iyong pangalawa. Kaya nilang i-predict iyong accuracy nung weather.

“ Ang lumalabas ngayon iyong isa sa ginagamit diyan weather balloons nagchi-check nung pressure di ba? High pressure and low pressure area at dun sa briefing doon ko na talaga naintindihan aaminin ko po itutulak iyong ating mga storm fronts sa low pressure. So importante malaman mo saan iyong low pressure, saan iyong high pressure lumalabas kulang iyong mga lobong pinalipad para ma-determine.”

Last month, the government performed very well with typhoon Juan. Presidential Spokesperson Edwin Lacierda read the President’s official statement: “I am very happy to report to the public that everyone has delivered. The thorough preparations of all concerned agencies are in marked contrast to the official helplessness of the past, and at present, we haven’t had to ask the public to contribute outside resources.”

A Malacañang release said commended PAGASA through the leadership of Science and Technology Secretary Mario Montejo and Undersecretary Graciano Yumul, for its accurate and timely weather forecasts that prompted other agencies to prepare for Typhoon “Juan.”

Aquino gets points for this.

    Not only Basyang but more importantly Typhoon Frank in 2008 where PAGASA under Nilo failed miserably to keep track of Frank resulting to the sinking of Sulpicio’s Princess of the Stars. Ito yung pinakamatinding pagkakamali ni Nilo. In spite of so many repeated Congressional inquiries, ang lagi na lang niyang dahilan ay kulang sa gamit. Naulit pa uli kay Basyang. Kung ikaw ang Presidente na kauupo pa lang, di ba iinit ulo mo sa kalaksitibuhang ito na napanood mon sa Kongreso dahil kay Bagyong Frank? Contrast this to the recent forecasting of Juan where PAGASA came out with hourly updates. Ibig sabihin, kaya naman pala. Bakit di niya magawa noon? Another thing. 27 years ikamo siya sa PAGASA. May doctorate pa nga eh. Bakit yung simpleng CES requirement ng Civil Service di niya maicomply? May tawag ang mga sundalo sa ganyang pag-uugali: Malingiritis. 😛

    Another rich bureaucrat Cry Baby who missed forecasting the weather where Wiarton Willie can easily forecast with regular accuracy by just getting out his Hole and seeing his shadow or not seeing his shadow…and also brings a lot of money to the little village of Wiarton as this is a yearly media event…(wiarton willie is a groundhog who can tell if how many more weeks of blistering winter remaining by just getting out of his hole from hibernation and checking if he can see his shadow or not… then we oh and ah and prepare for more weeks of winter or get ready for early spring)

    What Mr. Nilo lacked to be CESO eligible prior to his dismissal was the 18-hour seminar at AIM which he had already complied after his dismissal. Why he was not able to do it before his dismissal because he was busy. Remember, PAGASA is a big organization -more than 800 employees all over the country. He was functioning the role of director and deputy director for operations because his deputy for operations “Tani” left for Australia. But whether he was a CESO or not, that was not the reason why he was removed.

    Dr. Nilo who is a professional and a good ‘soldier’ had accepted the decision of the president. Many reacted and sympathize with Dr. Nilo because he was dismissed without due process. People forgot that he was an administrator and his job was not a forecaster anymore. But he took the responsibility of whatever ‘errors’ the PAGASA forecasters did. Did the president removed the officials who were responsible for the hostage fiasco?

    Dr. Nilo had never spoken a bad word against the president except that he was hurt by the decision to remove him. Yet, the president continued to lambast Dr. Nilo in public. He called him a ‘self-aggrandizing individual’ who should not be emulated by the public. What??? He doesn’t know the guy and he has no right to judge him. I couldn’t understand why he was so angry with this guy who had remained quiet after his dismissal. Later, he admitted that it was the media’s fault. Why he would be angry of Dr. Nilo when he had nothing to do with what the media write or broadcast on papers and radio/televisions.

    The issue of the sinking of Sulpicio’s Princess of the Stars was already settled in court. PAGASA, particularly Dr. Nilo and his deputy, were cleared of the case filed against them. Please read 2009 PAGASA annual report. Weather bulletins are issued by PAGASA and it is not their duty to send bulletin to every ship in the country.

    Nakakatawa itong si PeNoy. Sino ba gusto niyang bolahin? Bakit may gera ba? Samantalang yung kapalpakan ni Puno, Versoza, at kamakailan lamang, ni Mislang e pinagtangol pa niya. At sino naman kaya ang kasabwat ni Nilo sa media? Para siyang bully nito.

    Eto sana, kung sinipa niya si Nilo dahil pumalpak, dapat sipain din niya si Puno & company. Pero ano magagawa natin, yan ang kaso ng propinquity, 🙂 .

    Siya nga pala nakita ko sa You Tube si Mislang at Blue Rats – ang lakas ng loob ni Mislang umawit. Pang banyo, ok. Other than that, palakasan lang ng hiya.

    mukhang hindi ma na-gets ang analogy… pinaliliwanag kung gano ka importante ang weder.. dahil kahit sa gyera mismo ito ay ginagamit… hihintayin mo pa bang magkagyera bago itama ang palpak ng sistem sa weder byuro?

    Aug 23 pa din… anong petsa na?! kung tingin mo mabigat talga ang kapalpakan ni Puno at Versoza… bakit hindi sila idemanda? bukas ang DOJ para dyan… at malamang ikakatuwa pa ng nakaupo sa Ombudsman…

    Nilo just kept quiet. Sagittarius is correct: “Dr. Nilo had never spoken a bad word against the president except that he was hurt by the decision to remove him.”

    It was the public,and many in media who took up the cudgels for him. Tapos sabihin ni PNoy maganda ang propaganda arm.

    This early Aquino and his people are showing signs of a siege mentality. More than five years to go pa. Lalo siyang makakalbo.

    I’m just citing that particular incident because it was associated with Frank which PAGASA, under Nilo did not track properly. While we’re at it, kindly google Frank and see for yourself the damage, in terms of life and property, it wrought on my province and the other provinces in the Visayas. Now tell me, if you were the newly sitted President, you would not have blown your top that Nilo, after all the tongue-lashing he got from Congress in the aftermath of Frank, never learned his lesson and offered the same lame excuse in the aftermath of Basyang? Pakantiyaw pa nga lang ang pananabon na inabot nya kay Aquino. You should have seen kung paano minalas kay Gloria si Admiral Tamayo dahil sa paglubog ng Princess. Yun ang tunay na panghihiya in public.

    True. PAGASA only comes up with the bulletin. They have no obligation to disseminate it to the ships. I should know. I used to be an end-user of that bulletin. But how is it that under his stewardship, they can only come up with a 4 hour wx bulletin whereas Yumul and company were able to dish out hourly updates? What does that tell us? Nilo is a career official. He’s been in government for 27 years. He knows that as part of Civil Service requirements, he must have the necessary CESO rating. Nakapag Doctorate nga siya eh. Pero ok na yan. Retire na lang. May pension ka pa. Mag apply siya uli as consultant sa PAGASA. 😛

  11. Nilo was relieved because of irreconcilable differences, he’s too old and proud to adjust to the expectations of his new boss. The way he works is like an old, inflexible, professor, what he says, when he says, must be accepted by everyone as fact – it didn’t matter if a typhoon was dynamic, and it can change direction and speed anytime…notice the difference when we have people diligently monitoring it? he just looks at the data like looking at feng shui and makes a conclusion and that for him is final and he goes to sleep while all around him people drown like rats – he’s an old dog who refuses to learn new tricks, good in theory and what not but poor in actual hands on work…he had to go…he’s too old and senile already, and for yes, he did seem to have a propaganda arm trying to force the hand of the government to retain him…misguided, but noisy nevertheless…
    …of course, as Ellen has pointed out also in other threads, they should also look at the jurassic istambays in the DFA, we really need new blood with new ideas and vigor for tis department…just imagine how DFA would also be like if the poeple in it performed like the new PAG-ASA crew?

  15. CBCP news report: Ex-PAGASA chief left for Australia

    After leaving government service, former Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) chief Prisco Nilo packed his bags and left for Australia early this week, an article on the Catholic Bishops’ Conference of the Philippines (CBCP) news site said.

    According to the article, Nilo sent a text message to the CBCP news site indicating he was going to Australia.

    “The former PAGASA chief joins the ranks of another familiar media figure, Dr. Nathaniel Cruz, who earlier left PAGASA to seek greener pastures, literally and figuratively, in Australia,” the article said.

    The CBCP article indicated that Nilo left the country on November 2, but it did not say if he would take a job in Australia’s Bureau of Meteorology where Cruz had sought employment.

    As of posting time, GMANews.TV could not independently confirm whether Nilo left the country.

    Two days before Nilo reportedly headed for Australia, Department of Science and Technology Secretary Mario Montejo said the DOST received a letter from Nilo stating that “he had decided to avail of optional retirement from government service effective Oct. 31, 2010.”

    According to the CBCP article, Nilo opted for early retirement supposedly because the present government kept “marginalizing” him.

    “I have opted for early retirement because the present government did not stop marginalizing me,” the CBCP quoted him as saying.

    Nilo lost his post as PAGASA chief last July after earning the ire of President Benigno Simeon Aquino III, when cyclone “Basyang” lashed Metro Manila.At the time, Aquino told Nilo that PAGASA’s failure to predict Basyang’s path was “not acceptable.” Nilo was replaced by Graciano Yumul Jr.

    The article noted Nilo, who holds a PhD in Meteorology from the University of the Philippines, spent 26 years in government service. — LBG/RSJ, GMANews.TV

    Perl, di bagay ang anlogy ni PeNoy. Lumalabas lang na inievade niyang sagutin ang tanong kung bakit ang kapalpakan ni Puno & Co. ay pinagtangol niya samantalang maraming tao ang namatay at malaki ang ipekto sa tingin ng ibang bansa tapos itong si Nilo ay basta na lang sinipa.

    Ang punto doon ay di parehas ang trato niya sa trabahador sa gobyerno – bagay na sinabi niyang takda ng Arroyo admin na itutuwid niya. Yun yun.

    I don’t see anything wrong with the decision to replace Prisco Nilo. For me, accurate weather forecast have direct impact to many lalo na kung unreliable ang forecast ng PAGASA na totoo naman for many many years. Kailangan accountable yung namumuno. Pwede ba lagi na lang silang inosente at mababait? DAHHH Sana marami pang sacking ang gawin ni Pnoy lalo na sa ibang ahensiya ng gobyerno na pabigat sa bayan at inutil na serbisyo.

    Kawawa naman si Dr. Nilo. Lumipat na lang sa Australia tuloy. Kung minamalas ka nga naman , oo. May retirement pay ka na, may pension pa at may trabaho pang naghihintay sa Down Under. Kawawa naman talaga. 😛

    For just one correct weather forecast, in their euphoria para nang binombahan ng helium gas ang puwet ni Noynoy at mga loyal fans and they soared up high in the air, parang on top of the world na sila, sa cloud nine sa kaligayahan.

    Weather forecasting is not an exact science and never perfect, even those most advance countries ay pumapalpak. They should bear in mind that one correct forecast was just one of those things and not a trend.

    Noynoy and his fans’ ego just like the helium inflated balloon when pricked and or nakasingaw na yong gas, babagsak na sa lupa, then reality sets in and they will come to realize that Nilo is just as human as his successor, both fallible.

    I beg to disagree Florry. The bone of contention here is PAGASA’s capability to issue weather updates in an hourly basis. In Nilo’s time, it’s 6 hours. If you are an end-user of these reports, which I was, how would you be able to issue hold orders of voyages of ships engaged in the domestic trade? Heto na lang para maliwanag. Pag ikaw ang station commander ng Boracay Coast Guard, nasa kamay mo kung puedeng lumayag ang mga banca na patawid galing Caticlan-Boracay tuwing may bagyo. Ang basis ng PCG para payagan ang mga banca na lumayag ay dapat ang lugar ay di under sa signal number 1. There were numerous instances na mainit ang araw at walang hangin pero may signal number 1 na nakataas. Ilang beses na ang Coast Guard namumura ng mga foreigners dahil maganda nman ang panahon pero bakit di makaalis ang mga banca at RORO na papunta naman sa Mindoro. Walang magawa ang PCG. The lifting of the ban on sailing is dependent on the official PAGASA bulletin. So, if u stopped the sailing of boats and ships by 11 am for example, you can only decide on whether to lift it or not by 5 pm or after 6 hours notwithstanding the good weather prevailing at let’s say 1 p.m. Meanwhile, you have hundreds of bancas and thousands of tourists stranded, wih the latter screaming at your seeming stupidity, because of the friggin 6 hour gap in the issuance of the next weather bulletin.

    Seems like no simple laughing matter eh? And we’re talking of movements of people and goods pa lang nyan ha. What about preparing people for evacuation if a typhoon is on its way? Which would you trust? Nilo’s 6 hour bulletin or Yumul’s hourly update. Think about that for one minute if it’s not a cause for jubilation for others like me who had been suffering from the previous PAGASA chief’s ‘primitive’ forecasting. 😛

    Why we delve ourselves too much on this issue “weder porcasting” is just silly. Taon-taon, the islands are pummelled by typhoons, even mga ngongos knows that. And there’s that “only in da pilipins” adage once again; we must be the only country who lashes out on the head honcho when the going goes from bad to worst, considering it’s going to be a disaster in the first place.

    Did any middle east kings cut off someones head coz of the unforeseen sandstorms?

    America’s southern gulf states and the eastern seaboards are whacked by hurricanes yearly, and I have yet to see someone in weather forecasting getting the ax.

    Even those who are in charge of monitoring earthquakes will keep their jobs in instances of mild or strong tremors.

    No one went to prison that I know off coz there’s a tornado that bulldozed thru the midwester states; heck, that’s tornado ally in the first place, and just like the Pinas, it’s ritual yearly.

    Well, those two noypis who’ve gone down under might have a better chance predicting a kangaroo stampede in the neighborhood than a hail in Pinas. No job is too small to botch.

    Double standard si PeNoy, mapagbigay sa mga barkada niya at walang patawad sa iba. Pero kay Gloria, dahil kumakasa ang napoleonitang yun, mahihirapan siya.

    Ganun sa atin pwedeng baguhin testimonya kahit ilang ulit tapos gagawing basis para maging guilty or not guilty depende sa sitwasyon ng nakakasuhan or nagsampa ng kaso..sabi nang gawing na lang na tayong lahat ang judge or to be judge by our peers di lang isang appointed na judge. Kung di partial or bayaran, patay ka kahit na tama ka! iilan na lang talaga ang masasabing matino sa hustisya tapos babanatan ka naman ng isang katutak na appeal at kabagalan..hustisya pa ba meron tayo?

    Balik sa issue ni lacson…Magbago kaya tono ni oximoso?

    Nilo “did his best, but his best wasn’t good enough” for PNoy so he was sacked. Puno, Mislang and Co. didn’t do their best but it was perfectly good enough for PNoy. “That’s what firends are for”.   30. in nilo’s case, expectations were set, parameters were established, he didn’t measure up. puno, mislang? were there parameters on hostage taking, tweeting? with the boss?
    the old guy didn’t have the boss’s trust already, why keep him around? hes a perfect example of academic primadonnas believing themselves to be indispensable, for what? a number of doctorate writings on theoretical patterns of meteorology? just another bunch of books to fill the library? it would have been different if these works resulted in new methods, new technology, etc.
    if nilo was humble enough to accept his deficiencies and presented an action plan or improvement measures but he didn’t…too swell headed and senile…a legend in his own mind…

    Good for him, Dr Nilo, to try to work in another country. He will learn to really work as a team with others. Technical skills are needed in any job but following policies and performing according to the expectations of the bosses are also paramount. Akala siguro ni Dr Nilo tama lang ang kakayahan niya. He should have been more open to changes and listened to the “boss”. Yan tuloy natanggal siya.

    Ted Failon asked why the difference in the treatment of two fiascos – the storm fiasco, and the storming the bus fiasco. But most of the posts here are about Nilo, the lack of trust of the Boss, blah, blah, blah.

    There is a scene where Bruce Lee was talking to a child, saying kung fu is like a finger pointing to the moon, as Bruce Lee’s finger pointed to the moon. The child turned to look at Bruce Lee’s finger. So Bruce Lee slapped the child and said don’t look at the finger, or you will miss all the heavenly glory.

    Ted Failon was pointing to a difference in procedure. But people here are figuratively looking at Ted Failon’s finger, not the point he was making.

    Ms. Ellen, maybe he meant “sympathizer arm”. Imagine even the CBCP is writing about Prisco Nilo’s replies. In my view, Prisco Nilo’s case is stretch out of proportion making Pnoy look like he is zeroing on him. In my mind, Pnoy decision to relieved Prisco Nilo is right and he should accept it considering that we now have an improving PAGASA which I prefer. Pnoy should have followed it up with additional firing of people in other government agencies, deserving to be relieved, there are many who deserved to be relieve anyway but did not do it.

    At the same token, there are many trying to inch on Pnoy’s credibility using Mai Mislang, Rico Puno, etc. and the way Pnoy depend his people “barkada style”. Tit for tat ika nga.

    What concerns me is not the side shows we just witness but on Pnoy’s priority. Looks like, his administration is focus only on doing infrastructure work via PPI. I wish he would also look at the state of our corrupt Judiciary to include the Ombudsman and COMELEC, which I consider important for the long term.

    Australia, a first world country, saw something good in Prisco Nilo to offer him a job. They could have hired an Australian, but thought Prisco Nilo was well qualified. Mabuhay si Mang Tani at si Ka Prisco. Penoy’s loss is Australia’s gain.

  37. Ellen, a better example would have been Kublai Khan. Who tried twice, and failed twice, to conquer Japan despite ruling over most of East Asia and Eastern Europe. During both invasions, Khan’s boats capsized due to typhoon, sinking and killing hundreds of thousands of his soldiers.

    But alas, Kublai Khan’s multi-talented chief weather forecaster who is also his shooting buddy and a blues band singer, did not get the ax.
