Ito ay tungkol sa pag-uusap ng ina ni Melchor Fulgencio, na diumano ay umamin na siya ang nag rape kay “Florence”, ang nurse sa Maguindanao at Councilor ng South Upi na si Linda Erese.
Si Fulgencio ay miyembro ng Citizen Armed Force Geographical Unit na nagtatrabaho sa isang kumpanya na pag-aari ng Koreano sa Mindanao. Sa pag-amin daw ni Fulgencio sabi ng Director General Raul Bacalzo, hepe ng Philippine National Police na solved na raw ang kaso ni “Florence” (hindi niya totoong pangalan).
Sabi naman ni Justice Secretary Leila de Lima na siyang namumuno ng imbestigasyon ng kaso, “Hindi pa at marami pang hindi nagtutugma sa mga kuwento tungkol sa nangyari,” sabi ni de Lima.
Sumulat sa akin ang aking kaibigan sa Maguindanao at ikinuwento niya ang pagbisita ni Erese sa bahay ni Fulgencio na kilala sa kanilang lugar na “Boy” kung saan doon din nakatira ang kanyang 116 taong gulang na ina, si Nanay Tansing.
Wala ako sa posisyon para magsabi kung inosente si Fulgencio o hindi.
Ito ang salaysay ng aking kaibigan:
“Nang pumasok si Erese sa bahay nina Boy,humiling si Nanay Tansing na yakapin at halikan siya, isang pakiusap na hindi naman tinanggihan ni Erese.
“Nang niyakap ni Erese si Nanay Tansing, umiyak ito at sinabing, walang kasalanan ang kanyang anak. Tinanong rin ng matanda “san-o nila ibalik si boy” (kailan nila ibalik si Boy). Hindi sinagot ni Erese ang tanong dahil alam ni Erese na malabong makabalik agad si Boy dahil ayon sa CIDG inamin niya ang panggagahasa kay Florence.
“Sinabi rin ni Nanay Tansing na tanging si Boy ang inaasahan sa lahat ng gawain sa bahay, luto. laba, paglilinis sa bahay. Siya na rin ang tumayong nanay ng mga bata at caregiver ni Nanay Tansing. Lima ang kanyang mga anak : 4 na lalaki, ang pinakamatanda ay 13 taong gulang. Ang sumusunod ay 11, 10, 8. May sanggol siyang babae, isang taong gulang. Ang kanyang asawa ay sa Manila at naghahanap ng trabaho.
“Kaya ayon lay Nanay Tansing, masyadong abala si Boy sa bahay sa pag-aalaga sa kanila. Hindi niya magawa ang lumabas pa ng gabi para gumala.
“Sabi ni Nanay tansing, kung hindi pa makakabalik si Boy, may posibilidad na mapadali ang kanyang kamatayan at mamatay din sa gutom ang kanyang mga anak. Simula noong inaresto si Boy, ang 13 taong gulang niyang anak ang naghahanap ng paraan para ma-survive nila ang araw na hindi magutoman.
“Tinanong rin ni Erese sa anak na panganay ni Boy kung totoo bang nahuling walang saplot si Boy. Ayon sa bata, hindi ito totoo, kumakain sila na may saplot ang kanyang ama.
“ Ayon kay Nanay Tansing, kinuha ng CIDG ang damit ni Boy na may dugo ng manok. Ang T-shirt na iyon ay ginamit niya pangkatay ng kanilang ulam na manok sa gabi na siya ay naaresto. Panawagan rin ni Nanay Tansing ayon kay Erese na tulungan si Boy sa kanyang kaso dahil wala silang kakayahan para humanap ng sarili niyang abogado.”

Sana meron magpiyansa muna sa akusado habang ginagawan ng imbestigayon, hindi naman tatakas yan dahil sa 116 anyos na ina at mga anak.
Bakit hindi magsalita si Florence, tiyak kilala nya ang kanyang rapist? Umamin DAW si Fulgencio, bakit nagmadaling umamin?
Melchor is a Fall Guy. That’s a common strategy applied by powerful criminals to avoid prosecution. Kadalasan kapag may umamin, case closed. But not this case wherein it is now known to the public and media. What we need is to keep a close watch on this case or else it would go a natural death just like the many cases in the past. Ang hirap lang kasi mainit ang balita kapag bago lang. Then if another big one comes up, wala na. Take the case of Ivler Aguilar. Anong balita na diyan?

Heard Col. Ariel Querubin had a bike accident and was recently discharged from a private hospital after medical treatment. Hospital stay (including doctors’ fees) was free of charge in recognition of his Medal of Valor privilege.
Bro. Querubin is fine. He was just injured on the left side of his face. Subok na ang tibay sa mga tulad niya.
I hope Malacanang would reconsider not reinstating these be medal-ed respectable officers. They should be allowed to continue performing their duties in the remaining years of their career.
Pls check before u comment on something. Querubin was considered resigned, when he ran for Senator last May. You can’t reinstate somebody who has resigned already, right?

When he ran for Senate he was not granted amnesty yet. I’m not sure, though. I overlooked the fact that he ran for Senator so considered resigned as officer. Thanks for the correction.
By the way, it was not only Bro. Querubin that I mentioned who should be reinstated. I made a general statement saying “these officers”. Now Henry sir, what’s your take on the other officers who did not run for public office? They should also be reinstated not just the enlisted men, right?
Ganito yan. Yung karamihan sa mga Magdalo ay pumayag sa tinatawag na plea bargaining agreement ng panahon ni Putot. Nag plead guilty sila and they were dishonorably discharged in the case of the enlsted men and the officers were deemed resigned kasi di pa naman sila retirable noon. I’m not really sure kung ilan na lang sila sa original group nina Trillanes ang naiwan at di pumayag sa plea bargaining. Ang kondisyon sa amnesty nila ay no reinstatement. You might ask bakit ganito gayung pag amnesty di ba dapat parang wala kang kaso? Korek! Pero 7 years na wala na sila sa serbisyo so malabo na silang maintegrate uli doon sa seniority lineal list. Natalunan na sila ng mga junior classes nila. In effect, masyado na silang magiging junior nyan, which is not good. Anyway, most of them have acquired post grad courses to better prepare them for non-military pursuits. Dahil burado na ang kaso nila, madali na silang makakahanap ng ibang trabaho. Mrami nga nadun na sa PDEA di ba? 🙂
Thank you sir Henry. Many of the officers should have been promoted by now had they not been jailed for that long. Tulad na lang ni Bro. Querubin na Colonel pa lang kapag bumalik. Dapat ay General na iyan ngayon, 2-star pa. I’m also curious to know what happens to Col. Oscar Mapalo. Isa pa rin rebelde iyan.
The resigned officers are willing to work for the government. Tama ka, marami ang na-absorb ng PDEA. I can just imagine how hard it is to work as civilians getting orders from those who used to be their subordinates.
Phil. Coast Guard is also civilian and can absorb several of the “amnestied” officers and men. They bring with them substantial naval experience that could save the agency a lot of funds that would have to be spent on recruitment and training alone.
Dir. Santiago of PDEA has demonstrated the benefits of hiring ex-military men into his agency and has shown determination to even expose the rogues in the justice department who protect criminals though this was ignored by the past admin.
I think the Magdalos and Tanay Boys will up the ante further and while they’re at it, let’s not waste the idealism of these guys, or whatever that’s left of it, and allow them to participate in bringing about real change to turn around our slowly deteriorating society.
Graduates of the Philippine Military academy are trained to wear all hats. Whether civilian or military, they will do good anyway, only for those with pure heart to serve. Yung mga nasira ni bansot na opisyales dahil ginamit niya sila sa pandaraya sa elections then later given promotions and monetary compensation, I do not look at them in the same light.
Palagay ko nga “fall guy” lang si Fulgencio. Somebody must have promised him some money for his needy family. Ang hirap niyan, maybe whoever did the crime that he is trying to cover for, may harm his family if he testifies on the contrary. I feel sad for his mom and his family, more so for the young ones but Fulgencio, if he is in his right mind, should not have done what he did, to cover up for someone else. Ngayon ipit siya!
Dito sa mga kasong ganito natin kailangan ang tunay na witness protection. DOJ should secure his family and maybe Fulgencio will talk.
The Witness Protection Program, now that it’s under De Lima’s territory, will hopefully bolster the confidence of many witnesses to crimes to come out and speak unlike in the past that they know they will only put themselves and their families in peril once they begin to be identified by the powerful, the influential, and the ordinary do-or-die criminals.
I’ve personally seen how her CHR subordinates escorted the kid who witnessed the RCBC Sta. Rosa holdup-massacre while on the way to court. A dozen or so cops with long firearms in 4 vehicles and a dummy duplicate CHR van which the boy boarded but moved to the next one before zooming off. I was impressed by the cops and the CHR staff.
