Three days after the Aug. 23 hostage-taking fiasco that left eight tourists from Hongkong dead, the survivors were accompanied by Malacañang officials to the airport for their flight back home.
At that time, tempers were high in Hongkong against the bungling of the Philippine government that turned their compatriot’s holiday into a tragedy. The survivors and their relatives couldn’t help expressing their disgust over the post-tragedy attitude of the Aquino government. They wondered why nobody was taking responsibility. All that they were getting were excuses and justifications for the incompetence that was witnessed live by the whole world.
Despite statements of condolences, the impression that the survivors and their relatives got was, the Aquino government was not serious in making officials be accountable for the debacle. They cited the melamine scandal in China in 2008 when two persons found responsible for the contamination of the infant formula that caused the death of six babies and illness to thousands were executed.
That sentiment was relayed by a Malacañang official to officials involved in the debacle. The official said, then PNP Chief Jesus Verzosa replied, in his typical emotion-devoid manner of speaking, “Okay, I’ll let Magtibay go.”
As of that day, Chief Superintendent Rodolfo Magtibay, the ground commander in that incident, had offered to go on leave while an investigation was being conducted.
A few days after, Magtibay offered to resign. Others, like Interior Secretary Rico Puno, upon unrelenting pressure from the public offered the same, offering even to take a bullet for the President. (This prompted one political observer to remark, what does he think his job is, bodyguard?)
Verzosa, opted for early retirement last Sept. 15. Even before the hostage-taking debacle, Verzosa had announced his plan to retire early. Malacañang sources said he was slated to replace Interior Secretary Jesse Robredo whom Aquino did not plan to keep for that position.
The Aug. 23 tragedy and the latest jueteng scandal may have cost Verzosa the DILG position but talks are that he may be given an ambassadorial job. One columnist suggests that he be appointed ambassador to Russia. We are sure Mrs. Verzosa would love that.
The de Lima- led Incident Investigation and Review Committee that investigated the Aug. 23 tragedy recommended that administrative proceeding be initiated against Verzosa “for Less Grave Neglect of Duty in his failure to execute lawful orders from higher authority when he failed to implement the order of the President to use the PNP Special Action Group-Crisis response Group in the assault of the hostaged bus and for his failure to monitor the crisis situation at the NCMOC as provided in the Crisis Management Committee Manual and as such respond adequately and give effect to decisive actions as may have been needed, but instead proceeding to Cagayan De Oro in the middle of the hostage crisis.”
Verzosa cannot be sure that he would be spared of criminal charges because the IIRC added that “At the same time, it is recommended that a preliminary investigation be conducted by the appropriate government agency for any possible criminal liability arising from the commission of the above offenses and in the course of the execution of his command during the hostage crisis.”
The possibility of criminal charges also hangs over the head of presidential shooting buddy Puno. Magtibay, Police Director Leocadio Santiago Jr., Police Superintendent Orlando Yebra, and Police Chief Inspector Santiago Pascual III.
With Manila Mayor Alfredo Lim, the IIRC specified that criminal and administrative charges be filed against him.
We cannot understand why after forming to investigate the incident and recommend courses of action, the President has asked his legal team to review and make another recommendation.
In his trademark honesty, Aquino said he has reservations about the recommendations of the IIRC. Why, because it involved persons close to him?
If Aquino has any intention of downgrading the IIRC’s recommendations to spare some of his friends, he better think about it very, very carefully. De Lima and committee member Tessy Ang See have defended strongly their recommendations. They may not take a rebuff of their recommendations easily.
Aquino maybe creating another crisis much worse than what the government had just gone through.
good reporting Ellen…. i so admire you!!
Uy, nabuhay!
Yes Russia would be a nice assignment for a retired Ex-Euro general. Ok, ok he was not part of the entourage of the infamous Euro-generals then but his commander (wife) sure was part of it. 😛

Verzosa to Russia!
He should act presidential and spare no one who is at fault. He acted so quickly in Nilo’s case who perhaps he didn’t even know, ngayon bffs nya ang naisalang sa kalan na may basehan nawala bigla ang kanyang courage.
PNoy’s action on the IIRC recommendations will define his days ahead as president.
yes buhay na buhay tongue….how are you? I so miss blogging here. LOL

In 1974 Richard Nixon became the first U.S. President to resign office, when the House Judiciary Committee passed the first of three articles of impeachment, charging obstruction of justice.

Let’s hope that Noynoy realize where his loyalty belong and does not engage in any sort of cover up.

the operative word “hope”…
otherwise, “welcome to the real world everybody!” where have you been all this time?
…where disappointment is the norm…so we learn to respond appropriately – deal with it…
…when life gives you lemons, you make lemonade…
He should act presidential…
—————————————————–
chi,
if he acts “presidential” on the basis of Filipino standards (or the way former presidents acted)…expect that he will not touch the ones close to him…be careful of what you ask for, you might just get it…be more specific 🙂
Hahaha! I could be thinking of the First World Presidents, jug. Sowee!
if Noynoy is only looking at one term (six years), if i were him, i’ll keep my friends…presidency = 6 years (ngek!), bff = forever !
thats looking at the president as a normal human being, of course he can pretend he’s Mr. Spock of Startrek and claim no emotions…
lets face it…even if Noynoy axes these guys, some quarters will still say “playing to the press” or “PR stunt” or some other term…
…if he does, will our thank you suffice? what happens during the hours of the day when he’s not president? if its really justifiable to axe these bozos he will, if not, if its just to satisfy the clamor of the press, let them clamor for more…see if it will do any good? gloria didn’t seem to suffer one bit…its an unfair world…
going on a trip…goodbye guys! see you in a week or so! sabi ni NFA siguro – wag ka nang bumalik oy! 🙂
Ambassadorial posting for a newly retired PNP Chief? Not bad not bad. Just imagine the diplomatic immunity he will be acquiring and the labadahan he can make with it. That surely can clean or launder tons and tons of monies of his and others.
The word is, a lot of these retired police and military high officials given ambassadorial postings have very profitable laundry businesses. Sinong nagsabi – facts of life lang, unfair nga ang buhay.
mamya pa palang hapon…
oysterm,
facts of life yun pag hindi ka natamaan, otherwise its unfair! unjust! impunity!
Pa plugging Elleen,
Please buy Joel Rosenberg books, published by OMF, ie Epicenter, the Last Jihad, Ezekiel Option, The Revolution – they are locally printed but the quality is at par with Penguin, Little Brown, etc…the content is gripping as usual, and look at the paper, exquisite, bulky but light, the texture, body, and scent – can only be appreciated by those who have a love affair with books…also, Purpose Driven Life by Rick Warren – sa atin din printed. Hopefully, we get more international publishers to have their books printed here…
Mabuhay ang gawang Pinoy!
Happy trip, Jug.
The aftermath of the crisis is going to get messier and messier as it goes. It’s a Gordian Knot. Seems like it hasn’t sunk in yet on the President’s consciousness. When it does, could he smile yet?
Facts of life:
Lalong naghirap.
Though these did not stop me and my family from doing our utmost to make life better. All my children have finished schooling. We have an architect, an IT grad and an electronics and comm. engineer, all doing well. Contributing their share to RP society.
The point is does the public and the people deserve this? Yes we elected these pols and tradpols, yet they treat society as if they own it and they could do anything to it. So, let those heckling the government do more to make the public and people more aware.
oystermushroom,
i’m sorry to hear/read that…but i’m very proud of you and the way you handled adversity…mukhang marami talagang ganyan sa mundo natin, lalo na sa pilipinas…
…let the private enterprise be…and the sequestered na pondo, isecure na yan, kailangan nga natin ng pera…
in parting…
i hope that the president will use his power and his political clout to free the detained AFP officers who were treated as enemies of Arroyo’s state…he started something already, please follow through…i hope that he will have them released and restored back to the service (for those who still want to)…if possible, get reparation from Arroyo for this grave, blatant, abuse of power…
if ever, there is a battle worth fighting and is winnable, this is one of them…whats the worst that can happen to him? he gets impeached? so what? it would be better to be impeached by doing something right and noble…
…don’t be afraid Mr. President to say i want this done because i’m the president…those who are with you are more than those who are against you…
“When facing any difficult time that is the first thing you need to do. You need to identify the things that are in your power to deal with. The things that you cannot deal with, you need to endure. It sounds like a bitter people to swallow, but your energy is better spent on the things that you can actually do something about.”

…oops, supposed to be bitter “pill”
Kung sakali man at ialok kay Versoza ang trabahong Ambassador to Russia, sobrang kapal naman niya kung tatanggapin niya ito knowing what had happened in Russia to the euro-generals and their spouses, kasama na ang asawa niya.
Oystermushroom, you are one of a few Filipinos who left the country and toiled to make his family succeed.
Take the case of the squatters in QC being relocated to Montalban. Instead of accepting the offer, pinipintasan pa yung pupuntahan nila. Granting that there may not be ample jobs where they are being relocated, pwede namang magtayo ng kahit konting pagkakakitaan. But these settlers want a piece of the NHA land which will be developed. Ayaw pa nila nun, the monthly amortization is only 300 pesos a month but the property will be theirs in 30 yrs. Gee, kung ako yan, I will take it and start a new small business there. But to a few, gusto nila yung ibibigay ang lahat sa kanila. Life is not easy for those who try to succeed. But it will even be more difficult for those who do not LIKE to succeed at all.
Will our lives be better during and after PNyoy’s term? Sa style ng pamumuno ni PNyoy, what do we see after six years? Haaayyyy, suntok sa buwan! God Please Bless the people of the Philippines!
