Jueteng update: just a change of collectors

The latest exposé of retired Archbishop Oscar Cruz on jueteng should be another wake up call to President Aquino that something is wrong with the setup that he has created at the Department of Interior and Local Government where he stripped the secretary of supervision over of the Philippine National Police, a vital element in local governance.

Inquirer reported that Cruz said two of Aquino’s trusted officials are receiving a minimum of P2 million monthly payola from jueteng. He gave a clue: the two hold security-related positions which include eradication of the illegal numbers game. Another clue: “One of them began getting his share of the other, who came into the picture fairly recently.”

Update: In his appearance in ABS-CBN’s “Umaga Kay Ganda”, Puno categorically denied accepting jueteng money. “Hindi po.Walang nagbigay. Kung may magbibigay, hindi ko tatanggapin.”

Cruz, who was also a studio guest, declined to name the two officials of the Aquino administration resorting to “Secret” when pressed by host Anthony Taberna. He however said they are more than two actually but the officials are “not in a cabinet position.” One, he said, “malapit na.”

He also said there are also jueteng lords who are governors, unlike before when the governors were just jueteng beneficiaries. Although he declined to name the governor-jueteng lords, he said jueteng is rampant in Regions One (Ilocos), Two, (Cagayan Valley) and Four (Calabarzon and Mimaropa).

On Puno,Cruz said, he is impressed by the targets that he has set.

On putting the burden of proof on him, Cruz said, “Na sa inyo ang kapulisan, ang NBI. Be fair. Ibig sabihin kung wala kaming input, wala kayong magagawa?” (You have the police and NBI. Be fair. You mean if we don’t give you inputs, there’s nothing that you can do?)

Cruz practically cleared Interior Secretary Jesse Robredo saying the arrangement in the DILG where the latter is confined to “ a comprehensive plan on delivering social services to and relocating informal settlers in coordination with the local governments” while he retained direct supervision of the Philippine National Police.

Aquino later on turned over the supervision of the PNP to Rico E. Puno, his gun buddy whom he named DILG undersecretary for peace and order. Puno reports directly to him as clearly demonstrated in the Aug. 23 hostage-taking tragedy.

Aquino’s reaction to the Cruz’s exposé is puzzling, to say the list. Inquirer quoted him as saying, “If he has evidence, no matter how little, I will investigate them. Regardless of who they are, if there is proof, they will pay.”

Is he not going, on his own, to order investigation on the matter, using the powers of the presidency, to find out the truth of the information given him by Archbishop Cruz?

We still believe that Aquino does not countenance jueteng, which is illegal and a source of corruption of government officials and politicians. This is in consonance with his campaign promise to lead the country to the path of righteousness. Matuwid na daan.

We still believe that he sincerely wants to give Filipinos a government that respects the law and does not countenance corruption, something that we did not get in the nine years unelected presidency of Gloria Arroyo.

But we don’t know until when can our trust in his good intentions hold. The DILG situation, especially the case of Robredo, is raising a lot of doubts on Aquino’s style of governance.

In his supposedly no-holds-barred talk with the three television anchors, Aquino elaborated on the reported differences with Robredo which stemmed during the campaign. The former Naga city mayor and Ramon Magsaysay awardee for public service was the campaign sortie manager.

Aquino said that he didn’t like it that Robredo was scheduling as many as 20 sorties a day for him in their provincial sorties. Although he said he understood that Robredo’s desire was to maximize his exposure, he was concerned of his ability to meet those commitments.

Aquino said Robredo was committing him to some sectors he (Robredo) wanted to please without consulting him.

Aquino’s revelations didn’t give an admirable picture of him. It even supported rumors of his being a late riser and his preference for a laid back pace.

But a source who was part of the campaign said that’s unfair because Aquino did not complain of the rigorous schedule. It’s just that in many instances, he didn’t see rhyme and reason for the activities lined up for him. He said there were other members of the campaign team who thought Robredo was being inconsiderate of the then presidential candidate. “Imagine scheduling a late morning motorcade under a summer sun? “

The source also said they felt that Robredo was using Aquino more to boost the electoral chances of the Liberal party’s local candidates.
Aquino said there is no doubt that he and Robredo share the same concern for the people. He is giving the two of them two months to work out their differences in working style.

Statements from Aquino also indicate that his trust on Puno is undiminished despite the Aug. 23 debacle. There are talks that outgoing PNP Chief Jesus Versoza has been tapped for the position of DILG secretary.

Archbishop Cruz should be very concerned.

    Isn’t that a rather flimsy excuse to dislike Robredo? Good heavens! There was nothing remotely sinister in the man’s aim to give Aquino as much exposure as possible during the campaign.

    He could have told Robredo, “Look fellow, I’m gonna die of exhaustion if we don’t calm down a bit, so please, let’s cut the sorties down, shall we?”

    But he shouldn’t take that against a zealous supporter and consider him untrustworthy. Aquino’s reaction is totally out of proportion… Incredible, just downright incredible.

    Or perhaps, there are other things on Aquino’s mind that he doesn’t want to say about Robredo? Out with it, Mr President. Pray tell… But your reaction or your reason for not trusting Robredo is childish in the extreme.

    What is that old adage again? Awayin mo na ang lasing, huwag lang ang bagong gising.

    By the way the President gave a rambling and roundabout answer to the question of Ted Failon, as to the President’s whereabouts; the one where Ted even said, may usaping tanghali daw kayong magising.

    I listened to the Aquino & 3-person panel interview and I also have impression. Despite Noynoy saying he heard lies and boladas and boladas and kasinulanginan, statements from Aquino indicate that his trust on Puno is undiminished despite the Aug. 23 debacle.

    Is President Aquino beginning to expose his weaker side? If he is this early in the game, then he can kiss goodbye his campaign promises of controlling or minimizing if not eradicating corruption in government and its business dealings. It could be business as usual for the crocs and vultures that may have changed their names and flavour, but crocs and vultures they are just the same. So far nothing is going on, except the good men are being sidelined and the bootlickers are having their day with the master.

    It only shows that there’s something wrong on how his mind works. A very simple problem that needed a very simple solution, he turned it into a complex at nagtiis that up to this day, naghihinanakit pa rin. It’s just a glimpse of how weak and indecisive the man is. All he has to say is: “You’re fired; I don’t like your style”, end of the unwanted scheduling and nothing more to complain about.

    But he didn’t do it. He made a point that all comers are welcome. Sayang din naman ang tulong sa campaign, kaya lang he sorely lacked the imagination and a frame of mind na he can solve the problem by bringing up to Robredo and make arrangements. He just lived in silence, nagtiis ng nagtiis at ngayon niya inilalabas ang kaniyang hinanakit at sama ng loob.

    Anyway he has proven that he has a long memory, hindi niya nakakalimutan ang lahat na pinagkakautangan nila ng nanay niya at nagbabayad siya ngayon, in the same way na hindi rin niya nakakalimutan ang mga taong nagbigay sa kanila ng sama ng loob at ngayon ay maniningil naman siya.

    Si Bishop naman. Nambibitin pa. Bring it out in the open para magkaalaman na. Huwag lang later on sabihin na, ” Ibinigay lang sa akin ang mga pangalan na iyan. I have no personal knowledge about it. So, bahala na kayo sa information na yan.” Remember, it’s so easy to make allegations. Proving your allegations is another matter altogether. Lawyers know this very well. Kaya nga walang nangyari doon sa previous investigations sa Senado. Unless, napicturan nila mismo ang tao na personal na umaabot at tumatanggap ng payola. How do we know if the financier is just dropping the names of people?

    Ang dapat nyang pukpokin ay ang mga local officials at police. Kahit presidente pa ang nakapatong diyan kung ayaw ng mayor, governor at hepe ng mga lespu, walang magagawa ang presidente diyan. Granting na totoong nakapatong si Puno diyan, bakit siya lang ang tinatarget? Paano sina Mayor at Gob? Ok lang kasi nagdodonate naman sa mga proyekto ng simbahan? Uulitin ko. Kung AYAW ng mga local officials, walang magiging ‘hanapbuhay’ ang mga national officials sa jueteng. It’s as simple as that. Saang diyaryo nga ba nagsusulat si Cruz? A nevermind! Alam nyo na yun. Pati nga pagyoyosi ni Aquino napansin pa nito e. Teka, ano nga ba nangyari kina Sandra Cam at Boy Mayol? 😛

    We read it right: just a change of collectors.

    During Gloria’s reign, we have the Pinedas, Singsons, Generals and many more. This time, we are still on the look-out, but some names like babalu and puno ang mga bukam-bibig.

    Change was his mantra during the campaign, and voters bit it.

    After being elected with a mandate of change (50% lang pala at 50% Cory) it seems nothing yet is forthcoming. The only change that’s visible so far is the ban on wang wang, which ironically was not part of the election campaign.

    Jueteng was one issue he promised to erase from the Philippine map. Legalization was out of the question, just eliminate it. Not very few believed him.

    Now we heard that it’s very much alive, more active, and worst than ever, during the time of the much-hated Gloria jueteng days. And Noynoy has only this to say, just like Gloria, “Show me the evidence”.

    Words of a bishop won’t suffice and so just like that no order to investigate and, no nothing. Just forget it.

    Now we can see clearly the reason why Noynoy let the DILG bore a junior and named him Rico Puno. Robredo, the senior was stripped of supervision and responsibility of the PNP, which under “normal” condition is the secretary’s domain. He is known as anti-jueteng and taking out the PNP from him will effectively render him helpless and useless in a fight against an organized jueteng lords. That’s precisely was the main purpose in getting him out of the way.

    And to be believable Noynoy said that jueteng is not a priority of his government. That’s fine but at least don’t forget about it. Just let some of your police sometimes stage a mocked-raid, have some fall guys arrested and have it appear that it’s done very seriously and believable..

    At least we have a change, different from Gloria’s style.

    Wasn’t it Cory who made many many politcians win, tirelessly going to their sorties to raise their hands in the entablado? The guy who ran on the reflected glory of his Mother didn’t want to reflect his own popularity on his partymates?

    Nasaan na yung selflessness na dapat minana kay Itay? Yung nagpakamatay para sa Inang Bayan. Ito, magpa-araw lang, ayaw. Hindi ba’t sa ikabubuti rin ng Inang Bayan na manalo ang kapartido mo, sa halip na ang kapartido ni Money na may pandikit na Glue.

Parang front lang siya, just for the people to think the Aquino govt is an advocate of no jueteng, but behind the scene, duon nangyayari ang ‘as usual’. Pag naraid ng taga regional police ang isang city/municipality na nasdasakupan nito at may nahulihan ng mga kabo/kubrador ng 3 beses, sibak na agad ang hepe ng pulisya..     I do not understand Cruz’s opinion concerning Rebredo and Jueteng. His argument just does not make sense to me. If jueteng is legalize, the very first group of people who will be affected are the National leaders, local leaders, Polices, and the Military, practically everyone who acts as a protector or who allow it to operate in their respective districts. It means no more FREE MONEY and TAX FREE Money for them. They are the very first group of people who will oppose any moves to legalize it.

    Legalizing jueteng will benefit, first and foremost the government for taxes, the gambling lords who will become legitimate business after paying taxes, the kubradors for having a legitimate job, maybe without benefits but legitimate jobs and us as a whole because of earning from it so long us our national leaders spend it wisely for basic services or social needs. Legalizing jueteng has benefits, similarly when our government allows PAGCOR to operate, lotto, sweepstakes, STL, etc. At the same time when our government allows cigarettes sold commercially even though we know it kills or having cockfights like sabong, complete with air-conditioned arenas.

    Jueteng being illegal will do us no good since it will just continue on corrupting our local and national leaders to include the police and military thru “lagay” for it to operate, depriving us of real leaders to run our bureaucracy. It is also unfair to legitimate business or people, us, paying taxes, these jueteng operate tax free under the protection of our own in government. Jueteng without paying it’s due to the government in form of taxes, deprives us of its fair share of burden of taxation, that we now carry in forms of additonal sales tax, tolls, fees, permits, etc. In addition, the influence of jueteng payoff encourage many unqualified if not criminals(in mind and action) to run for office with many of them winings due to the weakness of our COMELEC. Illegal jueteng deprives us of having real or true public servants running for office.

    Robredo may be a crusader against jueteng similarly with Cruz, but let’s be realistic what happens when they are gone? I do not think they can do it. Total eradication may not be possible without replacing it with anything meaningful for these people. Also, for me, Robredo will stay in Aquino’s administration based on his own merit nothing to do with jueteng.

    Let us stop this bullshit about jueteng, Lets tax it, lets use revenues coming from it create jobs and pay our social needs, and let those of benefit from it pay their fair share of taxation.

    Enough of corrupted local and national government to include our police and military due to illegal jueteng! Tagal na nito simply lang ang solusyon. Ano ba talaga?

    Si Sandra Cam, sumabak sa politika sa Bicol, pero natalo. Si Boy Mayor, niratrat yung Volvo niya dito sa may Airport Road pauwi galing sa casino, just this year. Patay. Nabanggit niya kay Archbishop Cruz kung sino ang may masamang balak sa kanya bago siya namatay pero walang kinalaman sa jueteng. Sa construction business daw ang dahilan.

    Kasi nga ang balita ko noong si ortile at sampu ng kanyang mga alipores ay nasa HUDCC pa, may napabalita na yung Low Cost housing program dyan sa may taguig, ay may mga uni9ts sila at pina-uupahan nila. Ayon sa balita kung isang maliit na unit lang ay ok lang sana, pero ang balita ay hindi lang iisa ang units nya. Ang masaklap nito ay hindi lang naman itong si ortile ang gumawa nang ganun. Namayagpag itong si oritile nung panahon ni de castro.

    Ito ay kasunod sa sumambulat na balita tungkol sa globe asiatique.

    Maraming kalokohan ang nangyari sa HUDCC noong mga nakaraang taon. Kune pwede lan po ay pakikalampag lang dahil sa itong si ortile ay nasa opisina na ni ochoa.

Jueteng is as Filipino as rice in some parts of the country and probably linked to the economy more than anything else…Cruz is a simpleton saying that it can be wiped out by one person alone – Robredo, remember Lacson, Erap? You can’t wipe out jueteng that easy, it will eat you up and spit you out…is he even sure the church is jueteng money free? why don’t they refund the pinedas their donations?

    Archbishop Emeritus Oscar Cruz is certainly no crackpot nor an agent of the political opposition.

    But it’s a puzzlement that while he is now claiming that as many as “five officials of the Aquino administration are receiving million peso pay-offs from jueteng lords in four region,” he refuses to name names.

    The good man of the cloth asserts simply that “I have witnesses in the provincial jueteng operations now controlled by the governors themselves and people in Malacanang who know about the jueteng bribes.”

    Yes, Archbishop Cruz.

    But up and until your expose is fleshed out with the supposed bribe takers’ names and warm body witness execute sworn affidavits (and are given adequate protection), all that’s making news head are innuendos and more innuendos.
    More dangerously you have now endangered the lives of your witnesses who are personally known by the criminals they are tagging, assuming these faceless whistleblowers are the real deal
    We remember only too well the fate that befell Wilfredo ‘Boy’ Mayor who was also your witness.

    Did the good retired Archbishop ever bother to help find out who killed Mayor?
    Or has the CBCP simply forgotten him?

They even contribute to the election funds of these candidates. Actually they fund both sides of the fence just to make sure. For them its a form of investment.     A good sleuth can start working on a small tip. The Bishop has given enough for a good sleuth to start working on. He talked about portfolios that have to do with security. That eliminates almost all the other Secs and Usecs (finance, health, DFA). He talked of a high position – Usec level.

    But my attack on the methods of Bishop Cruz are not to be mistaken as a defense for PNoy. If Cruz did his homework then he would have revealed the names and then PNoy will have to investigate specific persons. Then we will know whether PNoy is for real or not depending on how he acts on the findings of the investigation.

    The way Cruz did it, using a shotgun instead of a rifle, madaming collateral damage na inosente pero neither you nor I know until now who exactly he was accusing of taking payola and who was giving it.

    Huweteng na naman. I’ll say the same thing I’ve been saying here when Huweteng is the topic. Where I grew up in Baguio during the early 60’s, we had four kobradors…one day I had the privileged to tag along with one of the kobradors to attend a nightly draw. It’s a fixed drawing, the two numbers (at that time it was 1 thru 37), were already known to the operators. Talagang anak ka ng dios kung manalo ka. Pure Luck!

    Talk is cheap and often very much easier said than done.

    What opportunities are you talking about?

    How can you challenge people to work, bring in food and money when there are no employment opportunites; to be farmers when there’s no land to till; be providers when there’s no capital; etc, etc…?

    Want somebody to pick up your challenge?

    1)Provide the people needed capital to start a
    business that they maybe self-employed.

    2)Build your own factories throughout the land and
    employ all unemployed Filipinos.

    3)Parcel and distribute your haciendas to
    tillers, farmers and the landless.

    Now if you can do this, everybody will have the opportunity to work, bring food and money for their families, be farmers not tenants, and even be hunters during their holidays and spare times.

    Everybody will then be enjoying the luxury of life courtesy and generosity of Jug without any burden to the Noynoy government.

Nagtataka lang ako…. bakit na naman kaya pinaputok itong weteng na ito, samantalang marami namang dapat na pagtuunan ng masusing pansin. katulad ng ILEGAL NA DROGA??? Hindi po ba mas dapat na pagtuuunan iyan ng pansin at marapat na sugpuin? nagtatanong lang po….
