The Malacañang-DFA disconnect

Learning the art of when and what to talk about
Will somebody please tell President Aquino that he doesn’t have to answer all queries of reporters? That’s why he has a spokesperson.

Like the cancellation of the visits to Vietnam (Sept 13 to 14) and Indonesia (Sept. 14 to 15). Coming from him, the cancellation had a grating effect.

Aquino also said that he is pushing with his scheduled visit to the United States scheduled Sept 18 to 28.

“Canceled na yung trips, the first one will be America,” he said. He will be speaking at the United Nations and will be witnessing the signing of the Millenium Challange Corporation’s $434-million grant. Other activities have been lined up for him during his U.S visit.

By making the United States his first foreign visit, Aquino breaks the tradition among Southeast Asian leaders to take his first foreign visit to any of the fellow members of the Association of Southeast Asian Nations.

Vietnam was chosen because it is the current chair of Asean and Indonesia because it will take over the chairmanship from Vietnam for 2011. By the way, President Cory’s first foreign visit in 1986 was to Indonesia.

There’s no law that punishes those who veer away from traditional practice. But tradition is what holds people with common aspirations together. There’s also common sense in the tradition of visiting a neighbor first before going to a distant ally.

I know that Aquino is so desperate for stories to obscure the August 23 hostage fiasco but did it have to be him telling the media about it? Aside from his spokesperson Edwin Lacierda, he has two communications chiefs, Sonny Coloma and Ricky Carandang. The Department of Foreign Affairs also has Spokesperson Ed Malaya who could have done better in announcing the cancellation.

After Aquino made the announcement, the DFA had to issue this official announcement:” After prior notification to the Ministries of Foreign Affairs of the Socialist Republic of Vietnam and the Republic of Indonesia, the State Visits of President Benigno S. Aquino III to Hanoi and Jakarta are deferred.

“President Aquino looks forward to visiting both capitals at a more propitious and mutually convenient time, to discuss bilateral issues towards further enhancing Philippine relations with Vietnam and Indonesia, respectively. “

Foreign Affairs sources said they sent a note verbale to the governments of Indonesia and Vietnam during the weekend after Malacañang made the decision last Friday.

So be it. The visits to Indonesia and Vietnam are cancelled. But Aquino had to talk more about it which revealed something’s amiss in his office.

He said “”Yung Indonesia, I understand, can only accommodate us sometime in October.” He added that anyway he will be meeting Indonesia president Susilo Bambang Yudhoyono and Vietnam president Nguyen Minh Triet for an Asean leaders side meeting in New York.

A DFA source said “I think the President is misinformed because Indonesia has not declined the Sept. 14 and 15 visit. In fact it was still being arranged until he canceled it .”

As to the Vietnam visit, in my talk with Communications Secretary Ricky Carandang about two weeks ago, he explained that Aquino, in consonance with his austerity program, has informed the DFA that he would rather make the state visit immediately after the Asean summit last week of October so that he did not have to make two trips to one country in one month.

It makes sense. Was that conveyed to the DFA? If that was conveyed, there would not have been any preparation for a Sept. 13 and 14 visit. And therefore, there would not have been any need to cancel anything. What cancellation then was Aquino announcing?

That’s why it would have been better that somebody familiar with foreign relations and preparations for the visits made the announcement.

It’s clear that foreign relations is not Aquino’s strong points and he needs a competent adviser on this area.

Malacañang and DFA sources say Aquino does not have rapport with Foreign Secretary Alberto Romulo. It has been widely written that Aquino accommodated Romulo, whose record of incompetence is known in the diplomatic community, in his cabinet because of his sisters’ and Iglesia ni Cristo wishes

The disconnect between Malacañang and the DFA showed its adverse repercussions in the missed calls of Hongkong executive Donald Tsang to Aquino at the height of the Aug. 23 hostage crisis.

It is certainly hoped that Aquino learned a lesson from that unfortunate episode.

    But Ellen, the DFA should have known that the Sept 13-14 visit would be a back-to-back visit to the same country in as much as the same country was due to host the ASEAN meet. Did Romulo highlight this in a brief to the president?

    After all, I seem to recall that in July, Aquino made it clear that making foreign trips was not on his agenda. That statement should have served as a hint to the DFA chief. And while it was his job to organize as many meetings with foreign leaders (at home and abroad), it was a little matter for him to highlight the back-to-back nature of the Sept trip to Vietnam.

    Romulo should have been on his toes! If we are to believe that he is an experienced and therefore highly qualified foreign affairs person, this should have hit him as soon as presidential travel plans were being made. It would have saved the DFA, and more importantly, his president embarassment.

    Just goes to show that Romulo is not on top of the situation; whatever we say of the non-connect between him and Aquino, the buck stops at Romulo on this particular issue.

    Romulo has got to go… he is incompetent and if he is not incompetent, he just doesn’t have the influence, so what use is he? Sack him is what I say!

    When Erap was still president, he was cordoned off by his “trusted” men, and that made him out of touch with reality. It was told by one of his cabinet member that up to the last few days of his presidency, he still didn’t know the “real score” and didn’t know that he was about to be ousted.

    I just hope that P-Noy would be wise enough to know what’s really happening around him. Seems like he couldn’t say no to the two factions within his “kingdom” when he should.

    Aquino doesn’t mind breaking tradition among ASEAN partners. As an Amboy he considers Obama’s US as more important than them. The US supported his candidacy during the elections, so it’s but a natural Aquino reaction as he always does to his supporters to acknowledge and return the favor if asked to.

    And besides, Obama has offered a tip to Noynoy on how to quit smoking. Maybe, that’s one item on their agenda if ever they got the chance to meet at the sidelines.

    Anne, it was Aquino himself who pointed this out to Romulo and the DFA officials, who think it’s okay to for a president to go on a foreign trip to one country twice in one month.

    Apparently,Romulo and his people have not absorbed PNoy’s austerity policy. They still go by the previous administrations’ profligate thinking.

    PNoy, as much as possible, wants to go on commercial flight. They were aghast. They said, “No, that is not done. That would create complications when a president makes a stopover in a country where he is not making an official visit,” etc. etc.

    Who says it’s not done?

    I’ve covered visits of FVR where we took the commercial flight. In fact in his first Europe trip (I remember Anne you said you were involved in the Paris part of the visit?), the presidential party took a PAL commercial flight from Manila to Rome. We made a stopover in Bangkok. A high-ranking Thai official met FVR at the airport for diplomatic courtesy.

    Malacanang only used the chartered plane within Europe (Rome, Paris, Spain, Germany).

    The point here is, it can be done. It has been done. You just have to understand and believe why you are doing it.

    Ok naging anak siya ni Santita Cory at Ninoy, but ang punto sa pagiging lingkod-bayan eh…ano ba ang kanyang track records sa paglilingkod-bayan.

    Pakawala yan ng mga civil socialiates at kita nman ang mga hunyango at tradpols…lipat-bakod at heto mga amuyong na nakabuntot kay PeNOY.

    Magkakaalam-alam tayo…maaga pa para siya husgahan, ilan buwan pa lang sa Malacanang e bokya na sa unang pagsubok kung papaano siya magiging effective na Pangulo.

    Ang laki ng epekto ng hostage drama na yan sa ating Bansa at sa maraming Pinoy…unang tinamaan ng kapalpakan na yan e ang turismo at pangalawa ang mga OFWs na siyang suppliers ng dolyar ng bansa.

    After everything has been said and done, I think it’s about time to let go-off Romulo.

    ANd I began to believe that Aquino sisterhood is wrong in endorsing romulo to lead (again) the DFA, even in a hold out capacity.

    What is more puzzling is the fact that the supposedly Vietnam visit will be done twice. ANd it is Pnoy who even pointed this out to romulo. I thought that was supposed to be the job of the DFA? unfortunately, as I have written before in the previous issues, the DFA officials are fond of travelling abroad.

    Just take a look at the case of overstaying (career?) ambassador/s in a hold out capacity, who are invoking MC 1 and 2 to their advantage. They interpret the way they want to interprest it. IF the interpretation is to their disadvantage, they would approach romulo and anybody close to romulo to get their (illegal?) extention. However, as prescribed by RA 7157, no more thatn six (6) months of extension is/are given to these overtaying ambassador/s.

    going back to romulo, I have served under him before, and I know what I’m talking about, I bet you my one cross-eyed Philippine centavo.

    I really think romulo should leave now.

    Ano naman ang masama kung si Aquino ang palaging sumasagot sa mga tanong ng reporters? Kayo na rin ang nagsasabi na “not ordinary” ang situation sa Pilipinas. O mas gugustuhin na si COloma at Lacierda ang nagsasalita at sumasagot sa tanong dahil may masisilip na namang lapses o hindi tugmang announcement.

    Finally ano naman ang masama kung gawan ng paraan to obscure the August 23 hostage fiasco? Noong gabi ng crisis, pinulaan na hindi agad lumabas si Noynoy sa TV. Ngayon naman napupulaan na sya ang nagsasagot sa media.

    Nasanay ang DFA na naka-charter plane at sangkatutak ang kasama ni bansot tuwing bumibiyahe siya. This is one thing with Aquino that I like. Hindi siya waldas sa pera. If he wants to save money and not travel so much, so be it.

    Halata naman na mas kinikilingan ni Pnoy ang US. We should not be shocked. I still think that the US has a lot to do with his win.

    Kung yang DFA na yan eh hindi efficient, FIRE Romulo. Mawawala din naman siguro yung galit ni Ballsy later.

    At nasanay din ang DFA na lahat ng bansa eh pinupuntahan ni Bansot kahit na iihi lang siya dun. Sorry mga tiga DFA at yung mga alipores na nasanay na sama ng sama kay bansot, ngayon, stay at home muna kayo dahil hindi kayo kasama ni Pnoy sa mga trips niya.     These things happening now are “peanuts” if you ask me, they are easily resolved…
    If we recall, Noynoy has no ambitions to be president in the first place, it was, like greatnessto some people – thrust into him…when so many others who lusted for the position are just now salivating…
    If we go by Machiavelli, we will have to admit that we are that irresponsible, that we have to be deceived, coerced, suppressed, inorder to be ruled…do we want that instead of the freedom we are having now…
    Even before the elections, personally, I didn’t find anyone to my liking, but Noynoy was the only one with a clean record – we need that in government. Erap, though popular and charismatic, has a distorted set of values, and he’s Machiavellian…
    Machiavelli’s is more of a despot that democracy, it is for someone who wants to have power, and to have a “to be the ruler of the universe kind of lust for it…”
    What we have here is a test if democracy will triumph, we are now a test case whether transparency, and the leader’s openness to censure by the people will work.
    We haven’t seen any widespread plunder yet, we haven’t seen a president playing blackjack in the casino yet…what we just saw was the work of a lunatic with a death wish – well he got his wish in the end…
    The Chinese, Malaysians, and Sinaporeans will scoff at how freely we censure our leaders and how free our media is…but that is the price we have to pay, now lets us make this work…
    I only hope that as greatness was thrust into him, Noynoy will step up to the challenge, he has greatness in his blood, in his genes…he is the type of person I always did not like, he gets the breaks (and girls) without lusting for them, he wins without breaking a sweat, the cool guy who gets what he wants without much effort…
    He just has to listen to what his heart says and assert himself and embrace the fact that he is the commander in chief, that everybody in his cabinet, though more experienced than he is, must follow him, as he has already set forth his agenda…

  19. Please don’t judge the DFA in the basis of Romulo’s conduct (mis), in my first personal encounter very recently, I was treated warmly, they were very courteous, very helpful, the office was comfortable, the waiting time was short and everybody was pleasant…

I hope Noynoy, when he set his agenda for his cabinet, also set up KSA’s or key result areas covering his austerity measures, performance indices, etc, etc, so that he can manage his cabinet based on methodology and not on personalities and the influence thereof…to look at he positions and expectations that come with them, that way he can relieve himself of the burden of personal considerations…

With regards to “bilateral issues” like trade maybe (what else), there is not much to talk about as most are covered already by earlier ASEAN trade agreements, not to mention Korea, Japan, and China which resulted in “zero tariff” for various commodities…what he needs to look into is how to improve ties with the US and European business communities (which until now have very high tariffs), they might like to look at details like some products are not produced in asia and others have features/qualities that will make our products more competitive but we are handicapped by some trade issues. Besides, although he said that exporting our manpower should not be a national policy, the number of Filipinos in the US and Europe is quite substantial…

    Kimberly Clark lang yan. The conclusion is too sweeping.

    Gross capital formation during Erap’s time was 20% of GDP. It averaged only 16.4% from 2001 to 2008 (World Bank stats I quoted in my blog during the campaign period).

    Exports during Erap’s time were 52, 51 and 55%. It was 37% in 2008.

    Besides, what is the point of referring to Erap’s “dismal” performance? The current administration must be measured against the promises, or more relevantly, against expetations.

    A good marathoner or sprinter always competes against himself – against his best time. So a world record holder will always try to make a new world record. Merely winning against another does not cut it.

    Tapos na ang election man, and Erap is retired. My measure of the current administration is the delivery of the hopes it instilled in me, and all Pinoys; and the hell with Gloria and Marcos. I will not be content with Noy’s being just better than Gloria or Marcos.

In fact, in the official reception by Ile de France, I was at the presidential table with seated to his right (I helped organise the reception on behalf of the Ile de France government for whom I was working at the time and the signing of agreement which Toting Bunye couldn’t attend — Amba Manalo, the shitwoman, was just the courrier but the idea of cooperation with MMDA was mine…)

  48. Anna, I was one of the two pool reporters for that Ile de France event.

    Not your fault, but the treatment of us was miserable.
    At first we were allowed at the lobby while the guests were coming in. During the dinner, we were shunted to the food room. The room was filled with food for the dinner but we were confined to one area where we can see from a small opening what was happening in the room.

    I was dressed up pa naman for the party. Siyempre Ile de France.

    We should have met before.

  50. Coordination, politicking, give-and-take does not seem to be a Noynoy characteristic. Noynoy a loner — even his sport (target-shooting, is loner, not teamwork sport). “Loner” may be an explanation bakit Noynoy could not get a bill turned into law when he was in Congress.

    In fact, I was surprised that there were no Pinoy journalists, I even asked Manalo if that was normal, she said that they had government reporters and even cameramen, or something to that effect.

    I invited French journalists to the event that’s why it was covered in the French press but I didn’t know Pinoy journalists at all then (besides, communications for Pinas consumptions was RP-DFA’s turf not French turf.)

    I think P-Noy is a nice person, the only problem is that being President of the country doesn’t stop with being “good” and trustworthy. You need competence as well. This is the scenario that I was afraid to happen. Noy was used by the civil society since he was winnable so that they can go back to power.

    With the recent developments, cracks began to show already in the Aquino presidency. I wonder how much longer Inquirer and ABS-CBN can cover the boo-boos.

    understandable naman na uunahin ni Noynoy ang US…nagaral rin siya dito..not perhaps in Harvard or in Georgeown but this was where he learned his ABCs sa Boston…He lived in Boston when his father was exiled here for medical reasons..I am sure he has some friends here…and US was his home away from home…
