Hong Kong leader Tsang’s phone calls stopped with President Aquino’s aides

Update: Communications Secretary Sonny Coloma issued the following statement on Inquirer’s story on his statement re President Aquino’s failure to take HK’s Donald Tsang’s call last Monday. See story in the comments:

The headline of this story is not correct.

When I was interviewed over ABS-CBN this morning, I did not state nor imply any “doubts (that the) HK chief called (President) Aquino during (the) hostage crisis” last Monday, August 23.

The report quotes me as having said, “Di kapanipaniwala yan dahil ‘accessible’ siya sa lahat ng oras.” (That is unbelievable because the President is accessible all the time).

What I referred to as being unbelievable was the claim published in earlier newspaper reports that President Aquino was “inaccessible” at that time.

The following story came out in the South China Morning Post today, Aug. 26, 2010:

It was the case of the telephone calls that didn’t get through.

An anxious Chief Executive Donald Tsang Yam-kuen was never put through to Philippine President Benigno Aquino on Monday. Despite at least two phone calls, Aquino’s aides did not tell their head of state that Hong Kong’s leader needed to speak to him.

This is how it all started:

It is 4pm – the hostage crisis has lasted for more than five hours. Tsang, watching the drama unfold on television, is desperate to contact the new Philippines leader.


Some time after 4pm, Tsang’s staff dial the main line to Malacanang Palace. They try again about four hours later. Both times they speak to an Aquino aide, but the president does not get the messages. Later that night, with eight Hongkongers dead, Tsang is close to tears at a press conference. He demands an explanation. “I hope the Philippine government can give me a full account of what happened.”

An account of that breakdown in communication between Hong Kong and Manila emerged yesterday, with Malacanang admitting it had passed on the responsibility of handling the phone calls to the Department of Foreign Affairs, according to protocol. Hong Kong, after all, does not handle foreign affairs, Beijing does. The department’s envoys did not follow up that night.

Tsang eventually got to speak to Aquino the following day, after the latter had met the Chinese ambassador.

Ricky Carandang, who heads the Presidential Communications Group, said Aquino was not aware of the first call because he was in a meeting and because the call came in through the palace’s main phone line with no prior notice. Carandang said the caller was an aide of Tsang, and an aide of Aquino answered the phone. He said Aquino’s aide knew who Tsang was, but was unsure it was really from his office.

The palace contacted the Foreign Affairs Department to set up a phone call through Foreign Secretary Alberto Romulo, in what would be diplomatic protocol. Presidential spokesman Ed Lacierda said he phoned Romulo’s spokesman Ed Malaya to convey the request to arrange a conversation between Tsang and Aquino. No word came back, so Lacierda tried to phone Malaya again three times but could not reach him. The department declined to tell the Post why no one returned Tsang’s calls that night.

After his telephone conversation with the president on Tuesday, Tsang said in a video posted on the internet: “The first thing he told me was that he was sorry for not having called me back [on Monday] because he was then busy commanding the operation.”

But citing unnamed sources, Filipino journalist Ellen Tordesillas had a different take on the debacle. She said Aquino had “told his staff [that day] that he won’t be taking any calls unless it’s extremely important. When Tsang called, the one who took the call didn’t know who Donald Tsang was. Following the instruction, the staff member did not pass on the call to Aquino.”

    MANILA, Philippines – Reports that Hong Kong Chief Executive Donald Tsang had called President Benigno Aquino III at the height of Monday’s hostage crisis in Manila were “unbelievable” because the President was “accessible all the time,” a communication official of Malacanang said Thursday.

    “Di kapanipaniwala yan ’dahil accessible siya sa lahat ng oras [That is unbelievable because the President is accessible all the time],” Secretary Herminio Coloma, head of the Presidential Communications and Operations Office, told ABS-CBN’s program “Umagang Kay Ganda”.

    Coloma was reacting to Tsang’s reported frantic phone calls to Mr. Aquino last Monday and his complaint that he could not reach the Philippine leader.

    “If [Tsang] called the office of the President, his call will be received. Even if the President left the Palace for a short while, he could still be reached because his mobile phones are with his aides,” Coloma said.

    Palace official said that Mr. Aquino was not aware that Tsang had called him but when he learned about it, he called Hong Kong’s top official on Tuesday to express his government’s deep sorrow for the hostage crisis that ended with the death of eight Hong Kong tourists.

    During the actual hostage crisis at the scene of event, it involves a question of competence. It is not plausible to think that there is a script being followed according to a conspiracy against Aquino.

    YUng sa pag handle ng mga tawag ni Tsang during the hostage crisis at hindi nakarating kay Noynoy ang tawag, pwedeng pinagsamasamang incompetence at confusion. Karamihan sa mga Pinoy, nakatutok sa hostage drama kaya it is also safe to assume na si Noynoy ay nakatutok din sa nangyayari sa Luneta. SA ganitong problema, pwede bang mag iwan ng instruction si Noynoy na wala syang kakausapin sa telepono except ang mga taong involved sa hostage crisis sa Luneta?

    Kung naitalaga nga sa DFA ang pakikiusap sa mga opisina ng ibang bansa, ang hindi pakikipag ugnayan ng mga taga DFA ay question of competence na naman. Yung conspiracy among DFA officers to discredit Noynoy is remotely improbable. Kahit na muhi ako kina GMA, hindi ko rin naman mapaniwalaan na ang mga kampon ni GMA ay nagoperate sa DFA para pahiyain si Noynoy during the hostage drama.

    Nasaan nga ba ang mag palkung Romulo at Malaya noong kasagsagan ng hostage taking?

    It seems the above statement is exclusively for the ears of Donald Tsang. It’s an Aquino admission of a botched or a palpak operation that he personally commanded to soothe the nerves of an angry Donald caused by two telephone calls that got” lost” and the untimely death of his 8 citizens. The strange thing was the return call to Tsang was done the next day and only after meeting with the Chinese ambassador. Baka nagkaroon ng” homily” kaya napilitang mag-return call.

    While Noynoy said to Tsang that he was too busy COMMANDING the operation, over there in Manila, the reason given why he was nowhere to be seen was he was too busy MONITORING the situation. Commanding and monitoring are two different kinds of “birds”. Now which is which?

    Whoever is in charge or in command of any operation is responsible of any outcome resulting thereof. If Noynoy admitted to Tsang that he was in command, then the first real test of his leadership miserably failed. In every turn it’s failure. It’s incompetence from top to bottom.

    Going back to the “lost” telephone calls from Tsang, the communication group of Noynoy tried to pull the leg of everyone. But it’s obvious that they are just making palusot.

    The bottom line, the group is trying hard to cover the ass of someone.

    It’s a video uploaded by Ruffy Biazon on Youtube. It’s that of the male hostage who appears to have been shot (0:14) with a bullet coming from the outside. This, while Mendoza was shooting at the rear windshield. This must be the man who was caught on video several times while the cops were smashing the door as I told you probably got hit by the sledgehammer twice when the cops lost grip.

    Now, I’m entertaining wild thoughts. Was it really Mendoza whose body was hanging out of the door or just this guy who had been shot much earlier?   36. Seems there are 2 conflicting statements from Aquino:

    1. “After his telephone conversation with the president on Tuesday, Tsang said in a video posted on the internet: “The first thing he told me was that he was sorry for not having called me back [on Monday] because he was then busy commanding the operation.”

    Ellen, can this statement be verified?

    2. Because in his official statement after the hostage crisis, Aquino said “We were going to wait him out. The idea was to let the ground commanders who are the experts in this field handle the operation with minimal interference from people who are less expert.”

    If he was commanding, he lied in his statement. If he wasn’t, he lied to Tsang.

    Defense analyst Rex Robles said the bungled hostage crisis could be traced to the Arroyo administration’s failure to form a dedicated counterterrorism group.

    Robles said a crack unit trained in hostage negotiations, crowd control and first-aid administration and with direct access to the President would have better handled the crisis than the untrained police team deployed on Monday.

    The retired Navy commodore, who was part of the Feliciano Commission that looked into the July 2003 Oakwood mutiny, said the hostage crisis required a counterterrorism response because the hostage-taker used force to attack unarmed civilians.

    “The root of the problem may be traced to the fact that the suggestion of counterterrorism was not properly appreciated,” he said in a telephone interview.

    In the aftermath of the mutiny mounted in 2003 by disgruntled young military officers, Robles recommended the formation of a counterterrorism group to be financed by the President’s intelligence funds.

    But the Arroyo administration managed to form the National Anti-Terrorism Task Force only two years ago, and staffed it with “old generals,” Robles said.

    The task force was headed by then Executive Secretary Eduardo Ermita.

    I might add, Gloria’s gutter 10 years, her admin’s corruption and ineptitude produced an entire generation (this generation) of equally inept police force with nothing to show for except glaring incompetence unless specifically tasked to do hooligan jobs.

  41. A note: Was just watching one of the videos and I noticed that there was a window of opportunity to take down the hostage taker (full view by the bus door) but why wasn’t he taken down? To negotiate with him? What on earth for?

    Pity they could have called on the Navy Seals (SWAG) who could have done the job of finishing this sorry event with much better result.

    Romulo as the foreign relations “expert” — putangina nya, should have advised his president immediately TO CALL the head of government or the chief executive of HK to apprise him of what RP govt is doing at the very least instead of waiting for the other fellow to make the call.

    That guy failed miserably and disgracefully as chief “protocol” adviser to the president in doing the right thing thus causing the Philippines, the RP presidency, the people, etc., etc., untold international damage (in addition, of course to the lives lost during the effing moronic siege of the bus).     Aquino’s Palace staffer did the right thing. Tamang ipasa o verify muna from DFA kung tunay yung call. Kasi it could have been a prank caller using Tsang’s name.

    Remember the big joke that a radio personality played on Sarah Palin pretending he was French president Sarkozy? That joke was aired live.

    The protocol is: the chinese call the foreign affairs department and convey their desire to speak with Aquino. The foreign office then calls Aquino, briefs him, and then the two leaders speak.

    A foreign leader does not cold call his counterpart through the office trunkline. If anyone is at fault then it is the foreign office. They were sleeping in the pancitan. (Unless of course the chinese didn’t know protocol and actually cold clled Aquino.) If I were Aquino I would bitch slap or fire Romulo for running a sloppy operation.

    The Palace staffer did the right thing.

  64. Chi, Coloma was absolutely clumsy in his comments. He said later on (according to a later entry by Ellen) that was not what he meant. For one tasked with communicating with the press, his communication skills seem to be extremely flawed.

    If we look back, the Administration of GMA we criticised as bad as it was, and it was aggravated even more by the people working for her…it looks like the same is happening with President Aquino, his staff is just as incompetent, or even worse, playing the famous Erap’s weder, weder principle of it is our turn this time around. and it is showing the way his spokesperson are contradicting each others (meaning the truth is somewhere) and the staff which ignores the call at a very important point in time…without verifying and do something about it in a quickest possible time…

    A newbie here. Ms. Ellen I’ve been a regular reader of your items in Malaya and Abante. I’m likewise interested in the passionate discussion here in “Ellensville”. What prompted me to join in is the free and varied expression of opinions and thought-of conspiracies coupled with jokes and fun.

    I have a son working in Hong Kong as a network engineer of an internet security outfit. He just called me and his mom and yes, he and other Filipinos over there are experiencing the ire and backlash from Hong Kong people because of that deplorable Bloody Monday Incident. Things like denial of simple service such as buying cellphone load has happened to them. He says that they have to stay away from crowds as much as they could to avoid any possible backlash. It may take long till this hate and resentment subsides, he says.

    I hope and pray that our government does really honestly work hard for the protection of Filipinos in Hong Kong and China where sentiments are really running high. It is worrisome to read and learn of the ongoing dysfunction in government over the management of this sordid affair. As if nobody is really in-charge. All I can do is take a deep breath and assure my wife that things will get better.
