Finally, Executive Order No. 4 was released yesterday “reorganizing and renaming the office of the press secretary as the presidential communications operations office; creating the presidential communications development and strategic planning office; and for other purposes.”
Secretary Herminio “Sonny” Coloma heads the Presidential Communications Operations (PCO).
Secretary Ramon “Ricky” Carandang is Presidential Communications Development and Strategic Planning Secretary (PCDSP). His deputy is Manuel “Manolo” L. Quezon III.
Both Coloma and Carandang hold cabinet rank and they will each have separate budgets. They will be working hand-in-hand with the Presidential Spokesperson Edwin Lacierda.
To delineate the work between PCO which is in-charge of messaging and PCDSP which will handle “dissemination”, here’s how the Malacañang briefing puts it:
PCDSP “coordinates the crafting, formulation, development and enhancement of the messaging system under the Office of the President of the Philippines.”
PCO “develops and implements necessary guidelines and mechanisms pertaining to the delivery and dissemination of information relating to the policies, programs, official activities and achievements of the President and the Executive Branch.”
PCDSP “designs and recommends responses to issues that arise on a daily basis.”
PCO “develops, manages, and operates viable government-owned or controlled information dissemination structures/facilities to provide the Office of the President of the Philippines in particular, and the Executive Branch in general, access to the people as an alternative to private mass media entities.”
PCDSP “assists in the formulation and implementation of New Media strategies for the Office of the President of the Philippines.”
PCO “manages, controls, and supervises as may be necessary, the various government agencies and offices involved in information gathering and dissemination.”
For those who monitor news from Malacañang, when you go to www.gov.ph, that website is being maintained by PCDSP. PCO, on the hand, maintains www.ops.gov.ph.

Ano nga ba ang difference? I went over the briefing. Although the E.O said to correct the overlaps, mukha namang maraming overlaps.
Walang kuwenta ang EO na yan kung si Edwin Lacierda lang naman…. laging sinasabi “ayaw makialam si Pangulong Noynoy o pangulong wangwang sa issue”…. yun lang ba ang kayang sabihin ni edwin lacierda!? Two months pa lang si wangwang sandamak-mak na ang palpak. Parang nag i struggle na ang administrasyon dahil hindi alam kung pano maresolba ang pinas. Pano maresolba kung ang leader natin “malambot”… ibig sabihin puro iwas.

Noynoy was left with no option in the case of Carandang and Coloma. These people contributed so much in his drive for the presidency and payback is inevitable. He can’t ignore and say no to both when they demanded no less than a cabinet rank. He has to break-up mother OPS to give birth to a twin to accommodate the demand. It’s good that another supporter MLQ settled with as a deputy, or else a triplet would have been born.
That’s the downside of too many people investing and gambling in some others fortune. They can demand anything in return and it’s hard to refuse but to give in to it. That’s what it is in politics. The winner will always be surrounded by people who made the win possible, whether they are incompetents or unqualified. The sad part, other people outside the loop even if qualified have no chance to penetrate the exclusive circle of friends and supporters.
The end result, progress remains at a standstill.
