I can imagine the stress and the emotions that were caused by the cancellation of 50 domestic and international flights last Saturday due to the breakdown an antiquated navigational equipment at the Ninoy Aquino International Airport.
Reports said NAIA’s Very High Frequency Omni-Directional Radio Range (VOR) — a device that directs aircrafts to the runway especially when there is poor visibility – broke down which caused Cebu Pacific several of its flights. Same thing with Dragon Air and Zest Air.
Philippine Air lines diverted the landing of three of their flights at the height of heavy rains when visibility became zero.
Flights have resumed although the VOR is still being repaired. Quoting a technical assistant of Alfonso Cusi, who is now head of the Civil Aviation Authority of the Philippines, and is the one in charge of the VOR, said they borrowed the equipment at the Subic International Airport.
Atty. Melvin Matibag, the new general manager of the Manila International Airport, said the VOR is just one of the navigational equipments and airport operations can continue without it. In fact he said, Cebu Pacific had resumed flights Sunday even if the VOR is still being repaired.
He said there must have been other considerations for Cebu Pacific to have cancelled a number of their flights last Saturday.Nevertheless, he said he will be recommending to the MIAA board an emergency purchase of a new VOR to replace the 15-year old that conked out. He said a VOR costs about P90 million.
Matibag was at the Bulung-Pulungan, a weekly forum of newsmakers, the other Tuesday before this VOR issue happened.
There he talked of the various reforms he instituted in Metro Manila airports. But our concerns were more basic: comfort rooms.
I usually take Philippine Airlines (Cebu Pacific’s unforgivable attitude towards special children make me avoid the airline as much as possible) so I’m more familiar with Centennial terminal, where there are only four CRs. In the CR for women, there are only three cubicles each. I imagine that it’s the same in the men’s CR.
There is a separate cubicle for the handicapped which most of the time is closed. Although there were two instances that the toilet attendant allowed non-handicapped passengers to use it.
The inadequacy of toilet facilities is best shown by the queues in the CR.
Jullie Yap said the situation in NAIA 1 is worse. She related that the attendants wash dishes in the CR sinks. She said she even saw one drying her hair on the hand dryer.
Matibag, who assumed the management of MIAA last March, acknowledged the problem with the CRs and they are addressing it with the planned extension to Nayong Pilipino.
That means, there’s no immediate solution to a very basic problem. In the first place when they were designing the terminal, why didn’t they consider the number of passengers that would be using the facility to determine the size and number of cubicles they would have for the toilets? Isn’t that basic?
One of Matibag’s major concerns is dismantling of well-entrenched syndicates that use the international airports for human trafficking. He foiled an attempt last April 4, when he was barely a month in office.
It was Easter Sunday and he said he was supposed to stay home and spend the occasion with his family. But he felt restless as if there was someone was telling him to go to the airport.
He did and saw 70 overseas Filipino workers about to board an aircraft bound for East Timor apparently skipping immigration inspection. The smuggling was being facilitated by the authorized ground handlers fromthe Nationwide Aviation Support Services (Nasser).
Some airport officials were investigated for their alleged collusion to the human smuggling.
Two days after that, airport screeners at the initial security check in Terminal 3, foiled an attempt by a passenger to smuggle out 2.1 kilos of high-grade shabu worth P6M. Exactly nine days later on April 15, an incoming Malaysian passenger this time carrying 14 kilos of the same substance amounting to P64M was intercepted and arrested at NAIA Terminal 1.
On May 25 they arrested a member of a money laundering syndicate attempt to bring out P12M cash out of the country.
Matibag wants full utilization of NAIA Terminal 3 as an International Airport. He said he has ordered the MIAA Design Team to start drafting the Monorail system project that will connect all existing NAIA Terminals to afford passengers with an fast, easy and hassle-free airport transfer.
These are all very nice and we are all for reforms and modernization.
But first, please let’s have an airport that provides safe landing of airplanes and more clean toilets that passengers can use while waiting for their flight.
Generally, Filipinos are clean. But there seems to be emphasis more on outward appearance than the inside. We see many nice houses in the provinces but the toilet is not well maintained.
The same with the buildings, especially government.
SSS though is an exception. They have very well maintained toilets. Several cubicles. Talo ang airport.
MIAA and CAAP should have a spare equipment, in anticipation of malfunction. This would ensure the continued operations of the airport. Whilst, Manila Airport Air Traffic Controllers are excellent, Navigational Equipment such as VOR and ILS among others are, are a necessity to minimize the risk for accidents.
MIAA collects, Php750.00 per departing passenger for International flights, I am not sure the cost for Domestic flights, as Terminal Fees. This are meant to provide income for the airports, in order to keep it’s operations up to speed. Not to mention the budget allocated by the National Government, if any.
Cost of VOR is Php90 Million. After 15 Years, it has conked out. 15 Years ago, the cost of the VOR could have been much less.
On Dragonair flight cancellation, if any. I think, low passenger and cargo load could be a factor for the cancellation of the KA flight, their passengers and cargo, most likely transferred to Cathay Pacific Flight, like CX 903 and 905(HKG-MNL). And the return KA932 passengers and Cargo, transferred to CX902 (MNL-HKG).
Anyways, I hope, the CAAP and MIAA are able to cope with the growing users of our airports and would be able to cope with the fast changing technology, and yes, including the “Smart Restrooms” No Touch on rest rooms.
As for the Air Traffic Controllers, I can praise them all. I hear them in action, and it is such a calming experience whenever the responsibility of an aircraft is transferred to Manila Controllers.

This reminds me of my cancelled flight a year ago due to bad weather. The whole NAIA plunged into darkness and the emergency electrical facilities lacked the capacity to serve its purpose in such emergency situation. The generated electricity played and entertained the stranded passengers by going on and off. In situation like this, count in the Filipinos to maintain their sense of humor. To me there’s no humor in that situation, but I enjoyed and joined in the chorus of ohs and ahs everytime the lights went on and off. Some even clapped their hands. A very Filipino indeed.
Boarding the flight after six hours complicated the flight itinerary. All connecting flights messed up. The only good thing about being stranded or left out by the plane if you’re in no hurry is the very good or I may say excellent treatment of the airline to their passengers, although not all airlines do it. They put you in first class hotels with all accommodations, free limited international long distance call, free internet, free dinner, breakfast and lunch buffet and free ride back to the airport right at the entrance where you check-in.
Having gone and seen so many airports, in Japan, Hongkong, Korea, Bangkok, Honolulu, Guam, Rome, London, Paris, Toronto, Vancouver and of course here in the US, sorry to say that Philippine airports especially NAIA is very inferior, old, poorly maintained and it’s almost a sore in the eyes. There’s nothing to compare especially facilities to give comfort to passengers with those mentioned above. In those airports, comfort rooms are almost every where while in NAIA I remember using just one CR everytime I take flight. The space inside the checking-in area is so small and compact. NAIA is the same antiquated airport more than thirty years ago when I first took flight. Centennial is a little more modern than NAIA but still left more to be desired and it only handles PAL.
Airport is the first place that any visitor steps on; it’s the showcase of a country that leaves lasting impressions to any visitor that comes in. May the new admin make some effort to upgrade our airports, especially the one bearing his fathers name.

Sa Bacolod-Silay ang pinaka pabaya. 3 years old pa lang ito pero nag deteriorate na. Nung buksan, it was a WOW airport pero ngayon, laging sira ang aircon at ang dumi ng mga CR’s.

Nangyari sa akin na napa rebook ko, paid the new fare at yung remaining amount nasa travel fund (daw). Within 90 days, nag book ako again at iavail yung travel fund pero wala na daw laman ang travel fund. Syempre, tatanungin bakit ganun, magpiprint lang sila na andun yung reference number at ipapakita sa iyo na zero ang travel fund. Tanungin mo uli paano nangyari, ituturo at ituturo lang sa iyo yung computer print out.
Kaya kung mag papa rebook na rin lang sa Cebu Pacific at may matitirang amount, abuloy nyo na yun sa Cebu Pacific.
Worst of all, ang mga taga Cebu Pacific (in general) from reservation, ticketing, checking in, in flight at luggage claim ang pinakawalang alam at utterly clueless kung may problema.

In fairness naman, bago ang mga eroplano ng Cebu Pacific at wala nang crash after 1998. Sila ang nag provide ng mura murang ticket para sa mga hindi namang mayayamang kababayan. Although lately, AirPhilExpress ang lowest fare.
PAL is always the best sa domestic travel. Hindi lang nating alam kung paano na ang operation nila ngayong nagdecide na ang DOLE at pinayagan na i outsource ang ibang services ng PAL.
Ang Cebu Pacific naman palagi may available seat lalo na kung madalian ang alis like a day before the flight. Lately, mas inuuna ko muna ang AirPhilExpress (dating Air Philippines), then Zest Air (dating Asian Spirit) kaysa sa Cebu Pacific.
Ang maganda sa Zest Air, maayos na ang mga eroplano at sa Old Domestic Airport ang terminal. Less hassle sa check in, kokonti ang tao at kaunti lang lalakarin pag nasa loob. Pag uwi naman, sandaling sandali lang nasa kalsada na.
Papayag kaya si Ms. Ellen na mag rate na rin sa mga stewardess ng mga ibat ibang domestic airlines? Na mas magaganda ang stewardess sa PAL kaysa sa iba?
NAIA I deserves a makeover, not only physically but in so many other ways:
– Treatment of inbound Filipino passengers. If we cannot be treated better than inbound non-Filipinos, we should, at least, be treated on equal footing. Wala naman sanang immigration counter na exclusively for non-Filipinos. Lsst time I went home, they opened an immigration counter exclusively for non-Filipinos. When I complained, sabi nung pulis, kakaunti lang naman daw yung foreigners. Natural, Philippine airport, e.
– Dami pa rin diyang nangakasahod lagi ang kamay pag OFW ang dumarating. Kesyo hihingi ng yosi, chocolates, pera o kahit anong pasalubong. HIndi ko naman sila kamag-anak o kakilala man lang. Ang sa akin, pag nanghingi, lalong hindi ko binibigyan. Pero yung ibang tumutulong at hindi isinasahod ang kamay, inaabutan ko naman ng kahit na anong madukot ko sa bulsa ko.
One thing I really have to point out, hindi man gaano kagandahan ang NAIA I, it still is way much better than the international airport in Cairo, Egypt- and in all aspects.

First off, the navigational equipment should have been frequently checked. This will not happen if there’s constant inspection.
Assuming that there was an inspection, shouldn’t it be that aiport authority has a back up for the defective Very High Frequency Omni-Directional Radio Range (VOR).
Wait till the americans again downgrade the quality level of our airports.
Next is the toilet, it has been observed in most government agencies, dishes are washed in the toilets. I have nothing against this, but shouldn’t it be done by the employees themselves, instead of asking the janitors and janitress to do this in their behalf.
I understand that there is a Civil Service rule that states that civil servants are not allowed to eat on their desks. That is the reason why there is a cafeteria or a restaurant for each government offices.
The toilets, it is really embarassing to find out that toilets at the premier airports such as the NAIA 1 and 2 are being used to washed the airports employees dishes.
This really is an eysore in the eyes of the foreigners who are not used to seeing this kind of things.
I worked with a government agency, and I experience this kind of things, when I inquired with the janitor/janitress they told me that they were required by the airports employees to washed their dishes in the toilet.
Funny thing is that adds to the foul smell inside the rest rooms, because some of the left overs are just thrown in the waste cans in the rest rooms.
On Human trafficking issues, it has been on-going ever since the boom of the OFWs. There’s a lot of them roaming the metropolis and provinces around the islands. Most of them are in connivance with the airports personnel in smuggling people in and out of the country.
Unless a new airport manager takes drastic moves in cleansing the airports, we will and will continue to be the laughing stock around the world.
Finally, what happen to the case of human smuggling against a high airport official?

That’s what Gen. Manager Matibag also said. He said there were other concerns by Cebu Pacific that made them cancel their flights, not the VOR. As you said there were other navigational aids that can be used such as radar.
Bakit kaya talaga? Hiding the real cause of the flight crisis na naman, lalong nagkakaletse-letse ang problema dahil sa katatago nila ng dahilan ng canceled flights. Baka meron hinahanap na loads of drugs!

Sobra-sobrang terminal fee iisa naman ang kubeta with two cubes ang NAIA. If the incoming admin intends to invite more tourists, it should look into constructing more kubetas at the airports, nakakahiya sa mga bisita.
Yes Madam Chi, lahat ng airport sa Pinas may terminal fee. Yung mga malalaki at bagong gawa, P200. YUng mga maliliit o luma na airport at mga airport na walang tunnel, mayroon din pero minimal lang from P20 to P50.
Sobra naman ang Cebu Pacific kung mayroon silang problema at idadahilan yung VOR na yan. Sabagay kilala naman ang Cebu Pacific na napaka insensitive at misyon na yata nila na gawing impyerno ang buhay ng mga nakabili na ng tiket sa kanila.
Baka naman kulang ang mga pasahero sa eroplano na mas lugi sila kung lilipad at talo pa sa krudo. Nangyari yan sa akin nung 2008, 2pm ang flight, naka check in na tapos iaanounce na delayed flight. Yung next and last flight ay 5PM. Nung dumating na yung 5PM flight, dun na rin pinasakay ung 2PM delayed flight kaya wala nang seat assignments. Rambolan na lang sa silya.

Let me just add a comment on your column today (21/06/2010) about the subject. That’s true that NAIA I and II have very limited toilets and most toilets in that airports don’t offer tissue or doesn’t have tissue disperser at all unlike other airports specially in our neighboring airports in Asia and in Europe as well.
A classic example are airports in Hongkong, Thailand, Dubai, Istanbul, Vienna and Frankfurt. These airports have tissue dispensers available in every toilet and toilets can be found almost in every corner.
Toilets in these airports even have liquid washing soap for the use of passengers.Sa Naia lang ang walang ganitong serbisyo at mga toilets na bagong renovate pero parang napag lumaan na kung titingnan ng maigi.
Meron daw palang third book si Pig Mike, entitled “TONG-PATS”. A compilation of records of all the tong-pats and kickbacks na kinulimbat nila. Siguradong ‘yan ang best-seller at parang hot cake ang benta. Mas makapal kaysa mga naunang dalawa itong book na ito. Sasing kapal ng mga mukha nilang walang kahihiyan. Part of the booksale ay mapupunta daw sa Butasang Pambansa. Actually, ang take-off path nililinis yan ng controller, para walang maliligaw sa daanan ng pa-take-off at bawat isang eroplanong umiikot at naghihintay ng turn para maka-landing ay binibigyan yan ng Air Traffic Controller ng fixed height kung saan siya magpapaikot-ikot para kahit magkrus ang landas ng dalawang eroplano, basta magkaiba ang height, hindi magpa-pang-abot. Kailangan pa ba ng VOR niyan?

Re: tissue papers sa NAIA at Domestic, meron naman kaya lang naka vendo. Sa Terminal III, mayroong libre dun sa malaking CR sa tabi ng mga tindahan at kainan.
May mga kababayan din naman kasi tayong may ugali kapag libre. Maglagay ng libreng tissue paper, parang noon lang nakakita ng tissue paper at lima hanggang sampu yata kung gumamit pampatuyo lang ng kamay.
Hindi rin kasi problem sa aking ang tissue paper. Everytime na lilipad ako, kahit short distance lang, I make it a point na may sarili akong tissue paper for travel, kahit na yung tig P10 lang sa tindahan.

Oo chi, meron sa Iba. Sa resthouse ni Jack Bagadiong yung runway mismo. Nagulat nga ako kasi tumigil kami pagkapasok ng gate, tinakbo ni Jack yung baka, saka itinali sa puno. Yun pala may magla-landing na Piper na 4-seater.
Buti naman naayos ang VOR ng blog at nasa ere na naman ang Ellenville. Akala ko sinabotahe na nang Cebu Pacific.
Pader, okay naman ang PAL pag sa ASEAN trips, ewan ko lang yung sa Middle East at hindi pa nakakapunta dun. Ang hindi ko lang gusto sa PAL sa international, matatanda na ang mga stewardess at ang susungit, unlike yung sa mga domestic flight nila na magaganda at sweet.
Pinagmamalaki ni GMA na mas dumami at gumanda ang mga airports sa Pilipinas tapos heto lumalabas na nagdedeteriorate naman pala ang mga gamit. Dapat pugutan ng ulo yang mga in charge sa airport na nag rereact lang sa mga problema instead of making a regular check up ng mga gamit. Pag may aberya laging sasabihing luma na ang mga gamit at dapat palitan.
