An election watchdog has this piece of advice for the Commission on Elections: Don’t buy the counting machines used in the May 10 elections.
Ramon Casiple, executive director of the Institute for Political and Electoral Reform (IPER), instead urged the Comelec to just lease the Precinct Count Optical Scan (PCOS) machines amid a suggestion from the Venezuelan firm Smartmatic for the poll body to buy the 80,000 units it had leased for P8 billion for this year’s elections.
Smartmatic president Cesar Flores made the pitch at a press conference upon the arrival of Miss Universe 2008 Dayana Mendoza of Venezuela, its “Ambassador for Transparency.” He had said the Comelec would save billions of pesos if it bought the machines now for future use. The lease contract with Smartmatic gives Comelec the option to buy the technology for P2 billion.

Kahit sino namang practical na tao, mag cacanvass din muna ng maayos at reasonableng presyo bago bumili lalo na kapag major purchase.
Tutal nasubukan na ang Smartmatic, mag canvass muna ang COMELEC ng iba, as in public bidding uli. Kung may mas magandang bid, iyon ang kunin. Kung wala talaga e di balik Smartmatic. Kung may budget, bilhin ang PCOS machines at kung wala naman, e di renta uli.

Ang dapat ay huwag bilhin o rentahan ang HOKUS PCOS para kang nagpunta sa palengke na ang baboy na namatay na iyon itinapon,tapos pinulot at ibinenanta uli sa iyo ika double dead meat dealing, abaw malaking gagohan marami ng malalabasan makabagong machines iyon mga select & touch w/o using any paper,in order nobody could alter your choice.
i agree that the software/source code should reside in the machines, not in the flash cards which can be replaced at the last minute with fraudulent software/source code.
the tally results should also reside in the machines, not in the flash cards for the same reason.
at the close of voting, the machines should transmit the results not only to the municipal canvassers and comelec, but also to congress so the canvassing for the national positions will be faster. at the same time a hardcopy of the results should be printed by the machines. also the results should be backed up on the flash cards for added precaution.
Smartmatic should sell it to the junkyard not to the Comelec. May gustong kumita sa 2 billion pesos deal. Tubong laway.
Sa 10% ng 2-B pesos ay easy money. Kumita na sila sa P7.2-B lease ay gusto pang humirit.

i also agree that comelec should not buy those smartmatic machines and instead should shop around for better ones.
With the leaps and bounds of computer technology, by the time 2013 comes, those PCOS machines would be obsolete and would only be worth by the kilo at a junk shop.

Pumayag naman kaya yung mga trapo sa LP? Aba e pagkakataon na para magamit yung magic ng PCOS para sa susunod na eleksiyon! Yan ang ingatan mo Noy.
Isang basic rule ng negotiation, wag kang pahalatang atat na atat kang bilhin ang binebenta ng isang ahente. Pakipot ka’t pahirapan ang nagbebeta at siguradong ibababa pa ang presyo. Saan daalhin ng Smartmatic yang 80,000 na palsong PCOS e alam na ng buong mundo na hinilot ng Comelec ang mga rules para lumusot. Ayun, maraming nagsasabing “ang galing ng PCOS”! hindi naman naiintindihan ang sinasabi.
Hay naku…buhay talaga, buntong-hininga muna at sabay inhale…exhale, ang sarap ng feeling…opppsss, pag ang isyu e eleksyon…walang closure ang usapan?
Bakit mga kababayan ko…noong manual counting, ang sigaw na marami NO HELLO GARCI…ngayon naman UTO-UTOMATED…ang birit ng marami, na HOCUS-PCOS?
Ano ba talaga…nakakapundi na ng kukote, ang daming kesyo ganito…kesyo ganoon. Di na ba matatapos ang bangayang ito…wala tayong masulingan nito.

Abah, mas mahal ang bili o bayad sa Pcos machines, mas malaki ang komisyon ng comolect. Pinakamasaya si Flores at ang mga komisyoners sa comocolect sigurado, the before and after double bonanza.
