No harm in treating people with respect

Aquino: Bangit not my AFP chief;Versoza to stay head of the PNP

AFP Chief Delfin Bangit does not know me. I have never talked with him. I have never interviewed him.

I have cursed him many times when we were covering the court martial hearings in Camp Capinpin in Tanay of military officers accused of mutiny in connection with an alleged plan to withdraw support from Gloria Arroyo in February 2006 for making it hard to hace access to the accused officers.

We would loudly complain every time we were pushed back from the path of the accused, among them Maj. Gen. Renato Miranda, Brig. Gen. Danilo Lim, and Col. Ariel Querubin because we wanted to interview them (which Gen. Bangit didn’t allow) and take close up photos of them.


He was then the commander of the second infantry division of the Philippine Army and Camp Capinpin was under his jurisdiction. We knew that soldiers pushing us away from detained officers were merely following orders from Bangit.

But we didn’t take those things personally. It’s their job to secure the officers, it’s our job to push for access to them so we can have good reports. It’s all part of the territory.

I had my reservations about Bangit’s becoming head of the armed forces at the time when there was a presidential election knowing very well the ignominious role of some members of the military in thwarting the will of the people in favor of Arroyo in the 2004 elections.

Th reservation stemmed from his closeness to Gloria Arroyo having been head of her presidential security group and the notorious intelligence security unit.

But he proved doubters wrong with his professional conduct during the elections. The military, together with the Philippine National Police, contributed a lot in the holding of relatively peaceful and credible elections which Benigno “Noynoy” Aquino III handily won.

Bangit was in the center of controversy the past days when the Commission on Appointments failed to confirm his promotion to four-star rank and his designation as AFP chief of staff. Unconfirmed also were the promotions of more than 300 officers.

The unpleasant air was stirred by the statement of Atty. Edwin Lacierda, spokesman of President-elect Aquino telling Bangit to resign issued last Friday.“By law, he can no longer hold office and should resign because he was not confirmed. General Bangit should resign. We don’t even have to say something about it. It is operative by law. He must resign.”

Lacierda further said, “The President (Arroyo) cannot re-appointment him as chief of staff, as was her practice before with other appointments bypassed by the CA, because we are within the prohibited period.”

“This time around, the President cannot do that. She cannot remedy the situation. This is a legal no brainer. He cannot discharge his office,” he added.

Lacierda also noted that Aquino has publicly stated that he does not intend to re-appoint Bangit when he assumes office as President.

Edwin is a friend but I was turned off by his statement. I found it arrogant.

Aquino will assume the presidency on June 30 yet and until then Edwin, even if he is the incoming presidential spokesman, has no business telling any official of the government to resign now.

I’m glad that when Aquino came out of his vacation last Sunday, he was sober with his pronouncement about Bangit. He said that Bangit will stay as AFP chief until relieved.

No one is questioning Aquino’s prerogative to choose his own chief of staff. It’s perfectly understandable that given Bangit’s identification with Arroyo, he would be uncomfortable with him.

But these things can be done without humiliating Bangit.

I fully understand Bangit when he said, “I am asking the public, not only the incoming administration, to treat your Armed Forces well, treat us with honor and give us the dignity that we deserve.”

I do not see any benefit for Aquino’s people to continue being combative now that they have won. Haven’t they heard about being magnanimous in victory?

  1. I agree, Noynoy should set the tone…of unification not division, compassion, and preservation of human dignity…many people will say its a sign of weakness when you cannot deal the killing blow…its not, compassion is a sign of strength…

    Sa mga ayudas ni Noynoy, beware of what you say because they make big big news. Hayaan na lang ninyo na mga tulad ko ang pumuna at bumatikos, walang nagagawang dent ang mga tulad ko. 🙂

    Bangit had no choice but to behave during the elections because Uncle Sam told Gloria and her gang enough already and to behave and hold the elections.

    Besides it was his duty to behave. It is the minimum that should be expected and he needs no congratulations for that. It is expected of anyone in government, soldier or not.

    Same with Gloria. What legacy are her horn tooters talking about? No need to praise Gloria for holding this elections. It is expected of her.

    Medyo mabigat ang hinihiling ni Gen Dangit – unawain sila ng taong bayan at ng bagong administrasyon at igawad ang kaukulang paggalang at pagpapahalaga.

    Tama sana kung noong panahong kailangan sila (mga opisyal na hinawakan ni goyang sa bayag) ng taong bayan sa kasagsagan ng Hillo Garce ay nagpakalalaki sila at pinanindigan ang tawag ng tungkuling unahin ang kapakanan ng sambayanan kaysa ganid na ambisyon ng kanilang magnanakaw na pekeng presidenteng kinampihan.

    Gaya nga ng sabi ni Tongue doon sa kabilang thread, ngayong nasa kabilang court na ang bola ay humihingi sila ng patas na tawag sa reperi na noon ay hindi nila ginawa bagkus ay sinalaula.

    Ang isinusurender niya dito ay ‘yung labag sa batas na pagkakahirang sa kanya bilang CS, AFP within the ban period of making appointments by an outgoing (legal) president.

    Puwede naman siyang mag-early retirement kung gugustuhin niya bilang dahilan sa isusumiteng courtesy resignation bilang CS, AFP.

    Utak abo kasi kaya hindi maisip ang tamang prerogatives.

    n a press briefing, Armed Forces of the Philippines spokesman Lieutenant Colonel Arnulfo Burgos said military chief General Delfin Bangit on Sunday approved the release after their legal counsel, Atty. Vicente Verdadero, asked for the provisional liberty of the nine junior officers.

    Burgos identified the soldiers as Major Leomar Jose M. Doctolero, Major Jason Aquino, First Lieutenant Homer Estolas, Captains Montano Almodovar, Isagani Cristie, Joey Fontiveros, James Sababan, Dante Langkit, and William Victorino Upano.

    Bangit did the right thing and for that he can be commended — finally a CSAFP who decided to do something right. Never mind that he’s doing it because he’s on his way out or that he wants to score points, but for those incarcerated that he’d dun is what matters today

    In a way, Querubin is right.

    Primo: the charge of mutiny, withdrawal of support, etc. is hogwash. They obeyed orders to return to barracks. Strictly speaking there was NO MUTINY there. The minute the group obeyed and followed orders (they weren’t forcibly made to obey orders at all), there couldn’t be mutiny. That was a ridiculous, absurd, idiotic charge. Amateurish way of dispensing military justice.

    Secundo: to wait for justice to be formally dispensed, i.e., formally and completely CLEARED is the right thing otherwise accepting release while charges aren’t cleared is refusing to play into the hands of Arroyo. And that is a sound military principle.

    That said, if it had been me, I would’ve accepted to be released and on my way out, give Bangit, the chief of staff of Arroyo a left hand middle finger salute! 🙂

    AdB: “yata” as used in NoyNoy’s statement…is an emphasis..kasi ang Tagalog words could be spelled the same way but could be said differently..yata said as “maragsa” remember your Pilipino subject? is to emphasis a point…eg hindi yata ganoon..mabilis ang pagsalita sa yata..in contrast pag malumanay “soft”..hindi ya-ta ganoon would mean a “doubt”…that is how I remember my Pilipino lessons..

    I have said here again and again that Aquino has every right to choose his own cheif of staff and Gen. Bangit is not insisting himself. It was the statement of Edwin Lacierda that was arrogant and humiliating. I’ve explained it in my column.

    If you feel it’s okay to humiliate Gen. Bangit. Okay.
    Maybe you will win more supporters for Aquino that way.

    Magno… Mahirap yan. Imagine he was a would be 4 star (there’s only one slot) and then i-float siya? Gosh, that would create an awkward and unprecedented situation in the AFP. You can’t float a would-be/would’ve been 4-star general…

    Of course, if Bangit refuses to retire (although Ellen has confirmed Bangit’s own statement that he would retire), there’s no choice, he automatically floats if there is no job. But no officer at that level (CSAFP level) in his right mind should accept to be floated particularly at peace time.

    In my book, ff he, Bangit accepts to do that, then he means to cause trouble in the AFP.

Ilang buwan lang, retirement age na niya, marami pang mas senior na generals for the post subalit ano’ng ginawa ni goyang? Sakop pa ng constitutional ban on appointments nang hirangin niya si Gen Dangit, ah.

    Inapakan nila sa mukha ang still in active service Class 77. Tama ba ‘yun?

    MR, let’s get our facts right. Bangit’s appointment was not covered by the constitutional ban. Take note that Aquino nor his spokesman, Edwin Lacierda, do not raise that.

    The cut off period for the pre-election ban was march 10. The ban started march 11. (Easy, you count the 60-days from May 10).

    March 10 was the birthday of Ibrado, his retirement date. That was when Bangit was appointed. That was when the turnover took place.

    This issue has already been resolved because Aquino said he will not be retained and Bangit’s spokesman said his boss accepts that.

    We just have to have our facts right.

    I’m dismayed by this answer (and can truly see where Ellen is coming from).

    He didn’t have to comment on the whys and wherefores re Bangit — his comment that Bangit’s comments and insinuations did not indicate etc, was thoroughly unnecessary and uncalled for.

    He could have been really concise: “No, I will name his successor shortly” and basta.

    Why throw kerosene at a burning house? What did he hope to achieve? As Ellen said, to humiliate the other? What did he have to gain? He’s the incoming commander in chief for pete’s sake, he should be above shallow vindictiveness.

    Truly, he didn’t have to explain himself. Being convoluted just made him sound childish and unsure of his steps.

    Even a short “No” would have sufficed; it would have carried a loud and devastating sound or message to the rest of militardom — if what he had wanted to convey was that he was and would be in command!

    Strictly speaking, the Inquirer’s observation is correct. The position of the CSAFP is a political appointment that is why very loose ang paggamint ng Inquirer ng term na “resignation”. Contrast this to the case of PNP Chief Versoza who, like Bangit is also a political appointee, is nonetheless covered by Civil Service rules. In the realm of civilian officialdom, courtesy resignation is the norm for all political apointees who have no fixed term of office whenever a new Chief Executive enters the picture. Such was the case of Versoza. He was obliged to submit a courtesy resignation on the first day in office of the new C-in-C. But he made sure that Aquino would notice and as you said in another thread, as I had the same observation, Aquino fell for the very clever ploy. Such was not the case with Bangit. He opted to play hardball and his gambit did not work.

    The Inquirer correctly pointed this out but without taking into account military tradition. The paper knew this but it chose to highlight Bangit’s ‘political nature’ of appointment rather than the AFP’s sacrosanct observance of the rites of passage. But as we all agreed, this is all water under the bridge. The new C-in-C had spoken in no uncertain terms. Bangit doesn’t have his trust and confidence. It doesn’t get clearer than that, does it? 😛

    Perhaps a little background could help shed light on why I think Noynoy said what he said about Bangit yesterday.

    For the past two weeks in various interviews, the media has been asking him practically the same question about Bangit. “Are you going to retain him as AFP Chief?”

    And his consistent reply was a rather short “No, I will not.” That I think was a proper and good reply.

    But Bangit was asked by media what his reaction was. Bangit said it was Noynoy’s prerogative. And that he would just resign from the position. That was also a good and proper reply.

    Then a day or two later, Bangit turns an about face, arranges a forum with media coverage and says he will not resign. It is cowardice. And he drags the names of all those military officers who were by-passed by the Commission on Appointments and warns and subtly threatens.. to treat soldiers with respect and dignity and not cause demoralization.

    And Noynoy was badgered again yesterday by media. Same question. “Are you going to retain Bangit?”

    Noynoy for the umpteenth time says “No, I will not retain him”. Then for the first time elaborates..that Bangit’s behavior is proof enough that he is not fit to be his choice as AFP Chief of Staff.

    In short, Noynoy was quite concise in his remarks about Bangit in previous interviews. It was only because Bangit seemed to have become more defiant that he had to elaborate a bit.. but only after media asked him again yesterday.

    OK, Ellen. 60 days. March 10 was Gen Ibrado’s 56th birthday, his retirement age. That is taken. But let us look back how the events turned.

    Bangit was appointed CG, PA by-passing his upperclassmen still in the active service after Gen Ibrado was named CS, AFP being the most senior, most qualified among the generals but would only occupy months after assuming the post.

    It was part of the plan on how to install Bangit, an ever gloria loyalist CS, AFP upon the retirement of Gen Ibrado when there are still seniors than Bangit who should be named AFP chief.

    Although political, AFP seniority and lineal succession should top the criteria aside from over-all achievements in appointing the next CS, AFP.

    Hindi ganitong babuyan!

  35. Bangit got what he deserved, it could have been worst. Although he deserves respect (at least the rank), he should have self respect also. He should have gone quietly, instead he made a spectacle of everything, dinamay pa ang iba. He was probably hoping to get sympathy from the afp, which I doubt that he will. Its going to be good riddance.
    If we are going to demand respect for this man, we should demand respect for everyone – what applies to one applies to all or not at all! So lets respect Kris (god knows she pays a lot of taxes), Esperon, Gloria, Neri, etc… 🙂

    On kudeta — Bangit will find it difficult to assemble a number of brave souls to launch a coup; am convinced someone in the military with equivalent rank (3 stars) is watching him, Ferrer for example.

    Also, he doesn’t have direct operational command of the services and without major services command cooperation, he will find it difficult to convince field commanders to assemble required men and logistics to make a coup a success. (Of course, he can always ask the navy to provide shore bombardments 🙂 🙂 🙂 or the air force to go tora tora 🙂 🙂 🙂

    OK, he might have toyed/be toying with the idea but I’m betting against his being able to pull it off — not a chance — and am sure he knows this.

    Like all fairy tales, gloria’s realm was all make-believe. As such, good and shady characters were borne out of gloria’s rodent-like imaginations. Bangit was one such character. His brief stint as CS was in goyang’s wonderland. It felt good while it lasted, until the new chief would finally replace the thief (to borrow a few ticklish words from one of our co-bloggers). The winds of change has come and he must live with the brutal fact that he is not part of it.

    Bangit wants respect ? Simple lang. As a good soldier like he claims to be, he should perform his duties for now until the new chief relieves him. In short, he should shut up because he has nothing to put up.

    It is just too bad that Noy’s “crusade” to weed out some of the remnants of the past “cult” starts with Bangit. Masakit nga naman. Well reality sucks, what can we do ?

    For the first time in Philippine Military history, the stars of generals will look like this (at least for this occasion only):

    1-Star———> Brigadier General
    2-Stars——–> Major General
    3-Stars——–> Lieutenant General
    4-Stars——–> FLOATING General

    It really sucks, doesn’t it ?

    The election is over, Noynoy has been proclaimed and will be imaugurated at the end of the month. So now I’m more interested in exposing Bangit for the unprofessional soldier that he is. Just in case he and that fool Norberto Gonzalez are up to more foolishness.

    He is a corrupt unprofessional soldier who helped Gloria oppress and abuse the people. He deserves no respect whatsoever!

    Maybe now he wishes he kept those P500 bills instead of throwing them away in bacchanalian feast. But then again, there’s a lot more where that came from.

    Just a thought: Your description of Bangit applies to a number of senior officers, particularly in major service command positions. Aquino, when he appoints Bangit’s replacement, must watch out because the “annointed” officer will swear undying loyalty to him too not because he loves Aquino but because of the perks that go with the position, eg., power, perks, MONEY, MONEY, MONEY…. and more money.

    As I write this, strictly speaking, there was NOT ONE major service commander in the AFP (today) who was not prepared to commit abuse and be ‘unprofessional’ and to turn this country upside down had Aquino asked him to do it to ensure his victory.

    In a way, they are all like Bangit — it just so happened that Bangit played with a different partner.

    If you ask me who my personal choice for CS is, it’s MGEN Juancho Sabban, the Commandant of the Marine Corps. His being a member of Class 78 though is his ‘biggest’ disadvantage. Other than that, Sabban is well-respected and a ‘mandirigma’ in the finest tradition of soldiery. 🙂

    ARMED Forces chief Gen. Delfin Bangit yesterday said he has yet to make a decision on whether to opt for early retirement but said he would “obey all orders, as always, as what professional officers and soldiers do.”

    He made the statement following a pronouncement from President-elect Benigno Aquino III that he will not keep Bangit, who has a year left in service, as his AFP chief.

    A perceived loyalist of outgoing President Arroyo, Bangit said he has no problem being relieved from his post when Aquino assumes the presidency on June 30.

    Gonzales, in his speech, asked Bangit why he stressed the word “honorable” when Aquino described him as “not honorable.”

    “So I am asking other officers that it might be better not to call me honorable because I have information that they are doing loyalty check within the Armed Forces. You might be dragged with me,” he said.

    “I want you to remember always not to be tempted by attempts to divide you. It is very important to our country’s future that the AFP remains united. If you are going to be subjected to loyalty check, don’t malign your fellow officers. Instead, defend one another, defend your institution. Stick to the mission and sworn duties of your institution,” he said.

    The bastard has no business lecturing to the AFP and making snide remarks about the incoming admin, not after he and his thieving president prostituted, politicised, abused and dividedthe AFP

    The 120,000+ strong AFP should give in to his request, not to treat him honorably, they should douse him with swine feed

    May pahabol pa na ass licking si Bangit. In his speech before his Queen Gloria he told the AFP:

    “As professional soldiers, you will and you should obey them. But until they have exceeded the concern, the respect, and the support that President Arroyo has accorded the AFP, they would not be able to erase her contributions.”

    Idiot. Nobody ever said anything about erasing her contributions to the AFP. Mahilig sa tsismis, fairy tales.. like his boss lady and his DND boss.
