Professionals among Malacañang’s housekeeping staff are outraged. Not only did Gloria Macapagal Arroyo appoint her personal manicurist to the board of trustees of Pag-IBIG Housing Fund. She also earlier named her gardener as deputy of the Luneta Park Administration. Both postings are improper sinecures, Palace aides murmur.
One insider feels disgust that beautician Anita Carpon and gardener Armando Macapagal were placed in positions in a departing admin. As Pag-IBIG trustee Carpon will make P130,000 a month in per diem, plus perks, for a fixed two-year term. Macapagal’s seat as Luneta deputy earns less. But his appointment can be as dubious if he and the President happen to be related. The Constitution and anti-graft laws prohibit government officials from appointing or transacting with kin.
Another source laments that the postings were made on the sly. Carpon was sneaked into the Pag-IBIG board along with three others after the terms of four trustees lapsed in recent weeks. But she was unable to join them in last week’s oath taking and first board meeting as she accompanied Arroyo to the US and Spain. Macapagal’s appointment surfaced only after Carpon’s hit the headlines. A Palace reporter says the offices of Executive Sec. Larry Mendoza and Press Sec. Cris Icban are mum about the appointments, likely made during the election ban.
A third insider doubts the two appointees’ credentials. Macapagal supposedly landscapes Malacañang lawns but does not manage people. Carpon is not known for financial expertise to oversee the multibillion-peso housing mutual fund of all employees. Nicknamed Nitz, she is often scolded by Arroyo for mismatching presidential handbags and shoes.
In 2005 Arroyo named her personal dentist Leonor Rosero as head of the Professional Regulation Commission. Soon after, widespread cheating rocked the nursing licensure exams.
Olivar waffles on disclosing details on manicurist, gardener

Malacañang yesterday defended President Arroyo’s appointment of her manicurist and gardener to high posts in two government agencies, claiming that they are qualified for the job.
Deputy presidential spokesman Gary Olivar acknowledged it is reasonable for the people to ask for the background or qualification of the two. But despite a promise the other day to make the information available yesterday, he has not released the information.
All he would say was that Anita Carpon, Arroyo’s manicurist, is fit to represent “ordinary” Filipinos in the board of the Pag-IBIG Fund. He said a seat is reserved in the Pag-IBIG board for ordinary employes, most of whom go to Pag-IBIG for their needs.
A check with the Pag-IBIG website Wednesday showed there will be one representative for government employees, and it already listed Carpon’s name. It specified two representatives each for private employees and private employers.
Other members of the board of trustees are the chair of the Housing and Urban Development Coordinating Council, in this case Vice President Noli de Castro; the secretaries of the Finance, Budget, Labor, and Trade departments; and the chief executive officer of the Pag-IBIG Fund.
Olivar said Carpon has a government item. He said the same is true with Armando Macapagal, Arroyo’s gardener, whom she appointed as deputy of the Luneta Park Administration.
Carpon, who will have a fixed two-year term as Pag-IBIG trustee, will get a monthly salary of P130,000, plus other perks.
I have a feeling Gloria is doing all these para inisan lang tayo. She’s getting back at us for exposing her dishonesty and shamelessness and making her the most despised Malacañang occupant.
Gloria Arroyo is above the law. Election ban on government appointees does not exist based on her actions. She is compared to Roman tyrant emperor Caligula who appointed his favorite race horse, Incitatus as consul. The horse was also invited to dine with the insane emperor. BTW, Gloria Arroyo also dined with crocks and pigs.

For as long as good people do nothing about it, evil, that is gloria, will do just about anything to the point of absurdity to everybody’s chagrin. Why, she can even name Zaldy Ampatuan to head a department we may aptly call, “Special Presidential Arm on Peace and Order” with a cabinet rank. Or perhaps name her pig to head the Professional Regulation Commisssion. Better still, delegate ABALOS to head the SEC (SECURITY “IN” EXCHANGE OF COMMISSION). Hey, anything goes !!
We do not have to look far to amuse ourselves with thrashy comedies. Gloria’s government alone is a hapless everyday comedy in itself. The sad thing about it is that because of inaction, Juan had unwittingly become the unfortunate victim of a clown who does as she likes with impunity because she knows she can.
There’s no stopping Gloria to appoint even her taga-punas pwet. Tanggal din ang mga alalays niya after June if positions require CS eligibility. If not, pwede bang walang ways to kick them out.
