Dear All,

It is with deep sorrow and pain that I am informing everyone that our very dear Emy Boncodin passed away this afternoon at 1:00 PM at the National Kidney Institute, QC. She had a cardiac arrest after she went into a semi-coma while being prepped for dialysis.

She is survived by her mother and her sister Adel. I learned from Adel that she had been growing weak in the last months. Emy never let on to us her worsening condition, however, as she continued with her meetings and work on her projects.

She was an outstanding public servant, always did her work quietly, always straightforward and truthful about the state of governance. She went as quietly as she had served with dedication, diligence, and amazing competence.

We are awaiting word regarding arrangements for her remains and will let you know.

Boncodin and Deles are two the Hyatt 10, a group of cabinet members of Gloria Arroyo who resigned from their posts in June 2005 following the expose of the “Hello Garci” tapes where Arroyo was heard directing the manipulation of of the 2004 election results in her favor.

Boncodin was budget secretary, Deles was the presidential adviser on Peace Process. Others include Social Services Secretary Dinky Soliman; Finance Secretary Cesar Purisima; Trade Secretary Johnny Santos; Agrarian Reform Secretary Rene Villa; Imelda Nicolas, head of the anti-Poverty Commission.

After she left the Arroyo cabinet, she was elected a director of the board of Petron, the largest oil refinery in the Philippines, where the government holds substantial but minority shares.

She was active in the organization of Former Senior Government Officials, which was critical of the Arroyo administration.

I saw her last in a forum “The Powers of the President” organized by International Center on Innovation, Transformation
and Excellence in Governance (INCITEGov) last month. She spoke on the budgetary powers of the President.

    Emy Boncodin had always taken a low profile.

    There were questions about the propriety of her having accepted a directorship in one of the government -controlled corporations (was it PNOC or Petron?). But I guess she had to because dialysis is costly.

    She didn’t enrich herself while she was in government.

    Mahirap seguro ang maging cabinet member ni Gloria Arroyo kung laban sa loob mo ang ginagawa niya..she did right sa pag alis niya..May she rest in peace..for I think she is really in peace..ang una sa beatitudes na tinuro sa atin..blessed are the poor in spirit for theirs is the kingdom of heaven….hindi siya nagpayaman while in the service of putot’s cabinet..sabi ni Al sa #1 above..she has always taken a low profile..

    Hindi ba’t itong si Emy yata ang Budget Secretary noon na mismong tumanggi sa hinihinging dagdag badyet ni goyang na bago siya nasipa ni Reyna LaCatan ay nagresayn?

    Ba’t ganu’n? Karamihan sa mga kumakalas kay ngoyang ay maagang namamatay? Dinadapuan ng mabigat na karamdaman o di kaya ay kumplikasyon sa dati nang nararamdaman at hindi magtatagal ay binabawian ng buhay?

    Ganyan ba katindi ang sumpa ng reyna ng kadiliman?

  6. In a news report, “many government employees, especially DBM employees, have been endeared to Boncodin due to her warm and friendly ways.”

    Yes, indeed. The first time I met Emy Boncodin was during the Pinatubo relief and rehabilitation efforts. She was then deputy DBM Secretary to Guillermo Carague and we were surprised to be in our midst an unassuming lady we thought for a while was just a budget clerk. She was 36 at that time. Soft spoken, yet very intelligent and what really endeared her to us was as if she’s not a cabinet member.

    The courageous stand taken by Emy Boncodin in joining the “Hyatt 10” is one of the reasons that convinced us the present Malacanang occupant is there on a stolen presidency.

    Joseg: hindi ba si Carague ang Budget Commissioner during Cory’s time? kung ganoon she too worked during Cory;s time?

    Under the 1987 Constitution, naging naging Department of Budget & Management (DBM) tinagurian noong Ministry of Budget during martial law days. Prior to that, Commission of Budget is under the Office of the President. Guillermo Carague, was undersecretary of DBM during Cory’s time and was appointed Secretary when FVR was elected as President.
