Only in Arroyo’s administration: cabinet members as “guests” in a cabinet meeting

Malapascua Island, Cebu. – President Arroyo had an innovative explanation for the presence of Cabinet officials seeking elective positions in May in last Tuesday’s Cabinet meeting in Palawan when she announced they were only there “as guests.”

Trade Secretary Peter Favila said Arroyo wanted to put on record that the concerned Cabinet officials are just “guests” to prevent any future legal question.

“She wasn’t laughing. Nobody laughed,” Tourism Secretary Joseph Durano said when asked if Arroyo made the announcement in jest.

The Supreme Court ruled last Monday that Cabinet secretaries running for elective posts should step down as they are deemed resigned once they file their certificates of candidacy.

These Cabinet officials, who are seeking seats in Congress include Executive Secretary Eduardo Ermita, for Batangas, Agriculture Secretary Arthur Yap, for Bohol, Presidential Management Staff Hermogenes Esperon Jr. for Pangasinan, Justice Secretary Agnes Devanadera for Quezon, and Budget Secretary Rolando Andaya Jr. for Camarines Sur.

Favila recalled the affected Cabinet officials were asked in jest about their presence in the Cabinet meeting when they are supposed to be considered resigned.

While a motion for reconsideration may be filed within 15 days and a reply within 15 days afterwards, the case might be moot and academic by that time because the affected government officials would have resigned since the campaign period for local posts starts March 26.

Andaya assured there would be no disruption in the quality and delivery of service of the DBM.

“I have no choice but to obey the ruling of the Supreme Court, a fidelity to judicial decisions that is shared by the rest of my colleagues. However, protocol and civil service rules oblige me to tender my resignation, out of courtesy, to the appointing authority, the President, as I cannot abruptly and arbitrarily abandon my office without notifying her,” he said.

Deputy presidential spokesman Gary Olivar said undersecretaries could be named to succeed Andaya to ensure continuity in the operations and delivery of services.

Devanadera said she had started packing her things.

“I have said I’m ready to resign anytime, with or without the finality (of the SC decision) I’ve already said that before. I am now in transition. Tomorrow or the day after, I am probably no longer here (in DOJ). My resignation is as certain as death and taxes,” she told reporters at the sidelines after delivering a speech before some 200 Southern Luzon State University students at the DOJ.

Comelec chair Jose Melo said he already instructed the Comelec Law Department to look into the candidates’ liability in breaking election regulations.

“If they continue to discharge with their functions, even if not connected to their political ambitions, it may be an election offense,” he told reporters. – With Jocelyn Montemayor and Evangeline de Vera

    IN a “real world” it is the deputies (career public servants) that really run the cabinets and most if not all of these secretary and ministers are just ‘figureheads’ or at best, the guiding master-heads to which the programs are relayed to the bureaucrats. that is why it is not unusual for the governments in most other countries to reshuffle the cabinets just to keep them on their toes. But since other than in Presidential Form where cabinets and mostly high Government official are appointed at the Pleasure of the Government Head, cabinet ministers in Parliamentary form are elected MPs and need not Resign at all during elections. And most High public Officials have the security of Tenure instead of at the Pleasure of the sitting government, considering that Government can change at anytime. (election can be called at any time. Sometimes it is the system that avoid these abuses of Politicians and Public Officials to make the playing tilted on their favour.

    This is regarding the endorsement made by the magdalo group:

    – why do they have to make conditions for their support?
    – why are they asking for people to produce evidence linking money villaroyo to the bitch?
    – is the magdalo group trying to break the NP and LP, why did they endorsed two candidates from two different parties?

    Why do they have to make conditions, if one group is endorsing a candidate/s, they don’t have to make any conditions. If they truly believe in one candidate, all they have to do is endorse that candidate without pre-conditions.

    If they truly believe in their endorsed candidates, all they have to do is support them silently. what they did is sow confusion and distrust among the presidential and vice presidential candidates (and the powers that be) both in the LP and NP.

    They ask for the evidence, haven’t the magdalo reads the threads in almost all Philippine blogsites and newspapers?

    It is written in all walls in the Philippines on the (un)holy alliance between the bitch and villar, what evidence do they still need? stupid is, stupid does.

    MAGDALO is becoming, sad to say, like any other groups/orgnizations, they are supporting candidates that will be to their advantage.

    I call on the people not to listen to politicians, but to listen to their hearts and minds who they really want to vote this coming election.

    Bottomline, this election is becoming truly sick!!!!! sick!!!! sick!!!!.

    I’m sorry to those who truly supports magdalo, but this is just an honest to goodness observation, like you I support magdalao also, but this is very surprising and disturbing.

    btw: re: Politics in PI.. is there a law in the Phil. that requires national candidates to submit a statement of all donations received by them and from whom? is there also a limit of how much donation a corp/org/ or an individual can give? and after the election is there a law that would require them to submit an itemized statement of expenses?…para transparent ang ginastos nila for their campaign? hindi lang sa nanalo but for all candidates who run for a national office…Pres., Vice President and Senators? Or is this too much to ask..because gaya nga sa sinabi ni Money Vill pera naman niya ang kanyang ginastos..

    Yes Rose, there are enough laws that say that Candidate can only spend soo much per voter and also limits to donations, but just like everything can be done Under the Table.
    No Receipt are issued for contributors, and no requirements for auditor for every candidate. (before one can run, he has to appoint his/her treasurer that will be responsible for all recordings and reporting of donations and expenses, within time, no exception). that is why I always like the system we have here that only the contribution from the public is the source for campaign, with limits and also with generous tax refunds and rebates for the contributors. it encourage the voters to participate in the process and also anyone to run as one is not allowed to spend his own money for the campaign anyways, but just an ability to raise the fund or hook up with a leading party. It is perhaps the lest expensive campaign and the biggest item is usually the Lease of the Aircraft and Buses during the maximum of 45 days (sometimes shorter) of campaigning.

    AdB: I think the reason why many cannot see or do not see corruption is that it is in a way of life to many, ang lagay eh…I remember when I was teaching taxation one of my students asked me if “grease money” is tax deductible..it is a necessary and ordinary expense..my response was to me it is not..but what do you think? take the case of pilfering..here how many workers take home pencils, hospital uniforms, paper towels? simply lang hindi naman daw mahalata! at dito sa US hindi lang mga Filipinos ang gumagawa..or take the case of xeroxing personal papers in the office…kanyang kanya ang palusot..

  43. I beg to disagree, Magno, Rose, that we should just allow Magdalo to commit that monumental blunder and leave it as it is. From mere soldiers, they have become icons, “heroes” if you will, that continue to inspire nationalism guided by age-old righteous principles that I deem it reckless, if not irresponsible, the manner that they picked the candidates they will support.

    Not every Filipino is gifted with the ability to influence, coupled with the once-in-a-lifetime chance to change, the lives of his countrymen, the burden is given only to those with the wisdom and the courage to stand and fight for what is right. I am disappointed at the failure of its leaders to goad the flock into the right direction, worse, offer the excuse that it is the consensus. Totally lame. They don’t even sound like soldiers anymore, they could be a rock band. I suggest they revisit their vision (IF ANY) as a group and stick to that. They impress me as lil Mikey does, asking for evidence to prove them wrong. The years-long incarceration may have taken its toll.

    This is a big chance for the “heroes” in Magdalo to do what is right. The should not squander the opportunity.

    Political news sa NYC ngayon..hindi magkakandito for governor ang current governor dahil sa mga investigation na isasampa sa kanya..si gloria kaya magagawa niya to step down? wala ata sa vocabularyo niya ang mag step down..lalo na ang hiya which is now her trademark..walang hiya!

    Hindi ba’t nahihiya siyang magsabi’t umamin ng katotohanang hindi umaangat ang Pilipinas sa ilalim ng kanyang ikinahihiya niyang tanggaping inagaw noong una at ipinandaya nitong pangalawa? Hindi ba’t nahihiya siyang aminin na katakot takot na kayamanan na ang ninakaw nilang mag-anak mula sa kaban ng bayan? Nahihiya siyang pag-usapan ang milyong halaga ng walang kuwenta niyang hapunan matapos ang ikinahihiya niyang amining walang kuwentang pakikipagmiting kay Obama sa White House?

    O, sabihin mo ngayon kung hindi marunong mahiya ang ubod ng walang kahihiyang babaeng ‘yan!
