It’s interesting how the Ampatuan clan’s political fortunes seem to be turning full circle—and how political camps that now call them “monsters” seem to have conveniently forgotten that they had something to do with how these “monsters” were bred to begin with.
Liberal Party presidential bet Aquino, sure that violence in Maguindanao would escalate due to “this administration’s inaction,” is demanding the suspension of Mayor Andal Ampatuan Jr. and other local officials found involved in the November 23 massacre of civilians.

Datu Andal Sr. was the henchman of Marcos in Maganoy in 1986.. He also was de facto mayor… acting since he was the vice mayor and already appointed as OIC.
Cory removed him from Office!!! I was a witness to that!
The Chief of Police, another Ampatuan yet non political and decent by the name of Datu Mod Ampatuan was appointed by Cory as OIC! I was the one who recommemnded for Datu Modi. He is an Ampatuan so he could maintain order and rule of law being the modest and clean chief of police in the place.
But in the first election post Cory, Datu Andal, Sr was back in power… since he was and still is the undisputed power in Maganoy.
I was the parish priest of Maganoy at the time and NAMFREL chair of the Province.
We don’t know if the senator realizes that he is in effect calling on the Arroyo government to undo an action by his mother’s administration.
President Corazon Aquino, right after the Edsa Revolution in 1986, removed all the duly elected local officials and appointed OICs in their stead.
In the town of Maganoy (now Shariff Aguak) in Maguindanao, the mayor then was Pinagayaw Ampatuan, who was supposedly inclined to resign anyway due to old age. The Aquino administration, with advice from then Local Government Minister (and chief government negotiator with Muslim insurgents) Aquilino Pimentel Jr., replaced just about every elected official in most local government units.
It approached Maganoy differently, though. There, the Aquino government followed the succession rule and installed the vice mayor as OIC.
That first-term vice mayor was Andal Ampatuan Sr. We now know him as the long-time governor of Maguindanao, and as father, grandfather, uncle, and in-law to at least 10 mayors, vice mayors, and other local officials in the province.
According to local sources, the appointment of Andal Sr. as OIC mayor in 1986 was backed by Maguindanao congressman Guimid Matalam, whose father in law, former Senator Salipada Pendatun, was a Liberal Party stalwart.
From then on, Andal Sr. never looked back. In 1988, in the first local elections that would test the acceptability of the OICs that Cory had installed, Andal won as mayor. He was also charged for the murder of his poll rival, Surab Abutasil.
He served as mayor for the next 10 years, and then as governor of Maguindanao. Meanwhile, his sons, nephews, and grandsons have been elected to various local positions, too.
The Ampatuans has since become a dependable ally of the next woman president, Gloria Arroyo. They delivered votes—believed to be rigged—in the 2004 and 2007 elections for Ms. Arroyo and her candidates in the national polls.
It’s also under the Arroyo administration that the Ampatuans are said to have expanded and strengthened their private army, composed of civilian volunteers enlisted and funded by the military.
Ms. Arroyo, however, may just be improving on something that Cory’s Constitution has allowed. The 1987 Constitution does not really provide the dismantling of private armies per se. Read carefully Section 24 of the Transitory Provisions—it bans only the private armies that are not sanctioned by government. But those that are “consistent with the citizen armed forced established in this Constitution”—like the civilian volunteer organizations formed by the military during Cory’s time—don’t have to go.
Not only will the administration after GMA will have to be find and jail all the perpetrators of the Maguindanao massacre. There is also this important item — the new administration will be front-and-center for the creation of a new Philippine Constitution.
And then there is this :
The old Yellow Army awakening from its slumber, remembering what it was like 20 odd years ago and how much this nation has fallen since. That old organization needs new blood, and may the new blood bring fresh ideas.
And one of the things Pilipinas needs is continued professionalization of the military and police. Without a doubt, Pilipinas is very poor. Jobs, jobs, jobs!!! Unemployment and underemployment is extremely high (talagang pobre and mga tao pag walang trabaho) that the tax base is unable to provide the money to build new schools and more importantly, to professionalize the civil service, the military and the police. May2010 elections is super-important, that is for sure.
Yeah. Pero di naman manghuhula si Cory. Malay nya ba naman na demonyo pala tong si Ampatuan Sr. I’m sure may nag recommend din yan sa kanya during that time. Parang si Ate Glue. Malay ba natin na mas masahol pa pala sa lahat ng presidenteng dumaan itong tiyanak na to na ipinalit kay Erap. Palpak kasi tong manghula si Madam Auring! Bwisit!

Naiintindihan naman na bago pumasok si Cory sa political arena, hindi nya kilala ang lahat ng political players. 1980 pa ang last local election bago mag 1987 at 1971 naman bago mag 1980. Noong 1980, ang mga local officials ay puro KBL at wala pang halos 1% lang ang hindi KBL.
Kaya nung nanging presidente si Cory, pinagresign ang lahat ng local officials dahil sa mga remnants sila ng Marcos regime. Naiintindihan din naman ang dahilan dito.
Sa pag aappoint ng OIC, naging standard procedure na yung vice mayor or vice governor ang OIC unless may ibang recommendation si Pimentel bilang DILG secretary. Diyan pumasok ang appointment ng nakakatandang Ampatuan.
Sa 1988 election, marami ang nagsasabing ito ang isa sa malinis na eleksyon, nanalo uli si AMpatuan. Kung ano man ang papel ni Cory, napalitan na ito ng pagboto kay Ampatuan. As to what happened after that, I adopt yung posts ni pareng henry sa #4 and #6. Wala kasi akong alam kung inalagaan ni Cory ang mga Ampatuans after the election.
I also read the alleged link between Cory and the Ampatuans
in an article written by H. Laurel, where he pointed to Candao as the one instrumental in the appointment of Ampatuans in 1986.
To blame Cory for what what happened to Andal Sr., down to his sons, nephews, cousins and relatives in the political sphere after 1988, borders on reaching and stretching.
Cold Blood murder of over 50 people is beyond political incompetencies. The gruesome incident in Maguindanao can be considered an act of terrorism, terrorizing the whole country even the children of this nation. Witnessing what’s happening on TV could pose a social disinterest for the youth to participate in democracy. Many of our people will FEAR even more and the overall result is an APATHETIC society with very few good men left.
Yes, Cory’s administration can also be CONTRIBUTORY to the FACT but murdering innocent civilian was not the liberal party’s advocacy nor the other political parties.
We all know that each party has its own advocacy but for some reason, each party might have forgotten that the basis of the Law is all about good moral character and ethics to educate and empower people. We have no role models in our society.
Yes we have Efren, Jose Rizal and Pacquiao considered as role models for their own determinations . They are considered as model at personal level. In addition, these individuals were not even voted by the people and yet they function to make our country proud. Therefore, anyone who are in office including the barangay kapitan and all the way to the top or top to bottom have a HIGHER degree of responsibility to make us all proud. Its their DUTY.
The buying of votes is not an excuse to blame Mang Juan and Pedro. Our constitution is very specific in formulating the law of the land and that means, one must serve the public with respect.
The problem in this country common among politicians is their inability to grasp the concept that being a politician is a DUTY that he /she is a public servant but instead, we the people are their SERVANTS….
My goodness Philippines…how many are “matino” ? if majority in the lower house, the senate , the judicial system and the executives understand what Public service is all about, then this country will be able to service the people at its quality.

weren’t the ampatuans po already established before cory came into power? they’ve been beneficiaries of political patronage since the 1960’s. In any case, maybe it was indeed a short-sighted move to appoint him at that time. but i’d think there were legitimate reasons behind it.

The sifting and vetting of the appointees was done by the then DILG boss, Aquilino Pimentel Jr. In fact, my teacher in the subject local governments (Judge Samilo Barlongay – sam for Samar, Ilo for Iloilo) was critical of the move, because not all local gov officials won by cheating. In fact, only the presidency (Cory v Macoy) was truly tainted. Kasama sa mga replaced by OIC’s was the Mayor of San Juan, Erap. I dare anybody to say that San Juan did not elect Erap.
So bakit tahimik si Nene ngayon? Where is the usual “I condemn to the highest heavens, blah blah blah”?
