One-stop shop processing for foreign donations for ‘Ondoy’ victims

The Bureau of Customs sought Friday to allay public distrust arising from the directive of Gloria Arroyo to course all foreign donations through the Department of Social Welfare and Development by setting up a multi-agency one-stop shop system to facilitate the release and delivery of goods for victims of Storm “Ondoy.”

“It’s our initiative to prevent unscrupulous persons to take advantage of the crisis situation. This is a safety net mechanism. This is also to prevent smuggling,” Customs Commissioner Napoleon Morales said.

He said the one-stop shop system will rationalize the distribution of donations to ensure these get to as many victims as possible.

  5. I’m giving these government officials the benefit of the doubt (do we have an option?) but one problem I see is that, it’s the DSWD that will decide the destination of the donation.

    Morales said this is to prevent a situation where one group of Ondoy victims would have an abundance of donations (like if they have a very active relative or sponsor there) while others would be empty-handed.

    But then if you solicited for a particular group, how would you feel if the DSWD decides to give the goods to other groups?

    In this instance, trust is very important and that’s one thing that Arroyo’s administration does not have.

    Ganun na nga, Ellen. And my trust on Gloria’a admin is nada.

    A friend here completed her solicitation efforts but with Gloria’s directive, she’s confused because she wants the goods to be given to a certain area there. I advised her to just label them Balikbayan boxes but I think it’s not good because it would take two long months to reach the beneficiaries. Still thinking of what to do….

    I’m not surprised that people distrust of Gloria’s pronouncement.

    You do know that the break-up between Gloria and Jamby Madrigal (when Gloria was still SW secretary under Erap) was triggered by the former asking Jamby to transfer a huge amount of cash intended for Dept of Social Welfare, into a private account of Gloria’s who claimed then that the said account was a foundation of some kind.

    Jamby refused to do it saying it was not proper or something like that, hence the falling out between the two women.

    This story reminds me very much of what happened between a good friend of mine, Bing Rodrigo and the ganid pig in Malacanang.

    I’ve been so frantic these last couple of days to fill up boxes to be sent (leaving next week I think); I already had finished my balikbayan boxes for my Mom before going on the road and had already coursed it through my usual forwarding agent but when I rang my Mom who told me about the situation for some people she knows, I contacted my forwarding agent again to send 2 more, filled up — WOULD YOU BELIEVE IT… with rice, sugar, cooking oil, canned goods, coffee, detergent, toothpaste, etc., etc., My kiddies were saying, they would be the most expensive rice and basic commodities (sending a balikbayan box is 90 Euros per box!)

    My brother’s parents-in-law and some of his wife’s relatives (not my direct relatives at all) have been so grossly affected — one in particular was my brother’s brother in law and family who have lost all their belongings to the flood, so I’m sending those boxes for them at least in time for Christmas (a bit of consolation).

    An agent came forward last night and offered a flat rate of $85 per jumbo Balikbayan box regardless of weight (considering that this is the east coast, malaking tulong na).

    The addressee will take care of the distribution there. Dito pa lang ni-repack na, bigay-bigay na lang sila dyan as per instructions from the sender. It’s easier this way.

    E kung via DSW pa, hindi rin kami mapapakali dito, di ba?

    I will never send to DSW talaga… no way. Gloria’s tentacles are there.

    Mom said that there are many people in the nearby provinces where she is who are living precariously… Some of the people are relatives of people working for her and have been miserably affected. Parang 1-woman social welfare tuloy ang Mommy ko ngayon.

    I think this is better and easier than letting someone we don’t know (we don’t trust to add) doing the distribution of our shares to the vitims of the calamity.

    Most pinoys here I know already sent $$$ donations via IRC (we use this venue always) first day they heard of Ondoy’s damage para meron din nakakalat na tulong sa lahat.

  15. DSWD? Not the foot soldiers of this agency (dedicated and hard-working folks), but its top people are Gloria ass-lickers as well. I will not be surprised if they use the donations as “campaign giveaways.” So, we are directly delivering the goods and cash we collected from this side of the archipelago to one of the TV station’s foundation tomorrow.

    Negative ZERO credibility ang misgovernment agencies ni Gloria…

    BTW, I have been monitoring through Japan’s Meteorological Agency and NASA the path of Parma (Peping) and noticed that Melor (no local name yet), another “very strong” tropical storm, is treading close to its trail 🙁

    I absolutely have no idea what Pinoys here in Europe are doing. I’m sure there are groups encouraging fellow Pinoys to do something but I really don’t know any Pinoy here.

    The only Pinoys I know (directly from where I sit) are Ellen and you and the rest of the members of Ellenville… 🙁

    Magpapadala kami ng boxes sa kakilala namin. Ang pera naman sa iba-ibang association at sila na ang magbigay pero pinadadala muna dito ang lista, address, tel/cell ng tao na bigyan para ma-check namin in advance. Hindi kami magpadala diyan sa DSWD or kay Gloria or Gibo. Ginawa na namin ito sa Iloilo noon ang labas malinis at walang gulo. Pinadala pa dito ang pictures ng recepients. rate of exchange receipts, etc. Sa aming paraan, nobody pocketed the money at natangap ng tao ang pera.

    It’s good timing that a pinoy opened a Pinoy resto here two months ago. Hubby and I were used to be all alone in our area here until a pinoy waited on us in a Japanese resto and told us about the pinoy resto. We went there and presto, kumakain ang mga pinoy many of them own small businesses. All of them reside 30–45 minutes drive from us, but we’re glad we made the connection.

    Pero yung mga pinoy sa Denmark (where BO is now vying for the Olympics site) seemed not to care. Abaw, e wala akong nakita/nabasa from them on Facebook anything to suggest that they know/care. Anyhow, I know that Denmark already donated, hindi naman yan nahuhuli in giving aids to the victims of calamities.

    That’s my own thought too in my own tiny, very, very tiny capacity as contributor. My Mom is somehow in charge (she likes it, gives her something to do too 🙂 ).

    I also have a friend who heads a school somewhere in Manila whom I trust so whatever lil monetary donation I can make, has been handed to her to do as she deems fit.

    That’s about 50-60 Euros lang…

    Bakit ang mura ng expedition ng Balikbayan Box sa inyo? Ang mahal dito sa amin. Last year it was only 80 euros, but this year, tumaas na, 90 Euros na. That’s why, sige, no inch of space lost — I really packed the last 2 boxes with as much as I could that I’m so afraid baka mag-explode.

    (Siguro, Belgian kasi ang in-charge married to a Pinay. – hehheh! or maybe walang masyadong nagpapadala? Must tell him only 85$ sa America when he comes to pick up the rest of the boxes.)

    ABS-CBN and GMA-7 here are doing a great job in their distribution system.

    In my case, I give personally because I have friends and officemates who were directly affected. Their houses were submerged in water. Wala talagang naiwan. They are starting from scratch.

    But through all these, the good in us shine though. What you all are doing is one fine example.

Which reminds me, I know there is a Filipino video shop somewhere here (which I chanced on one day while driving); matter of fact I rented two videos from from him of films of FPJ in 2004 to learn about FPJ then, but haven’t been back to his store since (must say didn’t think much of the the films). I must check with him and find out if there is a Fil restaurant. Would love so much to eat Pinoy.

    Ang balikbayan boxes dito sa amin (Vancouver Canada), I think C$60.00(US$55.00)delivered in Metro Manila. At ang bilis ng pick-up kailangan ibalot muna bag-o tumawag. Sasabihin pa sa iyo kung kailan a-alis ang container at ang dating sa Maynila.

  29. The Manila box couriers in West Coast – LBC and Forex – are charging special rates for Ondoy donors. I don’t know in the East where Chi is. I know most Pinoys use Johnny Air and UPS there.

    I’ve also read from Manolo Quezon that some anonymous philanthropists are matching every donation to the Phils up to $100K per person. I’ll look for it then post here.

    Meanwhile, kung merong mga bloggers dito na may alam na mga apartment na pwedeng upahan ng mga biktima sa San Pedro Laguna Area, please let me know here kasi naawa kami dun sa mga tao doon. Middle class pero na-wipeout ang kabuhayan nila ni Ondoy. Many villages in San Pedro along the coastlines of Laguna Bay are still submerged by knee-deep to neck-deep waters as of today. Yung mga anak hindi pa makapasok sa school dahil walang books, uniforms, etc. They estimate that the earliest they can return to their homes is by late December. Tapos meron pang Pepeng. The rental budget is anywhere from P4K to P7K monthly per family. Hindi pwedeng masyadong malayo kasi they are rotating among family members the duty to watch over their possessions kasi meron pa ring mga nananamantala.

  31. By the way, I just read Manolo Quezon’s column — he is alerting people to the possibility that donated boxes intended for Ondoy victims with no precise destination might get impounded by Customs.

    Also, tax on donations not going through DSWD is going over the top.

    I realise that there are fears that money might be smuggled into the country by some unscrupulous people but if donations from abroad are clearly labeled for Ondoy victims and are coursed through verified NGOs, where is the problem?

    What’s wrong with Gloria and her henchmen? Sa kawalanghiyaan, walang comparisson itong mga idiots na ito talaga!

  38. Tama si Ellen, the two TV networks’ relief ops are unbelievable. ABS, AFAIK, has received over P150M in cash, goods and services. Tina Monzon Palma claims they have helped more than a hundred thousand families and counting.

    Magaling tayo talaga pag dating sa damayan, nung nag-oopisina pa ako, walang payslip ang walang bawas ng donation sa patay, sa nanganak, sa maysakit, nasunugan, etc.

    Dapat na rin sigurong mag-evolve tayo into futurists, yung nagpaplano para sa darating, hindi iyung ginagawang praktis tuwing may bagong sakuna.     Here is one very effective example of fund raising to avoid duplication and centralized the efforts..it must be noted that it was opposition MP Jim Karygiannis who first asked the Federal Government for the initial donation of $5 millions and he is now co-ordinating the fund-raising not only for the Philippines but also for other countries…
    Also it is encouraged to donate Cash instead of goods as it is much convenient and faster to reach the victims…

    Beside the hard working MP for Scarborough-Agincourt, Churches and many charitable agencies will be dedicating their efforts this coming days to the victims of Ketsana in many other countries, the Earthquake in Indonesia and the tsunami in the Samoas.

    Much as I would like to, I can’t even close my eyes and give the benefit of doubt to the government people running the show called donation. There’s too much lesson learned from past experiences. What safety net are they talking about? The thieves are there already inside ready to strike anytime. There’s no such thing as safety net under these same unscrupulous people manning the store. It’s like putting a bank robber to guard a bank which gives him all the access to run off with the goods. With this government, thievery is an institutionalize career of its officials from top to bottom. No wonder nobody trust them anymore.

    There are other ways to help those victims without the involvement of the government. It does not necessarily mean that you have to help every Juan and Pedro. You can only do so much and give whatever help within the area of your reach, which is what I advise my brother and his wife that upon receipt of the four boxes of canned goods and other household items which I sent first week of August be distributed to their fellow survivors from the neck-deep flood that engulfed the neighbourhood inside the subdivision.

    At least during times of crises little things mean a lot and a little help is far-reaching for those in needs.

    #45 – Akala ko ay kung anong kasalanan ni Arroyo kay Villar kaya hindi magfile ng kaso ang huli , yon pala ay kung manalo siyang presidente. Isa pa ngang reason yan kaya dapat hindi manalo yang Villar na yan.

    Ngayon, kung sino sa mga presidentiables ang hahabol (pursue a case against) kina Glueria at pati na rin kay Villar, yon dapat ang iboto. Kung ayaw ni Noynoy, kay Jamby na lang ako!

    I’m about to “brag” but I’m just so happy and relieved (have been worried sick for my Mom and my sis), so please bear with me. I believe what I’m about to tell is about ‘preparedness.’

    Just received a call from my Mom to tell me that she believes they (at her home) are “prepared” for the battering of the coming storm. They’ve been re-enforcing roofs, windows, doors, fences, gates, and have got enough food, water, first-aid kits, gas-oil lamps, gas for cooking, wood, and stored water in case of damage to public utilities to last a few days just in case. They even sawed branches of trees that were over-extended. Apparently, compound was humming with relentless human activity last few days.

    She’s got 4 families, survivors of Ondoy who have lost everything, staying with her in her compound, and they seem to be all doing fine.

    I’ve been hammering my sis (really making kulit) about the importance of being pro-active and being prepared as much as possible. Even if they are high up in the hills, mom and she shouldn’t take mother nature’s ‘wrath’ for granted.

    Technically, my Mom and my sis are living in a remote area in the hills (Mom’s choice) on their own with only a couple of female live-in help and the others who work for my mom go home so there are only 4 frail women in the huge compound most of the time. They can only really depend on themselves if disaster strikes so better to be prepared for any eventuality. May not be sufficient if really the worst thing happens but I believe one must try hard, very hard, to prepare for storms, typhoons, natural calamities, etc.

    I feel, this sort of psyche should be 2nd nature to Filipinos because the Philippines, by the very nature of her geography, is disaster prone. (A good fable to read again and again would be The Ant and the Grasshopper.

    Until December? I’m sorry to hear this. I think Tongue comes from Laguna… I hope his relatives are alright.

    I heard Calatagan received a great deal of battering too but somehow, people I know there have survived well. Maybe because it’s near the sea so the water washed away automatically. Also, perhaps, the protective face of Lubang Island which fronts Calatagan helps.

    Is this for real? And does anyone know how to access GCASH REMIT? What does one do or how? Does one type in one’s bankcard number? etc. Thanks.

  59. If so, this will encourage people to send cash direct to people they know. Depending on banks here, bank transact fees from for money transfers could go from 20 to 35 euros PER money transfer. That fee could very well serve someone in need.

    So, Globe’s “special offer” is good if for real. But how to do it?

    I learned that forwarding agents for balikbayan boxes are very, very, very busy. Person who collected mine told me. He told me that he personally has been going around the country (well, Belgium is I think about the size of Metro-Manila) non-stop the last couple of days collecting and collecting boxes; he reckons the number trebled from last year and believes that most who usually send only one box, are sending two or three or more this time because of the Ondoy disaster.

    Remittance companies joined other firms in helping Filipinos recover from the onslaught of typhoon Ondoy by offering free service fee to overseas Pinoys who would want to send money to their families and relatives affected by the calamity.

    Clients of Globe’s GCASH REMIT may avail of the free remittance services via GCASH REMIT until October 5, 2009 as part of its relief efforts to OFW families affected by the typhoon.

    The company is waiving all remittance transactions from abroad via GCASH as it hopes to help OFWs reach out faster and easier to affected families in the Philippines.

    The service is open to all GCASH REMIT partners and customers. No other fees will be charged from the sending customer as well as the receiving beneficiary making the service free within the period stated.

    GCASH REMIT services include cash pick up, direct bills payment (including donations to GCASH donate partners), and regular GCASH or credit of remittances to GCASH wallets.

    Meanwhile, iRemit President and Chief Operating Officer Harris Jacildo announced that all remittances for beneficiaries living in areas affected by Ondoy maybe remitted free of charge from October 1 to 5, 2009.

    “We hope that iRemit’s contribution will help alleviate their sufferings,” said Jacildo.

    Their organization and its employees mobilized the operation of relief supplies early this week in response to the appeal made by media and other institutions for nationwide assistance to affected Filipinos.

    “The main purpose of the relief is to provide urgently needed food and supplies for those in evacuation centers and those who are still in the flooded areas,” said Jacildo.

    The company’s overseas branches were also mobilized to accept donations direct to bank accounts of several foundations and the Philippine National Red Cross.

    iRemit waived its money transfer charges for every donation sent to these institutions.

    “Our kababayans abroad immediately responded and remitted their donations to their choice of foundation to assist the victims of the disaster,” he added.

    She says that she is doing this in cooperation with Phil Emba.

    They are going to send relief goods via DHL which has promised to help with first batch.

    She’s asked for medicine (eg., paracetamol), sanitary napkins, toothbrush, toothpaste, towels, toilette paper… I promisd to deliver them next week upon my return to Belgium.

  80. Ang ginawa ko sa bahay, inutusan ko lahat ng mga anak ko, pati kami ng misis ko na isupot ang lahat ng damit na hindi nila naisuot mula last Christmas.

    Bukasan ng kanya-kanyang aparador, tanggal dito, tanggal doon, resulta – 25 grocery bags! ng mga damit na niliitan na, kinalumaan, pati na yung mga bago pero nababaduyang isuot. Ako lang, mga dalawang dangkal yung kapal ng white T-shirts na corporate giveaways na may kung anu-anong labels na kumpanya, hindi ko naman isinusuot kundi pantulog lang paminsan-minsan. Yung mga discolored dahil sa
    tagal na hindi nasuot, pinababad ko muna sa orocan (plastic drum) na may Downy conditioner tapos spin-dry. Mahirap na baka galisin pa yung makatanggap, kasalanan ko pa.

    Two days pinatuyo kaya kanina pinahakot ko na papuntang San Pedro. Ipapadala ko sana kay Mayor Calex Cataquiz pero sabi ng Mommy ko sa barangay daw ibigay para sigurado. Nagulat nga ako nung nakita ko yung suot ng mga evacuees doon, merong mga silk blouses, wool sweaters, parang may party! Merong ding mga bobo na nag-donate ng gowns, bwahahaha!

    I began circulating email here asking for donations (kahit alam kong marami ng nauna) which I titled “1 Riyal para sa mga Biktima ni Ondoy”.

    Nangalap din ako ng mga lumang damit mula sa aking mga kasamahan dito sa kumpanya at nakaipon naman ng isang supot at kalahati at puwede na sigurong ipadala.

    Problema ko lang, kanino ko ia-address ‘yung bagahe? Alangan namang sa kapatid ko, eh lubog din ang bahay nila sa baha sa Sta. Rosa.

  83. Ellen, dati ay nakalaan din sa mga kamag-anak sa probinsiya yang mga “relief” goods namin. Sigurado, pag may napasyal, maraming uwi. Kaso, global na rin sila, mga nurse na yung mga anak sa abroad o kaya’y engineer, umasenso na rin kaya nahihiya nang manghingi ng ukay-ukay. Madalas nga, kami na ang pinasasalubungan ng mga damit, heheh.
