Waterworld

This is what Gloria Arroyo said in her State of the Nation Address last July:

As a country in the path of typhoons and in the Pacific Rim of Fire, we must be prepared as the latest technology permits to anticipate natural calamities when that is possible; to extend immediate and effective relief when it is not; the mapping of flood-and-landslide-prone areas is almost complete. Early warning, forecasting and monitoring systems have been improved, with weather-tracking facilities in Subic, Tagaytay, Mactan, Mindanao, Pampanga.

We have worked on flood control infrastructure like those for Pinatubo, Agno, Laoag, and Abucay, which will pump the run off waters from Quezon City and Tondo flooding Sampaloc. This will help relieve hundreds of hectares in this old city of its age-old woe.

Patuloy naman yung sa CAMANAVA, dagdag sa Pinatubo, Iloilo, Pasig- Marikina, Bicol River Basin, at saka river basin ng Mindanao.

Seeing many areas in Metro Manila turned into an ocean, I remember the 1995 futuristic movie “Waterworld”.

“Waterworld” starring kevin Coster as the mutant mariner (he has webbed feet and gills behind the ears) is about the earth when polar ice caps melted . The earth is submerged in water. The survivors didn’t know that; they thought that somewhere at the end of the vast body of water is dry land.

Among the survivors is a girl named Enola, who doesn’t know how to swim because she had always lived in a place of high altitude, far away from the water. She is fond of drawing trees which gives an idea of a place she had once lived. She is under the care of Helen, another survivor.

Helen and Enola asked the mariner to bring them to what they referred as “Dryland”. The mariner disabused their mind about “Dryland” by giving them a tour of the bottom of the ocean. There they saw the earth as prominently represented by New York and the statue of Liberty. There is no dry land, the two are made to see reality.

A group of pirates called “Smokers” are after Enola because the tattoo on her back is supposed to be a map to the dry land. The tattooed characters looked like Sanskrit. The action in the film is provided in the encounters between the Mariner and the Smokers.

The movie’s ending is Enola, Helen and Mariner finding an uninhabited patch of dry land, which turns out to be the girl’s home. The movie doesn’t say it but it suggests that it’s the summit of Mount Everest, in the border of Tibet and Nepal, the highest peak in the world at 8,848 meters (29,029 ft) above sea level.

The movie was shown at the time when climate change was still not the buzzword that it is today. Fast melting glaciers have been reported in recent years which environmentalists attribute to global warming.

Weather scientists say that what happened last Saturday when storm Ondoy dumped a month’s worth of rainfall (391.7 millimeters) in just six hours was a manifestation of climate change. We had been seeing signs of it in rains during summer and searing heat during the usually rainy month of July.

I’m thankful that the meeting for the Council of Advocates of the International Visitors Program which was originally scheduled last Saturday morning was canceled the night before. That saved me from being stranded in the storm.

My nephew, who is working in one of IT companies in Global City, called up late evening Saturday that his boarding house was submerged in water and all his things as well as that of his house mates are gone including their cars. But we are thankful, they were safe. Their landlady sheltered them.

Yvonne Chua, a colleague in VERA Files and her daughter swam five blocks in New Manila to get her brother who was trapped on the second floor of his townhouse. Yvonne brought kick board for her brother.

There were many areas not considered flood-prone were submerged under Ondong’s onslaught. That tells us that our disaster-preparation should include having a ready rubber boat, life jacket and kick board in our house. Rubber boats should now be a must in companies, just like fire extinguishers in buildings.

And, we should all learn how to swim.

    Yes the issue of Global Warming is really very important to address right now. Napanood ko ang docu video ‘ An Inconvenient Truth’ ni Al Gore at talagang nakakatakot ang pwedng mangyari in the future. And we are starting to experience it already sa mga pagbuhos ng ulan. Everybody must be concerned at dapat isipan at pagtulungan ang solusyon dito. Although we know that it maybe very difficult or even impossible, at least it’s worth trying. But then we can only hope for God’s protection and guidance! GOD IS OUR ONLY HOPE!!!!

    One of the issue here is the readiness of our authorities especially the National Coordinating Council (NDCC). Also, dapat ay talagang i-update ang facilities ng PAGASA for more accurate monitoring and predictions of our weather. Namo-monitor ng PAGASA kung gaano ang amount of rainfall ang dala ng isang bagyo. And the NDCC I believe is always updated on that. Dapat ay handa palagi ang mga awtoridad. Iilan lang ang mga nakikita nating mga official authorites na tumutulong. Mas marami ang mga mamamayang tumutulong na nakikita natin maski improvised na gamit Parang hindi yata napaghandaan ang malawakang rescue operations. And we need more helicopters para sa mga ganitong sitwasyon. Asan ang budget?

    Yan lang ba ang masasabi ng tangnang Gloria, ang ilista ang proyekto raw niya na hindi pa na-realized! Tinamaan ng lintek ang babaeng yan!

    PGMA orders Cabinet members to help in the rescue and relief efforts for typhoon victims

    President Gloria Macapagal-Arroyo ordered Executive Secretary Eduardo Ermita Saturday night (September 26) to oblige all Cabinet officials to mobilize their departments and offices and help in the ongoing rescue and relief operations particulary in areas affected by tropical storm Ondoy.

    Press Secretary Cerge Remonde said the President issued the directive to Ermita during the National Disaster Coordinating Council (NDCC) emergency meeting in Camp Aguinaldo in Quezon City where she personally monitored and supervised the deployment of rescue teams in the areas still submerged by flood waters.

    He said that during the meeting, the President personally coordinated with the local government executives in Metro Manila and neighboring provinces and assured them that rescue teams and emergency units are in place to help them.

    Remonde pointed out that the President also ordered the NDCC to focus its rescue operations in Marikina City and Cainta in Rizal, and deploy separate teams for Makati, City and other disaster areas.

    The President also tapped the Department of Social Welfare and Development (DSWD) and the Philippine National Red Cross to help police and soldiers in the delivery of relief goods and food stuffs to the affected families at the different evacuation centers.

    Moreover, she also tasked Transportation Secretary Leandro Mendoza to ensure the 24-hour operation of the Metro Rail Transit and Light Rail Transit especially during calamity.

    9 na taon sa nakaw na pwesto ay walang ginawa kundi magbulsa ng pera ng bayan na dapat ay nalagay sa ganitong mga kalamidad.

    Handang kumain ng milyunes sa NY at DC, pero hindi nakahanda na magtapon ng pera para pambili ng equipment na makakapagligtas sa mga pinoy sa ganitong kalamidad! Hmmpp…

    Natulala ako sa nakita kong mga bahay na nakalubog, mga taong pilit na lumulutang sa tubig, mga sasakyang lumubog. I have some relatives in the submerged areas. My own car is submerged in water and so are the other cars of my relatives (BMW pa naman yung isa).

    There is no way out of this diaster but to simply be prepared. Halos lahat ng mga dams at flood control na ginawa ni Marcos, yun pa rin hanggang ngayon. Yung mga perang dapat na gamitin para sa mga ito ay nasa bulsa na ng mga corrupt na opisyales natin. Ang dasal ko sana marami sa kanila ang lumubog din ang mga bahay at sasakyan ng malaman nila na ang perang nararapat sa infrastructures ay dapat mapunta sa pinaglalaanan.

    The rivers are used as dump sites. Squatters build their homes along the river. The river should not be obstructed as when the water rises due climate changes, lagot sila!

    Akala ko ba eh si Gibo eh prepared for any disaster? He has a failing grade on this one. If indeed he is truly effective, no one would have died. And he says he wants to be the next president? Let us see who these drowned victims will pick.

    As usual, the boobuwit’s regime failed in its “preparedness” for any disater kuno!

    I appreciate the private sector’s willingness to even buy pump boats to save as many lives as they can and feeding and clothing them as well. Tunay na bayanihan!

    At tsaka kung prepared nga sila talaga ay dapat bago pa tumaas ang tubig baha ay nag-uumpisa na ang mga pagbibigay tulong at rescue sa mga posibilidad na ma-stranded. Bakit kailangan kung kelan mataas na at lubog na ang mga bahay at tsaka reresponde? Na-advisan na dapat sa mga tao kung saan pupunta kung sakaling mapepeligro na ang kanilang mga sitwasyon. Ang mga Barangay ay maliliit na sangay ng gobyerno na dapat ay in direct contact sa NDCC at mga kinauukulang rescue authorities. Kaya nga COORDINATING eh!

    The calamity that claimed lives and brought destruction in the Philippines hopefully may open the eyes of the G20 summit participants in Pittsburgh hosted by Obama to make commitments and combat global warming that caused climate changes due to greenhouse gas emission.

    Eh, bakit nga bigla ang ragasa ng tubig at malawakan ang naging pinsala ng baha KUNG TALAGANG ang administrasyon mo ay KUMPLETO sa paghahanda?

    Wala ka bang gagawin gloria, kundi ang lokohin kami’t paasahin sa iyong mga pantasya?

    Merong 19 na namatay sa Bulacan bunga ng biglang pagragasa ng baha sanhi ng walang abisong pagpapakawala ng tubig sa Angat at Ipo Dam.

    Doon nakapag-asawa ang isa kong kapatid at nakatira sila sa Pandi, meron bang update kung alin aling bayan ang apektado? Pati na rin pangalan ng mga nasawi?

    hindi yata alam ni gloria na sya mismo ang kalamidad, malaking budget natin ay napupunta sa pambayad ng utang imbis na mag invest sa social development, at dapat bawat barangay ay may disaster preparedness program para alam agad sa level pa lang ng barangay kung ano ang dapat gawin kapag may ganitong kalamidad. tiyakin dapat ito ng mga cities at municipal government.

  15. Nung panahon ni Makoy, merong Barangay Disaster Brigade kada barangay. Ang mga miyembro naka-crash helmet, raincoat, rubber boots at flashlight. Pinapadala sila sa Subic para mag-training at may mga refresher pa ng MLG (DILG ngayon).

    E si Gibo, siya mismo hindi preparado tapos ang lakas ng loob magsermon tungkol sa disaster preparedness. Traffic lang sumuko na at ipinostpone yung delivery ng rubber boats.

    Bagsak siya sa kangkungan dito.
