Sinabi kasi ni Miriam na dapat i-fire ni Arroyo sina Ebdane, Finance Secretary Gary Teves at Ombudsman Merceditas Gutierrez dahil pabaya sila sa anomalya sa mga kontruksyun ng mga proyekto sa ginagastusan ng World Bank. Malaking kahihiyan ang nangyari na kailangan pa World Bank ang mga blacklist ng E.C. De Luna Corp., Cavite Ideal International Construction at Development Corp., and C.M. Pancho Construction Inc.
Maliban sa walang kasong naisampa sa tatlong blacklisted na kumpanya, patuloy pa silang sumasama sa ibang bidding.
Nanggalaiti si Miriam kaya lang, wala yun kay Ebdane, isa sa mga paboritong cabinet member ni Arroyo. Sabi ni Ebdane, ““Pag sinabi ng boss ko, ng Presidente, na, ‘Alis diyan,’ walang prolema. Pero siya lang ang susundin ko “
Parang si Raul Gonzalez din. Nang sinabi ni Rep. Roilo Golez na wala na siyang honorable option kungdi mag-resign dahil sa anomalya sa kanyang departamento tungkol sa Alabang Boys, sabi ni Gonzalez, “magre-resign lang ako kung tatanggapin ni Presidente ang aking resignation.”
Alam niya kasi na hindi siya bibitawan ni Arroyo. Katulad din ni Ebdane. Takot lang ni Arroyo. Marami yatang alam ang dalawa.
Kapag binitawan ni Arroyo si Gonzalez, pwede ipa-alaala sa kanya na hindi siya naproklama na presidente madaling araw noong 2004 kung hindi niya, kasama si Kiko Pangilinan, ni “Noted”- “Noted” ang mga reklamo ng oposisyon na pandaraya.
Si Ebdane ay isa sa mga “Hello Garci” generals. PNP chief siya noon at siya yung sinasabi ni dating Comelec Commissioner Virgilio Garcillano na magpakidnap sa isang babaeng election officer na ayaw sumama sa pandaraya.
Proyekto rin ni Ebdane ang pag-manufacture ng mga pekeng election returns na ipinalit sa genuine na nakatago sa Batasan Pambansa gamit ang mga miyembro ng Special Action Force ng Philippine National Police noong 2004.
Tama si Miriam. Hindi naman mangyayari ang ganung kagarapal na anomalya sa DPWH kung hindi pinapayagan ng pinuno doon.
At bakit naman hindi payagan ni Ebdane itong si Eduardo de Luna, may-ari ng E.C. De Luna Construction Corp. Close yata yun kay Mike Arroyo.Noong 2004 lang, 20 beses sila nagkita.

Sen. Panfilo Lacson’s story linking First Gentleman Jose Miguel Arroyo to one of the contractors blacklisted by the World Bank for “collusive practices” could be considered hearsay at the moment, Senate President Juan Ponce Enrile said yesterday.
He said Lacson’s story was “hearsay” because the alleged rigging of bids for a road project funded by the international financial institution was only narrated to him.
Senate Majority Leader Juan Miguel Zubiri agreed, saying there must be more evidence other than the First Gentleman’s appointments book presented by Lacson during Tuesday’s hearing on the WB blacklist of contractors for collusion in the bidding for the National Roads and Improvement Program 1 that the WB was supposed to fund.
Sen. Miriam Defensor-Santiago, on the other hand, said she was giving Senator Lacson at least two weeks to produce a witness that could prove the link between the First Gentleman and contractor.

If Ebdane will not remove the three companies from the shortlist of qualified contractors, any of the Senators/Congressmen can. I hope Ruffy Biazon or Roy Golez or any of the reps of Miriam or Lacson or even Atty. Harry Roque is reading this, since they can petition the Phil. Contractors Accreditation Board (PCAB) to suspend or revoke the contractor’s license they have issued to the three on the grounds that their scandalous actions have tainted the whole Phil. Contracting Industry before the eyes of the world. This could also be filed and/or supported by the Phil. Contractors Association (PCA).
The Three, E.C. De Luna, Cavite Ideal Int’l, and C.M. Pancho, thereafter, will all be automatically disqualified from all public bidding since only PCAB-certified AAA contractors are allowed to participate in all PBACs (Pre-qualification, Bids and Awards Committees) in all gov’t construction projects especially those over a certain cost limit. Major private commercial and industrial projects also require an AAA license to be qualified. That will keep them out of business for the meantime.
Likewise, the Professional Regulatory Commission (PRC) may be petitioned so that the Engineers, Architects and Accountants under the employ of the three firms and had participated in one way or another, or had knowledge of, the rigging of the bids be stripped of their license or at least suspended, co-terminus with the period prescribed by the World Bank. I assume one or all of the three owners are civil engineers.

It will be difficult to hide a dummy in the case of PCAB application since you are required to list specific items that will give away your real identity. For example, your Key Personnel and their licenses, your transport equipment with license plate/body/chassis numbers. Each STE will also be required to list down his professional experiences and projects, etc.

In our fight against the present regime, Dakdak failed to realize that dakdaking is our pen that in some situation is mightier than the sword. Monies too have to be included in the equation, which we do not have. In the past, dakdaking consequently resulted to People Power that toppled Pres. Marcos and Pres. Erap.
The current regime has the pen, the sword and the monies. Their pen uses the newspapers and broadcast media. Their sword is the military. Their monies came from the people. They are powerful.
In reality, the only peaceful tool we can use to build a force that can either replace or topple an undesirable regime is to build people power through dakdaking, people power to replace the regime through election and/or people power to topple the regime.

I admire very much all your efforts to fight the evils in GMA’s administration. But I earnestly don’t think all these will make a dent on the conscience of the likes of Ermita, Ebdane, Reyes, Mendoza, Gonzales, and the rest of GMA’s gang. Much more on GMA and husband FG. With what is going on, what I see is the probability of the rise of vigilantism to fight the evils of GMA. I won’t shed a tear nor feel anywhere sad if suddenly cabinet members, congressmen, prosecutors, justices, lawyers who are evil personified are killed by concerned vigilantes. I may even cheer them on. That is how lowly my trust in government and the justice system has fallen. I would even appreciate the NPAs if the start targeting said evils. This may be short-minded but I don’t mind. I see we are ending up with nowhere to go. Will anarchy come next? My guess is that is what GMA wants next. It might just save her day.

This is the first time MCC has given RP a failing grade under the categories “Ruling Justly” and “Investing in People”. Was it only in 2008 that injustices happened in this benighted land? Was it only in 2008 that gov’t policy favoring expatriation of workers was the preference over producing jobs at home? Did they accept the bullshit that Gloria was providing a million jobs yearly hook, line, and sinker?
Look at the “Economic Freedom” scores. Do you believe that under the title Regulatory Quality, we got an almost perfect score compared to our peers? If this were true, then we should not be having these problems regarding WB blacklisting, Legacy scam, runaway prices, LPG shortage, closing banks, pre-need bankruptcy, etc. etc. etc. And all these are but those which happened in the last month or two.
